Prabh Das - MD & CEO
Mr. Prabh Das is a B. Tech (Hons.) from IIT, Kharagpur. Prior to joining HMEL, Mr. Prabh Das
worked as Joint Secretary in Ministry of Petroleum and Natural Gas from 2003 to March 2008. Mr.
Prabh Das was in charge of the Refineries Division and was instrumental in implementing the Auto
Fuel Policy, Strategic Storage and New Initiatives in Oil Diplomacy. He led the transformation of
the domestic refining sector which included strengthening refining capacities, improving refining
operations, safety aspects and introduction of new technologies.
HMEL is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and Mittal
Energy Investment Pte Ltd, Singapore – A Lakshmi N Mittal Group Company. Both the joint venture
partners hold a stake of 49% each in the company, the balance 2% is held by Indian financial
institutions.
HMEL has built a world-class state-of-the-art refinery, ‘Guru Gobind Singh Refinery’ at Bathinda,
Punjab, incorporating the latest technologies. The project comprised a Single Point Mooring,
seven kilometres in the sea at Mundra, a Crude Oil Terminal at Mundra, a cross country pipeline of
1017 km from Mundra to Bathinda, the Refinery, a Captive Power Plant and Petrochemical unit
producing Polypropylene. The refinery, in Punjab, has one of the highest Nelson Complexity Index
amongst the refineries in the region.
Harak C. Banthia - CFO
Mr. Harak C Banthia is the Chief Financial Officer of HMEL. Mr. Banthia comes with over 28 years
of extensive experience that includes 16 years of international experience in mergers and
acquisitions, finance, commercial and management of various companies. He joined HPCL- Mittal
Energy Limited on 1st April 2011.
Prior to joining HMEL, Mr. Banthia served as the Chief Financial Officer/VP Finance for the
L.N.Mittal Group which he joined in April 1995.
2. Martin Hawkins - COO
Mr. Hawkins has responsibility for the operation of all of HMEL’s assets from the crude receipt at
the SPM through production of products at the Bathinda Refinery.
He has over 32 years of oil refining experience in operations, maintenance, process engineering,
major projects, planning, and economic and price forecasting. His accomplishments include
breakthroughs in safety, major projects, process improvements and optimization, and cost
control. He has worked at six refineries and two corporate offices in the USA.
R. R. Handa - VP – Projects
Mr. Ramesh Rai Handa is the VP – Projects. He brings to the organisation four decades of rich and
varied experiences across project implementation, having successfully executed many mega
projects in the oil and gas industry. As Project-in-charge – HMEL, he accomplished the successful
implementation of the 9 MMTPA Guru Gobind Singh Refinery project.
Prior to joining HMEL, Mr. Handa has held various positions in Engineering India Limited and
executed many projects.
Krishan Tuteja - VP – Operations
Mr. Krishan Tuteja is the Vice President Operations. In this capacity he is directly responsible for
managing the entire operations of all the units of the Guru Gobind Singh Refinery, Bathinda.
Prior to joining HMEL Mr. Tuteja has held various positions at the Gujarat Refinery, Encon and
Indian Oil Corporation’s – Panipat Refinery. He was a member of the commissioning team of the
Panipat Refinery.
3. V Anantharaman - VP- Finance
Mr. V. Anantharaman is a B.com, ACA. He has 23 years of experience in various finance functions.
He has worked for Hindustan Petroleum Corporation Limited in various areas such as Refinery,
Bulk Oil Terminal, Internal Audit, Corporate Finance etc. He headed the commercial function of
two of HPCL’s major business lines – Industrial fuels & LPG. He has been the Financial Controller
and the Chief Risk Officer of Hindustan Petroleum Corporation Limited.
Ashok Kumar - VP – HR
Mr. Ashok Kumar is a Post Graduate in Industrial Relations & Personnel Management. Mr Ashok
started his Career with M/s National Hydroelectric Power Corporation Ltd. in 1981 where he
served in various HR functions in different capacities. In 1996, he joined Samtel, a leading
Television & Monitors Picture Tubes manufacturer as Divisional Manager and Head of HR. In 2001,
He joined LG Electronics and worked with them as Sr. GM - HR before joining HMEL in 2008.
