Assalamulaikum warahmatullahi wabarakatuh:
My dear brothers and sisters in Islam and curious onlookers reading this document, actions and history
are shaped by ideas. However many great visionaries never see the realization of their aspirations and
the fruits of their sacrifice. In many ways, the life of the final Messenger Muhammad (SAWS) is
exemplary of this. The concept of ‘la ilaha ilallah’ is a complete paradigm of religious-socio-political-
economic dimension that the Prophet worked to establish over more than 20 years of toil and strife.
Shortly after the revolutionary conquest of Mecca he was assassinated and never lived to see it spread
farther and faster than any system the world has ever known. Few are fortunate enough to live to see the
ultimate effect of their ideas and their victory in the practical realm. We live in such a day where
promises for the establishment of the Islamic system allow us to continue working for it against a
backdrop that is harder to understand, more difficult to counter, and that seems to resemble much of
what we know of the End of Times. The foregoing document is to serve as a guiding statement for those
workers engaged in striving for the reestablishment of the Islamic State; especially those in the West. It
must be mentioned that it is not from the mind of a scholar, only one interested in seeing this ummah
rise up again to take its proper place in world affairs. It is to serve as a call from Revolution Muslim to
all that may hear to organize around four principles of engagement in taking the next steps in moving
toward the implementation stage of living under Islam. If it is of interest to you, you should contact us
immediately to get involved and take on a commitment and responsibility. Many of you have done so,
but we need more help to grow. The Prophet said that the one who dies without bayaah to a khalif dies
in a state of ignorance and we can therefore realize that from the principle of fiqh that everything that
leads up to something wajib being preformed becomes itself wajib, that we must first seek territory and
space to rule over before we can make bayaah to a man. Therefore establishing the State should be the
ultimate objective of every sincere Muslim in the world today that aspires not to die in jahilliya, but
what about the disorganized and fractured state we find ourselves in today? We see brothers and sisters
sacrifice but no real counter to Western imperialism has formed. Syed Qutb explained in Milestones that
the vanguard must, “preserve and develop the material fruits of the creative genius of Europe, and also
provide mankind with such high ideals and values as have so far remained undiscovered by mankind,
and which will also acquaint humanity with a way of life that is harmonious with human nature, which
is positive and constructive, and which is practicable.” In many ways we are lacking in this visionary’s
assessment that still holds true today. This is a basic analysis of our contemporary reality and a call to all
to whom it appeals for collaborations and dedication to fulfilling the objectives set forth in this statement.
We call on anyone who is interested to formally concentrate on any of four areas we consider essential
in the present time and especially over the next two years in advancing our objectives: 1) Establishing a
fundamental knowledge of the aqeedah of ahlus-sunnah, 2) delegitimizing the present power structures,
3) advancing the Islamist social movement to new levels and 4) formulating policies and political-
economic analysis that may one day lead to us protecting and developing a prosperous state. It is a call
to build upon the institutional capacities of Revolution Muslim and to help us advance our objectives
after one year of operations. We ask that you work in partnership with us, that you make sure our
movement is known all over by telling others, and that you help to make us a counter balance to all of
the liars and deceivers that presently rule the world. Finally we ask that you support us with your time,
energy, wealth and du’a and we ask Allah to accept our efforts as pleasing to Him. May He make us live
to see the victory and die underneath the flag of La Ilaha Il Allah, Muhammadan Rasulula.

 Then fight, O Muhammad, in the Cause of Allah, you are not held responsible except for yourself,
and incite the believers to fight along with you, it may be that Allah will restrain the evil might of the
            disbelievers. And Allah is stronger in might and stronger in punishing. (4:84)

Bob Woodward records in his historical account of the buildup to the “War on Terror” that Cofer Black,
Director of the CIA’s Counterterrorist Center, flew along with Richard Armitage to Moscow before the
war in Afghanistan to seek help from top Russian intelligence officers. While there, Woodward
recorded that a Russian said, “With regret I have to say your going to get the hell kicked out of you,”
and Black, quite confident at the time replied, “We’re going to kill them… we’re going to put their
heads on sticks, we’re going to rock their world (p. 103).” Now after 7 years of war, many heads have
been put on sticks, mostly women and children’s, but the belief that intervention in Afghanistan was
going to be short and simple is no longer on anyone’s tongue. Newly elected U.S. President Barak
Obama is the latest victim of the wasteland of empires that is the Afghan mountains and during his
campaign he attempted to show his hawkish side spouting rhetoric about a troop surge in Afghanistan.
Lately, he has started to promote the idea of a regional coalition including Pakistan, Saudi Arabia, India
and even Iran. Similarly, the shadow powers and chiefs of deception have started to attempt to create
civil war in order to split the Taliban and thereby divide and conquer the resistance. Time and again you
see the media machine portray a hopeful scenario for the imperialists but by and large there is little hope
and eventually the coalition NATO-US forces will go home; the question is whether they will leave with
their nations intact or whether like the Soviets before them, they witness the collapse of empire as a
result of blatant ignorance and the underestimation of an asymmetrical force they simply do not
understand.

The Soviet Union’s collapse began in the late 1980’s. After years of military buildup at the expense of
domestic populations, tensions with other world powers, a stagnant economy, failed attempts at reform,
imperial overreach with the guerilla war against the mujahedeen, and increasing domestic animosity
against the government, its empire collapsed in 1991 two years after their military left Afghanistan. The
defeat in Afghanistan was marked by a certain hubris characteristic of a general trend recognizable in
almost all receding empires. The United States is making similar blunders today. It is apparent that
victory is inevitable for Islam in Afghanistan whether in the short or long term, but it is important to
understand the phenomenal alteration of balance of power in the world in a few short years stemming as
a result of the efforts of a few brave men. Today the efforts of the mujahedeen in Afghanistan, their
victory of the Russians in the 1980’s, their realization of a state in the 1990’s, and their attacks in effort
to defend that nation since have led to the birth pangs of a new Islamic order.

Islam increasingly dominates the thoughts and emotions of Muslims across the globe. Non-Muslims are
becoming Muslim at an incredible rate and this is due in large part to the efforts of these mujahedeen.

You wouldn’t be able to tell from the dominant ideology of Islam in the West however. Muslims across
the West go out of their way to condemn the efforts of these mujahedeen. They could never envision a
world that is not controlled by secularism and its hypocrisy, nor would they want to. You wouldn’t be
able to tell from the mainstream media either. They apparently assume all is well on all fronts and have
framed the Global War on Terror in a way that simulates the propaganda used during the era of
colonialism. Their call for humanitarian intervention is no different than European calls to bring
civilization to the uncivilized before. The domestic populations are thereby taught that war is just as
“FREEDOM” oftentimes requires the use of violence.

The jihad in Afghanistan revived the military component of Islam, a religion that uses force only to
liberate, rescue, and defend. Soon after the Russians pulled out of Afghanistan, mujahedeen from all
over the world returned to their countries with new found skills in warfare, some traveled to Bosnia,
Chechnya, Somalia, Sudan and other regions looking to liberate Muslims from other oppressions.
Eventually the despotic regimes over Muslim countries found these mujahedeen plotting their own
overthrow and soon the whole world was confronted by the revival of this worship when on September
11, 2001, 19 blessed souls sacrificed their selves in a preemptive and retaliatory attack on America’s
military, economic and government capitals. Since that time, nearly every nation has gathered together
with its utmost resource and effort to destroy this frankenstein they helped to create. Sheikh Yusuf Al-
'Uyayree, himself gunned down by Saudi authorities after returning from jihad to the Arabian Peninsula
explained, “The entire world is standing against one ritual in Islam, one ‘Ibadah in Islam, and that is
Jihad. They are mobilizing their religious strength, political strength, economical strength, media
strength, cultural strength and popular strength to fight Jihad feesabilillah.” Yet today seven years after
the Manhattan raids, the jihad is spreading all over the globe.

The Taliban in Afghanistan continues to befuddle coalition troops there and has been able to control
increasing sections of the terrain. The situation is most aptly described in a leaked French diplomatic
cable that claimed the security situation in Afghanistan was deteriorating, that NATO’s presence was
making it worse, and that both U.S. presidential candidates should be dissuaded from getting bogged
down further. The cable suggested the only possible solution was to cultivate and prop up an
“acceptable dictator.” Later, as the puppet regime contemplated entering talks with the Taliban, Caliph
Mullah Omar rejected Hamid Karzai’s offer and claimed the US was heading toward the same kind of
catastrophic defeat in Afghanistan that the Soviet Union had met.

In Somalia, the Shabaab, the former military wing of the Islamic Courts, an Islamist regime that took
power and brought stability to Somalia for the first time in decades only to find itself overthrown by an
Ethiopian, Christian led army backed and funded by the U.S. in 2006 has regained control over several
parts of the country and on November 12, captured a port near Mogadishu without firing a shot, giving
them their closest foothold to the state capital since the coup and raising the stakes in their two-year
insurgency.

In Pakistan, the military has launched a vicious war against Islamists in the North West Frontier
Province that knows no difference between soldier and civilian while they turn to Saudi Arabia and the
International Monetary Fund for loans to keep their economy afloat. The mujahedeen there have
managed to respond to every attack and last week even hijacked several trucks hauling equipment to U.S.
troops in Afghanistan. In the long-term the future prospects that they will eventually control the country
look very strong.

Last week in Iraq, ahead of the pact between government and U.S occupiers 10 Iraqi insurgent groups
agreed to escalate attacks against the U.S. and Iraqi forces. Sheikh Abu Wael, a leader of Ansar Al-
Sunnah condemned the treaty that would place U.S. soldiers in Iraq until 2011 and said, "Such kinds of
agreements are not negated by mere statements of condemnation and denunciation…” “Rather, there is
necessity for work, jihad, fighting those forces the enemy and those who are loyal to them to recant this
agreement."

In Southeast Asia, the situation is similar. Three Bali mujahedeen were recently killed by the regime in
Indonesia for attacking Western tourists who travel to their country to drink and do drugs, have sex with
little boys and girls and to engage in other immoral acts of extreme variety. The retaliation and
animosity of the Muslim population will surely be earned and as a result the insurgency will grow. Three
birds circled over the homes of these martyrs last week as thousands came out to view this miracle. The
sign sent to these people was obviously proof enough for them that Allah praised the acts of these men.
In southern Thailand, an Islamist group loyal to Al-Qaeda has gotten enough attention that they are
sitting in talks with the government. In Mindanoa, Philippines, a mounting insurgency against a U.S.-
backed government continues to gain ground as Islamist militants escaping crackdowns in Indonesia and
Malaysia continue to flee to the southern island, seeking both sanctuary and training.

In India, increasing attacks have created heightened unrest. Bombings in the remote northeastern state of
Assam have confounded authorities with their unprecedented scope and complexity opening what's been
described as a "sinister" front for jihadi terror in India. Asian Times Online reports, “The Assam strikes,
most recently a string of blasts on October 30 that took 85 lives and left nearly 500 injured have added a
disturbing new angle to terrorism in India.” Citing sophisticated weaponry and mysterious smuggling
networks, the article compared Assam's embattled capital, Guwahati, to the war-torn Iraqi capital,
Baghdad. India's Home Ministry believes that the Bangladeshi jihadi outfit Harkat-ul-Jihad-al-Islami
(HJI) is involved in the blasts in Assam, according to Indian media reports. The HJI is thought to
maintain close ties to the Indian Mujahedeen (IM), an indigenous jihadi group that has claimed
responsibility for most of the recent bomb blasts across India.

In Chechnya, the fifteen year long jihad continues, with the mujahedeen reforming their movement and
expanding it into the entirety of the North Caucus region thus altering its vision and objectives away
from nation state sovereignty to one of Pan-Islam. The Russians have started to attack the families of
those that leave for jihad and continue atrocities against civilians but the mujahedeen have improved
their attacks and limited the causalities of civilians and may therefore see increasing public support for
their own agenda.

Al-Qaeda in the Islamic Maghreb (North Africa) recently announced its intent to expand attacks into
Europe and have managed to remain a force to reckon with despite harsh government crackdowns. In
Palestine, support for international jihad remains high as jihadi influences continue to create violent
resistance to U.S.-Israeli militarism. Some have suggested that cells are growing amongst the Arab-
Israeli population and that attacks may occur on Israeli soil soon. In Yemen, where the U.S. embassy in
the capital of Sana'a was attacked in September, increasing mobilization for a return to Islam builds. The
world wide nature of their jihad and the belief that once American power is removed from the region a
Pan-Islamic caliphate will return, was no better expressed than by Omar al-Baghdadi, Amir of the
Islamic State of Iraq who offered conditions of peace to incoming U.S. president Barack Obama recently
as he explained, "On behalf of my brothers in Iraq, Afghanistan, Somalia, and Chechnya, I offer you

what is better for you and us: you return to your previous era of neutrality, you withdraw your forces,
and you return to your homes." CIA director Michael Hayden recently warned that while al-Qaeda has
suffered setbacks, it is ``determined and adaptive.” ``This war --- and no one should mistake it as
anything else -- is far from over,” he said.

Even where Islamic political parties have formed there is widespread support,
and despite the fact that many of the so-called “Islamic” parties are essentially
not adhering in any way to an all-encompassing and proper version of the
shariah, the public support in the face of continuous covert and overt efforts to
prevent them from gaining any real political influence documents a changing
identity in the Muslim world. Strong showings have occurred across the board
for Islamist parties choosing to participate in elections despite strong covert and
overt operations against them. High support occurs in Turkey, Pakistan, Egypt,
Jordan, Palestine, Algeria, North Africa and others. The notion that large
numbers of Muslims would identify with their religion before race or country
would have been unheard of before the resurrection of jihad. The same
phenomenon is true in Western countries where immigrant populations in every
state, while still predominantly identifying with their nations have tagged their primary identity to Islam
as Western governments legally and violently repress these movements. In France a fierce battle over
wearing the hijab in state schools unfolds; in the U.K. Muslims continue to advance a long and hard
fought effort to de-pacify the Muslim masses. Their efforts have led to perpetual police monitoring and
recent statements about thousands of immigrants trained for jihad overseas operating as cells in the
country. All over Europe, statistics show that within 20 years immigrant Muslim populations may
overcome all other ethnic groups and people are converting at faster rates than ever.

The fact that the West really considers democratic elections for Islamists as impermissible for Muslim
countries is documented by the election of Hamas in Palestine in 2006 and the subsequent embargo and
economic deprivation we see continue to this day. The minute it appeared Islamists were going to win
Algerian elections martial law was imposed and a brutal campaign against Muslims ensued. Sheikh
Osama bin Laden explained the hypocrisy of Western democracy by claiming, “the freedom and
democracy that you call to is for yourselves and for the white race only; as for the rest of the world, you
impose upon them monstrous, destructive policies and Governments, which you call the ‘American
friends’. Yet you prevent them from establishing democracies. When the Islamic party in Algeria
wanted to practice democracy and they won the election, you unleashed your agents in the Algerian
army onto them, and to attack them with tanks and guns, to imprison them and torture them – a new
lesson from the ‘American book of democracy.” Still, mass movement for synthesizing Islam into
politics occurs.

Even where there is a condemnation of the means utilized by Al-Qaeda, it has stretched the discourse to
new levels of dedication toward the establishment of an Islamic State and has exposed the fear and
hatred the West holds for the establishment of a viable, Islamic political system safe and secure
anywhere in the world. It is reminiscent of the late nineteenth century British and French foreign offices
that became utterly obsessed with the notion of Pan-Islam as advocated by Abdul Hameed II, the last
sincere caliph of the Ottoman Empire. The one thing that must never occur is the establishment of a
stable Islamic system anywhere in the world. Therefore it is apparent that peaceful means will never
establish any real political entity. In Afghanistan, Sudan, Somalia, and recently in the Northwest

Frontier Province of Pakistan, even the initial development of the return to the shariah is met with
ferocious brutality.

As long as these efforts continue and grow, it must be recognized that the plans of the mujahedeen are
working and that their deeds should be commended. Bin Laden described this strategy in 2004 claiming
it “easy for us to provoke and bait this administration. All that we have to do is to send two mujahedeen
to the furthest point east to raise a piece of cloth on which is written al Qaeda, in order to make generals
race there to cause America to suffer human, economic and political losses without their achieving
anything of note other than some benefits for their private corporations.” Indeed this is the agenda of the
mujahedeen. In the same speech Bin Laden explained that their efforts were to continue a “policy in
bleeding America to the point of bankruptcy” using similar tactics to those used when fighting the
Soviet Union in Afghanistan in the 80s, “guerrilla warfare and the war of attrition to fight tyrannical
superpowers.” The jihadi movement has increased the role of Islam all over the world. As a result, every
soul on the planet has been encountered by Islam.

The prophet Muhammad (SAWS) said, “This matter (Islam) will keep spreading as far as the night and
day reach, until Allah will not leave a house made of mud or hair, but will make this religion enter it,
while bringing might to a mighty person (a Muslim) and humiliation to a disgraced person (who rejects
Islam); might with which Allah elevates Islam (and its people), and disgrace with which Allah
humiliates disbelief.” The efforts of these mujahedeen have brought the religion of Islam, the
seriousness of its protection, and the principles of its shariah into every home in the world. Prior to 9-11
few people, especially in the West, had any clue about what Islam was and what it represented. Today,
everyone has an opinion although most of them are misinformed, and the entirety of humanity has been
forced to reflect on the overriding purpose of their existence. This has opened up an opportunity for
dialogue and led to increasing numbers of people converting who may never have had the opportunity
otherwise to listen to the truth which is clear from falsehood. Still, the moderate preachers act as if it is
there efforts that spurred the general populace’s interest in the religion. Indeed nothing is further from
the truth.

When Salman Al-Aouda, renowned scholar of Saudi Arabia issued a live condemnation of Osama bin
Laden in 2007 on NBC television he stated that, “Brother Osama, what happened on September 11 –
crimes that have been condemned vociferously since that very day – was the murder of a few thousand
people, possible less than three thousand. This is the number that dies in the airplanes as well as the
towers. By contrast, Muslim preachers – who remain unknown and unsung – have succeeded in guiding
hundreds of thousands of people to Islam…” Here he failed to realize the connection between the
increase in conversions and the reestablishment of the jihad. Indeed the mosques were empty before 9-
11 compared to the influx of interested individuals that appeared unexpectedly as if out of the woodwork
thereafter. Now Islam has entered every house, preaching alone could never have achieved the fruits of
the efforts of a single day. The subsequent consequences of this entry of religion back into the discourse
have provoked the continued failures of the Orientalists to refute the deen, have cast an antithetical
ideology that the entire world can compare against the previously dominant West’s, have forced
Western secularists to realize that they lack the spiritual backbone necessary for ever actually realizing
the idealistic notions of peace and prosperity they have jammed down people’s throats at the barrel of a
gun and spouted to indigenous populations right before they looted their natural resources and fled with
their wealth. The era they termed an ‘End of History’ with the fall of Communism in the late 1980’s has
actually manifested itself as the beginning of the ideological deception of the world that is liberal

democracy and deep down inside the people know it, though they remain for now, in a state of
bewildered denial.

