Executive Summary: Bangladesh is a land of mystery and intrigue. The country is centuries old and while it has seen many visitors over the years, it is only now starting to experience a commercial tourism boom. In many respects, Bangladesh is a land of opportunity and adventure. All we need do is step out and discover its many mysteries for ourselves. There are so many things to be enjoyed here. Perhaps one of the most popular activities is that of sunning on the exquisite white sandy beaches of Cox's Bazaar and Teknaaf. Both beaches are situated on the eastern coast of the Bay of Bengal and are relatively unspoiled by tourists making them a great place to spend vacation time. Another attraction is the many archaeological sites in the country. They are interesting from a cultural and architectural point of view and can be fascinating to tour. Bangladesh's other attraction is a bit more lively – the Royal Bengal Tigers which have become somewhat of a trademark for the country. These stunning big cats are somewhat protected in the country and are stunning to behold! 
Bangladesh is also home to the longest sea beach, the largest tea gardens and some amazing exotic animal life. To top it off, the people of the country are colorful and friendly and have a fascinating culture. There is a lot to do here. You can choose things such as trekking and adventure tours. Most of the activities give you the opportunity to take in the beautiful green mountains, sparkling rivers and clear vistas. The natural wealth of the area is, in many respects, unbeatable. Bangladesh is a paradise just waiting to be discovered! And we have chosen such a place which is still beyond the eyes of enormous tourists of Bangladesh, and that is ‗Boga Lake‘, Bandarban. 
The main focus of the plan that we provided is to develop the community of ‗Boga Lake‘ economically and socially. 
Bandarban is a district in South-Eastern Bangladesh, and a part of the Chittagong Division and Chittagong Hill Tracts. Bandarban is regarded as one of the most attractive travel destinations in Bangladesh. 
From the get-go, we provide a complete set of information about its geographic location, population density, and culture, resident‘s lifestyle establishments, tourist attractions; particularly natural built sites and other aspects. 
We have used SWOT analysis of ‗Boga Lake‘ to understand strengths, weakness, opportunities and threats involved in our branding project. We show a general destination development process. Then, we have executed a market segmentation, target market and positioning for our destination.

Sequentially, we work on differentiation, product development, tourism promotional mix that give every component of our tourist destination unique characteristics and positioning from others and help us design it for perspective customers. After that, have provided an initial budget for our plan of 10 years. 
We have included all the services that would be provided after the implementation of our plan and also all the tourist activities that would be performed. We also have provided a Gantt chart for a 5 year activities.

Background Information: 
Bandarban District 
Bandarban (Bengali: বান্দরবান) is a district in South-Eastern Bangladesh, and a part of the Chittagong Division and Chittagong Hill Tracts. Bandarban is regarded as one of the most attractive travel destinations in Bangladesh. Bandarban (meaning the dam of monkeys), or in Marma or Arakanese language as "Rwa-daw Mro" is also known as Arvumi or the Bohmong Circle (of the rest of the three hill districts Rangamati is the Chakma Circle, Raja Devasish Roy and Khagrachari is the Mong Circle, Raja Sachingprue Marma). Bandarban town is the home town of the Bohmong Chief (currently King, or Raja, U Cho Prue Marma) who is the head of the Marma population. It also is the administrative headquarters of Bandarban district, which has turned into one of the most exotic tourist attractions in Bangladesh since the insurgency in Chittagong Hill Tracts has ceased more than a decade back. Geography 
One of the three hill districts of Bangladesh and a part of the Chittagong Hill Tracts, Bandarban (4,479 km²) is not only the remotest district of the country, but also is the least populated (population 292,900) one. The three highest peak of Bangladesh - Tahjindong (1280 meters, also known as bijoy)[* The height of Tahjindong is 829.66m +/-3m as per a recent measurement with Garmin GPSMAP60CSX GPS], Mowdok Mual (1052 m), and Keokradong (1230 m) [* The height of Keokradong is 986m +/-3m as per a recent measurement with Garmin GPSMAP60CX GPS], - are located in Bandarban district, as well as Raikhiang Lake, the highest lake in Bangladesh[citation needed]. Lake are two more highly noted features of the district. Though most Bangladesh sources cite Keokradong as the highest peak in the country, but Tazing Dong (sometimes spelled as Tahjingdong, and also known as Bijoy) lying further east is recognized both by government and expert sources as a taller peak. Measurements taken by English adventurer Ginge Fullen shows that an officially unnamed peak near the Myanmar border (locally known as Mowdok Mual) is the highest point in Bangladesh.Recently a team from Nature Adventure Club took part in an expedition in the mowdok range and agreed with the ginge fullens statement. They got the height of this peak as 3488 feet with gps accuracy of 3 meter. The unnamed summit is known as 'Saka Haphong' to the local Tripura tribes.

