Challenges for the Japanese Academic Journals Publishing
Aims of J-STAGE project
• Disseminating Japan’s research results to the world
• Encouraging accessibility to Japanese scholarly journals under
oligopolistic situation in international academic resources
• Acceleration of better productivity of research activities
Background
• In Japan, academic journals are published by societies, which
sometimes have relatively weak financial bases.
• A progression of digitization is 62% as to journals published by
academic societies in Japan (2011), this is behind as compared
with other countries.
• Competent submissions go overseas as there are not enough
leading e-journal titles in Japan.

Launched in 1999
1,600 journals (2.3 million articles)
All abstracts are free.
More than 80 percent of full texts are free.

All journals on J-STAGE are…

1.

Peer-reviewed journals published by Japanese noncommercial
societies, whose offices are located in Japan (joint publication with
foreign publishers may be acceptable).

2.

Journals should be published regularly.

3.

Journals should accept papers contributed not only by
society members but by nonmembers as well.

4.

The society should bear the cost of data (full-text PDF or XML,
bibliographic XML data, etc.) production and monitor the quality of
uploaded data.

About the Japan Link Center (JaLC)

The JaLC is the only Japanese organization (and the 9th in the world)
authorized by the IDF as a Registration Agency (RA) for DOI

Domestic institutions work together to perform central functions using
DOI to promote management and distribution of digital content.

•

Administered jointly by academic institutions in Japan.

Challenges for the Japanese Academic Journals Publishing Aims of J-STAGE project • Disseminating Japan’s research results to the world • Encouraging accessibility to Japanese scholarly journals under oligopolistic situation in international academic resources • Acceleration of better productivity of research activities Background • In Japan, academic journals are published by societies, which sometimes have relatively weak financial bases. • A progression of digitization is 62% as to journals published by academic societies in Japan (2011), this is behind as compared with other countries. • Competent submissions go overseas as there are not enough leading e-journal titles in Japan.   1. I’d like to thank you for taking time out of your conference schedule to come here today.
  2. This is a quick review of organizational changes of JST in chronological order. There used to be two organization. One is Japan Information Center of Science and Technology which supplied STI service . The other is Research Development Corporation of Japan which is a funding agency. These two organization are merged into JST in 1996. So, JST has STI service and funding.
  3. JST is now known as one of the big R&D funding agencies. We fund researchers in the academia and the industry more systematically based on specific designated areas, or policy-driven areas for promoting the generation of “innovation” in Japan. In addition, JST is now actively involved in a wide spectrum of areas including R&D funding, technology transfer and raising public awareness about science , not to mention building a sound and solid infrastructure of science and technology information. The pie chart shows that our STI (or Scientific and Technological Information) Departments account for 7 % of the total budget of 1.2 billion US dollars.
  4. This chart shows a list of databases and services by JST. We have many services such as bibliographic database, researchers database and job seeking database. I would like to introduce you some of them. J-Stage is e-journal platform for academic societies in Japan. Currently, 16 hundreds journals and 2.2 million articles are released on J-STAGE. About 75% of journals are free of charge. “ReaD&Researchmap” is a researcher database. It includes 220 thousands of researchers information. . Japan Link Center shortly called JaLC is the 9th DOI registration agency in the world . JaLC will be increasingly cooperating with other institutes and organizations to construct a solid and versatile STI infrastructure for Japan.
  5. J-STAGE is a platform operated by the JST for publishing scholarly electronic journals in Japan. Currently offering some 1,600 journals and 2.3 million articles, it is the largest such service in Japan. It contains many English-language articles as well as Japanese. All the abstracts can be viewed free of charge, and more than 80 percent of the journals allow free viewing of full texts.
  6. This picture shows the framework of J-STAGE project. Most of scholarly journals in Japan are published by respective academic societies. JST is running the project by national budget, it costs about 500 million yen per year, including assistance for publishers by a support center, as well as system management.
  7. The journals registered with J-STAGE contain peer-reviewed papers in science and technology, including the humanities and social sciences. The hosted journals must meet the following THESE conditions and pass a screening process. No 1. peer-reviewed journals published by Japanese noncommercial societies No 2. should be published regularly. No 3. should accept papers contributed from people outside of the society. No 4.   8. This is a brief history of J-STAGE During the 14 years since the service was begun, J-STAGE has upgraded and gained new functions. When J-STAGE launched in 1999, then relatively advanced functions like full-text searching, linking to cited articles, electronic appendix functions were implemented. J-STAGE was upgraded into J-STAGE2 in 2003. With this version, the service began offering an advance publication function that is typical aspect of e-journal, My J-STAGE for registering user favorites and receiving notifications alerting the user to new issues, and access statistics reports compliant with the COUNTER international standard.
  9. J-STAGE3 was released in May 2012 as the newest version. Of the functions newly implemented in J-STAGE3, the biggest is support for XML contents. It is now possible to upload data compliant with the Journal Article Tag Suite (JATS), an international standard XML format. The submission and review systems offered as an optional services have become an ASP services, the ScholarONE Manuscripts and Editorial Manager systems, which are widely used internationally. Linking with CrossCheck, a service for preventing plagiarism provided by CrossRef, is also offered as of 2012.
  10. This chart shows the journal categories on J-STAGE. The largest one is the medicine pharmacy journals by 30%, the second is engineering by 28%, followed by the fields of biological sciences. Recently, journals of social sciences have been increased.

