Values in Decision Making
1. Measurement procedures do not make
    decisions. PEOPLE MAKE DECISIONS.
2. Decisions about courses of actions to take
    involve values as well as facts.
3. Issues of values are always controversial.
4. Very few decisions are value-neutral.
5. It is important that this be recognized.