The River Sangu (also known as Sangpo or Shankha), the only river born inside Bangladesh territory, runs through Bandarban. The other rivers in the district are Matamuhuri and Bakkhali. Parts of Kaptai Lake, the biggest lake in, Bangladesh fall under the district.

A nearly 52 km² hill-town housing about 32,000 people, of which the majority are Marma. There is a Tribal Cultural Institute here, which features a library and a museum. The town also features Bandarban Town Hospital (offering the best medical service in the district), the District Public Library, Bandarban Government College, the District Stadium, banashri, the solitary movie theatre, the royal cemetery, and, of course, the Royal Palace (two of them since the 11th and 13th royal lines both claim the throne). Apart from the numerous kyangs and mosques, there is a temple dedicated to Kali, the most revered goddess of Hindus is Bangladesh, as well as a centre maintained by ISKON. 
History 
In the early days of 15th century, the Arakanese kingdom, where Mrauk U was the capital, expended its territories to the Chittagong area of Bengal. After the victory of Arakan on Burma's Pegu kingdom in 1599 AD, the Arakanese king Mong Raja Gree appointed a Prince of Pegu as the governor of newly established Bohmong Htaung (Circle) by giving the title of "Bohmong" Raja. That area was mostly populated by the Arakanese descendants and ruled by the Burmese (Myanmar) noble descendants who started to call themselves in Arakanese language as Marma. Marma is an archaic Arakanese pronunciation for Myanmar. As the population of the Bohmong Htaung were of Arakanese descandants, these Myanmar- descendants Bohmong chiefs (Rajas) of the ruling class took the titles in Arakanese and speak a dialect of the Arakanese language. 
Bandarban Hill District was once called Bohmong Htaung since the Arakanese rule. Once Bohmong Htaung was ruled by Bohmong Rajas who were the subordinates to the

Arakanese kings. Ancestors of the present Bohmong dynasty were the successor of the Pegu King of Burma under Arakan's rule in Chittagong. In 1614, King Mong Kha Maung, the king of Arakan appointed Maung Saw Pru as Governor of Chittagong who in 1620 repulsed the Portuguese invasion with great valour. As a consequence, Arakanese king, Mong Kha Maung adorned Maung Saw Pru with a title of Bohmong meaning Great General. After the death of Maung Saw Pru two successors retained Bohmong title. During the time of Bohmong Hari Gneo in 1710, Arakanese King Canda Wizaya recaptured Chittagong from the Mughals. Bohmong Hari Gneo helped King Canda Wizaya in recapturing Chittagong and as a mark of gratitude the later conferred on Bohmong Hari Gneo the grand title of Bohmong Gree which means great Commander in Chief. 
British and Pakistani rule 
During the British reign in 1690 The Raide of Frontier Tribes Act -22 was passed which among other things envisaged the creation of Chittagong Hill Tracts District comprising the entire hilly region along the south eastern border of present day Bangladesh, stretching right from Tripura in the north and Myanmar in the south. The act also provided for the appointment of a superintendent to discharge the administrative functions under the direct control and supervision of Divisional Commissioner of Chittagong. However seven years later in 1697 the post of superintendent was redesignated as that of Deputy Commissioner. 
In 1900 the Chittagong Hill Tracts Regulations 1900 was enacted to provide a consolidated and broader legal framework for the administrative system. This Act with minor modifications constituted the fundamentals for the administration of three hill districts. Recognizing the special historical and geographical features of the place as well as uniqueness of tribal population, the Regulation of 1900 divided the entire district into three circles. Each circle was to be headed by a circle chief whose primary responsibility was to collect revenue, assisted by a Headman (Head of a Mouza) and a Karbari (Head of a Village) respectively at Mouza and village level. The Bohmong king was appointed as the Circle Chief of the Bohmong Circle. During the British period, the area of Bohmong circle under Bandarban and Lama Thana was operated as lowest administrative unit, with a Circle Officer as its head. 
During World War II the area saw the presence of a formidable British military presence that came to stand against a Japanese invasion. The tribes of these hills held the reputation of unyielding rebellion throughout history. When India, Pakistan and Myanmar went

