Greetings!

We are Nasser Ray D. Domingo and Rowe Mari Joseph Y. Roquez, 4th year BS Economics students from the University of
the Philippines Visayas – Miagao Campus. We are currently enrolled in the Econ 199.2 (Economics Research II) course
which requires to be completed to be able to graduate from the degree. The following questionnaire will be containing a
series of questions regarding the subject of our research: “Economic Valuation of a UNESCO World Heritage Site:
Citizens’ Non-use value for Santo Tomas de Villanova Church, Miagao, Iloilo.”

The questionnaire consists of an array of questions ranging from yes or no questions, agree or disagree, true or false,
ranking, identification, and checklists, and will take no longer than 20 minutes to complete. We understand that some of
the information being asked, you might find personal or intrusive. We assure you that any information acquired from

Definition of Heritage Sites

        Heritage sites are works of man or the combined works of nature and of man, and areas including archaeological
sites which are of outstanding universal value from the historical, aesthetic, ethnological or anthropological points of
view. Basically, the term “heritage site” is a broad one. It includes museums, libraries, monuments, religious or public
buildings, gardens or parks, archeological sites and historic houses. A heritage site holds historical significance in terms of
its buildings, land, or collections. A heritage site can instill pride in one’s place and one’s own national identity.

National Historical Institute

        National Historical Institute (NHI) was created in 1972 to integrate the diverse functions of various historical
agencies. Its stated aim is to strive towards "a Filipino society with citizens informed of their history, who love their
country and are proud of their cultural heritage." NHI is responsible for the conservation and preservation of the
country's historical legacies. Its major thrusts encompass an ambitious cultural program of historical studies, curatorial
works, architectural conservation, Philippine heraldry, historical information dissemination activities, restoration and
preservation of relics and memorabilia of heroes and other renowned Filipinos.

         The NHI undertakes historical studies, incorporating translation and publication works; acquires either by
donation or purchase, the restoration, preservation and maintenance of historical sites, monuments, landmarks and
shines, structures, relics and memorabilia of heroes and other eminent Filipinos, documents and other source materials;
commemorates significant events and personages in Philippine history and safeguards the blazoning of the national
government and its political divisions and instrumentalities.
Catholic Bishop’s Conference of the Philippines (CBCP)

Catholic Bishops’ Conference of the Philippines is the permanent organizational assembly of the bishops in the
Philippines exercising together certain pastoral offices for the Christian faithful of their territory through apostolic plans,
programs and projects suited to the circumstances of time and place in accordance with law for the promotion of the
greater good offered by the Church to all people.

The Role of CBCP Permanent Committee for the cultural heritage of the church includes the promotion of the cultural
heritage of the Church as an invaluable aid to evangelization and catechesis, foment research on and understanding of
the ecclesiastical cultural heritage, serve as a consultative body on the scientific conservation of cultural ecclesiastical
goods and initiate and sustain collaboration between the Committee and similar government and/or civic agencies
involved in the care, conservation and appreciation of the cultural heritage of the Church.



                                                         CV Scenario

        The Church of Santo Tomas de Villanova has been classified as a UNESCO world heritage site since 1993. Located
40 kilometres from the city of Iloilo, the church has been established in 1786 by Spanish Augustinian missionaries in
Miagao, Iloilo.

         The town's first church building was constructed in Ubos by Nicolas Pangkug, first capitan of the town. The
church was completed three years before the first Spanish priest came in 1734, but this was burned by the Muslim
pirates in 1741. Miagao was officially created as a parroquia on May 15, 1734.

         The second church was constructed under the leadership of Parish Priest Fray Fernando Camporedondo
(1746-1747). This church was also burned and looted by the pirates. The raids discouraged the people from building
another church. But they needed one not only as a house of worship but also as a stronghold against pirate attacks. So
they decided to build a third church in Tacas where the townsfolk have a commanding view of the mouth of the Miagao
River, the usual route followed by the pirates in entering the town. This church still stands after defying elements and
catastrophies for two centuries.

        During the time of the development of the Miagao church, stability and massiveness along with durability
associated with sound architecture was very common. Thus, mission churches, including the church of Santo Tomas de
Villanova, were mostly fortresses built for military purposes with some concessions on their facades. Furthermore, the
Church of Santo Tomas de Villanova withstood the occasional attacks from Muslims coming from the south. The church
and its watchtowers had been built with thick walls and secret passages to defend the town and its people. The
defensive purpose of the Church led to the popular name “The Miagao Fortress Church”

       People can derive many types of benefits from the preservation of historic churches. If they visit these sites,
they may experience “use values”. This could be in the form of educational and aesthetic gains. People living in Miagao
experience use values because they directly use the church; they go to mass there, and it directly affects the tourism of
the municipality.

