• All private commercial radio stations must make a
financial contribution toward the development of
Canadian content, as per the Broadcasting act.
• Administered by the CRTC
• Contribution levels:
a) Licensees with revenues <$625,000 = $500
b) Licensees with revenues between $625,000 -
$1,250,000 = $1,000
c) Licensees with revenues > $1,250,000 = $1,000 plus
0.5% of those revenues that exceed $1,250,000.

– 60% to FACTOR, remainder to another CCD initiative,
if a) or b)
– 45% to FACTOR, 15% to Community Radio Fund,

• Tangible Benefits:
– Upon purchase/acquisition of another radio station,
6% of transaction must go to CCD. 1.5% of this must
go to FACTOR, 3% to Radio Starmaker, 1% to other
eligible CCD initiative, and 0.5% to Community Radio
Fund