There are many hindrances to the victory of Islam however. Rather than blame the imperialist desires of
the Western powers for the continued War against Islam, Osama and the mujahedeen take the blame
from many Muslims. The reality of the hypocrisy goes left unmentioned. If the Muslim leaders want so-
called terrorism to stop they should look at the root of terror in the world (i.e. the international
economic-political and imperialist order known as globalization) condemn it, and work to eradicate it.
The real root of their problem is that speaking out against Western terrorism against Muslims will cost
you your job and middle class lifestyle in the midst of empire. While they should condemn Western
terrorists and give the benefit of doubt to those that bear shahada, there is little call for the cessation of
Western intervention in the Muslim world. Some leaders, like Hamza Yusuf, even claim that God has
chosen the West to lead the world because Muslims are not capable. And so, Bill Clinton and his regime
were able to kill 1.5 million Iraqi children with economic sanctions alone and affirm on national
television that it was intentional and realized but the Muslim world kept quiet because they could not see
through the deception of the press and its portrayal of America as the benign protector of the world.
Decades of foreign policy that has propped up dictators incredibly fierce toward their own populations,
thus securing control over natural resources and guaranteeing that Islam would play little role in society
are left untouched. The atrocities committed against Kashmiris and Palestinians is horrible yet no one
condemns them or emphasizes that attacks are retaliatory rather than provocative. And Allah says,
“Tumult and oppression are worse than slaughter (2:217)” Sheikh Osama explained in 2002 shortly after
9-11, “This forbidding of killing children and innocents is not general and there are other writings that
uphold it. Allah (SWT) saying, “And if you punish (your enemy) then punish them with the like of that
with which you were afflicted[16:126]… The scholars and people of knowledge said, amongst them
‘Sahib al-ikhtiyarat, Ibn Al-Qayyim, and Shawkani, and a lot of others, and Qurtubi in his tafsir – (they
all say) that if the disbelievers were to kill our women and children, then we should not feel ashamed to
do the same to them, mainly to deter them from trying to kill our children and women again. And that is
from the religious standpoint, and those who speak without any knowledge in Islamic law.” Still, no one
has refuted this evidence and so these contemporaries, in actuality, attempt to compete with the likes of
these classical shayook when they criticize the mujahedeen and make every excuse for the kuffar.
Theretofore they would like to call our greatest scholars disbelievers or khawarij. Minimally, this is an
issue of difference of opinion and therefore they should give their brother the benefit of the doubt.
Muslims have been offered no alternative but to suffer from their wars of aggression long before 9-11.
The activities of the mujahedeen have at least instilled the hope that someday they will be unable to
continue harming Muslims at will. The mujahedeen have offered to discontinue there efforts on the
condition that they leave Muslim land. Our advice is that they heed this call.

  When it is said to them: "Make not mischief on the earth," they say: "Why, we only want to make
   peace!" Of a surety, they are the ones who make mischief, but they realize (it) not. (2:11-12)

The mujahedeen’s deeds have been misconstrued, their names cursed by ignoramuses all over the world
but Allah would have it no other way. Their raid on Washington produced victories that have reaped
rewards multiplied many times over. The end of the jihad in Afghanistan marked an era where large
numbers of mujahedeen returned to their countries to settle down domestically. The minorities went to
Bosnia, Kashmir, Somalia, Chechnya and the like, but 9-11 revived the “jihadi spirit” and is primarily
responsible for the recent phenomenon the west is witnessing: an entire generation of young men and

women only now coming to maturity, either impoverished in towns ravaged by American guns or
economic warfare, or sitting comfortably behind their computers dedicated to disseminating the idea that
Islam is under attack and it is the duty of each Muslim to protect it. Countless Muslims, no doubt
affected by western propaganda, denounce the attack as one of the most violent in eras, but do so
ignorant of the actual reality. In actuality 9-11 fits right into the Bush doctrine of war, the just war
theory that spouts the idea that, “there are few greater threats than a terrorist attack with WMD. To
forestall or prevent such hostile acts by our adversaries, the United States will, if necessary, act
preemptively in exercising our inherent right of self-defense,” and in fact, this was certainly the case of
the Islamist regime in Afghanistan. Under this doctrine the attacks on the World Trade Center while
tragic, were indeed justified. A report from the 18th of September 2001 reported that a Niaz Naik,
former Pakistani Foreign Secretary, told the BBC that the U.S. was planning military action against Al-
Qaeda and the Taliban before 9-11 ( http://news.bbc.co.uk/2/hi/south_asia/1550366.stm ), and MSNBC
reported in May 2002 that “President Bush was expected to sign detailed plans for a worldwide war
against al-Qaida two days before Sept. 11 but did not have the chance before the terrorist attacks in New
York       and     Washington,       U.S.      and      foreign     sources      told     NBC       News”
(http://www.msnbc.msn.com/id/4587368/); therefore the threat to Afghanistan was clear and present and
there is no greater example of an organized entity possessing WMD’s than the U.S. military-industrial
complex.

The reason terrorism has yet to be defined in international law is because almost every definition places
U.S. foreign intervention at the top of any Axis of Evil list. The knowledge of this reality is slowly
spreading throughout the Muslim world even in spite of their powerful international media machine.
Their own public opinion polls reflect an era of utter hatred for any U.S. presence in the Muslim world.
Pew Research polls show that 74% of Muslims favor the idea of getting the U.S to withdraw forces from
the Muslim world and 8 out of 10 see the U.S.’s goal to weaken or divide the Islamic world. Worldwide,
52% now see the U.S.’s contribution to the world negatively. Indeed, many still view 9-11 as a terrorist
attack, but in the event that U.S. imperial efforts continue it is apparent that there will be a large force of
opposition wherever they go something that certainly could not have been said before 9-11. Future
generations will look at 9-11 in a very different light as the events unfold and bring U.S. dominance to
its knees. For now, only the vanguard can recognize the fruits of the efforts of the mujahedeen.

Where the psychology of Muslims is solidifying around Islam and its hatred for Westernization is
increasing, Americans are psychologically damaged. Their belief that they represent all the good in the
world has been dismantled as their wars of aggression and eight years of the Bush administration have
made it all the more apparent across the globe that the U.S. and its ignorant people are hated everywhere.
As their soldiers return from their wars and commit suicide, suffer from PTSD, and report on the rapes
and killings they’ve committed abroad there is no peep of it in the mainstream press, but the country
knows and recognizes all too well that they are the ones torturing innocents, secretly detaining captives,
and committing atrocities like Abu Ghraib. It has taken its toll as they live in fear, distancing themselves
from one another increasingly everyday, taking more and more medications to numb their prescient
vision that the end is near, while the other half of their person, still in denial, shirks the notion that they
might not be the best and holds to the opinion that they can do no wrong. These are the psychological
characteristics of the masses during the end of all empires. They continue to spend and wander blindly
by as they are reminded day by day of the solution to their ills but do not recognize the signs, so
accustomed to their superiority.

Western democracies are typically presented as two-party systems. In reality they are essentially one
party systems representing a dominant elite. This, in the United States, is becoming increasingly evident.
As the people come to realize there is little difference between democrat and republican. The Clinton
administration continuously pandered to republican requests in regard to deregulation and cut backs on
social service spending. It is a fact that Bill Clinton’s economic policies are in many ways responsible
for the economic situation unfolding in the United States today. His complete repeal of the Glass-
Steagall Act which separated investment and commercial banks is exemplary of this. The campaigns of
Barack Obama and John McCain documented this as well, with very few real differences between the
two candidates. The actions of Obama since his victory also suggest that these trends will continue.
Essentially, what you now have in the U.S. is a corporatocracy, a merger between corporate power and
government, and the people are increasingly aware of it. The populist rhetoric spouted by Barack Obama
was just that, rhetoric and in the event his administration fails to bring real change, America will be in
political catastrophe. The numbers suggest they already are. Wealth distribution is horrendous in the
United States. The top 1 percent of Americans hold 19% of the entire income as the bottom 95%
witnesses declining real wages alongside increased costs of living. Americans simply do not trust their
institutions. In July 2008, Gallup annual confidence polls revealed that just 12% of Americans held
confidence in Congress. This was the worst rating in 35 years of polling. While they look at a landside
victory for Obama, the general election results highlight a large population that voted for McCain and
therefore probable increasing tensions. Americans generally feel their government serves the interests of
an elite, polling documents this consistently, and now that the consumer mentality that once flourished
alongside an access to easy money and long-term debt is eroding, many will be looking for real and true
political change. If it doesn’t come, it is likely to lead toward mass social unrest and a general
disintegration of the populace.

So too, the economy of America and the West is in shambles. Like the Russians before them, the
problems do not stem solely from the fact that they have warred with the mujahedeen, but the diversion
created by the necessity to show its economic might in the War on Terror led to a further disintegration
of an economy that had taken on too-much risk and that more than likely would have been able to be
resolved in the event there was not a need for the Bush Administration to appear as though all engines
were a-go. The 700 billion dollar bailout marks the recent events, and as stock markets continue to
decline on a day to day basis and unemployment rates rise to the highest levels they’ve been at since the
great depression, as consumer confidence depletes and the great American consumption machine grinds
to a near-halt, one can imagine that more than once the citizens will realize that they may have been
lured into a trap. In actuality Bloomberg reported that the U.S. has now spent $7.4 trillion trying to
rescue its system. The Obama administration will provide temporary relief, but probably only long
enough to allow ‘finance capitalism’ to regroup and plan a full fledge disintegration of the global
monetary system. The U.S. spent $7 billion on foreign aid in the Middle East and North Africa in 1997;
they spent 39 billion in 2006. Where most of the aid used to go to prop up Egypt and support Israeli
aggression, these days drastic increases are noticed in Lebanon, Jordan, Yemen, Iraq, Libya, and
Morocco. It is apparently getting much more expensive to keep control over the Muslim world.
Laurence of Arabia described guerilla warfare as “the algebraic element of all things,” the competent
amateur mathematician can easily discern the decreasing might and changing equation when accessing
any and all readily available data. The West has been lured into a trap; it has no choice but to continue
working through. All guerilla warfare must attack its enemy in spurts and make it fight from far away.
The West, in choosing to wage the “War on Terror,” did not adhere to these basic principles of warfare.
As Sun Tzu concisely describes in the Art of War,

He who wishes to fight must first count the cost. When you engage in actual fighting, if victory is
   long in coming, then men's weapons will grow dull and their ardor will be dampened. If you lay
   siege to a town, you will exhaust your strength. Again, if the campaign is protracted, the resources
   of the State will not be equal to the strain. Now, when your weapons are dulled, your ardor
   dampened, your strength exhausted and your treasure spent, other chieftains will spring up to take
   advantage of your extremity. Then no man, however wise, will be able to avert the consequences
   that must ensue... In war, then, let your great object be victory, not lengthy campaigns.

Rather than deal directly with their domestic economies, the West will with near certainty maintain an
extended troop presence overseas. The balance of power will spread across nations of the world,
American dominance will end and the consequences may take on any form but inevitably a new world
order will be born. How can the great empire go home in humiliating defeat? Allah (SWT) explains,

The Unbelievers spend their wealth to hinder (man) from the path of Allah, and so will they continue
to spend; but in the end they will have (only) regrets and sighs; at length they will be overcome: and
                      the Unbelievers will be gathered together to Hell ;-( 8:36)

As of October 28, 2008, the U.S. budget deficit is $10,654,259,430,730.17. That is $32,636 per
American citizen. These numbers exclude the 1 trillion spent last week and other monies destined to
come. The military budget of the U.S. exceeds the rest of the world combined and must maintain over
800 military bases around the world, many on Muslim land. The imperialist invasions of Iraq and
Afghanistan are largely funded through supplementary spending bills outside the federal budget and that
are not included in the military budget. In addition, the United States has black budget military spending
which is not listed as federal spending and is not included in published military spending figures. Other
military-related items, like maintenance of the nuclear arsenal and the money spent by the Veterans
Affairs Department are also not included in the official numbers. Thus, the total amount spent by the
United States on military spending is much higher that is actually reported; 36% of the federal income
tax revenue goes to military spending. As deficits rise, cuts in government must follow and the U.S. will
have to choose to either punish its citizens and decrease social spending or decrease military
expenditures altogether. While it is obvious what they will choose, for the mujahedeen it is a win-win
scenario.

U.S. General David McKiernan, the senior US officer in Afghanistan, proudly announced in August
2008 that US forces had killed "between 30 and 35 Taliban" in a raid on Azizabad near Herat. However,
he retracted his statement shortly thereafter when an Afghan’s cell phone recorded the reality that the
Americans probably killed 90 people in Azizabad, most of them women and children. In fact NATO has
slaughtered 500 civilians, by their own record, this year alone including an attack on a wedding party in
July when they splattered 47 of the guests all over the village of Deh Bala. The saying one man’s
terrorist is another man’s freedom fighter is an understatement. In reality, this War on Terror is the death
of the United States and all the evidence suggests it is getting nearer day by day. Yesterday’s unipolar
era has been transferred to a multi-polar world on the backs of the mujahedeen. The rhetoric of
Ahmadinejad and Hugo Chavez is heard only because the chief enemy, at the moment, is political-Sunni
Islam. Were the guns to be turned on Latin America or Iran, political Islam would conquer the Middle
East near immediately. The rise of these nations at the expense of the mujahedeen may force the U.S. to
change tactics. Israel is already threatening Iran. Bush and Obama authorized their attack by pledging
unconditional support. Chavez faces internal pressures from the decreasing price of oil and South

America may need to be a focus of Western concentration during the soft power, Obama era. Much like
the Roman and Persian wars in the age of the Prophet, any attack or diversion toward socialist, South
America or the Rafidah in Iran would seal their future fate. All powers would be decreased and the
support for the mujahedeen would multiple tenfold. For this reason, they must stay the course in
Afghanistan and Iraq no matter the cost. Westerners largely underestimate the severity and critical phase
of their present existence.

 They want to extinguish Allah's Light with their mouths, but Allah will not allow it except that His
                Light should be perfected even though the Kafiroon hate it! (9:32)

Michael Sheurer, author of Imperial Hubris and ex-CIA officer, describes that while the West imagines
Osama bin Laden as a simple-minded terrorist, he is actually an “innovative military man and warrior-
CEO,” and that Westerners still “do not make an assessment of the religious piety and faith that drives
bin Laden…and miss the key element that makes him much more.” The real opinions of Osama bin
Laden in the Muslim world are hard to measure and cannot be accounted for absent free expression but
one thing is certain: if these developments continue, and all evidence suggests that they will, Osama bin
Laden will be recorded in history as a man who helped destroy two superpowers and revived Islam. A
hadith recorded in Mishkaat Shareef and reported by Abu Hurairah (RA) says that the Holy Prophet
                           (SAWS) said: “Verily, at the end of every century, Almighty Allah will send
                           such a person to the ummah who will revive the deen.” For those that disbelieve
                           in Islam prophesy means nothing, for those that do we won’t know until victory
                           comes. The reality is his methods are working in that they have created a void,
                           conditions have changed, and there is an opportunity for Muslims to increase
                           their share of global power. The whole world has been changed or is in the
                           process of radical transformation after the efforts of the past 8 years. However
                           the Muslims still have no political land to call their own, no state and no
                           legislation coincident to their belief system. Therefore victory is still too far on
                           the horizon.

The mujahedeen have created a void that may only be filled and replaced by a new system. Many
different groups and institutions like states and corporations not only recognize this but are seeking to
exploit this void as much as sincere Muslims however. It is important for Muslims to recognize the need
that efforts for revival take on multi-dimensional forms. The moderates and political movements seem to
comprehend this well and are reaping rewards from this void as a consequence. Leaders line up to
profess a form of democratic Islam that is being circulated and promoted widely by academics and think
tanks like the RAND Corporation. Groups like Hizb-ut-Tahrir go out of their way to condemn
“terrorism,” and highlight the negative consequences as a means by which they criticize the mujahedeen
and may seek to exploit the void it has created for their own agenda (a noble although fundamentally
flawed one we may add). The regimes in the Middle East are using the contemporary situation to further
consolidate wealth and to create a form of Islam that also panders to Western desires to create a one-
world religion. King Abdullah meets with the Pope, Hindus and Buddhists on a regular basis now
adhering to the disbelieving ideologues at the United Nations as their governments further suppress true
Islam. Meanwhile, supporters of the mujahedeen remain disorganized as if waiting for the arrival of
destiny and caught up in the conundrum of staying motionless as history unfolds. They thereby emulate
the End Times, Zionist Christians in the U.S. and have little effect in working towards the Islamic State.
Their sincerity and ability to see the truth is noble but usually leads them toward frustration, away from

a battlefield they think they yearn for, and stuck as a minority cursed and ridiculed within their own
society and by fellow Muslims. They therefore turn toward religion as a weapon and seek to find faults
in everyone they encounter, deviancy in deen becomes their sole objective and they envision themselves
as classical scholars refuting the people of innovation. This battleground usually occurs over the internet
however and so they stay on the same websites and forums, arguing with the same individuals. Few
change their positions, but they are glorified and thus validated when they perceive to win an argument
and destroy their opponent. This is really the situation that many of us live in. Subhannallah!

