e-CF European e-Competence Framework   / 9
What is e-CF? The European e-Competence Framework (e-CF) is a reference framework of ICT competences that can be used and understood by ICT user and supply companies, ICT practitioners, managers and HR departments, the public sector, educational and social partners across Europe. The European e-Competence Framework, or e-CF, has been developed within CEN Workshop on ICT Skills and under the encouragement of the European Commission Version 1.0 was published in 2008, shortly before the beginning of the Sloop2descproject. Version 2.0 is 2010.   / 9
e-CF  4 dimensions 5 areas:  PLAN, BUILD, RUN,  ENABLE and MANAGE 36 e-Competence Attribution of the 36  e-Competences at one of  5 levels corresponding to EQF levels from 3 to 8 Samples of Knowledge and Skills  for each e-Competence   / 9

e-CF: an example
Definitions Competence is a  demonstrated ability  to apply  knowledge, skills and attitudes  to achieving observable results. Knowledge  represents the “set of know-what” (e.g. programming languages, design tools, ...) and can be described by operational descriptions. Skill  is defined as “ability to carry out managerial or technical tasks”. Managerial and technical skills are the components of competences and specify some core abilities which form a  competence. Attitude  means in this context the “cognitive and relational capacity” (e.g. analysis capacity, synthesis capacity, flexibility, pragmatism, ...). If skills and knowledge are the components, attitudes are the  glue , which keeps them together. .   / 9

  • 2. What is e-CF? The European e-Competence Framework (e-CF) is a reference framework of ICT competences that can be used and understood by ICT user and supply companies, ICT practitioners, managers and HR departments, the public sector, educational and social partners across Europe. The European e-Competence Framework, or e-CF, has been developed within CEN Workshop on ICT Skills and under the encouragement of the European Commission Version 1.0 was published in 2008, shortly before the beginning of the Sloop2descproject. Version 2.0 is 2010. / 9
  • 3. e-CF 4 dimensions 5 areas: PLAN, BUILD, RUN, ENABLE and MANAGE 36 e-Competence Attribution of the 36 e-Competences at one of 5 levels corresponding to EQF levels from 3 to 8 Samples of Knowledge and Skills for each e-Competence / 9
  • 6. Definitions Competence is a demonstrated ability to apply knowledge, skills and attitudes to achieving observable results. Knowledge represents the “set of know-what” (e.g. programming languages, design tools, ...) and can be described by operational descriptions. Skill is defined as “ability to carry out managerial or technical tasks”. Managerial and technical skills are the components of competences and specify some core abilities which form a competence. Attitude means in this context the “cognitive and relational capacity” (e.g. analysis capacity, synthesis capacity, flexibility, pragmatism, ...). If skills and knowledge are the components, attitudes are the glue , which keeps them together. . / 9