independent from the Raj, the tribes of Bandarban flew the Myanmar, then known as Burma, flag for a few days. During the Bangladesh Liberation War (1971) to gain independence from Pakistan, leaders of the tribal people sought allegiance with Pakistan government though most the general tribal people were against the decision. 
Since Bangladeshi independence 
In the late 1970s, a policy of forced settling of Bengalis into Chittagong Hill Tracts to change the demography of the region was pursued, which later gave rise to much violence against the hill people and the insurgency led by Shanti Bahini. There has been an attempt to create a division among tribal cultural lines between the Chakmas, who led Shanti Bahini, and the Mrus, by creating an anti-Shanti Bahini militia out of them. Now, after the peace treaty, Bandarban stands as a locally governed ethnic region together with the two other hill districts. Representation of numerous tribes of the district in the Hill Council now stands as a thorn of dispute here. Contemporary history of Bandarban has not been a happy one, despite much development initiatives taken by church organizations and UN agencies like UNICEF, UNDP and UNFPA as well as Bangladesh Army present in large numbers here. The district is still under a quasi-military rule. Insurgents from across the border as well as drugs and arms smugglers play a large role in the jungles here. Newspaper reports of discovering poppy fields or arms caches are not rare for Bandarban. There also is much tension between Bengali settlers and ethnic minorities, as well as between early Hindu settlers and recent Muslim settlers and between dominant tribes and lesser tribes.

Economy 
Heavily dependent on Jumm farming, which is a slash and burn agricultural technique, Bandarban produces little that is of economic value outside self-consumption of the hill people, also known as Jumia. Fruits (Banana, Pineapple, Jackfruit, and Papaya), masala (ginger, turmeric) and tribal textile are the major exports of the district, with tourism growing fast as a source of revenue. Much of the trade in fruit, like most other commerce in the district, has been taken over by Bengali settlers. 
Clothes are mostly made of cotton, wool imported from Myanmar and silk cotton which is a rarity in most of Bangladesh. All cotton is spun and woven by hand. To promote local textile there now is a Bangladesh Small and Cottage Industry Corporation (BSCIC) center in Bandarban together with a wonderful sales center. BSCIC has also introduced mechanical spinning and weaving here. 
Bamboo and tobacco grows in significant quantity, but largely is not considered as economically profitable products. Bamboo is used, along with canes, not just to make the traditional stilt houses, but is the material for most tribal craft, including the bamboo smoking pipe, a major health hazard. Some bamboo-craft and local-made cigarillos are now exported out of the district. 
Two church-based development organization - Christian Commission for Development in Bangladesh (CCDB) and Caritas are the major forces of development in the district. UNICEF is driving the education effort, which is mostly directed at younger children. 
Tourism

Boga Lake 
Bandarban lies, by bus, eight hours away from Dhaka, and two hours from Chittagong and three hours from Cox's Bazaar. It is also possible to get there by a six-hour bus ride from Rangamati.The Buddha Dhatu Jadi, the largest Buddhist temple in Bangladesh, located in Balaghata, 4 km from the town.This place attracts many tourists every year. This Theravada Buddhist temple is made completely in the style of South-East Asia and houses the second largest statue of Buddha in Bangladesh. The waterfall named Shoilo Propat at Milanchari is another place tourists like to visit. 
The numerous Buddhist temples, known as kyang in local tongue, and bhihars in the town include the highly notable the Rajvihar (royal vihar) at Jadipara and the Ujanipara Bhihar. Bawm villages around Chimbuk, and Mru villages a little further off, are also lie within a day's journey from the town. Prantik Lake, Jibannagar and Kyachlong Lake are some more places of interest. Boat ride on the river Sangu is one of the main attraction here for tourists. 
About Boga Lake 
Boga Lake is the most beautiful natural Lake in Bangladesh. It is also known as Bagakain Lake or Baga Lake. Boga Lake is 18 kilometer away from Ruma Sadar Upozilla in Bandarban. The area of this Lake is about 15 acres. It is about 3000 feet above sea level. The color of water of this Lake is blue and very nice. There are many mythological stories behind the creation of this Lake. There are many tourists make their way to Boga Lake every year, especially in the winter season. Small tribe community like Bawm, Khumi have localities besides the Boga Lake. In the rainy season, it is quite difficult to stroll beside the

boga Lake. The road from Ruma to Boga Lake is still under construction. There waiting lots of pleasure and delight for you at Boga Lake. You will definitely be amazed looking at the big rocks lying in and out of the Boga Lake. You can have a camp fire beside the Lake, which will be unbelievable and mind-blowing memory in your life. 
Information for Tourist 
At first you have to make a trip from Bandarban to Ruma Upozilla by ―Chander Gari‖ (public jeep) or a private vehicle. From Ruma you can hire public jeep up to Boga Lake. On the way you have to register your name, contact address and other details in the respective security camp. It is apprised that you are not allowed to leave Ruma for Boga Lake after 4pm.

