3. What is Community Engagement?**
Engaging Communities
Deepening our thoughts of what “engagement” is and how it differs from merely
for Health and participation and involvement, we have found it useful to see them as separate
Development and distinct; and see involvement and participation as steps on the way to
engagement such that:
Engagement… is about continuous dialogue – the development
and maintenance of relationships and actions between communities and
organisations where decisions, are shared and based on mutual and
growing understanding; and actions are accountable, transparent and
meaningful.
Participation… is about people being active partners in the regeneration of
communities – contributing and sharing in the decisions that affect their lives.
Participation should enable people to have a degree of power and control in the
processes with which they are involved.
Involvement… is about involvement in community activities in a variety of different ways.
Community involvement often starts with agenda and programmes that originate outside the
community.

PHANSuP, one of the two pioneer independent national linking
organizations of the UK-based International HIV/AIDS Alliance
(www.aidsalliance.org) , is a health and development NGO with
more than 19 years of solid experience in engaging communities
co-create lasting, people-centered solutions to health and
development inequities and disparities.
PHANSuP and the Philippine National AIDS Council (PNAC)
forged a Partnership Agreement on 2 November 2010 aimed to
accelerate local responses to HIV and AIDS through the
“Community Engagement Strengthening for the Philippine HIV
Response (CES4PHR) Program” using PHANSuP’s Framework
on “Meaningful Engagement of People Living with HIV and
those At-risk (MePA)” as a key strategy in
initiating, implementing and sustaining an effective HIV
response at the local level.
