QUOTA LimitationsQUOTA Limitations
► COs may advance eligible E3, E4, and E5
personnel between 1 January and 31 December
inclusive as follows:
Total Billets Authorized % E6 E5 E4
► 100 or less 2 % 1 1 *
► 101 to 1000 1 % 1 2 *
► 1001 TO 2000 1 % 2 4 *
► OVER 2000 1% 2 6 *
* Number is based on command’s total CAP quotas.
Calculating Total CAP QuotasCalculating Total CAP Quotas
► Total CAP quotas are computed by multiplying the total
enlisted billets authorized by the percentage authorized.
Quotas are rounded to the next higher number.
► Example: Command with 506 total Enlisted billets:
 506 x .01 = 6 quotas
► E4 quotas may be substituted for unused E5 or E6 quotas.
► E5 quotas may be substituted for unused E6 quotas.