  12. The language used in J-STAGE are English and Japanese. All journals on J-STAGE have both English and Japanese Interface for browsing And 21% of them are entirely English journals, 48% are a mixture of English and Japanese. The remaining 31% are journals which are written in Japanese only. Most of the articles have the English abstracts, even though the full text is provided in Japanese.★
  13. It is important for encouraging innovation in our country that the articles on J-STAGE are widely read and used in Japan. At the same time, communicating Japan’s research results widely outside Japan and having them used worldwide, one of the objectives of J-STAGE, is a way of contributing to the global society. Of the papers downloaded from J-STAGE, around 10 million accesses are from outside Japan per year. The majority of these are downloaded from China, India, South Korea and other parts of Asia, from North America, and from European countries.
  14. We can see, then, that the scholarly journals published in Japan on J-STAGE are widely read by researchers across the globe, making worldwide contributions. In 2011, off the 236 Japanese journals having impact factor, 110 are published on J-STAGE, which gives a picture of how the journals on J-STAGE are steadily having a global impact. Of course some Japanese journals put out by major overseas publishers obtain high Impact Factors. However, when it comes to the growth of Impact Factor, journals on J-STAGE show relatively higher increase rate than those on platforms outside Japan. Comparing J-STAGE to the impact factor of journals in MEDLINE, however, these results show that J-STAGE is having a greater impact than platforms outside Japan. J-STAGE will continue to contribute to the world’s intellectual activities by rapidly and openly communicating outstanding research results originating in Japan to the rest of the world.
  15. J-STAGE is in cooperation with many organization and services. And making links both outbound and inbound. Core system we enhanced is Japan Link Center called JaLC. When a DOI has been assigned to digital content, cross-linking with the content is facilitated, greatly expanding the distribution and use of that content.
  16. JaLC was certified as the 9th registration agency in March 2012. The biggest feature of JaLC is its administration. These four public organizations NDL, JST, NIMS and NII signed the MOU on JaLC administration.

Once a society uploads journal contents, the contents are disseminated via various features on J-STAGE, enjoying high visibility by virtue of being on Google, Scopus, Ebsco, ProQuest, PubMed etc. Every article is allotted a DOI. In this way the papers published on J-STAGE can easily be searched and viewed by readers and scientists around the world. The linked entities are expected to continue growing even beyond those shown here.
  18. Now, needless to say, technology continues to develop at breakneck speed, changing academic publishing environments worldwide. J-STAGE needs to decide how to respond. Let me introduce some challenges we are planning to work on. Today, resources or authors as well as journal articles begin to have their own identifiers. Such identification enables the publishers streamlining of workflow, and developing strategies with high accuracy. As you know, Impact Factor has been made controversial issues. We need to follow new trend like article-level metrics from this context.
  19. We are now planning to implement a data repository in J-STAGE. If J-STAGE is able to include data accompanied with academic papers such as experimental data, It would be help to promote efficient research activities, leading to innovations.
  20. One big issue of J-STAGE is “Promotion”. We are planning to select well-established journal as leading journals, and to provide them in a style of journal packages. Journals package will have even more attractive and practical option, especially in the variety of titles available via J-STAGE. And such changes will make the publishing societies take a long hard look at the way they do business.
  21. Through J-STAGE, we are disseminating Japan’s science and technology information to the world. We would appreciate if we could also share useful points from such kind of view.