Sanjeev Malhotra - VP – Treasury
Mr. Sanjeev Malhotra is the VP – Treasury. In this capacity, he handles the strategic portfolio in
areas related to project finance, capital markets and risk management of the organisation. He
brings with him an enriching experience of close to three decades in the oil and gas industry. He
has successfully brought in the financial closure of the 9MMTPA Guru Gobind Singh Refinery, the
SPM, COT and the 1017 km cross country pipeline from Mundra to Bathinda.
Tapash Pramanik - VP – Technical
4. Tapash Pramanik holds the position of Vice President – Technical Services. In this capacity he is
responsible for, the plan capacity expansion, application of the latest process and improvements.
He has over 32 years of industry experience across varied fields of the refining industry. Prior to
joining HMEL, he had a long and distinguished career in Hindustan Petroleum Corporation Ltd.,
where he has worked in various locations such as Mumbai Refinery, Visakha Refinery and the HPCL
Corporate Office.
Harendra K. Rajora - VP – Marketing
Mr Rajora has overall responsibility of marketing of all liquid products through HPCL and all solid
products directly. He has extensive experience in various leadership positions as a senior
executive in the petroleum marketing sector in India. He has worked in the petroleum industry for
almost three decades, and his previous roles included stints in Essar Oil Ltd., Bharat Petroleum
Corporation Ltd., and as Joint Director Planning in Oil Coordination Committee.
Manu Sehgal - Head – Strategy & Feedstock Supply Group
Mr. Manu Sehgal is the Head of Strategy and Feed Stock Supply function of the Company. His key
responsibilities include Strategy, Crude and Feed Stock Procurement, Planning, Naphtha Exports,
Shipping and Associated Risk Management Activities.
He joined HMEL in 2008 and initially worked as Executive Assistant to MD&CEO while helping him
with the project, procurement, policies and organisational matters. In 2010 he set up the Strategy
and Feed Stock Supply Group in HMEL to coincide with refinery operations.
5. Pawan Kumar Agarwal - GM – Pipelines
Mr. Pawan Kumar Agarwal is the General Manager Pipelines. In his capacity, he is directly
responsible for ensuring the total operation of Single Point Mooring at Mundra, the entire stretch
of the 1017 KM Mundra – Bathinda pipeline.
Mr., Agarwal has over three decades of experience in the oil industry having handled various roles
of Operations, Maintenance, Technical Services and Projects. Prior to joining HMEL he was with
Indian Oil Corporation Limited (IOCL) where he started his career. He has worked at many
locations of the Pipeline Division in Indian Oil Corporation Limited. While in IOCL, he has been
instrumental in de-bottlenecking and optimizing throughput of various crude and product
pipelines, upgrading product pipeline operations, updating mainline and cathodic protection
maintenance. He oversaw the complete construction of the main pumping stations of the Kandla-
Bathinda Pipeline and Viramgam-Chaksu Pipeline.
Sidhartha Tyagi - Company Secretary
Mr. Sidhartha Tyagi is an Associate member of the Institute of Company Secretaries of India and
holds a diploma in tax laws with distinction from Indian Law Institute. He has close to a decade’s
rich experience as a Company Secretary. In this role, he has been assisting the Board and senior
management in handling the Corporate Affairs of the Company. He facilitates meeting of the
Board and sub-committee of the Board and acts as a coordinator amongst various departments and
Board alongwith the strategic investors of the Company
He has worked for Hindustan Petroleum Corporation Limited (HPCL) and has been associated with
the Guru Gobind Singh Refinery since inception. He has been instrumental in the execution of the
Joint Venture (JV) of HPCL and Mittal Energy Investment Pte. Ltd, Singapore and creation of the
JV Company HPCL-Mittal Energy Limited.