In Islam the end does not justify the means. The establishment of the Islamic State must be coincident to
the teachings of the religion. The debate is often about jihad as a means of reestablishing the Islamic
system of Khilafah versus dawa as the method of revival. The reality is that the actions are mutually
reinforcing and a comprehensive system is necessary. This is evident
in the example set forth by the invasion of the Tartars in the 6th
century A.H. The Tatars were able to kill the caliph and dismantle the
Khilafah but the Muslims waged a jihad while they returned to the
roots of the deen and were able to rout them and reinstall Islam within
three years. Rather than distinguishing between jihad and dawa as a
method for Islamic renaissance, one must recognize that there is an
inherent learning curve that is associated with waging jihad in that
experiences and efforts in the way of Allah alongside improving belief
and reliance on Him (SWT) serves as the guide and grants
multidimensional victory that has a positive effect on the environment
and thereby creates a revival of Islam. Allah explains,

    Go forth, whether equipped lightly or heavily, and strive and
 struggle, with your goods and your persons, in the cause of Allah.
            That is best for you, if ye (but) knew. (9:41)

 O Messenger, Rouse the Believers to the fight. If there are twenty
   amongst you, patient and persevering, they will vanquish two
   hundred: if a hundred, they will vanquish a thousand of the
 Unbelievers: for these are a people without understanding. (8:65)

Presently what is needed is a network of organized individuals proactively engaging in the kinds of
efforts that may prevent the next established Islamic State from being overrun from within or without.
There is absolutely no real organized network that both supports the efforts of the mujahedeen in totality
(or at least understands them as they should be understood Islamically) and seeks to engage in the type
of organized activities that will allow the Islamic State to thrive. Efforts have been made but they have
failed. Separate and segregated groups now bicker over issues of aqeedah because the external realm
away from the World Wide Web has silenced them. The rest of this article will seek to initiate a
discussion and inspire formal participation from those interested in developing coherent efforts to
achieve the ultimate objective of establishing Islam. It is meant not to argue over methodology or means
but to create a system whereby existing individuals and institutions that recognize the void, possibilities
and progresses now realized may collaborate and organize a more coordinated movement so that with
this void, the conscious and anticipative onlooker from inside both what was once Muslim land and in
the West may take on a contributive role in solidarity with those making the ultimate sacrifice. The

Quran is living still today in that the same obstacles, characteristics, and groups exist as did during the
time of the Prophet. It is our guide up unto the present day and into the future. Allah (SWT) sets forth
directives and describes the importance of an uncompromising stance with regard to the struggle of
Islam versus all else. He says in one example,

    If you, O Muhammad, fear treachery from any people throw back (their covenant) to them so as
                      to be on equal terms. Certainly Allah likes not the treacherous.
       And let not those who disbelieve think that they can outstrip (escape from the punishment).
                             Verily, they will never be able to save themselves.
       And make ready against them all you can of power, including steeds of war to terrorize the
     enemy of Allah and your enemy, and others besides whom, you may not know but whom Allah
                                                 does know.
    And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not
                                             be treated unjustly.
     But if they incline to peace, you also incline to it, and put your trust in Allah. Verily, He is the
                                        All-Hearer, the All-Knower.
     And if they intend to deceive you, then verily, Allah is All-Sufficient for you. He it is Who has
                            supported you with His Help and with the believers.
       And He has united their (i.e. believers') hearts. If you had spent all that is in the earth, you
     could not have united their hearts, but Allah has united them. Certainly He is All-Mighty, All-
                                                    Wise.
        O Prophet (Muhammad)! Allah is Sufficient for you and for the believers who follow you.
                                                  (8:58-64)
Allah says to throw back covenants from those from whom you feel treachery and to delegitimize them
by setting barriers of equal terms. To strive against disbelief and let it know that Islam is superior in
each and every manifestation. To make ready against them all you can of power, including the sword,
tongue, pen, intellect and every effort you may exert to conquer the enemies, but to always incline
towards peace and reconciliation if they do, or if they return to the real religion and to counter the
deception and lies of the shaytaan and his minions. These comprehensive means of striving should
solidify the believers and put them on one mobilized path towards the ultimate objective of establishing
and spreading Islam in this world and gaining victory in the next. I have outlined these principles in four
areas all pointing and interacting with the objective of establishing and maintaining the state in the
middle. Exercising these areas now will not only allow a vanguard to help establish the state but will
also prepare it to protect it once it is established. Each individual is probably naturally inclined to
emphasize a certain sector of this model. The objective is to designate concentrated areas of concern for
common Muslims, then unite them through collaboration, cooperation and institutional development to
create a more feasible means by which we may work to take Muslim matters into our hands, seek out the
Islamic State and protect it and live under it once it is accomplished wherever it may be.

                  He it is Who has supported you with His Help and with the believers…
This is the area we are closest to presenting a legitimate entity around. We have many knowledgeable
leaders to counter the lies of the deviants. However, they are not solidified and therefore make up no real
team of leadership Muslims may turn to for guidance. As too much time is spent on discussing and
oftentimes arguing over the religion with not nearly enough time in implementation, a concentrated
collection of religious leaders, qualified to present stances on issues as they arise must exist to help
guide this religion and its adherents. This was the help Allah sent with Muhammad (SAWS); this was
the direction given in the Quran and Sunnah, and this is the job, so oftentimes neglected, by the scholars
and imams of communities today. The general welfare of the Muslims cannot be protected without
strong and courageous spiritual leadership. As of now, access to collaborative and comparative efforts of
leaders from ahlus-sunnah is seldom possible. Lay Muslims, as a result, select a sheikh they can trust
and thereby knowledge of deen is present and increasing, yet it is only growing proportionate to the
growth of the twisted deviant ideologies of the moderates and palace scholars. Having a leading cast of
Muslim leaders, at least in communication, allows us to arrive at the truth and to show solidarity even in
times of difference of opinion. The examples these sheikhs may send to those of us frequently stuck in
argumentation will give spiritual direction to the movement and allow qualified individuals that do not
have all-encompassing, formal religious knowledge to concentrate on the other sectors of the grid. In
turn, the efforts they put forth will have the effect of attracting multiple aims to work together and also
making a much more active base by which the religious education may spread. Organization of some of
our great and beautiful imams would immediately put thousands of sincere Muslims on an equal
platform. Disorganization splinters a movement that faces insurmountable odds in small pockets and
opens the door for bickering and confusion. If we can convince the leaders we follow to collaborate,
projects can be advanced technologically, funding for their work would improve, the messages they send
would be heard and promoted widely, and Muslims form all over the world would find common ground
with their message.

The sahabaa were private for three years in halaqah learning the deen. Once the dawa went public
however, Islam was spread primarily through the efforts and actions of those that chose to carry it to
every sector of the public sphere. In the process they learned of struggle and sacrifice and the
importance of coordinated efforts. Making tawaff around the Kabaa and calling to La ilaha ilAllah inside
a disbelieving society required organization, planning and strategy. The sahabaa ended up arm in arm on

public display encircling the Prophet (SAWS) and protecting their leader from the violent reactions of
the pagans. This is the way organized groups should carry the teachings of their imams and Islam in its
true form. They must so too be willing to sacrifice themselves for the wellbeing of the deen and its
adherents. It is the role of the Muslims to carry the dawa of the leadership and to make it accessible to
all of mankind.

    - If you had spent all that is in the earth, you could not have united their hearts, but Allah has
                           united them. Certainly He is All-Mighty, All-Wise.-

The other components of the diagram represent areas in which many of us specialize or are most
interested in. It is suggested, that to become an expert in a particular area may be more beneficial than
having a round about knowledge of the entire panorama of obstacles and issues in the present age. Allah
(SWT) says “Say: Every one acts according to his manner; but your Lord best knows who is best guided
in the path (17:84).” We all have talents and predisposed personalities that make us different yet united
on the same path that is prescribed by the Book of Allah. We should choose a concentration we are good
at and advance our knowledge in that specific field. The broad categorizations of axiomatic principles
under which almost all talents and efforts may fall follows:

Delegitimizing the Present Power Structure –
If you, O Muhammad, fear treachery from any people throw back (their covenant) to them so as to be
                                         on equal terms

A recently published report released by 35 world leaders titled, “Changing Course: A New Direction for
U.S. relations with the Muslim World” calls for the next U.S. president to utilize his inaugural address to
signal a shift in approach to dealing with the Muslim world. The RAND Corporation, a traditional
militarist think tank of the military-industrial complex, has emphasized the importance of dealing
moderately with the Middle East and organizing a new democratic Islam. While this is a sure sign of the
failure of military intervention on the Muslim world and this effort is a last ditch effort to compromise, it
may very well lead to the resurrection of freedom of thought and expression in the Muslim world,
something that may be their worst enemy. Pushing Muslims toward democracy while losing power to
control their resources and intervene militarily may have a consequence of reinvigorating the scientific
and populist notions imbedded in Islam. The struggle is in combating the view funded and promoted by
the West and the imams that knowingly and unknowingly promote it. Whenever the word democratic is
used it should be understood that what state builders and interventionists intend to do is protect power of
a dominant elite largely educated in Western universities and thereby acting from a reference of loyalty
and awe for their teachers and the societies that introduced to them concepts quite foreign from the
religion of Islam. Empire can only exist with the presentation that rule is indigenous and the leaders of
our communities on Muslim soil are the most dangerous in that they give the appearance that Muslims
are in control of their resources and finances. Telling the people they now have “democracy” is another
means by which an elite class, loyal to the West can hold all economic and in turn political power and
thereby rule by façade in favor of Western corporate and financial interests.

Here in the West, moderate Western voices soon to be heavily funded by an incumbent democratic
administration, initiate this process amongst immigrants that may in turn carry it home. However they
are not the primary concern, their version and methods of spreading Islam may be useful when the State
is established and stable and they return to the deen. The major obstacle is the state-sanctified and sacred

scholars of Muslim lands that continuously refuse to take a stand and come to call for the support of the
mujahedeen. They have masterfully crafted a majority public that believes jihad is non-existent and that
the efforts of the Mujahedeen are deviancy; therefore they too have waged war against Allah and His
Auliya (intimate friends). Refuting the scholars that form the back bone of the ideological warfare
enforced on this ummah is absolutely necessary and is a step that’s importance and benefits are hardly
realized today. The reason the rulers have gone so far astray and increasingly implement the laws of the
taghout as time unfolds is not only because of their own desires but mainly because the protectors of the
deen and heir of the prophets, the ulama, are largely silent in the face of their oppressions. Many of the
scholars of this ummah have clearly disregarded their obligation to legislate and handed over aspects of
life like politics and economics to the kings and dictators that rule Muslim lands.

They violate the entire ummah where they stand in the face of fitnah and disregard the juristic principle
that there is no ijtihad where the text is clear. When the ruler invites the WTO and UN into the country
to implement open market, ribaa-based economic reforms they remain silent. They therefore share in the
responsibility. If the haakim here is ignorant of international affairs or stays silent he is a sinner, but in
many countries the ulama go so far as to approve of these policies and issue edicts that support the
efforts of the evil rulers. In this case we say that the haakim is a kafir and even in the case where the
haakim is ignorant but other ulama in the area know the falseness of these laws and are aware that they
go against the fundamentals of the religion and they still support them, then they have committed kufr-
al-akbar as Shaikh Al-Islam Ibn Tayimia states emphatically, “And whenever the Alaam leaves what he
knows from the Book of Allah and the Sunnah of His Messenger and he follows the Hukm of the
Haakim, which opposes the Hukm of Allah and His Messenger (SAWS), then he is a murtad, kaffir
apostate deserving of punishment in this life and the hereafter.” Oh you who believe, is this not
certainly the case today, where in a country of millions like Saudi Arabia, the number of scholars
speaking out against the clear replacement of the laws of shariah is few? Last year it was discovered that
credit cards that charge service fees entail more interest payment (known as a service charge in the
“kingdom”) than cards with interest in Saudi Arabia. The Saudi stock market is set to open this year, and
Saudi membership to the World Trade Organization mandates a fractional reserve and therefore haraam
central bank and interest to run the economy. This will only earn the war and wrath of Allah and His
Messenger. Despite, the unpopularity of criticizing the religious leaders of this ummah, it is absolutely
necessary that a group of qualified individuals delegitimize them not through criticism but by overriding
their legislation and challenging this kufr.

How many make takfir on the rulers, then praise the mujahedeen, but defend the ulama that protect the
rulers and keep them in power? This claim is ludicrous. If you support the ulama, you support the rulers.
Of course there are sincere ulama but they are mostly silenced. It is our job to create support for them,
publicize their efforts, make them available to the everyday individual and put them in a position where
they are safe to do their job. It is the benefit of the doubt given to the judges of this ummah that makes
some of the staunchest supporters of the jihad another branch of the modern day murjia. The Prophet
(SAWS) said, “The judges are three; one in the Paradise and two in the fire. He is a man who learns
truth and judges according to it and a man who knows the truth and ignores it in his judgments – and he
is in the Fire – and a man who judges among the people with ignorance – he is in the fire.” Muhammad
Al-Ameen Ashanqatee explains,
    Associating with Allah in His hukm is like associating with Him in his worship and there is no
    difference between them at all, so the one who follows an institution other than the institution of
    Allah, or other than that which Allah legislated and a law which opposes the legislation of Allah

from that which has been fabricated by human beings, turning away from the light of the heavens
   that Allah revealed upon His Messenger. Whoever does this and whoever worships an idol or
   prostrates to a statue; there is no difference between them at all from any point of view. They are
   both one thing and they are both mushriks with Allah. This one associated with Allah in His
   Hukm and they are both the same.

Let this be the dominant position of the ummah. Let us stop pandering to these individuals that can sit
filling up their stomachs and preach comfortably on television never sacrificing for Allah while
thousands are massacred every day. It is only when these solidifiers of the apostates are delegitimized
that victory may ever be established throughout the land and especially in the Arabian Peninsula.

                             Surah Ma'idah was the last revealed surah of the Qur'an. In the tafseer of
                             Imam Qurtubi (RA) it is reported that Umm- Almumineen Aisha (RA)
                             said: "Surah Ma'idah is the last surah of Quran. For that reason, what is
                             described as Halaal in it is Halaal, and what is described as Haraam is
                             Haraam". This essentially means that the content of Surah Ma’idah is a
                             final declaration and overcomes evidences that seem to suggest
                             contradictory terms. A sample of these ayaat points to another key
                             component of our problems. Allah ta Ala says,

Oh ye who believe! Take not the Jews and the Christians for your friends and protectors. They are
but friends and protectors to each other. And he amongst you that turns to them for friendship is
                        of them. Verily Allah guides not a people unjust.

How many times do we hear quotes by Muslim leaders that imply that faith based initiatives, working
through democratic elections to elect the lesser evil and thereby voting for Christians and Jews, public
presentations on campuses to Christians and Jews only to condemn the efforts of the mujahedeen are the
path toward preserving Islam? This view violates this principle? Dawa to non-believers is obligatory,
but siding with them and turning to them for help or in criticism against Muslims makes you one of
them. So what is to be said of the recent phenomena like the mass voting by Muslims in America for
Barack Obama who ran with a vice president Joe Biden, perhaps one of the staunchest supporters of
Israel in politics, presented a campaign platform to expand the War in Afghanistan, to attack
indiscriminately into Pakistan, and to hunt Bin Laden all while claiming Jerusalem should belong solely
to the Jews, never visiting a mosque, and kicking two hijabi supporters out of the front row of one of his
campaign speeches. After the election he has proceeded to position many Zionists to his campaign
including Rahm Emmanuel, the son of a gunrunner for right-wing Zionists and a volunteer for the Israeli
army, Dennis Ross, a radical supporter of Israeli expansion, and Tim Geithner, treasury head, and
former employee of Kissinger and Associates in D.C. You can expect more Zionist names in the coming
weeks. He left Joe Lieberman a violent advocate of war for Israel, in his Senate committee seat despite
the fact that Lieberman supported McCain and he himself is advised by George Soros, a Hungarian Jew
and hedge fund speculator, who may very well be manipulating him for his financier agenda. Still,
Muslim leaders in America rush to defend him when Ayman Zawahari calls Obama abeed al-bayt (slave
of the House) as though he used a racial term. They love their new master and ally and therefore their
allegiance is clear. Combating these allegiances is of utmost importance. Their condition is a sign of
disease in their hearts. Surah Ma’ida continues,

-Those in whose hearts is a disease, you see how eagerly they run about amongst them (Jews and
Christians), saying: “we do fear lest a change of fortune bring us disaster" Ah! Perhaps Allah will
give you victory, or a decision from Him. Then they will regret of the thoughts which they secretly
                                       harbored in their hearts.
 And those who believe will say:"Are these the men who swore their strongest oaths by Allah that
    they were with you? All that they do will be in vain and they will fall into nothing but ruin.
 -Oh ye who believe! if any from among you turn back from his Faith, soon will Allah produce a
   people whom he will love as they will love him, humble with the believers, mighty against the
  rejecters, fighting in the way of Allah, and never afraid of the blame of the blamers. That is the
   grace of Allah, which he will bestow on whom He pleases. And Allah encompasses all and He
                                      knows all things. (5:52-54)

Is it not clear that the law of replacement has been recognized? Who fulfills the criteria for this blatantly
stated indicator of who is on the haqq – running to the disbelievers to hedge their bets, condemning the
Muslims, praising and showing compassion to the kuffar, never fighting in the way of Allah and always
afraid of the public opinion and perception of the powerful? It is incredibly clear that the antithesis to
this disease is fulfilled rather sufficiently in the efforts of the mujahedeen. Taking the Kuffar as
protectors is equivalent to negating faith. The proper way is to seek protection in Jihad and Allah loves
the Mujahedeen. Sheikh Abdullah Azzam (RA) explains simply, "Jihad and rifle alone. No negotiations.
No conferences and No Dialogue.” We must refute the deviant groups, making this the dominant
mentality amongst us. A group must arise, responsible for the difficult task of translating the work of the
evil scholars, critiquing it, educating Muslims about the deviant positions of our leaders and publicizing
the alternative ideological view that is the true message of Islam.