So Boga Lake is waiting with its unique beauty for those adventurous travelers who just not only want to satisfy their eyes with artificial and tedious natural beauties but also want to fill their heart with eternal joy and thrill to innovate their restless mind. And it has emerged like a holy duty of the travelers and tourists to visit the Boga Lake as soon as possible to highlight the beauty with thrill.

The highest natural Lake of Bangladesh, Boga Lake 
Boga Lake is the highest natural Lake of Bangladesh situated at Bandarban, Chittagong. Boga Lake attracts the nature lovers in such a magnetic way that no other place of beauty can dare to be the alternative of Boga Lake. Nature has created this Boga Lake with its kind attention which results in a legendary reserve of water on the hilltop to attract the tourists, travelers and nature lovers not only from the local inhabitants of Bandarban but also people from all over Bangladesh and even of the whole world. 
Location of the Boga Lake 
The location of the Boga Lake is some kind of different than other common Lakes and water reserves of Bangladesh. One of the peaks of the mountain range Politai, in Naitong mauza, situated in the renowned upazila Ruma of Bandarban, Chittagong is considered the politically recognized location of Boga Lake in Bangladesh. It takes about 29 km way from the eastern bank of the famous river Shankha of Bandarban to reach to Boga Lake. Boga Lake is about 65 km away from the Bandarban town. Boga Lake is registered to be 1500fts above sea level & 15km away from Ruma Sadar Upazilla of Bandarban. Boga Lake has covered total 15 acre areas to attract the tourists and common people indeed. 
Alternative identification of the Boga Lake 
Boga Lake is being identified through different local names among the inhabitants there in the Bandarban city. So, the travelers and tourists must not be confused with the names like Bagakain Lake, Bagakyne Lake or Baga Lake along with Boga Lake. It is an interesting fact that the Boga Lake is also sometimes known as dragon Boga including some local superstitions about the Boga Lake.

Origin of the name Boga Lake 
The origin of the name Boga Lake is derived from some domestic mythological stories. The word Boga is derived from the local word Baga which means a dragon or fire. Actually some super natural stories flame the fire about the Lake being the accommodation of an ancient dragon indeed and that concludes the story of the identification of Boga Lake 
Description of the Boga Lake 
Anthropologists define Boga Lake as 2000 year old hill enclave natural Lake of Bandarban,Bangladesh. Boga Lake is accompanied with deep bamboo bushes from its three sides, which are bounded by mountain peaks. Again, Boga Lake is recognized as the highest natural Lake of Bangladesh which is approximately 1500 ft. above the sea level. Boga Lake has a rectangular shape either funnel shape. But some experts argue that the Boga Lake is about (3000-3700) ft. above the sea levels indeed. The Lake is supposed to be 38 meter deep. There remains a small spring beside the Boga Lake which is called Bagachhara (153m deep). Boga Lake is a closed Lake and to drain out water there is no outlet. Basically, Bagachhara is the fundamental source of water along with surface drainage, rain water and seepage of spring, soft and small rocks of different shapes have almost covered Boga Lake surface.

The beauty and attraction of the Boga Lake changes with the color change of the Lake. Depending on various indicators like sun rays, clouds` humidity and the so called existence of a hot spring at the bottom of the Boga Lake the water of the Boga Lake takes different color at different seasons. But usually the Lake water shows its extra –ordinary crystal clear mirror view of blue shade which reflects like pearls and more than enough to astonish a tourist guy.

Nature of the Boga Lake water 
Chemical experts comment that the water of the Boga Lake is lucid or acidic. So, basically Boga Lake is not appropriate for the growing of common plants and weeds or living of fishes. In contrast, some argue that the nearby people use the Lake water for drinking and some planktons and bacteria easily grow in the water of the Boga Lake. But it is really amazing that the travelers of the Boga Lake usually do not miss the chance to take a hot swim in the beautiful Lake to freshen up their mind. 
The mythological history of the Boga Lake: 
The interesting Boga Lake is believed to be created almost 2000 years back. So, it is very natural that the creation of the Boga Lake is considered to relate with some ancient supernatural mythologies. The local inhabitants believe that this Boga Lake and its surroundings have derived from an instant earthquake. Legends mention that there the particular area was the resident of the gods and goddesses of the aboriginal people. But a sudden disaster of a deity who killed (actually ate) the inhabitants of the local Khumi tribal village people. The story did not end there. The deity reappeared in the form of a dreadful dragon and was responsible for the instant earthquake which resulted in the craving of the hillside, disappearing of that village and the formation of the legendary deep Boga Lake. 
The present supernatural belief about the Boga Lake: 
The ancient supernatural beliefs and folktales about the Boga Lake is still alive for some strange specialty of the Boga Lake at the present time. The Boga Lake actually never dries up but there is no source of permanent water supply there because of not having the