         Even if people do not visit or experience celebrating mass in this church, they may derive some “non-use values”
in its preservation by knowing that other people can visit it; this is called “bequest value”. It is also a source of pride in
our heritage, being a UNESCO world heritage site; with its rich history, and unique architecture, being deceptively
Western Baroque in appearance but totally Filipino in spirit and context, giving this structure a Filipino identity; this
could be considered as “existence values”. Heritage sites such as this instill pride of place and strengthen our national
identity. And with the church situated in a country where the majority of the population is Catholic, it could be a big help
in boosting the faith of its citizens.

or more commonly known as Miagao Church. The funds collected will jointly managed by the National Historical Institute
and the Catholic Bishop’s Conference of the Philippines, and will be used to shoulder expenses attributed to the
conservation and preservation of the church, such as keeping the church clean and hygienic, renovation, restoration and
repair or needed construction if the need arises, among others.

Its stated aim is to strive towards "a Filipino society with citizens informed of their history, who love their country and are proud of their cultural heritage." NHI is responsible for the conservation and preservation of the country's historical legacies. Its major thrusts encompass an ambitious cultural program of historical studies, curatorial works, architectural conservation, Philippine heraldry, historical information dissemination activities, restoration and preservation of relics and memorabilia of heroes and other renowned Filipinos. The NHI undertakes historical studies, incorporating translation and publication works; acquires either by donation or purchase, the restoration, preservation and maintenance of historical sites, monuments, landmarks and shines, structures, relics and memorabilia of heroes and other eminent Filipinos, documents and other source materials; commemorates significant events and personages in Philippine history and safeguards the blazoning of the national government and its political divisions and instrumentalities.

Catholic Bishop’s Conference of the Philippines (CBCP) Catholic Bishops’ Conference of the Philippines is the permanent organizational assembly of the bishops in the Philippines exercising together certain pastoral offices for the Christian faithful of their territory through apostolic plans, programs and projects suited to the circumstances of time and place in accordance with law for the promotion of the greater good offered by the Church to all people. The Role of CBCP Permanent Committee for the cultural heritage of the church includes the promotion of the cultural heritage of the Church as an invaluable aid to evangelization and catechesis, foment research on and understanding of the ecclesiastical cultural heritage, serve as a consultative body on the scientific conservation of cultural ecclesiastical goods and initiate and sustain collaboration between the Committee and similar government and/or civic agencies involved in the care, conservation and appreciation of the cultural heritage of the Church. CV Scenario The Church of Santo Tomas de Villanova has been classified as a UNESCO world heritage site since 1993. Located 40 kilometres from the city of Iloilo, the church has been established in 1786 by Spanish Augustinian missionaries in Miagao, Iloilo. The town's first church building was constructed in Ubos by Nicolas Pangkug, first capitan of the town. The church was completed three years before the first Spanish priest came in 1734, but this was burned by the Muslim pirates in 1741. Miagao was officially created as a parroquia on May 15, 1734. The second church was constructed under the leadership of Parish Priest Fray Fernando Camporedondo (1746-1747). This church was also burned and looted by the pirates. The raids discouraged the people from building another church. But they needed one not only as a house of worship but also as a stronghold against pirate attacks. So they decided to build a third church in Tacas where the townsfolk have a commanding view of the mouth of the Miagao River, the usual route followed by the pirates in entering the town. This church still stands after defying elements and catastrophies for two centuries. During the time of the development of the Miagao church, stability and massiveness along with durability associated with sound architecture was very common. Thus, mission churches, including the church of Santo Tomas de Villanova, were mostly fortresses built for military purposes with some concessions on their facades. Furthermore, the Church of Santo Tomas de Villanova withstood the occasional attacks from Muslims coming from the south. The church and its watchtowers had been built with thick walls and secret passages to defend the town and its people. The defensive purpose of the Church led to the popular name “The Miagao Fortress Church” People can derive many types of benefits from the preservation of historic churches. If they visit these sites, they may experience “use values”. This could be in the form of educational and aesthetic gains. People living in Miagao experience use values because they directly use the church; they go to mass there, and it directly affects the tourism of the municipality. Even if people do not visit or experience celebrating mass in this church, they may derive some “non-use values” in its preservation by knowing that other people can visit it; this is called “bequest value”. It is also a source of pride in our heritage, being a UNESCO world heritage site; with its rich history, and unique architecture, being deceptively Western Baroque in appearance but totally Filipino in spirit and context, giving this structure a Filipino identity; this could be considered as “existence values”. Heritage sites such as this instill pride of place and strengthen our national identity. And with the church situated in a country where the majority of the population is Catholic, it could be a big help in boosting the faith of its citizens.