Policy Analysis

                          And make ready against them all you can of power…

We say victory is on the way, on the horizon, but are we prepared to accept it? Are we prepared to
implement policy, set forth developmental projects to improve the standards of life for all residents, to
unify, settle differences, manage institutions, govern and rule with Islam? We must come together to
recognize and anticipate advancement, to collectively organize and plan for development, converse
about contingency plans at every step of the way. Great Islamist theorists like Syed Qutb and Maudoodi
have given us the theoretical underpinnings of the modern Islamic State, but the rational day to day
policies and implementations are still largely ignored. There are groups and individuals engaged in
struggles trying to organize around this visionary goal and the truth is that until victory is realized the
specifics will never work themselves out. The final borders of state formation and the political stability
of Western nations took hundreds of years to formulate the present era whereby they continue in
development as allies and not enemies against themselves. Yet, the ability of Islam to spread is evident
in the history of this deen. Western academic M.N. Roy explains that Islam,

   The expansion of Islam is the most miraculous of all miracles. The Roman Empire of Augustus, as
   later on enlarged by the valiant Trojan, was the result of great and glorious victories, won over a
   period of 700 years. Still, it had not attained the proportions of the Arabian Empire established in

less than a century. The Empire of Alexander represented but a fraction of the vast dominions of
   the Caliphs. For nearly 1000 years, the Persian Empire resisted the arms of Rome, only to be
   subdued by the ‘word of God’ in less than a decade. Let a modern historian describe the miracle of
   the rise of Islam… Today the educated world has rejected the vulgar theory that the rise of Islam
   was a triumph over fanaticism over sober and tolerant people. The phenomenal success of Islam
   was primarily due to its revolutionary significance.

It is time to seek unity and develop coherent means by which the return to jihad can transform into a
renaissance to reproduce the victories of yesteryears. We must seek to revive a notion of Islam as a
movement for this world and one that serves as the key to success in the next. We suffer in that we have
few knowledgeable enough to legislate with regard to current affairs. Our scholars may rule on the
matters of religion but hold the belief that the Sun revolves around the Earth and that politics is not a
part of the deen. Ibn Tayimiyyah (RA) emphasizes the necessity of including knowledge of the situation
when legislating on jihad. He said, “In the matters pertaining to Jihad, it is obligatory to take the
opinions of the people of correct Deen [scholars], those who are experienced with that which is effecting
the men in their daily lives, and not those who look at the superficial aspects of the deen, their opinions
should not be looked at, nor the opinions of those people of the deen who do not have any experience in
the worldly affairs (Al-Ikhtiyaaraat ul-Fiqhiyyah, 311).” How many of us have applicable knowledge of
the institutions and mechanisms by which power is attained in the modern world?

For those left behind, frustration and confusion abounds. There is a seeming temptation to rely solely on
disputation amongst the sincere. Argumentation on Islamic internet forums serves as an outlet. So too
does attending local events oftentimes only to become hurt and enraged at the condemnation expressed
by Muslim leaders for the mujahedeen and their complacency towards Western dominance. There are
other alternatives however. Allah (SWT) says,

  And the believers should not all go out to fight. Of every troop of them, a party only should go
  forth, that they (who are left behind) may gain sound knowledge in religion, and that they may
            warn their folk when they return to them, so that they may beware (9:122).

Here we are told not to lament when Allah makes it impossible to attend the jihad and to rather remain
behind and concentrate on studying the religion in order to guard the community of believers against
evil when they return. It is a clear command to utilize the Quran and Sunnah to develop organizational
systems to protect Islam and guard the believers. There is no detachment therefore from the mujahedeen.
As always, Allah has covered every aspect of the movement to make La ilaha ilAllah victorious. The
amazing thing about today’s world is that after 400 years of secularism and Western dominance, the
benefits of their political, economic, and scientific progresses are evident, but so too are their faults.
When one analyzes the problems inherent in the imperialist system we term “globalization” in the
contemporary age, it is obvious that recent occurrences have shattered the belief that there is no
alternative and even that the systems they advocate are preferable for most of humanity. They meet
resistance wherever they go and people all over the world are witnessing the collapse of this order.
Wherever we turn Islam offers the answer yet few pragmatic examples of these responses exist. To take
one example, the international financial crisis is caused by excessive risk and interest bearing models
that detach the financial sector from the physical economy. Yet, the Islamic system creates a model
whereby this is prevented and thereby serves as the solution to solving the present crisis. In the Gulf
States, where bifurcated banking models exist, meaning that some of the banks are Western and deal in

the interest based, fractional reserve system while others are based primarily on Islamic concepts, we see
that the banks in crisis are the Western ones and that the shariah complaint institutions are standing
strong. Therefore, even in the face of greed and corruption small successes are present. Other examples
are evident in the inability of Western women to reproduce and sustain a population, the misery of
consumerism in its inability to produce people content with their life’s circumstance, the failure of
democracy to satisfy even half of the population, and other evidences. However, where the opportunity
exists for us to learn the Quran and benefit from the recent discoveries of man, we sometimes choose to
remain divided and focused on issues that will not benefit the community today or tomorrow.

We claim that in Islam religion is not separate from State, yet sometimes we are guilty in an antithetical
way to the West. Whereas they concentrate on politics and belittle religion, we concentrate on religion
and belittle politics. By constantly bickering about aqeedah and religious verdicts on mundane and
usually individual matters we miss the opportunity to form cohesive movements that allow people to be
designated as specialists in their particular fields. The Quran continues to reveal knowledge to humanity,
but without its implementation we are capable only of showing non-believers its scientific miracles on
web pages and dawa brochures. Much more good would come about if we spent our time pooling
financial resources, building institutions and setting aside differences so that we can really live the
holistic mandate prescribed within the Book of Allah.

We also fail to recognize our other obligations in remaining behind. During the Battle of the Trench
(Al-Khandaq), the coalition Quraish, Jew and Bedouin tribes gathered together around Medina and laid
siege to the city for over 20 days. During the battles, Nu’aym bin Masood, a prominent member of the
coalition, came to accept Islam and met with the Messenger (SAWS). Did the Prophet tell him to join
the ranks? No, he actually told him to keep his Islam a secret and to remain with the enemy and fight
them from within. He (SAWS) told him, “If you remain with us you are only one man. But go back to
them and weaken them from within as much as possible because war is deception.” Naeem was able to
convince the Jews that the Arabs would betray them and he also convinced the Arabs the same was true
of the Jews. When they met a disagreement occurred and the coalition broke all because of the efforts of
one man. How tactful are we living the West confronted with the coalition of hypocrites and kuffar?
Our efforts to undermine theirs are virtually non-existent from an organized stance. Creating Islamic
solutions, assessing policy and posing recommendations allows us to develop, establish, and experiment
with the skills we will need in the future and drives wedges and infuriates the kuffar as they are
challenged in the realms they allegedly specialize in and that supposedly proves the value of separating
“church and state.” Formulating policy is an absolute necessity in order to establish and protect not only
the future State but also the people in it.

The ayaat, “make ready for them whatever you can” explicitly states that Muslims must not only prepare
military might but also intellectual and strategic might. We look to the power of the kuffar and we see
them able to mobilize billions of dollars for their development and relief agencies across the globe. It is
intimidating really to imagine that a Muslim will ever be able to challenge and encounter this false peace
of humanitarian intervention that is always followed by the international financiers and their corporate
machine. Still, many are able to look at how history is created in the obvious and oftentimes predictable
reactions of institutions. We know full well that American foreign policy is predictable, that it is
hypocritical. Yet, we spend so much time analyzing and criticizing the effects of Western intervention
on Muslim land and not enough time critiquing and solving solutions for our own problems. A Muslim
should want to earn the pleasure of Allah first and foremost, but in the event that one’s actions are not

successful in implementing change, one must turn toward inner reflection and wonder what would work
better, what they can do where they are to impact on the environment. This is obviously what must have
occurred in the mind of Na’yeem bin Masood when the Prophet told him “you are only one man go back
to the kuffar…war is deception.” He obviously had to calculate, seek guidance from Allah, and concoct
a productive way by which he, as one individual amongst thousands, could effect change. He (RA)
achieved a miraculous intervention from a distance. What would be achieved were those sincere ones
working for Islam able to unify together, collaborate and cooperate to strengthen this cause. Why wait
for the Islamic State to be established before beginning to work for it. As Ibn Tayimia described before
going to prison, “What can my enemies possibly do to me? My paradise is in my breast; wherever I go it
goes with me, inseparable from me.” Some are living miserably in the West, but there is much work to
be done. May Allah (SWT) put it in all of our breasts to minimize time spent on the World Wide Web
arguing amongst one another and to take the next logical step in implementing what is necessary to
establish the Islamic State. We should be recommending scientific solutions to our own issues based on
Quran and Sunnah. Their think tanks write thousands of papers and reports on the conditions of the
entire world. Islamists contribute only handfuls even though we possess the ultimate criterion by which
to judge and refer. This situation could be improved by designating teams of individuals, with regional
focuses, analyzing western intervention and critiquing it, but also posing alternatives for people and
institutions within communities all over the world affected by the dominant policies of the day.

Social Movement-
    And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not
                                            be treated unjustly.
The intellectual moderates of the ummah are clearly working to formulate a modern day version of
Islam acceptable to the democratic West. It is very typical of Americans especially to discover
something sacred and turn it into a commodity to be bought and sold, innovated upon, and marketed.
This is what the converts to this deen are busy doing in America and they must be encountered, but the
best way to counter the ideology that they spout and preach, with its mixture of western academic theory
blended with their selective interpretations of the religion, may not necessarily be in confronting them
head on. Posing alternative ideological arguments and seeking not mass movements but a small
vanguard to establish alternative communities with global views would help in that their conference
attendees will always be upon what they are upon, but we do not have enough people mixing in their
established gatherings to make accessible alternative views and thus take a few away from the
moderates every week. This can be achieved simply by consistently going to the same mosque and
handing out fliers after khutbah on Friday, limited investments grant major rewards. When one listens
and inquires and then in turn is introduced to an organized community in which they may contribute,
that should finalize their decision and in turn gain access to new talent and contributions. Many simply
have never heard the message or see that the movement is fragmented and disorganized once they
inquire and thereby lose interest because they see no real organization. If coordinated topics and
distribution of pamphlets occurred every Friday how many people would realize the so-called leaders
are manipulating the deen. The problem is, here again, one of organization. Their message is legitimized
because it is somewhat organized. The universities and institutions are dying to have them speak and
twist the religion. We will never have this opportunity. In refuting, the quality of refutation must be
matched by its presentation. Pooling resources is the only way to compete with the dominant discourse.

Perhaps we must recognize that much more may be achieved by exploiting what they do not do rather
than refuting what they do. We have many activist events and are the only ones that may be seen

protesting the wars, illegal incarcerations, and horrendous policies implemented on this ummah.
Unfortunately, these demonstrations are not organized as well as they could be. Rather than shouting
slogans and holding signs, our resistance must get much more organized and intellectually based. It must
criticize but also offer solutions that call back to the way of the Khulafa-Rashideen. By engaging in what
they do not do, we can earn the pleasure of Allah and also encourage Muslims to become aware and act
in defense of Muslims and especially the mujahedeen versus criticism without accurate information.
While groups, especially in the UK, have utilized this, there is much that would be gained to coordinate
protests and demonstrations across the globe and to work together on the pressing situations. These
avenues are not limited to protests, other possibilities are to organize shariah compliant microloans,
establish social service provisions, reach out to refugees and organize disaster relief organizations. A
solidified sector of twenty individuals with sufficient efforts at garnering contributions could organize
an entity that could far outdo the efforts of the moderate Muslims across the globe right now. There is
little in the way of Muslim response to the problems that affect our own brothers and sisters. The kuffar
come into the community and study the attitudes and perceptions and needs of the people, and then they
help them when times are tough. This is missionary work at its finest, actions of charity speak much
louder than words, but we are fragmented, arguing over mundane religious matters and not active
enough in this realm. This realm presents a key position sisters can deploy their efforts in. Many are
educated in the social sciences and human services and are gifted with other skills. An organization
could spread the aqeedah simply by outdoing the deviant sects and they would win even if they never
said or published a word.

                                             CONCLUSION

The people on the haqq are always the minority and the mujahedeen especially face criticism. The
prophet described them: "Neither those who oppose them nor those who discourage them can harm
them." This asymmetrical war against the greatest military ever known needs supported. Otherwise, the
version of Islam and the interfaith-based religion of the dajjal will come to infest our young and old
alike. The false messiah’s religion, cultivated when the Romans converted to their mix of paganism and
Christianity 325 years after Isa ibn Maryam (AS) was raised up, has twisted the religion of the
Nazarenes into a pacifist religion that accepts the oppression of kings and queens. The Muslim leaders
these days, especially in the West, are under this devil’s deception as well and the only way they can
advocate for their new-found international false-peace is to condemn the mujahedeen. Therefore every
effort to alter these perceptions will, inshallah, be rewarded by Allah aza wa jaal as it may have the very
real effect of protecting the sincere from the all-alluring paths of innovation and deception. Collectively,
the efforts of these movements must be about defending the honor of the mujahedeen. Al-Tirmidhi
narrated on the authority of Abu Al-Darda' that the prophet said, "He who defends the honor of his
Muslim brother, Allah will secure his face against the fire on the Day of Resurrection." As Shaykh
Yusuf al-Ayiri described, "One of the branches of verbal jihad is telling the truth about the crusader war,
exposing the attack that is taking place against Islam, and defending the mujahidin and their honor. This
should take place in the private realm of a man's family, as well as in the public sphere in forums,
mosques, the workplace, and schools. Every Muslim must practice verbal jihad to the extent that he can.
There is no particular condition for verbal jihad. A legally capable adult must speak any words that he
feels expose the crusaders or defend the mujahidin in order to tell people the truth." Many among the
Muslims share these emotions and fulfill a sense of this obligation but there is no coordination and
cooperation and therefore small pockets of resistance go by unheard and unable to challenge or even
enter the discourse of the status quo.

During the Afghan struggles of the 80’s, the Muslim world glorified the mujahedeen. They wrote songs
about them, raised funds for them, and issued decrees for prayers and supplication to be issued on their
behalf. However, that was a war against the Soviets and because the democratic, secularist kuffar have
imposed and remain allies with our corrupt leaders, today they are the most despised amongst the people.
A primary consequence of engaging in these activities collaboratively and with cooperation may be
widespread support for the efforts of the mujahedeen being that a viable and pragmatic vision for the
future may be recognizable for the general mass.

The Prophet Muhammad (SAWS) said, “There will never cease to be a group from my ummah fighting
upon the truth until the hour is established.” In Imam Ahmad’s version it adds, “They will not be
concerned by those that opposes them or abandon them.” Indeed, the question arises as to who the sect
fighting upon the truth is if it is not referring to the groups previously mentioned? The self professed
leaders of Islam have no response for this claim and must choose rather to silence the speaker calling to
the truth in this confusing day and age. Being on the truth is not enough; we must include the actions
that are imperative for sincere belief. How can one stand by and watch as the defenders of this religion
are ridiculed and disrespected, called terrorists to appease the kuffar. Perhaps its best if we spend time
jumping in the face of every kaffir and asking him or her to renounce the U.S. and Western imperialist
military interventions that have left countless millions dead across the world before we appease them by
cursing and criticizing our brothers and sisters that merely returned but a fraction of the loss they
originally imposed.

   Ibn Tayimia says in his treatise Commanding the Good and Forbidding the Evil,

   It is not the duty of the practioner of enjoining right and prohibiting wrong to deliver the message
   to everyone in the world. Such was not even required of the Prophets (Peace be Upon them), and
   this is an auxiliary to the prophetic messages. Rather, what is required is to make available to
   those that seek it. If they, in turn are negligent in seeking it, though it has been made accessible,
   then the responsibility is upon them, not him. Since enjoining right is a collective obligation, as
   the Quran clearly indicates, it is not an obligation upon every single individual Muslim, rather
   upon them as a group. Allah says:

   “Let there be from among you a group which calls to what is good, enjoins right, and forbids
                            wrong. These are the successful ones.”

This group must do a much better job fulfilling the ‘fard khifiyah’ and would were it expressed in
solidarity and in a cooperative manner. This article is a general call for unity under the principle of
commanding good and forbidding evil. Many groups call to the principle, few of them are organized. All
of them criticize the mujahedeen directly or indirectly. Some call for khilafah by means of political
education and mass movement, a component of the means. Others call to seek the Nussrah, and thereby
hold onto ideologies that still deny Islam in its entirety. Still others concentrate only on religion and
deny the role of political and economic efforts. A holistic movement must be formed. All of these
groups should be working together. However, the truth is massive support for this movement will never
occur until it has already gained victory. Many will suffer between now and then but a small sect will
arise eventually and initiate this change. It will not however occur via a mass-based revival actually
borrowed from communist preachings and slogan-chanting from the recent past. Allah says, “But few of
My Servants are Grateful (Sabaa: 13),” He also says that “if you obey most of those on the Earth, they

will mislead far away from Allah’s path (An’aam: 116).” No one should ever desire the acceptance nor
the praise of the masses, only Allah’s victory and legislation will truly raise the mass, individual
movements and personalities carrying the haqq never will. This is the nature of Truth. As Allah
describes in Surah Nasr,

                        When there comes the help of Allah and the victory,
                      And you see the people enter Allah’s religion in crowds,
      Celebrate the praises of your Lord and pray for His forgiveness; For he is Oft-Returning

Here the reality that masses move towards the powerful and dominant system is established and the
successful are told not to hold grudges but to turn even for themselves, the victors, toward Allah for
forgiveness. This humility is the nature of this struggle and if we live to see the victory of the
mujahedeen we must remember this principle as all those against us come bearing oaths that they were
supportive the whole time.

