MEMORANDUM OF RECORD


SUBJECT: Social Media Standard Operating Procedures for 4th Battalion, 31st Infantry


1. This memorandum outlines the acceptable use, best practices, maintenance of and submission
guidelines for authorized External Official Presences (EOP), also known as social media, or
networking services via the public internet.


2. REFERENCES:

           a) Secretary of the Army Memorandum – Delegation of Authority – Approval of
              External Official Presences, 21 Oct. 2010
           b) Directive Type Memorandum DTM 09-026, Responsible and Effective Use of
              Internet Based Capabilities, 22 February 2011
           c) CIO/G6 Memorandum, Responsible Use of Internet Based Capabilities, 2010


3. This memorandum will cover the use of all EOP’s, to include (but not limited to) Facebook,
Twitter, YouTube and blogs, officially sanctioned by the 4th Battalion 31st Infantry Commander,
and registered with the Department of the Army, IAW above-listed policy memorandums.


4. All EOP’s utilized by the Battalion will be officially sanctioned by the Battalion Commander
and will be registered with the Department of the Army at http://www.army.mil/socialmedia .
The intent of employing social media by the Battalion will be for the sole purpose of informing
soldiers, families and friends about the Battalion, and to foster and strengthen ties with veterans
of the 31st Infantry. No EOP’s will be authorized which do not promote a positive and family-
friendly image of the Battalion, its Soldiers, families or veterans. All EOP’s must adhere to the
following guidelines:

   a) Must be categorized as a government page
   b) Include the Commander approved names and logos (i.e. 4th Battalion, 31st Infantry
      [Family Readiness]), not nickname nor mascot (i.e. not the “dragons”)
   c) Branding (official name and logos) across all social media platforms (i.e. Facebook,
      Twitter) are uniform. If needed, use http://www.army.mil/create/ to download social
      media branding.
   d) Include a statement acknowledging this is the “official [Facebook] page of 4th Battalion,
      31st Infantry [Family Readiness]”
   e) Include contact information (AKO email address)

5. All submissions to Battalion EOP’s will adhere to the following guidelines:

   a) No graphic, obscene, explicit or racial comments or submissions; nor do we allow
      comments that are abusive, hateful, or intended to defame any one person, group or
      organization.
   b) No solicitations or advertisements from any organization outside of the 4th Battalion, 31st
      Infantry. This includes endorsement of any financial, commercial, or non-governmental
      agency. Similarly, we do not allow attempts to defame or defraud any financial,
      commercial or non-governmental agency.
   c) No copyrighted imagery, graphics or videos. All submissions posted to the Facebook
      page shall be the sole and rightful property of the user. The only exception to this rule
      will be the “shared via” feature. For more information on this and other features, go to

   d) No comments, photos or videos that suggest the occurrence of or encourage illegal or
      amoral activities.
   e) No documents of any kind will be posted to the unit page. The only exception to this will
      be command-sanctioned newsletters, informational fliers, etc., and will only be posted by
      the unit FRSA or UPAR.
   f) Users will participate at their own risk. Service members take full responsibility for the
      submissions of family members. All others who are not family members of or in a
      relationship with soldiers assigned to the Battalion take full responsibility for their own
      submissions.
   g) Submissions will not be used as a place for personal advertisement nor endorsement.


6. Maintenance of EOP’s will be conducted by appointed administrators. Administrators may
include, but are not limited to, the Battalion Family Readiness Support Assistant (FRSA) and the
Unit Public Affairs Representative (UPAR), and will be appointed by the authority of the
Battalion Executive Officer. Submissions will be kept relevant and up-to-date, with the most
recent postings being not more than one month old.

7. Adhere to Operations Security guidelines. Before being given rights, all page administrators
will be given the U.S. Army Social Media OPSEC presentation and the FBI Briefing on Identity
Theft located on the U.S. Army’s slideshare site at www.slideshare.net/usarmysocialmedia. The
following are guidelines for maintaining OPSEC, and are not to be considered all-inclusive:

   a) “Geo-Tagged” photos and videos will not be allowed for submission. All photos and
      videos not uploaded from a Department of the Army computer system will be checked by
      an administrator prior to uploading. Geo-Tagged photos and videos provide malicious
      entities with a means to pinpoint unit, service member and family locations, and are a
      serious threat to Operational Security.
   b) Personally Identifiable Information (PII) will not be allowed in any submission, by any
      user, in any format.
   c) Any submission that provides detailed location or movement information will not be
      allowed, i.e., posting of manifest and/or flight dates and times, will be considered a
      violation of this policy.
   d) Violations of this policy will result in the immediate removal of submissions and the
      revocation of any rights to view and/or submit information and media to Battalion EOP’s.

