REBASING OF MM19

Indices in this release have been rebased and re-referenced onto 2005=100. This process
takes place every five years. A long run of back data on 2005=100 is being placed on the
ONS website at 0930 on the day of publication under related links at:
http://www.statistics.gov.uk/ppi.

DATA SOURCES

Materials and fuels

As part of the PPI rebasing programme, the coverage of the materials and fuels indices has
been extended. These now include imported parts and equipment. For more details see the
note on the PPI redevelopment at:

Earnings Index

This index is provided by the Average Earnings Index (AEI) and includes Employer National
Insurance costs.


Since information from the AEI is not available at the very detailed level, broad SIC
classifications are used. These are as follows:

•   The AEI for SIC 29 (machinery and equipment not elsewhere classified) is used for
    weapons and ammunition. (SIC 2960).

•   The AEI for SIC 30-33 (electrical and optical equipment) is used for electronic valves,
    tubes and other components (SIC 3210) and instruments and appliances for measuring
    etc. (SIC 3320).

•   The AEI for SIC 34-35 (transport equipment) is used for aircraft and spacecraft. (SIC
    3530).

General Expenses

General expenses are represented by the Retail Price Index for all items excluding food.

Output Indices

Indices in Table 5 are a selection of Output Producer Price indices. For a full set of output
price indices please refer to the publication MM22.

Component weights

The component weights for the 2005=100 series have been calculated using data from the
Annual Business Inquiry for each SIC (92) class and reflect the pattern of industries’ costs in
2005. The weights used to combine the major constituent series are shown on the following
table and are expressed in percentage terms:

DEFINITIONS AND SYMBOLS USED

Provisional Data

Indices for the latest two months are always provisional and flagged with a ‘p’ marker due to
the level of imputation present for items where the latest prices are not available. This level
of imputation reduces significantly for earlier months, allowing index data to be published as
firm values.

Revisions

Occasionally, new information produces a change in the value of an index already published
as firm. Where change is significant, index values are recalculated and annotated with an ‘r ‘
marker.

No data?

Various symbols are used in Table 5 to provide meaning where the quality of the index
values is reduced.

B      These index values are considered less reliable mainly due to lack of market
coverage.

F      These indices should not relied upon for long-term contractual purposes, as they are
       based on relatively few quotes.

..     These values have been suppressed because the index would risk disclosure of
       individual price movements.

Linking Rebased indices


To convert 2005=100 indices back onto a 2000=100 basis


For those who are using the 2000=100 indices in long-term contracts and wish to extend the series
beyond June 2008 (the latest month for which 2000=100 figures were published), the following
approach may be suitable.


First, select the nearest equivalent index published in the 2005=100 series and then calculate a
linking factor as follows:



                                    2000=100 index for June 2008
                           Nearest equivalent 2005=100 index for June 2008



Then simply multiply the 2005=100 index after June 2008 by this linking factor to extend the
2000=100 time series.



For example: 7209200000 (PLLU)

The factor is calculated as 123.8/114.9 = 1.077 and figures for the 2000=100 extended series are

  • 4. REBASING OF MM19 Indices in this release have been rebased and re-referenced onto 2005=100. This process takes place every five years. A long run of back data on 2005=100 is being placed on the ONS website at 0930 on the day of publication under related links at: http://www.statistics.gov.uk/ppi. These now include imported parts and equipment. For more details see the note on the PPI redevelopment at: www.statistics.gov.uk/articles/nojournal/PPI_Redevelopment_Article.pdf Earnings Index This index is provided by the Average Earnings Index (AEI) and includes Employer National Insurance costs. Since information from the AEI is not available at the very detailed level, broad SIC classifications are used. These are as follows: • The AEI for SIC 29 (machinery and equipment not elsewhere classified) is used for weapons and ammunition. (SIC 2960). • The AEI for SIC 30-33 (electrical and optical equipment) is used for electronic valves, tubes and other components (SIC 3210) and instruments and appliances for measuring etc. (SIC 3320). • The AEI for SIC 34-35 (transport equipment) is used for aircraft and spacecraft. (SIC 3530). General Expenses General expenses are represented by the Retail Price Index for all items excluding food. Output Indices Indices in Table 5 are a selection of Output Producer Price indices. For a full set of output price indices please refer to the publication MM22. 1

Component weights The component weights for the 2005=100 series have been calculated using data from the Annual Business Inquiry for each SIC (92) class and reflect the pattern of industries’ costs in 2005. This level of imputation reduces significantly for earlier months, allowing index data to be published as firm values. Revisions Occasionally, new information produces a change in the value of an index already published as firm. Where change is significant, index values are recalculated and annotated with an ‘r ‘ marker. 2
  • 6. No data? Various symbols are used in Table 5 to provide meaning where the quality of the index values is reduced. B These index values are considered less reliable mainly due to lack of market coverage. F These indices should not relied upon for long-term contractual purposes, as they are based on relatively few quotes. .. These values have been suppressed because the index would risk disclosure of individual price movements. Linking Rebased indices To convert 2005=100 indices back onto a 2000=100 basis For those who are using the 2000=100 indices in long-term contracts and wish to extend the series beyond June 2008 (the latest month for which 2000=100 figures were published), the following approach may be suitable. First, select the nearest equivalent index published in the 2005=100 series and then calculate a linking factor as follows: 2000=100 index for June 2008 Nearest equivalent 2005=100 index for June 2008 Then simply multiply the 2005=100 index after June 2008 by this linking factor to extend the 2000=100 time series.