The War in Afghanistan did not, in and of itself, bankrupt the Soviet economy. There were many more
variables involved. What it did serve to do was create a diversion whereby all resources went to
maintain an empire and no one considered that the end was near. It came suddenly. The same can be
said of the past seven years since 9-11. Americans have been so preoccupied with the wars in
Afghanistan and Iraq, they relinquished concern for their own domestic issues and thereby may have
waited too long to return home to fix them. Their economy is bleeding and the dollar is facing a near
guaranteed departure as the economic currency of choice. Bewildered in a day and age that resembles
the End of Times, the believers must continue to march forward and seek victory regardless of the signs
which lead the conscious one to conclude that the dajjal is on the way. Allah says, “Those who conceal
the clear Signs We have sent down, and the Guidance, after We have made it clear for the people in the
Book,-on them shall be Allah’s curse, and the curse of those entitled to curse, Except those who repent
and make amends and OPENLY DECLARE THE TRUTH: To them I turn; for I am Oft-returning, Most
Merciful. (2:158-59).” The only solution for mankind is the Quran and all those that overshadow it with
democracy and other alternatives while not calling to the shariah prescribed in Allah’s Book are not
Openly Declaring the Truth. The Quranic generation implemented Islam holistically studying, giving
charity, spreading the deen, fighting the way of Allah and etcetera. They all had specialties and talents
and distinct personalities but they were united under the Khalimah Shahada. Allah describes,

 And the believers, men and women, are protecting friends one of another; they enjoin the right and
forbid the wrong, and they establish worship and they pay the poor-due, and they obey Allah and His
     messenger. As for these, Allah will have mercy on them. Lo! Allah is Mighty, Wise. (9: 71)

It is interesting to witness the brothers and sisters strive for the Islamic State in a world that knows
nothing of the legislation of Allah and that views it as ancient and medieval. However, Islam is the most
progressive ideology sent to liberate man from the shackles of empire and oligarchy, the worship of the
elite, the Pharaohs and the Nimrods sent to every nation. Its goal is to rescue humanity from injustice
both in this world and the next. The enemy is organized and consists of multi-pronged means of attacks.
They attack us militarily, by controlling currencies, by sending their media across the globe; their
institutions analyze the people and study how the masses can be manipulated, they control resources and
protect an elite that makes the indigenous Muslims look corrupt in nature, that makes the religion seem
responsible for imposing kings and queens. They spread the notion that democracy brings equality while

