plunder, not facilitate it. Anyone who stands in against
corruption in the Beltway, we will stand with you — even
if you've been part of the problem in the past. If you help
clean it up, America loves repentance.

15. • A grim President Hamid Karzai bowed to intense U.S.
pressure and agreed Tuesday to a runoff election Nov. 7,
acknowledging he fell short of a majority after U.N.-
backed auditors stripped him of nearly a third of his
votes.

The Nicaraguan Supreme court has lifted a
constitutional ban on re-election, clearing the way
for President Daniel Ortega to run again in 2011
elections. The court's decision followed an appeal by
Mr. Ortega and a group of mayors.
