Most operators upgrading existing lines prefer to choose STO as the first level of CBTC
implementation. Scaling to DTO or UTO is a relatively simpler upgrade once the CBTC
framework is set up. As the workforce in most transit operators are unionized, there certainly
will be difficulties to implement UTO and completely take away existing jobs. Once CBTC is
installed, operators can slowly start the transition of train drivers/engineers towards
administrative, executive and technical roles. –OEM