  • 2. Assalamulaikum warahmatullahi wabarakatuh: My dear brothers and sisters in Islam and curious onlookers reading this document, actions and history are shaped by ideas. However many great visionaries never see the realization of their aspirations and the fruits of their sacrifice. In many ways, the life of the final Messenger Muhammad (SAWS) is exemplary of this. The concept of ‘la ilaha ilallah’ is a complete paradigm of religious-socio-political- economic dimension that the Prophet worked to establish over more than 20 years of toil and strife. Shortly after the revolutionary conquest of Mecca he was assassinated and never lived to see it spread farther and faster than any system the world has ever known. Few are fortunate enough to live to see the ultimate effect of their ideas and their victory in the practical realm. We live in such a day where promises for the establishment of the Islamic system allow us to continue working for it against a backdrop that is harder to understand, more difficult to counter, and that seems to resemble much of what we know of the End of Times. The foregoing document is to serve as a guiding statement for those workers engaged in striving for the reestablishment of the Islamic State; especially those in the West. It must be mentioned that it is not from the mind of a scholar, only one interested in seeing this ummah rise up again to take its proper place in world affairs. It is to serve as a call from Revolution Muslim to all that may hear to organize around four principles of engagement in taking the next steps in moving toward the implementation stage of living under Islam. If it is of interest to you, you should contact us immediately to get involved and take on a commitment and responsibility. Many of you have done so, but we need more help to grow. The Prophet said that the one who dies without bayaah to a khalif dies in a state of ignorance and we can therefore realize that from the principle of fiqh that everything that leads up to something wajib being preformed becomes itself wajib, that we must first seek territory and space to rule over before we can make bayaah to a man. Therefore establishing the State should be the ultimate objective of every sincere Muslim in the world today that aspires not to die in jahilliya, but what about the disorganized and fractured state we find ourselves in today? We see brothers and sisters sacrifice but no real counter to Western imperialism has formed. Syed Qutb explained in Milestones that the vanguard must, “preserve and develop the material fruits of the creative genius of Europe, and also provide mankind with such high ideals and values as have so far remained undiscovered by mankind, and which will also acquaint humanity with a way of life that is harmonious with human nature, which is positive and constructive, and which is practicable.” In many ways we are lacking in this visionary’s assessment that still holds true today. This is a basic analysis of our contemporary reality and a call to all to whom it appeals for collaborations and dedication to fulfilling the objectives set forth in this statement. We call on anyone who is interested to formally concentrate on any of four areas we consider essential in the present time and especially over the next two years in advancing our objectives: 1) Establishing a fundamental knowledge of the aqeedah of ahlus-sunnah, 2) delegitimizing the present power structures, 3) advancing the Islamist social movement to new levels and 4) formulating policies and political- economic analysis that may one day lead to us protecting and developing a prosperous state. It is a call to build upon the institutional capacities of Revolution Muslim and to help us advance our objectives after one year of operations. We ask that you work in partnership with us, that you make sure our movement is known all over by telling others, and that you help to make us a counter balance to all of the liars and deceivers that presently rule the world. Finally we ask that you support us with your time, energy, wealth and du’a and we ask Allah to accept our efforts as pleasing to Him. BY ALL MEANS NECESSARY - In Pursuit of the Objectives amidst Improving Odds - Assessing the Role and Responsibilities of those Left behind in the War on Islam Younus Abdullah Muhammad – REVOLUTIONMUSLIM.COM ِِ ‫ۡ َـٰ ِ ٱ‬ ‫ِ ِۡ ٱ ِ ٱ‬ Then fight, O Muhammad, in the Cause of Allah, you are not held responsible except for yourself, and incite the believers to fight along with you, it may be that Allah will restrain the evil might of the disbelievers. And Allah is stronger in might and stronger in punishing. (4:84) Bob Woodward records in his historical account of the buildup to the “War on Terror” that Cofer Black, Director of the CIA’s Counterterrorist Center, flew along with Richard Armitage to Moscow before the war in Afghanistan to seek help from top Russian intelligence officers. While there, Woodward recorded that a Russian said, “With regret I have to say your going to get the hell kicked out of you,” and Black, quite confident at the time replied, “We’re going to kill them… we’re going to put their heads on sticks, we’re going to rock their world (p. 103).” Now after 7 years of war, many heads have been put on sticks, mostly women and children’s, but the belief that intervention in Afghanistan was going to be short and simple is no longer on anyone’s tongue. Newly elected U.S. President Barak Obama is the latest victim of the wasteland of empires that is the Afghan mountains and during his campaign he attempted to show his hawkish side spouting rhetoric about a troop surge in Afghanistan. Lately, he has started to promote the idea of a regional coalition including Pakistan, Saudi Arabia, India and even Iran. Similarly, the shadow powers and chiefs of deception have started to attempt to create civil war in order to split the Taliban and thereby divide and conquer the resistance. Time and again you see the media machine portray a hopeful scenario for the imperialists but by and large there is little hope and eventually the coalition NATO-US forces will go home; the question is whether they will leave with their nations intact or whether like the Soviets before them, they witness the collapse of empire as a result of blatant ignorance and the underestimation of an asymmetrical force they simply do not understand. The Soviet Union’s collapse began in the late 1980’s. After years of military buildup at the expense of domestic populations, tensions with other world powers, a stagnant economy, failed attempts at reform, imperial overreach with the guerilla war against the mujahedeen, and increasing domestic animosity against the government, its empire collapsed in 1991 two years after their military left Afghanistan. The defeat in Afghanistan was marked by a certain hubris characteristic of a general trend recognizable in almost all receding empires. The United States is making similar blunders today. It is apparent that victory is inevitable for Islam in Afghanistan whether in the short or long term, but it is important to understand the phenomenal alteration of balance of power in the world in a few short years stemming as a result of the efforts of a few brave men. Today the efforts of the mujahedeen in Afghanistan, their victory of the Russians in the 1980’s, their realization of a state in the 1990’s, and their attacks in effort to defend that nation since have led to the birth pangs of a new Islamic order. Islam increasingly dominates the thoughts and emotions of Muslims across the globe. Non-Muslims are becoming Muslim at an incredible rate and this is due in large part to the efforts of these mujahedeen. 3
  • 4. You wouldn’t be able to tell from the dominant ideology of Islam in the West however. Muslims across the West go out of their way to condemn the efforts of these mujahedeen. They could never envision a world that is not controlled by secularism and its hypocrisy, nor would they want to. You wouldn’t be able to tell from the mainstream media either. They apparently assume all is well on all fronts and have framed the Global War on Terror in a way that simulates the propaganda used during the era of colonialism. Their call for humanitarian intervention is no different than European calls to bring civilization to the uncivilized before. The domestic populations are thereby taught that war is just as “FREEDOM” oftentimes requires the use of violence. The jihad in Afghanistan revived the military component of Islam, a religion that uses force only to liberate, rescue, and defend. Soon after the Russians pulled out of Afghanistan, mujahedeen from all over the world returned to their countries with new found skills in warfare, some traveled to Bosnia, Chechnya, Somalia, Sudan and other regions looking to liberate Muslims from other oppressions. Eventually the despotic regimes over Muslim countries found these mujahedeen plotting their own overthrow and soon the whole world was confronted by the revival of this worship when on September 11, 2001, 19 blessed souls sacrificed their selves in a preemptive and retaliatory attack on America’s military, economic and government capitals. Since that time, nearly every nation has gathered together with its utmost resource and effort to destroy this frankenstein they helped to create. Sheikh Yusuf Al- 'Uyayree, himself gunned down by Saudi authorities after returning from jihad to the Arabian Peninsula explained, “The entire world is standing against one ritual in Islam, one ‘Ibadah in Islam, and that is Jihad. They are mobilizing their religious strength, political strength, economical strength, media strength, cultural strength and popular strength to fight Jihad feesabilillah.” Yet today seven years after the Manhattan raids, the jihad is spreading all over the globe. The Taliban in Afghanistan continues to befuddle coalition troops there and has been able to control increasing sections of the terrain. The situation is most aptly described in a leaked French diplomatic cable that claimed the security situation in Afghanistan was deteriorating, that NATO’s presence was making it worse, and that both U.S. presidential candidates should be dissuaded from getting bogged down further. The cable suggested the only possible solution was to cultivate and prop up an “acceptable dictator.” Later, as the puppet regime contemplated entering talks with the Taliban, Caliph Mullah Omar rejected Hamid Karzai’s offer and claimed the US was heading toward the same kind of catastrophic defeat in Afghanistan that the Soviet Union had met. In Somalia, the Shabaab, the former military wing of the Islamic Courts, an Islamist regime that took power and brought stability to Somalia for the first time in decades only to find itself overthrown by an Ethiopian, Christian led army backed and funded by the U.S. in 2006 has regained control over several parts of the country and on November 12, captured a port near Mogadishu without firing a shot, giving them their closest foothold to the state capital since the coup and raising the stakes in their two-year insurgency. In Pakistan, the military has launched a vicious war against Islamists in the North West Frontier Province that knows no difference between soldier and civilian while they turn to Saudi Arabia and the International Monetary Fund for loans to keep their economy afloat. The mujahedeen there have managed to respond to every attack and last week even hijacked several trucks hauling equipment to U.S. troops in Afghanistan. In the long-term the future prospects that they will eventually control the country look very strong. 4
  • 5. Last week in Iraq, ahead of the pact between government and U.S occupiers 10 Iraqi insurgent groups agreed to escalate attacks against the U.S. and Iraqi forces. Sheikh Abu Wael, a leader of Ansar Al- Sunnah condemned the treaty that would place U.S. soldiers in Iraq until 2011 and said, "Such kinds of agreements are not negated by mere statements of condemnation and denunciation…” “Rather, there is necessity for work, jihad, fighting those forces the enemy and those who are loyal to them to recant this agreement." In Southeast Asia, the situation is similar. Three Bali mujahedeen were recently killed by the regime in Indonesia for attacking Western tourists who travel to their country to drink and do drugs, have sex with little boys and girls and to engage in other immoral acts of extreme variety. The retaliation and animosity of the Muslim population will surely be earned and as a result the insurgency will grow. Three birds circled over the homes of these martyrs last week as thousands came out to view this miracle. The sign sent to these people was obviously proof enough for them that Allah praised the acts of these men. In southern Thailand, an Islamist group loyal to Al-Qaeda has gotten enough attention that they are sitting in talks with the government. In Mindanoa, Philippines, a mounting insurgency against a U.S.- backed government continues to gain ground as Islamist militants escaping crackdowns in Indonesia and Malaysia continue to flee to the southern island, seeking both sanctuary and training. In India, increasing attacks have created heightened unrest. Bombings in the remote northeastern state of Assam have confounded authorities with their unprecedented scope and complexity opening what's been described as a "sinister" front for jihadi terror in India. Asian Times Online reports, “The Assam strikes, most recently a string of blasts on October 30 that took 85 lives and left nearly 500 injured have added a disturbing new angle to terrorism in India.” Citing sophisticated weaponry and mysterious smuggling networks, the article compared Assam's embattled capital, Guwahati, to the war-torn Iraqi capital, Baghdad. India's Home Ministry believes that the Bangladeshi jihadi outfit Harkat-ul-Jihad-al-Islami (HJI) is involved in the blasts in Assam, according to Indian media reports. The HJI is thought to maintain close ties to the Indian Mujahedeen (IM), an indigenous jihadi group that has claimed responsibility for most of the recent bomb blasts across India. In Chechnya, the fifteen year long jihad continues, with the mujahedeen reforming their movement and expanding it into the entirety of the North Caucus region thus altering its vision and objectives away from nation state sovereignty to one of Pan-Islam. The Russians have started to attack the families of those that leave for jihad and continue atrocities against civilians but the mujahedeen have improved their attacks and limited the causalities of civilians and may therefore see increasing public support for their own agenda. Al-Qaeda in the Islamic Maghreb (North Africa) recently announced its intent to expand attacks into Europe and have managed to remain a force to reckon with despite harsh government crackdowns. In Palestine, support for international jihad remains high as jihadi influences continue to create violent resistance to U.S.-Israeli militarism. Some have suggested that cells are growing amongst the Arab- Israeli population and that attacks may occur on Israeli soil soon. In Yemen, where the U.S. embassy in the capital of Sana'a was attacked in September, increasing mobilization for a return to Islam builds. The world wide nature of their jihad and the belief that once American power is removed from the region a Pan-Islamic caliphate will return, was no better expressed than by Omar al-Baghdadi, Amir of the Islamic State of Iraq who offered conditions of peace to incoming U.S. president Barack Obama recently as he explained, "On behalf of my brothers in Iraq, Afghanistan, Somalia, and Chechnya, I offer you 5
  • 6. what is better for you and us: you return to your previous era of neutrality, you withdraw your forces, and you return to your homes." CIA director Michael Hayden recently warned that while al-Qaeda has suffered setbacks, it is ``determined and adaptive.” ``This war --- and no one should mistake it as anything else -- is far from over,” he said. Even where Islamic political parties have formed there is widespread support, and despite the fact that many of the so-called “Islamic” parties are essentially not adhering in any way to an all-encompassing and proper version of the shariah, the public support in the face of continuous covert and overt efforts to prevent them from gaining any real political influence documents a changing identity in the Muslim world. Strong showings have occurred across the board for Islamist parties choosing to participate in elections despite strong covert and overt operations against them. High support occurs in Turkey, Pakistan, Egypt, Jordan, Palestine, Algeria, North Africa and others. The notion that large numbers of Muslims would identify with their religion before race or country would have been unheard of before the resurrection of jihad. The same phenomenon is true in Western countries where immigrant populations in every state, while still predominantly identifying with their nations have tagged their primary identity to Islam as Western governments legally and violently repress these movements. In France a fierce battle over wearing the hijab in state schools unfolds; in the U.K. Muslims continue to advance a long and hard fought effort to de-pacify the Muslim masses. Their efforts have led to perpetual police monitoring and recent statements about thousands of immigrants trained for jihad overseas operating as cells in the country. All over Europe, statistics show that within 20 years immigrant Muslim populations may overcome all other ethnic groups and people are converting at faster rates than ever. The fact that the West really considers democratic elections for Islamists as impermissible for Muslim countries is documented by the election of Hamas in Palestine in 2006 and the subsequent embargo and economic deprivation we see continue to this day. The minute it appeared Islamists were going to win Algerian elections martial law was imposed and a brutal campaign against Muslims ensued. Sheikh Osama bin Laden explained the hypocrisy of Western democracy by claiming, “the freedom and democracy that you call to is for yourselves and for the white race only; as for the rest of the world, you impose upon them monstrous, destructive policies and Governments, which you call the ‘American friends’. Yet you prevent them from establishing democracies. When the Islamic party in Algeria wanted to practice democracy and they won the election, you unleashed your agents in the Algerian army onto them, and to attack them with tanks and guns, to imprison them and torture them – a new lesson from the ‘American book of democracy.” Still, mass movement for synthesizing Islam into politics occurs. Even where there is a condemnation of the means utilized by Al-Qaeda, it has stretched the discourse to new levels of dedication toward the establishment of an Islamic State and has exposed the fear and hatred the West holds for the establishment of a viable, Islamic political system safe and secure anywhere in the world. It is reminiscent of the late nineteenth century British and French foreign offices that became utterly obsessed with the notion of Pan-Islam as advocated by Abdul Hameed II, the last sincere caliph of the Ottoman Empire. The one thing that must never occur is the establishment of a stable Islamic system anywhere in the world. Therefore it is apparent that peaceful means will never establish any real political entity. In Afghanistan, Sudan, Somalia, and recently in the Northwest 6
  • 7. Frontier Province of Pakistan, even the initial development of the return to the shariah is met with ferocious brutality. As long as these efforts continue and grow, it must be recognized that the plans of the mujahedeen are working and that their deeds should be commended. Bin Laden described this strategy in 2004 claiming it “easy for us to provoke and bait this administration. All that we have to do is to send two mujahedeen to the furthest point east to raise a piece of cloth on which is written al Qaeda, in order to make generals race there to cause America to suffer human, economic and political losses without their achieving anything of note other than some benefits for their private corporations.” Indeed this is the agenda of the mujahedeen. In the same speech Bin Laden explained that their efforts were to continue a “policy in bleeding America to the point of bankruptcy” using similar tactics to those used when fighting the Soviet Union in Afghanistan in the 80s, “guerrilla warfare and the war of attrition to fight tyrannical superpowers.” The jihadi movement has increased the role of Islam all over the world. As a result, every soul on the planet has been encountered by Islam. The prophet Muhammad (SAWS) said, “This matter (Islam) will keep spreading as far as the night and day reach, until Allah will not leave a house made of mud or hair, but will make this religion enter it, while bringing might to a mighty person (a Muslim) and humiliation to a disgraced person (who rejects Islam); might with which Allah elevates Islam (and its people), and disgrace with which Allah humiliates disbelief.” The efforts of these mujahedeen have brought the religion of Islam, the seriousness of its protection, and the principles of its shariah into every home in the world. Prior to 9-11 few people, especially in the West, had any clue about what Islam was and what it represented. Today, everyone has an opinion although most of them are misinformed, and the entirety of humanity has been forced to reflect on the overriding purpose of their existence. This has opened up an opportunity for dialogue and led to increasing numbers of people converting who may never have had the opportunity otherwise to listen to the truth which is clear from falsehood. Still, the moderate preachers act as if it is there efforts that spurred the general populace’s interest in the religion. Indeed nothing is further from the truth. When Salman Al-Aouda, renowned scholar of Saudi Arabia issued a live condemnation of Osama bin Laden in 2007 on NBC television he stated that, “Brother Osama, what happened on September 11 – crimes that have been condemned vociferously since that very day – was the murder of a few thousand people, possible less than three thousand. This is the number that dies in the airplanes as well as the towers. By contrast, Muslim preachers – who remain unknown and unsung – have succeeded in guiding hundreds of thousands of people to Islam…” Here he failed to realize the connection between the increase in conversions and the reestablishment of the jihad. Indeed the mosques were empty before 9- 11 compared to the influx of interested individuals that appeared unexpectedly as if out of the woodwork thereafter. Now Islam has entered every house, preaching alone could never have achieved the fruits of the efforts of a single day. The subsequent consequences of this entry of religion back into the discourse have provoked the continued failures of the Orientalists to refute the deen, have cast an antithetical ideology that the entire world can compare against the previously dominant West’s, have forced Western secularists to realize that they lack the spiritual backbone necessary for ever actually realizing the idealistic notions of peace and prosperity they have jammed down people’s throats at the barrel of a gun and spouted to indigenous populations right before they looted their natural resources and fled with their wealth. The era they termed an ‘End of History’ with the fall of Communism in the late 1980’s has actually manifested itself as the beginning of the ideological deception of the world that is liberal 7