existence of any particular stream to fall in or out. Again, every year during April- May the transparent water of the Boga-Lake becomes muddy. And these characteristics of the Boga Lake are nothing but enough to add fuel to flame the fire of supernatural stories ahead. 
Experts’ solution about the Boga Lake: 
Anthropologists, geologists and chemical experts are trying hard to solve the mystery of Boga Lake. The tribal local people still believe that the ancient myth is unsolved. But scholars consider them just as superstitious stories because generally they cannot show any strong evidence about the creation of the Boga Lake. Geologists mention about the existence of a dead volcano and the collection of the rain waters in the cave area of that volcano resulted in the creation of the Boga Lake. Even the nature of the water and the soil of the Boga Lake also support their theory to some extent. 
Boga Lake for Tourists: 
It can be stated without any hesitation that the Boga Lake has emerged as a heavenly place of beauty and pleasure for those who loves to travel and to face challenges as well. That is why every year numerous tourists and travelers from home and abroad make their way to Boga Lake compromising the hard journey and struggles because they are fond of real beauty and mental peace indeed. 
Conservative thoughts about visiting Boga Lake: 
Generally people considered Boga Lake as an ancient and rough or hard to visit place. That is way Boga Lake was deprived of enlisting in their holiday tour spots for several years. They suspected that visiting Boga Lake requires restless hiking and trekking of hours through some really hard and tough hilly areas where neither any transport nor any assistance is available. But reality is that they were being unattached with the recent status of the region. But most of these negative thought actually goes in vain these days. It is true that the Boga Lake is a real mixture of beauty with thrill but a little courage and adventurous mind will easily pave the way for one to experience the endless beauty of the Boga Lake.

Ultimate adventure through visiting Boga Lake: 
It is not that much tough to access in the Boga Lake as it is heard. And also people are not actually unfit to visit the Boga Lake. One just has to enlarge his visiting spots` list with newer views and convert their dream into beauty with adventure. Again, one must show his bravery and have to be prepared for any kind of challenges to be faced. Some still believe that trekking is the only way to reach to Boga Lake. They even do not know about the existence of Chander Gari vehicle. The routes to visit Boga Lake

One can go to Bandarban city following three routes mainly. Dhaka, Chittagong and Cox`s Bazar. To reach to Boga Lake firstly one has to go to Bandarban. By bus or hiring private jeep one can go to Bandarban. 
By bus 
The easiest way to get to Bandarban is hiring a bus. Among few services from Dhaka to Bandarban the Dolphin at Kalabagan, Unique service, Shyamoli Paribahan at Gabtoli, Asad gate, Fakirerpul, Kamalapur, Saydabad and S Alam at Kamalapur are considered as the best services. Generally they cost (550-600) Tk per person and takes around 6/7 hours to reach. The long tiring journey can be taken during the night time to pass the time and journey easily. Usually it is better to buy advance tickets to avoid interruptions. There are only a few services from Chittagong to reach to Bandarban such as Purbani at Bahaddarhaat which takes approximately two hours and costs around 220 Tk per person. The bus service is available from 6:30 am to 5:00 pm all day long after every 30 minutes. 
One can reach to Chittagong from Dhaka by taking a flight (Bangladesh Biman or GMG airlines), bus service (Shohagh is considered best) or a train service (Turna Nishitha, Subarna or Mahanagar). It is a 3 hour Journey from Cox`s Bazar to Bandarban route (the most popular is Purbani at Laldighi). To reach Cox‘s Bazaar from Dhaka it can be made either a 10 hour bus journey (Shohagh is recommended) or a flight (Bangladesh Biman or GMG airlines). From Chittagong it is 4 hour bus journey (Dolphin and Purbani are most popular). But the honest advice is to take direct Bus service from Dhaka for the Dhaka dwellers and Chittagong Bus service is best for the inhabitants of Chittagong as well as Cox`s Bazar transport service for the Cox`s Bazar dwellers to reach easily and safely to Bandarban. One can also reach to Bandarban through Rangamati by the way of Chandraghona by bus (around 270 Tk per person) but due to perilous route system it is not recommended at all. 
By car 
It is possible from Dhaka or Chittagong to rent a car, micro bus or private jeep to directly to Bandarban. There are several services of micro bus. Among them NOAH is popularly known to all. Air conditioned and 14 seated these micro bus costs around (7000-10000) TK including all charges and air conditioned private car may cost around (6000-8000) Tk

