15. Goal of 15 million wintering waterfowl ( 22% ). Has lost 35% of coastal marsh (1.5 million acres) with annual loss of 16,000-25,000 acres. Loss of interior freshwater and intermediate coastal marsh to sea level and altered hydrology. Conserve 250,000 acres of foraging habitat on coastal prairie, slow or reverse coastal marsh loss ; restore processes that sustain wetlands.