  • 8. democracy and deep down inside the people know it, though they remain for now, in a state of bewildered denial. There are many hindrances to the victory of Islam however. Rather than blame the imperialist desires of the Western powers for the continued War against Islam, Osama and the mujahedeen take the blame from many Muslims. The reality of the hypocrisy goes left unmentioned. If the Muslim leaders want so- called terrorism to stop they should look at the root of terror in the world (i.e. the international economic-political and imperialist order known as globalization) condemn it, and work to eradicate it. The real root of their problem is that speaking out against Western terrorism against Muslims will cost you your job and middle class lifestyle in the midst of empire. While they should condemn Western terrorists and give the benefit of doubt to those that bear shahada, there is little call for the cessation of Western intervention in the Muslim world. Some leaders, like Hamza Yusuf, even claim that God has chosen the West to lead the world because Muslims are not capable. And so, Bill Clinton and his regime were able to kill 1.5 million Iraqi children with economic sanctions alone and affirm on national television that it was intentional and realized but the Muslim world kept quiet because they could not see through the deception of the press and its portrayal of America as the benign protector of the world. Decades of foreign policy that has propped up dictators incredibly fierce toward their own populations, thus securing control over natural resources and guaranteeing that Islam would play little role in society are left untouched. The atrocities committed against Kashmiris and Palestinians is horrible yet no one condemns them or emphasizes that attacks are retaliatory rather than provocative. And Allah says, “Tumult and oppression are worse than slaughter (2:217)” Sheikh Osama explained in 2002 shortly after 9-11, “This forbidding of killing children and innocents is not general and there are other writings that uphold it. Allah (SWT) saying, “And if you punish (your enemy) then punish them with the like of that with which you were afflicted[16:126]… The scholars and people of knowledge said, amongst them ‘Sahib al-ikhtiyarat, Ibn Al-Qayyim, and Shawkani, and a lot of others, and Qurtubi in his tafsir – (they all say) that if the disbelievers were to kill our women and children, then we should not feel ashamed to do the same to them, mainly to deter them from trying to kill our children and women again. And that is from the religious standpoint, and those who speak without any knowledge in Islamic law.” Still, no one has refuted this evidence and so these contemporaries, in actuality, attempt to compete with the likes of these classical shayook when they criticize the mujahedeen and make every excuse for the kuffar. Theretofore they would like to call our greatest scholars disbelievers or khawarij. Minimally, this is an issue of difference of opinion and therefore they should give their brother the benefit of the doubt. Muslims have been offered no alternative but to suffer from their wars of aggression long before 9-11. The activities of the mujahedeen have at least instilled the hope that someday they will be unable to continue harming Muslims at will. The mujahedeen have offered to discontinue there efforts on the condition that they leave Muslim land. Our advice is that they heed this call. When it is said to them: "Make not mischief on the earth," they say: "Why, we only want to make peace!" Of a surety, they are the ones who make mischief, but they realize (it) not. (2:11-12) The mujahedeen’s deeds have been misconstrued, their names cursed by ignoramuses all over the world but Allah would have it no other way. Their raid on Washington produced victories that have reaped rewards multiplied many times over. The end of the jihad in Afghanistan marked an era where large numbers of mujahedeen returned to their countries to settle down domestically. The minorities went to Bosnia, Kashmir, Somalia, Chechnya and the like, but 9-11 revived the “jihadi spirit” and is primarily responsible for the recent phenomenon the west is witnessing: an entire generation of young men and 8
  • 9. women only now coming to maturity, either impoverished in towns ravaged by American guns or economic warfare, or sitting comfortably behind their computers dedicated to disseminating the idea that Islam is under attack and it is the duty of each Muslim to protect it. Countless Muslims, no doubt affected by western propaganda, denounce the attack as one of the most violent in eras, but do so ignorant of the actual reality. In actuality 9-11 fits right into the Bush doctrine of war, the just war theory that spouts the idea that, “there are few greater threats than a terrorist attack with WMD. To forestall or prevent such hostile acts by our adversaries, the United States will, if necessary, act preemptively in exercising our inherent right of self-defense,” and in fact, this was certainly the case of the Islamist regime in Afghanistan. Under this doctrine the attacks on the World Trade Center while tragic, were indeed justified. A report from the 18th of September 2001 reported that a Niaz Naik, former Pakistani Foreign Secretary, told the BBC that the U.S. was planning military action against Al- Qaeda and the Taliban before 9-11 ( http://news.bbc.co.uk/2/hi/south_asia/1550366.stm ), and MSNBC reported in May 2002 that “President Bush was expected to sign detailed plans for a worldwide war against al-Qaida two days before Sept. 11 but did not have the chance before the terrorist attacks in New York and Washington, U.S. and foreign sources told NBC News” (http://www.msnbc.msn.com/id/4587368/); therefore the threat to Afghanistan was clear and present and there is no greater example of an organized entity possessing WMD’s than the U.S. military-industrial complex. The reason terrorism has yet to be defined in international law is because almost every definition places U.S. foreign intervention at the top of any Axis of Evil list. The knowledge of this reality is slowly spreading throughout the Muslim world even in spite of their powerful international media machine. Their own public opinion polls reflect an era of utter hatred for any U.S. presence in the Muslim world. Pew Research polls show that 74% of Muslims favor the idea of getting the U.S to withdraw forces from the Muslim world and 8 out of 10 see the U.S.’s goal to weaken or divide the Islamic world. Worldwide, 52% now see the U.S.’s contribution to the world negatively. Indeed, many still view 9-11 as a terrorist attack, but in the event that U.S. imperial efforts continue it is apparent that there will be a large force of opposition wherever they go something that certainly could not have been said before 9-11. Future generations will look at 9-11 in a very different light as the events unfold and bring U.S. dominance to its knees. For now, only the vanguard can recognize the fruits of the efforts of the mujahedeen. Where the psychology of Muslims is solidifying around Islam and its hatred for Westernization is increasing, Americans are psychologically damaged. Their belief that they represent all the good in the world has been dismantled as their wars of aggression and eight years of the Bush administration have made it all the more apparent across the globe that the U.S. and its ignorant people are hated everywhere. As their soldiers return from their wars and commit suicide, suffer from PTSD, and report on the rapes and killings they’ve committed abroad there is no peep of it in the mainstream press, but the country knows and recognizes all too well that they are the ones torturing innocents, secretly detaining captives, and committing atrocities like Abu Ghraib. It has taken its toll as they live in fear, distancing themselves from one another increasingly everyday, taking more and more medications to numb their prescient vision that the end is near, while the other half of their person, still in denial, shirks the notion that they might not be the best and holds to the opinion that they can do no wrong. These are the psychological characteristics of the masses during the end of all empires. They continue to spend and wander blindly by as they are reminded day by day of the solution to their ills but do not recognize the signs, so accustomed to their superiority. 9
  • 10. Western democracies are typically presented as two-party systems. In reality they are essentially one party systems representing a dominant elite. This, in the United States, is becoming increasingly evident. As the people come to realize there is little difference between democrat and republican. The Clinton administration continuously pandered to republican requests in regard to deregulation and cut backs on social service spending. It is a fact that Bill Clinton’s economic policies are in many ways responsible for the economic situation unfolding in the United States today. His complete repeal of the Glass- Steagall Act which separated investment and commercial banks is exemplary of this. The campaigns of Barack Obama and John McCain documented this as well, with very few real differences between the two candidates. The actions of Obama since his victory also suggest that these trends will continue. Essentially, what you now have in the U.S. is a corporatocracy, a merger between corporate power and government, and the people are increasingly aware of it. The populist rhetoric spouted by Barack Obama was just that, rhetoric and in the event his administration fails to bring real change, America will be in political catastrophe. The numbers suggest they already are. Wealth distribution is horrendous in the United States. The top 1 percent of Americans hold 19% of the entire income as the bottom 95% witnesses declining real wages alongside increased costs of living. Americans simply do not trust their institutions. In July 2008, Gallup annual confidence polls revealed that just 12% of Americans held confidence in Congress. This was the worst rating in 35 years of polling. While they look at a landside victory for Obama, the general election results highlight a large population that voted for McCain and therefore probable increasing tensions. Americans generally feel their government serves the interests of an elite, polling documents this consistently, and now that the consumer mentality that once flourished alongside an access to easy money and long-term debt is eroding, many will be looking for real and true political change. If it doesn’t come, it is likely to lead toward mass social unrest and a general disintegration of the populace. So too, the economy of America and the West is in shambles. Like the Russians before them, the problems do not stem solely from the fact that they have warred with the mujahedeen, but the diversion created by the necessity to show its economic might in the War on Terror led to a further disintegration of an economy that had taken on too-much risk and that more than likely would have been able to be resolved in the event there was not a need for the Bush Administration to appear as though all engines were a-go. The 700 billion dollar bailout marks the recent events, and as stock markets continue to decline on a day to day basis and unemployment rates rise to the highest levels they’ve been at since the great depression, as consumer confidence depletes and the great American consumption machine grinds to a near-halt, one can imagine that more than once the citizens will realize that they may have been lured into a trap. In actuality Bloomberg reported that the U.S. has now spent $7.4 trillion trying to rescue its system. The Obama administration will provide temporary relief, but probably only long enough to allow ‘finance capitalism’ to regroup and plan a full fledge disintegration of the global monetary system. The U.S. spent $7 billion on foreign aid in the Middle East and North Africa in 1997; they spent 39 billion in 2006. Where most of the aid used to go to prop up Egypt and support Israeli aggression, these days drastic increases are noticed in Lebanon, Jordan, Yemen, Iraq, Libya, and Morocco. It is apparently getting much more expensive to keep control over the Muslim world. Laurence of Arabia described guerilla warfare as “the algebraic element of all things,” the competent amateur mathematician can easily discern the decreasing might and changing equation when accessing any and all readily available data. The West has been lured into a trap; it has no choice but to continue working through. All guerilla warfare must attack its enemy in spurts and make it fight from far away. The West, in choosing to wage the “War on Terror,” did not adhere to these basic principles of warfare. As Sun Tzu concisely describes in the Art of War, 10
  • 11. He who wishes to fight must first count the cost. When you engage in actual fighting, if victory is long in coming, then men's weapons will grow dull and their ardor will be dampened. If you lay siege to a town, you will exhaust your strength. Again, if the campaign is protracted, the resources of the State will not be equal to the strain. Now, when your weapons are dulled, your ardor dampened, your strength exhausted and your treasure spent, other chieftains will spring up to take advantage of your extremity. Then no man, however wise, will be able to avert the consequences that must ensue... In war, then, let your great object be victory, not lengthy campaigns. Rather than deal directly with their domestic economies, the West will with near certainty maintain an extended troop presence overseas. The balance of power will spread across nations of the world, American dominance will end and the consequences may take on any form but inevitably a new world order will be born. How can the great empire go home in humiliating defeat? Allah (SWT) explains, The Unbelievers spend their wealth to hinder (man) from the path of Allah, and so will they continue to spend; but in the end they will have (only) regrets and sighs; at length they will be overcome: and the Unbelievers will be gathered together to Hell ;-( 8:36) As of October 28, 2008, the U.S. budget deficit is $10,654,259,430,730.17. That is $32,636 per American citizen. These numbers exclude the 1 trillion spent last week and other monies destined to come. The military budget of the U.S. exceeds the rest of the world combined and must maintain over 800 military bases around the world, many on Muslim land. The imperialist invasions of Iraq and Afghanistan are largely funded through supplementary spending bills outside the federal budget and that are not included in the military budget. In addition, the United States has black budget military spending which is not listed as federal spending and is not included in published military spending figures. Other military-related items, like maintenance of the nuclear arsenal and the money spent by the Veterans Affairs Department are also not included in the official numbers. Thus, the total amount spent by the United States on military spending is much higher that is actually reported; 36% of the federal income tax revenue goes to military spending. As deficits rise, cuts in government must follow and the U.S. will have to choose to either punish its citizens and decrease social spending or decrease military expenditures altogether. While it is obvious what they will choose, for the mujahedeen it is a win-win scenario. U.S. General David McKiernan, the senior US officer in Afghanistan, proudly announced in August 2008 that US forces had killed "between 30 and 35 Taliban" in a raid on Azizabad near Herat. However, he retracted his statement shortly thereafter when an Afghan’s cell phone recorded the reality that the Americans probably killed 90 people in Azizabad, most of them women and children. In fact NATO has slaughtered 500 civilians, by their own record, this year alone including an attack on a wedding party in July when they splattered 47 of the guests all over the village of Deh Bala. The saying one man’s terrorist is another man’s freedom fighter is an understatement. In reality, this War on Terror is the death of the United States and all the evidence suggests it is getting nearer day by day. Yesterday’s unipolar era has been transferred to a multi-polar world on the backs of the mujahedeen. The rhetoric of Ahmadinejad and Hugo Chavez is heard only because the chief enemy, at the moment, is political-Sunni Islam. Were the guns to be turned on Latin America or Iran, political Islam would conquer the Middle East near immediately. The rise of these nations at the expense of the mujahedeen may force the U.S. to change tactics. Israel is already threatening Iran. Bush and Obama authorized their attack by pledging unconditional support. Chavez faces internal pressures from the decreasing price of oil and South 11
  • 12. America may need to be a focus of Western concentration during the soft power, Obama era. Much like the Roman and Persian wars in the age of the Prophet, any attack or diversion toward socialist, South America or the Rafidah in Iran would seal their future fate. All powers would be decreased and the support for the mujahedeen would multiple tenfold. For this reason, they must stay the course in Afghanistan and Iraq no matter the cost. Westerners largely underestimate the severity and critical phase of their present existence. They want to extinguish Allah's Light with their mouths, but Allah will not allow it except that His Light should be perfected even though the Kafiroon hate it! (9:32) Michael Sheurer, author of Imperial Hubris and ex-CIA officer, describes that while the West imagines Osama bin Laden as a simple-minded terrorist, he is actually an “innovative military man and warrior- CEO,” and that Westerners still “do not make an assessment of the religious piety and faith that drives bin Laden…and miss the key element that makes him much more.” The real opinions of Osama bin Laden in the Muslim world are hard to measure and cannot be accounted for absent free expression but one thing is certain: if these developments continue, and all evidence suggests that they will, Osama bin Laden will be recorded in history as a man who helped destroy two superpowers and revived Islam. A hadith recorded in Mishkaat Shareef and reported by Abu Hurairah (RA) says that the Holy Prophet (SAWS) said: “Verily, at the end of every century, Almighty Allah will send such a person to the ummah who will revive the deen.” For those that disbelieve in Islam prophesy means nothing, for those that do we won’t know until victory comes. The reality is his methods are working in that they have created a void, conditions have changed, and there is an opportunity for Muslims to increase their share of global power. The whole world has been changed or is in the process of radical transformation after the efforts of the past 8 years. However the Muslims still have no political land to call their own, no state and no legislation coincident to their belief system. Therefore victory is still too far on the horizon. The mujahedeen have created a void that may only be filled and replaced by a new system. Many different groups and institutions like states and corporations not only recognize this but are seeking to exploit this void as much as sincere Muslims however. It is important for Muslims to recognize the need that efforts for revival take on multi-dimensional forms. The moderates and political movements seem to comprehend this well and are reaping rewards from this void as a consequence. Leaders line up to profess a form of democratic Islam that is being circulated and promoted widely by academics and think tanks like the RAND Corporation. Groups like Hizb-ut-Tahrir go out of their way to condemn “terrorism,” and highlight the negative consequences as a means by which they criticize the mujahedeen and may seek to exploit the void it has created for their own agenda (a noble although fundamentally flawed one we may add). The regimes in the Middle East are using the contemporary situation to further consolidate wealth and to create a form of Islam that also panders to Western desires to create a one- world religion. King Abdullah meets with the Pope, Hindus and Buddhists on a regular basis now adhering to the disbelieving ideologues at the United Nations as their governments further suppress true Islam. Meanwhile, supporters of the mujahedeen remain disorganized as if waiting for the arrival of destiny and caught up in the conundrum of staying motionless as history unfolds. They thereby emulate the End Times, Zionist Christians in the U.S. and have little effect in working towards the Islamic State. Their sincerity and ability to see the truth is noble but usually leads them toward frustration, away from 12
  • 13. a battlefield they think they yearn for, and stuck as a minority cursed and ridiculed within their own society and by fellow Muslims. They therefore turn toward religion as a weapon and seek to find faults in everyone they encounter, deviancy in deen becomes their sole objective and they envision themselves as classical scholars refuting the people of innovation. This battleground usually occurs over the internet however and so they stay on the same websites and forums, arguing with the same individuals. Few change their positions, but they are glorified and thus validated when they perceive to win an argument and destroy their opponent. This is really the situation that many of us live in. Subhannallah! In Islam the end does not justify the means. The establishment of the Islamic State must be coincident to the teachings of the religion. The debate is often about jihad as a means of reestablishing the Islamic system of Khilafah versus dawa as the method of revival. The reality is that the actions are mutually reinforcing and a comprehensive system is necessary. This is evident in the example set forth by the invasion of the Tartars in the 6th century A.H. The Tatars were able to kill the caliph and dismantle the Khilafah but the Muslims waged a jihad while they returned to the roots of the deen and were able to rout them and reinstall Islam within three years. Rather than distinguishing between jihad and dawa as a method for Islamic renaissance, one must recognize that there is an inherent learning curve that is associated with waging jihad in that experiences and efforts in the way of Allah alongside improving belief and reliance on Him (SWT) serves as the guide and grants multidimensional victory that has a positive effect on the environment and thereby creates a revival of Islam. Allah explains, Go forth, whether equipped lightly or heavily, and strive and struggle, with your goods and your persons, in the cause of Allah. That is best for you, if ye (but) knew. (9:41) O Messenger, Rouse the Believers to the fight. If there are twenty amongst you, patient and persevering, they will vanquish two hundred: if a hundred, they will vanquish a thousand of the Unbelievers: for these are a people without understanding. (8:65) Presently what is needed is a network of organized individuals proactively engaging in the kinds of efforts that may prevent the next established Islamic State from being overrun from within or without. There is absolutely no real organized network that both supports the efforts of the mujahedeen in totality (or at least understands them as they should be understood Islamically) and seeks to engage in the type of organized activities that will allow the Islamic State to thrive. Efforts have been made but they have failed. Separate and segregated groups now bicker over issues of aqeedah because the external realm away from the World Wide Web has silenced them. The rest of this article will seek to initiate a discussion and inspire formal participation from those interested in developing coherent efforts to achieve the ultimate objective of establishing Islam. It is meant not to argue over methodology or means but to create a system whereby existing individuals and institutions that recognize the void, possibilities and progresses now realized may collaborate and organize a more coordinated movement so that with this void, the conscious and anticipative onlooker from inside both what was once Muslim land and in the West may take on a contributive role in solidarity with those making the ultimate sacrifice.   • 14. Quran is living still today in that the same obstacles, characteristics, and groups exist as did during the time of the Prophet. It is our guide up unto the present day and into the future. Allah (SWT) sets forth directives and describes the importance of an uncompromising stance with regard to the struggle of Islam versus all else. He says in one example, If you, O Muhammad, fear treachery from any people throw back (their covenant) to them so as to be on equal terms. Certainly Allah likes not the treacherous. And let not those who disbelieve think that they can outstrip (escape from the punishment). Verily, they will never be able to save themselves. And make ready against them all you can of power, including steeds of war to terrorize the enemy of Allah and your enemy, and others besides whom, you may not know but whom Allah does know. And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not be treated unjustly. But if they incline to peace, you also incline to it, and put your trust in Allah. Verily, He is the All-Hearer, the All-Knower. And if they intend to deceive you, then verily, Allah is All-Sufficient for you. He it is Who has supported you with His Help and with the believers. And He has united their (i.e. believers') hearts. If you had spent all that is in the earth, you could not have united their hearts, but Allah has united them. Certainly He is All-Mighty, All- Wise. O Prophet (Muhammad)! Allah is Sufficient for you and for the believers who follow you. (8:58-64) Allah says to throw back covenants from those from whom you feel treachery and to delegitimize them by setting barriers of equal terms. To strive against disbelief and let it know that Islam is superior in each and every manifestation. To make ready against them all you can of power, including the sword, tongue, pen, intellect and every effort you may exert to conquer the enemies, but to always incline towards peace and reconciliation if they do, or if they return to the real religion and to counter the deception and lies of the shaytaan and his minions. These comprehensive means of striving should solidify the believers and put them on one mobilized path towards the ultimate objective of establishing and spreading Islam in this world and gaining victory in the next. I have outlined these principles in four areas all pointing and interacting with the objective of establishing and maintaining the state in the middle. Exercising these areas now will not only allow a vanguard to help establish the state but will also prepare it to protect it once it is established. Each individual is probably naturally inclined to emphasize a certain sector of this model. The objective is to designate concentrated areas of concern for common Muslims, then unite them through collaboration, cooperation and institutional development to create a more feasible means by which we may work to take Muslim matters into our hands, seek out the Islamic State and protect it and live under it once it is accomplished wherever it may be. 14