All EOP’s utilized by the Battalion will be officially sanctioned by the Battalion Commander and will be registered with the Department of the Army at http://www.army.mil/socialmedia . The intent of employing social media by the Battalion will be for the sole purpose of informing soldiers, families and friends about the Battalion, and to foster and strengthen ties with veterans of the 31st Infantry. No EOP’s will be authorized which do not promote a positive and family- friendly image of the Battalion, its Soldiers, families or veterans. All EOP’s must adhere to the following guidelines: UNCLASSIFIED/FOUO

AFDR-IDA SUBJECT: Social Media Standard Operating Procedures for 4th Battalion, 31st Infantry a) Must be categorized as a government page b) Include the Commander approved names and logos (i.e. 4th Battalion, 31st Infantry [Family Readiness]), not nickname nor mascot (i.e. not the “dragons”) c) Branding (official name and logos) across all social media platforms (i.e. Facebook, Twitter) are uniform. If needed, use http://www.army.mil/create/ to download social media branding. d) Include a statement acknowledging this is the “official [Facebook] page of 4th Battalion, 31st Infantry [Family Readiness]” e) Include contact information (AKO email address) 5. All submissions to Battalion EOP’s will adhere to the following guidelines: a) No graphic, obscene, explicit or racial comments or submissions; nor do we allow comments that are abusive, hateful, or intended to defame any one person, group or organization. b) No solicitations or advertisements from any organization outside of the 4th Battalion, 31st Infantry. This includes endorsement of any financial, commercial, or non-governmental agency. Similarly, we do not allow attempts to defame or defraud any financial, commercial or non-governmental agency. c) No copyrighted imagery, graphics or videos. All submissions posted to the Facebook page shall be the sole and rightful property of the user. The only exception to this rule will be the “shared via” feature. For more information on this and other features, go to http://www.facebook.com/help d) No comments, photos or videos that suggest the occurrence of or encourage illegal or amoral activities. e) No documents of any kind will be posted to the unit page. The only exception to this will be command-sanctioned newsletters, informational fliers, etc., and will only be posted by the unit FRSA or UPAR. f) Users will participate at their own risk. Service members take full responsibility for the submissions of family members. All others who are not family members of or in a relationship with soldiers assigned to the Battalion take full responsibility for their own submissions. g) Submissions will not be used as a place for personal advertisement nor endorsement. 6. Maintenance of EOP’s will be conducted by appointed administrators. Administrators may include, but are not limited to, the Battalion Family Readiness Support Assistant (FRSA) and the Unit Public Affairs Representative (UPAR), and will be appointed by the authority of the Battalion Executive Officer. Submissions will be kept relevant and up-to-date, with the most recent postings being not more than one month old. UNCLASSIFIED/FOUO 2

Before being given rights, all page administrators will be given the U.S. Army Social Media OPSEC presentation and the FBI Briefing on Identity Theft located on the U.S. Army’s slideshare site at www.slideshare.net/usarmysocialmedia. The following are guidelines for maintaining OPSEC, and are not to be considered all-inclusive: a) “Geo-Tagged” photos and videos will not be allowed for submission. All photos and videos not uploaded from a Department of the Army computer system will be checked by an administrator prior to uploading. Geo-Tagged photos and videos provide malicious entities with a means to pinpoint unit, service member and family locations, and are a serious threat to Operational Security. b) Personally Identifiable Information (PII) will not be allowed in any submission, by any user, in any format. c) Any submission that provides detailed location or movement information will not be allowed, i.e., posting of manifest and/or flight dates and times, will be considered a violation of this policy. d) Violations of this policy will result in the immediate removal of submissions and the revocation of any rights to view and/or submit information and media to Battalion EOP’s. 8.
