The purpose of this study was to assess the success of the Hands On Parent Empowerment (HOPE)
program among immigrant parents with preschool children among thirteen preschools in Hong
Kong. The goal of the HOPE program is to provide disadvantaged parents with the necessary skills
and knowledge for the better development of children. This study took place in Hong Kong and
revealed that preschool children with immigrant families have the greatest amount of difficulty
when it comes to learning in an academic setting.
In this study, various principles for the development of effective programs were identified. These
principles included, but were not limited to: Being theory driven, being developmentally
appropriate, ensuring sociocultural relevance, focusing on positive relationships, being
comprehensive, using varied teaching methods, using appropriate timing, using well trained staff,
conducting an outcome evaluation, and providing documentation. Understanding these principles
resulted in the use of the HOPE program because of the ecological theory. This theory states that, A
child s development is shaped by the interaction of both nature and nurture, including the child s
biogenetic makeup, his/her experiences and interactions with others in the family, the school and
the wider social environment; therefore, the ecological theory explains why the use of the HOPE

it spoke from the honest application of specific interventions within a realistic classroom situation.
The specificity of interventions and honest reports of success when implemented were extremely
helpful in determining effective instructional decisions when working with this niche student