EDUCATION USOOL-Al- DEEN POLICY FUTURE DELEGITIMIZING ANALYSIS AND THE PRESENT ISLAMIC POWER FORMULATION STATE STRUCTURE SOCIAL MOVEMENT Education – (Usool-Aldeen) – He it is Who has supported you with His Help and with the believers… This is the area we are closest to presenting a legitimate entity around. We have many knowledgeable leaders to counter the lies of the deviants. However, they are not solidified and therefore make up no real team of leadership Muslims may turn to for guidance. As too much time is spent on discussing and oftentimes arguing over the religion with not nearly enough time in implementation, a concentrated collection of religious leaders, qualified to present stances on issues as they arise must exist to help guide this religion and its adherents. This was the help Allah sent with Muhammad (SAWS); this was the direction given in the Quran and Sunnah, and this is the job, so oftentimes neglected, by the scholars and imams of communities today. The general welfare of the Muslims cannot be protected without strong and courageous spiritual leadership. As of now, access to collaborative and comparative efforts of leaders from ahlus-sunnah is seldom possible. Lay Muslims, as a result, select a sheikh they can trust and thereby knowledge of deen is present and increasing, yet it is only growing proportionate to the growth of the twisted deviant ideologies of the moderates and palace scholars. Having a leading cast of Muslim leaders, at least in communication, allows us to arrive at the truth and to show solidarity even in times of difference of opinion. The examples these sheikhs may send to those of us frequently stuck in argumentation will give spiritual direction to the movement and allow qualified individuals that do not have all-encompassing, formal religious knowledge to concentrate on the other sectors of the grid. In turn, the efforts they put forth will have the effect of attracting multiple aims to work together and also making a much more active base by which the religious education may spread. Organization of some of our great and beautiful imams would immediately put thousands of sincere Muslims on an equal platform. Disorganization splinters a movement that faces insurmountable odds in small pockets and opens the door for bickering and confusion. If we can convince the leaders we follow to collaborate, projects can be advanced technologically, funding for their work would improve, the messages they send would be heard and promoted widely, and Muslims form all over the world would find common ground with their message. The sahabaa were private for three years in halaqah learning the deen. Once the dawa went public however, Islam was spread primarily through the efforts and actions of those that chose to carry it to every sector of the public sphere. In the process they learned of struggle and sacrifice and the importance of coordinated efforts. Making tawaff around the Kabaa and calling to La ilaha ilAllah inside a disbelieving society required organization, planning and strategy. The sahabaa ended up arm in arm on 15
  • 16. public display encircling the Prophet (SAWS) and protecting their leader from the violent reactions of the pagans. This is the way organized groups should carry the teachings of their imams and Islam in its true form. They must so too be willing to sacrifice themselves for the wellbeing of the deen and its adherents. It is the role of the Muslims to carry the dawa of the leadership and to make it accessible to all of mankind. - If you had spent all that is in the earth, you could not have united their hearts, but Allah has united them. Certainly He is All-Mighty, All-Wise.- The other components of the diagram represent areas in which many of us specialize or are most interested in. It is suggested, that to become an expert in a particular area may be more beneficial than having a round about knowledge of the entire panorama of obstacles and issues in the present age. Allah (SWT) says “Say: Every one acts according to his manner; but your Lord best knows who is best guided in the path (17:84).” We all have talents and predisposed personalities that make us different yet united on the same path that is prescribed by the Book of Allah. We should choose a concentration we are good at and advance our knowledge in that specific field. The broad categorizations of axiomatic principles under which almost all talents and efforts may fall follows: Delegitimizing the Present Power Structure – If you, O Muhammad, fear treachery from any people throw back (their covenant) to them so as to be on equal terms A recently published report released by 35 world leaders titled, “Changing Course: A New Direction for U.S. relations with the Muslim World” calls for the next U.S. president to utilize his inaugural address to signal a shift in approach to dealing with the Muslim world. The RAND Corporation, a traditional militarist think tank of the military-industrial complex, has emphasized the importance of dealing moderately with the Middle East and organizing a new democratic Islam. While this is a sure sign of the failure of military intervention on the Muslim world and this effort is a last ditch effort to compromise, it may very well lead to the resurrection of freedom of thought and expression in the Muslim world, something that may be their worst enemy. Pushing Muslims toward democracy while losing power to control their resources and intervene militarily may have a consequence of reinvigorating the scientific and populist notions imbedded in Islam. The struggle is in combating the view funded and promoted by the West and the imams that knowingly and unknowingly promote it. Whenever the word democratic is used it should be understood that what state builders and interventionists intend to do is protect power of a dominant elite largely educated in Western universities and thereby acting from a reference of loyalty and awe for their teachers and the societies that introduced to them concepts quite foreign from the religion of Islam. Empire can only exist with the presentation that rule is indigenous and the leaders of our communities on Muslim soil are the most dangerous in that they give the appearance that Muslims are in control of their resources and finances. Telling the people they now have “democracy” is another means by which an elite class, loyal to the West can hold all economic and in turn political power and thereby rule by façade in favor of Western corporate and financial interests. Here in the West, moderate Western voices soon to be heavily funded by an incumbent democratic administration, initiate this process amongst immigrants that may in turn carry it home. However they are not the primary concern, their version and methods of spreading Islam may be useful when the State is established and stable and they return to the deen. The major obstacle is the state-sanctified and sacred 16
  • 17. scholars of Muslim lands that continuously refuse to take a stand and come to call for the support of the mujahedeen. They have masterfully crafted a majority public that believes jihad is non-existent and that the efforts of the Mujahedeen are deviancy; therefore they too have waged war against Allah and His Auliya (intimate friends). Refuting the scholars that form the back bone of the ideological warfare enforced on this ummah is absolutely necessary and is a step that’s importance and benefits are hardly realized today. The reason the rulers have gone so far astray and increasingly implement the laws of the taghout as time unfolds is not only because of their own desires but mainly because the protectors of the deen and heir of the prophets, the ulama, are largely silent in the face of their oppressions. Many of the scholars of this ummah have clearly disregarded their obligation to legislate and handed over aspects of life like politics and economics to the kings and dictators that rule Muslim lands. They violate the entire ummah where they stand in the face of fitnah and disregard the juristic principle that there is no ijtihad where the text is clear. When the ruler invites the WTO and UN into the country to implement open market, ribaa-based economic reforms they remain silent. They therefore share in the responsibility. If the haakim here is ignorant of international affairs or stays silent he is a sinner, but in many countries the ulama go so far as to approve of these policies and issue edicts that support the efforts of the evil rulers. In this case we say that the haakim is a kafir and even in the case where the haakim is ignorant but other ulama in the area know the falseness of these laws and are aware that they go against the fundamentals of the religion and they still support them, then they have committed kufr- al-akbar as Shaikh Al-Islam Ibn Tayimia states emphatically, “And whenever the Alaam leaves what he knows from the Book of Allah and the Sunnah of His Messenger and he follows the Hukm of the Haakim, which opposes the Hukm of Allah and His Messenger (SAWS), then he is a murtad, kaffir apostate deserving of punishment in this life and the hereafter.” Oh you who believe, is this not certainly the case today, where in a country of millions like Saudi Arabia, the number of scholars speaking out against the clear replacement of the laws of shariah is few? Last year it was discovered that credit cards that charge service fees entail more interest payment (known as a service charge in the “kingdom”) than cards with interest in Saudi Arabia. The Saudi stock market is set to open this year, and Saudi membership to the World Trade Organization mandates a fractional reserve and therefore haraam central bank and interest to run the economy. This will only earn the war and wrath of Allah and His Messenger. Despite, the unpopularity of criticizing the religious leaders of this ummah, it is absolutely necessary that a group of qualified individuals delegitimize them not through criticism but by overriding their legislation and challenging this kufr. How many make takfir on the rulers, then praise the mujahedeen, but defend the ulama that protect the rulers and keep them in power? This claim is ludicrous. If you support the ulama, you support the rulers. Of course there are sincere ulama but they are mostly silenced. It is our job to create support for them, publicize their efforts, make them available to the everyday individual and put them in a position where they are safe to do their job. It is the benefit of the doubt given to the judges of this ummah that makes some of the staunchest supporters of the jihad another branch of the modern day murjia. The Prophet (SAWS) said, “The judges are three; one in the Paradise and two in the fire. He is a man who learns truth and judges according to it and a man who knows the truth and ignores it in his judgments – and he is in the Fire – and a man who judges among the people with ignorance – he is in the fire.” Muhammad Al-Ameen Ashanqatee explains, Associating with Allah in His hukm is like associating with Him in his worship and there is no difference between them at all, so the one who follows an institution other than the institution of Allah, or other than that which Allah legislated and a law which opposes the legislation of Allah 17
  • 18. from that which has been fabricated by human beings, turning away from the light of the heavens that Allah revealed upon His Messenger. Whoever does this and whoever worships an idol or prostrates to a statue; there is no difference between them at all from any point of view. They are both one thing and they are both mushriks with Allah. This one associated with Allah in His Hukm and they are both the same. Let this be the dominant position of the ummah. Let us stop pandering to these individuals that can sit filling up their stomachs and preach comfortably on television never sacrificing for Allah while thousands are massacred every day. It is only when these solidifiers of the apostates are delegitimized that victory may ever be established throughout the land and especially in the Arabian Peninsula. Surah Ma'idah was the last revealed surah of the Qur'an. In the tafseer of Imam Qurtubi (RA) it is reported that Umm- Almumineen Aisha (RA) said: "Surah Ma'idah is the last surah of Quran. For that reason, what is described as Halaal in it is Halaal, and what is described as Haraam is Haraam". This essentially means that the content of Surah Ma’idah is a final declaration and overcomes evidences that seem to suggest contradictory terms. A sample of these ayaat points to another key component of our problems. Allah ta Ala says, Oh ye who believe! Take not the Jews and the Christians for your friends and protectors. They are but friends and protectors to each other. And he amongst you that turns to them for friendship is of them. Verily Allah guides not a people unjust. How many times do we hear quotes by Muslim leaders that imply that faith based initiatives, working through democratic elections to elect the lesser evil and thereby voting for Christians and Jews, public presentations on campuses to Christians and Jews only to condemn the efforts of the mujahedeen are the path toward preserving Islam? This view violates this principle? Dawa to non-believers is obligatory, but siding with them and turning to them for help or in criticism against Muslims makes you one of them. So what is to be said of the recent phenomena like the mass voting by Muslims in America for Barack Obama who ran with a vice president Joe Biden, perhaps one of the staunchest supporters of Israel in politics, presented a campaign platform to expand the War in Afghanistan, to attack indiscriminately into Pakistan, and to hunt Bin Laden all while claiming Jerusalem should belong solely to the Jews, never visiting a mosque, and kicking two hijabi supporters out of the front row of one of his campaign speeches. After the election he has proceeded to position many Zionists to his campaign including Rahm Emmanuel, the son of a gunrunner for right-wing Zionists and a volunteer for the Israeli army, Dennis Ross, a radical supporter of Israeli expansion, and Tim Geithner, treasury head, and former employee of Kissinger and Associates in D.C. You can expect more Zionist names in the coming weeks. He left Joe Lieberman a violent advocate of war for Israel, in his Senate committee seat despite the fact that Lieberman supported McCain and he himself is advised by George Soros, a Hungarian Jew and hedge fund speculator, who may very well be manipulating him for his financier agenda. Still, Muslim leaders in America rush to defend him when Ayman Zawahari calls Obama abeed al-bayt (slave of the House) as though he used a racial term. They love their new master and ally and therefore their allegiance is clear. Combating these allegiances is of utmost importance. Their condition is a sign of disease in their hearts. Surah Ma’ida continues, 18
  • 19. -Those in whose hearts is a disease, you see how eagerly they run about amongst them (Jews and Christians), saying: “we do fear lest a change of fortune bring us disaster" Ah! Perhaps Allah will give you victory, or a decision from Him. Then they will regret of the thoughts which they secretly harbored in their hearts. And those who believe will say:"Are these the men who swore their strongest oaths by Allah that they were with you? All that they do will be in vain and they will fall into nothing but ruin. -Oh ye who believe! if any from among you turn back from his Faith, soon will Allah produce a people whom he will love as they will love him, humble with the believers, mighty against the rejecters, fighting in the way of Allah, and never afraid of the blame of the blamers. That is the grace of Allah, which he will bestow on whom He pleases. And Allah encompasses all and He knows all things. (5:52-54) Is it not clear that the law of replacement has been recognized? Who fulfills the criteria for this blatantly stated indicator of who is on the haqq – running to the disbelievers to hedge their bets, condemning the Muslims, praising and showing compassion to the kuffar, never fighting in the way of Allah and always afraid of the public opinion and perception of the powerful? It is incredibly clear that the antithesis to this disease is fulfilled rather sufficiently in the efforts of the mujahedeen. Taking the Kuffar as protectors is equivalent to negating faith. The proper way is to seek protection in Jihad and Allah loves the Mujahedeen. Sheikh Abdullah Azzam (RA) explains simply, "Jihad and rifle alone. No negotiations. No conferences and No Dialogue.” We must refute the deviant groups, making this the dominant mentality amongst us. A group must arise, responsible for the difficult task of translating the work of the evil scholars, critiquing it, educating Muslims about the deviant positions of our leaders and publicizing the alternative ideological view that is the true message of Islam. Policy Analysis And make ready against them all you can of power… We say victory is on the way, on the horizon, but are we prepared to accept it? Are we prepared to implement policy, set forth developmental projects to improve the standards of life for all residents, to unify, settle differences, manage institutions, govern and rule with Islam? We must come together to recognize and anticipate advancement, to collectively organize and plan for development, converse about contingency plans at every step of the way. Great Islamist theorists like Syed Qutb and Maudoodi have given us the theoretical underpinnings of the modern Islamic State, but the rational day to day policies and implementations are still largely ignored. There are groups and individuals engaged in struggles trying to organize around this visionary goal and the truth is that until victory is realized the specifics will never work themselves out. The final borders of state formation and the political stability of Western nations took hundreds of years to formulate the present era whereby they continue in development as allies and not enemies against themselves. Yet, the ability of Islam to spread is evident in the history of this deen. Western academic M.N. Roy explains that Islam, The expansion of Islam is the most miraculous of all miracles. The Roman Empire of Augustus, as later on enlarged by the valiant Trojan, was the result of great and glorious victories, won over a period of 700 years. Still, it had not attained the proportions of the Arabian Empire established in 19
  • 20. less than a century. The Empire of Alexander represented but a fraction of the vast dominions of the Caliphs. For nearly 1000 years, the Persian Empire resisted the arms of Rome, only to be subdued by the ‘word of God’ in less than a decade. Let a modern historian describe the miracle of the rise of Islam… Today the educated world has rejected the vulgar theory that the rise of Islam was a triumph over fanaticism over sober and tolerant people. The phenomenal success of Islam was primarily due to its revolutionary significance. It is time to seek unity and develop coherent means by which the return to jihad can transform into a renaissance to reproduce the victories of yesteryears. We must seek to revive a notion of Islam as a movement for this world and one that serves as the key to success in the next. We suffer in that we have few knowledgeable enough to legislate with regard to current affairs. Our scholars may rule on the matters of religion but hold the belief that the Sun revolves around the Earth and that politics is not a part of the deen. Ibn Tayimiyyah (RA) emphasizes the necessity of including knowledge of the situation when legislating on jihad. He said, “In the matters pertaining to Jihad, it is obligatory to take the opinions of the people of correct Deen [scholars], those who are experienced with that which is effecting the men in their daily lives, and not those who look at the superficial aspects of the deen, their opinions should not be looked at, nor the opinions of those people of the deen who do not have any experience in the worldly affairs (Al-Ikhtiyaaraat ul-Fiqhiyyah, 311).” How many of us have applicable knowledge of the institutions and mechanisms by which power is attained in the modern world? For those left behind, frustration and confusion abounds. There is a seeming temptation to rely solely on disputation amongst the sincere. Argumentation on Islamic internet forums serves as an outlet. So too does attending local events oftentimes only to become hurt and enraged at the condemnation expressed by Muslim leaders for the mujahedeen and their complacency towards Western dominance. There are other alternatives however. Allah (SWT) says, And the believers should not all go out to fight. Of every troop of them, a party only should go forth, that they (who are left behind) may gain sound knowledge in religion, and that they may warn their folk when they return to them, so that they may beware (9:122). Here we are told not to lament when Allah makes it impossible to attend the jihad and to rather remain behind and concentrate on studying the religion in order to guard the community of believers against evil when they return. It is a clear command to utilize the Quran and Sunnah to develop organizational systems to protect Islam and guard the believers. There is no detachment therefore from the mujahedeen. As always, Allah has covered every aspect of the movement to make La ilaha ilAllah victorious. The amazing thing about today’s world is that after 400 years of secularism and Western dominance, the benefits of their political, economic, and scientific progresses are evident, but so too are their faults. When one analyzes the problems inherent in the imperialist system we term “globalization” in the contemporary age, it is obvious that recent occurrences have shattered the belief that there is no alternative and even that the systems they advocate are preferable for most of humanity. They meet resistance wherever they go and people all over the world are witnessing the collapse of this order. Wherever we turn Islam offers the answer yet few pragmatic examples of these responses exist. To take one example, the international financial crisis is caused by excessive risk and interest bearing models that detach the financial sector from the physical economy. Yet, the Islamic system creates a model whereby this is prevented and thereby serves as the solution to solving the present crisis. In the Gulf States, where bifurcated banking models exist, meaning that some of the banks are Western and deal in 20
  • 21. the interest based, fractional reserve system while others are based primarily on Islamic concepts, we see that the banks in crisis are the Western ones and that the shariah complaint institutions are standing strong. Therefore, even in the face of greed and corruption small successes are present. Other examples are evident in the inability of Western women to reproduce and sustain a population, the misery of consumerism in its inability to produce people content with their life’s circumstance, the failure of democracy to satisfy even half of the population, and other evidences. However, where the opportunity exists for us to learn the Quran and benefit from the recent discoveries of man, we sometimes choose to remain divided and focused on issues that will not benefit the community today or tomorrow. We claim that in Islam religion is not separate from State, yet sometimes we are guilty in an antithetical way to the West. Whereas they concentrate on politics and belittle religion, we concentrate on religion and belittle politics. By constantly bickering about aqeedah and religious verdicts on mundane and usually individual matters we miss the opportunity to form cohesive movements that allow people to be designated as specialists in their particular fields. The Quran continues to reveal knowledge to humanity, but without its implementation we are capable only of showing non-believers its scientific miracles on web pages and dawa brochures. Much more good would come about if we spent our time pooling financial resources, building institutions and setting aside differences so that we can really live the holistic mandate prescribed within the Book of Allah. We also fail to recognize our other obligations in remaining behind. During the Battle of the Trench (Al-Khandaq), the coalition Quraish, Jew and Bedouin tribes gathered together around Medina and laid siege to the city for over 20 days. During the battles, Nu’aym bin Masood, a prominent member of the coalition, came to accept Islam and met with the Messenger (SAWS). Did the Prophet tell him to join the ranks? No, he actually told him to keep his Islam a secret and to remain with the enemy and fight them from within. He (SAWS) told him, “If you remain with us you are only one man. But go back to them and weaken them from within as much as possible because war is deception.” Naeem was able to convince the Jews that the Arabs would betray them and he also convinced the Arabs the same was true of the Jews. When they met a disagreement occurred and the coalition broke all because of the efforts of one man. How tactful are we living the West confronted with the coalition of hypocrites and kuffar? Our efforts to undermine theirs are virtually non-existent from an organized stance. Creating Islamic solutions, assessing policy and posing recommendations allows us to develop, establish, and experiment with the skills we will need in the future and drives wedges and infuriates the kuffar as they are challenged in the realms they allegedly specialize in and that supposedly proves the value of separating “church and state.” Formulating policy is an absolute necessity in order to establish and protect not only the future State but also the people in it. The ayaat, “make ready for them whatever you can” explicitly states that Muslims must not only prepare military might but also intellectual and strategic might. We look to the power of the kuffar and we see them able to mobilize billions of dollars for their development and relief agencies across the globe. It is intimidating really to imagine that a Muslim will ever be able to challenge and encounter this false peace of humanitarian intervention that is always followed by the international financiers and their corporate machine. Still, many are able to look at how history is created in the obvious and oftentimes predictable reactions of institutions. We know full well that American foreign policy is predictable, that it is hypocritical. Yet, we spend so much time analyzing and criticizing the effects of Western intervention on Muslim land and not enough time critiquing and solving solutions for our own problems. A Muslim should want to earn the pleasure of Allah first and foremost, but in the event that one’s actions are not 21
  • 22. successful in implementing change, one must turn toward inner reflection and wonder what would work better, what they can do where they are to impact on the environment. This is obviously what must have occurred in the mind of Na’yeem bin Masood when the Prophet told him “you are only one man go back to the kuffar…war is deception.” He obviously had to calculate, seek guidance from Allah, and concoct a productive way by which he, as one individual amongst thousands, could effect change. He (RA) achieved a miraculous intervention from a distance. What would be achieved were those sincere ones working for Islam able to unify together, collaborate and cooperate to strengthen this cause. Why wait for the Islamic State to be established before beginning to work for it. As Ibn Tayimia described before going to prison, “What can my enemies possibly do to me? My paradise is in my breast; wherever I go it goes with me, inseparable from me.” Some are living miserably in the West, but there is much work to be done. May Allah (SWT) put it in all of our breasts to minimize time spent on the World Wide Web arguing amongst one another and to take the next logical step in implementing what is necessary to establish the Islamic State. We should be recommending scientific solutions to our own issues based on Quran and Sunnah. Their think tanks write thousands of papers and reports on the conditions of the entire world. Islamists contribute only handfuls even though we possess the ultimate criterion by which to judge and refer. This situation could be improved by designating teams of individuals, with regional focuses, analyzing western intervention and critiquing it, but also posing alternatives for people and institutions within communities all over the world affected by the dominant policies of the day. Social Movement- And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not be treated unjustly. The intellectual moderates of the ummah are clearly working to formulate a modern day version of Islam acceptable to the democratic West. It is very typical of Americans especially to discover something sacred and turn it into a commodity to be bought and sold, innovated upon, and marketed. This is what the converts to this deen are busy doing in America and they must be encountered, but the best way to counter the ideology that they spout and preach, with its mixture of western academic theory blended with their selective interpretations of the religion, may not necessarily be in confronting them head on. Posing alternative ideological arguments and seeking not mass movements but a small vanguard to establish alternative communities with global views would help in that their conference attendees will always be upon what they are upon, but we do not have enough people mixing in their established gatherings to make accessible alternative views and thus take a few away from the moderates every week. This can be achieved simply by consistently going to the same mosque and handing out fliers after khutbah on Friday, limited investments grant major rewards. When one listens and inquires and then in turn is introduced to an organized community in which they may contribute, that should finalize their decision and in turn gain access to new talent and contributions. Many simply have never heard the message or see that the movement is fragmented and disorganized once they inquire and thereby lose interest because they see no real organization. If coordinated topics and distribution of pamphlets occurred every Friday how many people would realize the so-called leaders are manipulating the deen. The problem is, here again, one of organization. Their message is legitimized because it is somewhat organized. The universities and institutions are dying to have them speak and twist the religion. We will never have this opportunity. In refuting, the quality of refutation must be matched by its presentation. Pooling resources is the only way to compete with the dominant discourse. Perhaps we must recognize that much more may be achieved by exploiting what they do not do rather than refuting what they do. We have many activist events and are the only ones that may be seen 22
  • 23. protesting the wars, illegal incarcerations, and horrendous policies implemented on this ummah. Unfortunately, these demonstrations are not organized as well as they could be. Rather than shouting slogans and holding signs, our resistance must get much more organized and intellectually based. It must criticize but also offer solutions that call back to the way of the Khulafa-Rashideen. By engaging in what they do not do, we can earn the pleasure of Allah and also encourage Muslims to become aware and act in defense of Muslims and especially the mujahedeen versus criticism without accurate information. While groups, especially in the UK, have utilized this, there is much that would be gained to coordinate protests and demonstrations across the globe and to work together on the pressing situations. These avenues are not limited to protests, other possibilities are to organize shariah compliant microloans, establish social service provisions, reach out to refugees and organize disaster relief organizations. A solidified sector of twenty individuals with sufficient efforts at garnering contributions could organize an entity that could far outdo the efforts of the moderate Muslims across the globe right now. There is little in the way of Muslim response to the problems that affect our own brothers and sisters. The kuffar come into the community and study the attitudes and perceptions and needs of the people, and then they help them when times are tough. This is missionary work at its finest, actions of charity speak much louder than words, but we are fragmented, arguing over mundane religious matters and not active enough in this realm. This realm presents a key position sisters can deploy their efforts in. Many are educated in the social sciences and human services and are gifted with other skills. An organization could spread the aqeedah simply by outdoing the deviant sects and they would win even if they never said or published a word. CONCLUSION The people on the haqq are always the minority and the mujahedeen especially face criticism. The prophet described them: "Neither those who oppose them nor those who discourage them can harm them." This asymmetrical war against the greatest military ever known needs supported. Otherwise, the version of Islam and the interfaith-based religion of the dajjal will come to infest our young and old alike. The false messiah’s religion, cultivated when the Romans converted to their mix of paganism and Christianity 325 years after Isa ibn Maryam (AS) was raised up, has twisted the religion of the Nazarenes into a pacifist religion that accepts the oppression of kings and queens. The Muslim leaders these days, especially in the West, are under this devil’s deception as well and the only way they can advocate for their new-found international false-peace is to condemn the mujahedeen. Therefore every effort to alter these perceptions will, inshallah, be rewarded by Allah aza wa jaal as it may have the very real effect of protecting the sincere from the all-alluring paths of innovation and deception. Collectively, the efforts of these movements must be about defending the honor of the mujahedeen. Al-Tirmidhi narrated on the authority of Abu Al-Darda' that the prophet said, "He who defends the honor of his Muslim brother, Allah will secure his face against the fire on the Day of Resurrection." As Shaykh Yusuf al-Ayiri described, "One of the branches of verbal jihad is telling the truth about the crusader war, exposing the attack that is taking place against Islam, and defending the mujahidin and their honor. This should take place in the private realm of a man's family, as well as in the public sphere in forums, mosques, the workplace, and schools. Every Muslim must practice verbal jihad to the extent that he can. There is no particular condition for verbal jihad. A legally capable adult must speak any words that he feels expose the crusaders or defend the mujahidin in order to tell people the truth." Many among the Muslims share these emotions and fulfill a sense of this obligation but there is no coordination and cooperation and therefore small pockets of resistance go by unheard and unable to challenge or even enter the discourse of the status quo. 23
  • 24. During the Afghan struggles of the 80’s, the Muslim world glorified the mujahedeen. They wrote songs about them, raised funds for them, and issued decrees for prayers and supplication to be issued on their behalf. However, that was a war against the Soviets and because the democratic, secularist kuffar have imposed and remain allies with our corrupt leaders, today they are the most despised amongst the people. A primary consequence of engaging in these activities collaboratively and with cooperation may be widespread support for the efforts of the mujahedeen being that a viable and pragmatic vision for the future may be recognizable for the general mass. The Prophet Muhammad (SAWS) said, “There will never cease to be a group from my ummah fighting upon the truth until the hour is established.” In Imam Ahmad’s version it adds, “They will not be concerned by those that opposes them or abandon them.” Indeed, the question arises as to who the sect fighting upon the truth is if it is not referring to the groups previously mentioned? The self professed leaders of Islam have no response for this claim and must choose rather to silence the speaker calling to the truth in this confusing day and age. Being on the truth is not enough; we must include the actions that are imperative for sincere belief. How can one stand by and watch as the defenders of this religion are ridiculed and disrespected, called terrorists to appease the kuffar. Perhaps its best if we spend time jumping in the face of every kaffir and asking him or her to renounce the U.S. and Western imperialist military interventions that have left countless millions dead across the world before we appease them by cursing and criticizing our brothers and sisters that merely returned but a fraction of the loss they originally imposed. Ibn Tayimia says in his treatise Commanding the Good and Forbidding the Evil, It is not the duty of the practioner of enjoining right and prohibiting wrong to deliver the message to everyone in the world. Such was not even required of the Prophets (Peace be Upon them), and this is an auxiliary to the prophetic messages. Rather, what is required is to make available to those that seek it. If they, in turn are negligent in seeking it, though it has been made accessible, then the responsibility is upon them, not him. Since enjoining right is a collective obligation, as the Quran clearly indicates, it is not an obligation upon every single individual Muslim, rather upon them as a group. Allah says: “Let there be from among you a group which calls to what is good, enjoins right, and forbids wrong. These are the successful ones.” This group must do a much better job fulfilling the ‘fard khifiyah’ and would were it expressed in solidarity and in a cooperative manner. This article is a general call for unity under the principle of commanding good and forbidding evil. Many groups call to the principle, few of them are organized. All of them criticize the mujahedeen directly or indirectly. Some call for khilafah by means of political education and mass movement, a component of the means. Others call to seek the Nussrah, and thereby hold onto ideologies that still deny Islam in its entirety. Still others concentrate only on religion and deny the role of political and economic efforts. A holistic movement must be formed. All of these groups should be working together. However, the truth is massive support for this movement will never occur until it has already gained victory. Many will suffer between now and then but a small sect will arise eventually and initiate this change. It will not however occur via a mass-based revival actually borrowed from communist preachings and slogan-chanting from the recent past. Allah says, “But few of My Servants are Grateful (Sabaa: 13),” He also says that “if you obey most of those on the Earth, they 24
  • 25. will mislead far away from Allah’s path (An’aam: 116).” No one should ever desire the acceptance nor the praise of the masses, only Allah’s victory and legislation will truly raise the mass, individual movements and personalities carrying the haqq never will. This is the nature of Truth. As Allah describes in Surah Nasr, When there comes the help of Allah and the victory, And you see the people enter Allah’s religion in crowds, Celebrate the praises of your Lord and pray for His forgiveness; For he is Oft-Returning Here the reality that masses move towards the powerful and dominant system is established and the successful are told not to hold grudges but to turn even for themselves, the victors, toward Allah for forgiveness. This humility is the nature of this struggle and if we live to see the victory of the mujahedeen we must remember this principle as all those against us come bearing oaths that they were supportive the whole time. The War in Afghanistan did not, in and of itself, bankrupt the Soviet economy. There were many more variables involved. What it did serve to do was create a diversion whereby all resources went to maintain an empire and no one considered that the end was near. It came suddenly. The same can be said of the past seven years since 9-11. Americans have been so preoccupied with the wars in Afghanistan and Iraq, they relinquished concern for their own domestic issues and thereby may have waited too long to return home to fix them. Their economy is bleeding and the dollar is facing a near guaranteed departure as the economic currency of choice. Bewildered in a day and age that resembles the End of Times, the believers must continue to march forward and seek victory regardless of the signs which lead the conscious one to conclude that the dajjal is on the way. Allah says, “Those who conceal the clear Signs We have sent down, and the Guidance, after We have made it clear for the people in the Book,-on them shall be Allah’s curse, and the curse of those entitled to curse, Except those who repent and make amends and OPENLY DECLARE THE TRUTH: To them I turn; for I am Oft-returning, Most Merciful. (2:158-59).” The only solution for mankind is the Quran and all those that overshadow it with democracy and other alternatives while not calling to the shariah prescribed in Allah’s Book are not Openly Declaring the Truth. The Quranic generation implemented Islam holistically studying, giving charity, spreading the deen, fighting the way of Allah and etcetera. They all had specialties and talents and distinct personalities but they were united under the Khalimah Shahada. Allah describes, And the believers, men and women, are protecting friends one of another; they enjoin the right and forbid the wrong, and they establish worship and they pay the poor-due, and they obey Allah and His messenger. As for these, Allah will have mercy on them. Lo! Allah is Mighty, Wise. (9: 71) It is interesting to witness the brothers and sisters strive for the Islamic State in a world that knows nothing of the legislation of Allah and that views it as ancient and medieval. However, Islam is the most progressive ideology sent to liberate man from the shackles of empire and oligarchy, the worship of the elite, the Pharaohs and the Nimrods sent to every nation. Its goal is to rescue humanity from injustice both in this world and the next. The enemy is organized and consists of multi-pronged means of attacks. They attack us militarily, by controlling currencies, by sending their media across the globe; their institutions analyze the people and study how the masses can be manipulated, they control resources and protect an elite that makes the indigenous Muslims look corrupt in nature, that makes the religion seem responsible for imposing kings and queens. They spread the notion that democracy brings equality while 25