including all per day. Price may vary with different indicators indeed. But it is strictly discouraged by the experts because the roads are there are not friendly or as simple like Dhaka or Chittagong. The roads are free of jam but they are rough and unsmooth and sometimes dangerously zigzag through the map. The plain land drivers often get lousy or confused in the hilly areas and they also do not know the locality or strategy to drive there. So, it is needed an expert or habituated driver of those unfriendly roads to drive in such way to avoid unwanted interruption and secure journey to Boga Lake. 
Bandarban to Ruma transport system: 
One can hire a public jeep Chander Gari or private jeep up to Ruma Thana/Upazilla of Bandarban. From Bandarban it takes first Chander Gari and then river cruise to reach to Ruma. The first trip of Chander Gari is at 9am. The Chander Gari or bus will go in front of ‗Koikhong Jiri‘ in 1-1.30 hrs. Then it is needed to have the boat journey. The river Sangu needs to be crossed by boat. These boats usually carry ten people. It costs about 30 tk per person. During the dry season the river remains virtually dry and it takes much time to reach to Ruma. It takes around one hour (more or less depending upon the nature and season) to Ruma bazaar. It can take 9am to 1pm to reach from Bandarban to Ruma Bazar. 
Chander Gari to reach from Ruma Bazar to Boga Lake 
Chander Gari or Chader gari (meaning the vehicle of the Moon) is the most popular transport like a bumpy jeep, open topped truck or bus in Bandarban to reach to Boga Lake. This car is actually having 4 wheels driving vehicle as land cruiser. The drivers of the Chander Gari have to be carefully trained and their tactics are pretty much different than the local drivers of Dhaka or Chittagong city. Because the roads are not smooth but enough rough and the drivers should have to be extra strategic to safely drive the cars through the lofty and serpentine zigzag roads and the hilly tracks of Bandarban to Boga Lake. The passengers usually gets squeezed in them and the vehicles are able to carry about 35-40 people in a single trip. The Chander gari is available to take the tourists to Boga Lake 3 times a day from the Ruma Bus stand or Chander Gari stand. Tourists can ride on a Chander Gari by buying tickets from the stands on the way to Boga Lake. The transport can easily be compared with a ride like roller coaster for the serpentine or zigzag road system. A little hiking or rickshaw at the cost of around 15 Tk will make the tourists to reach from Ruma bazaar to Chander Gari stand.

The first advice is for the travelers not to be nervous. The drivers are quite experts. They would not let you easily to fall down. Secondly passengers should try to be squeeze. The travelers should have to be careful about their safety and security. They have to register their name, number and contact address and other important stuffs in the respective security camp before going to Boga Lake. There are more than fifteen ethnic minorities living in the district besides the Bengalis, including: the Bomong, Marma, Mru, Tanchangya, Khyang, Tripura, Lushei, Khumi, Chak, Kuki, Chakma, Rakhine or Arakanese, Riyang, Usui and Pankho. The religious composition of the population, as of 1991, is 47.62% Muslim, 38% Buddhist, 7.27% Christian, 3.52% Hindu and 3.59% others. Religious institutions is Mosque 2070, Buddhist 900 (256 temples, 644 pagodas), Hindu temple 94 and Church 2. The Mru, also known as Murong, who are famous for their music and dance. Land Ownership: 
A Chakma leader from the Chittagong is on record as having once said that the Chittagong, ‗the land problem is the main problem. In the same way, a writer on the Chittagong issue concluded that: ‗To any observer of the Chittagong it is crystal clear that peace in the Chittagong is largely dependent upon the resolution of the land issue.‖ This opinion is shared by many other people too.

 Word of mouth Recommendation of Friends and family works as the strongest driving force in promotion of ―Bandarban‖ 
 5 chose ―Bandarban‖ for Adventure Purpose……4 choose it for ―Beauty & Natural landscape―…… 3 of them were only holiday seekers 
 ―December‖ is the most favorable season for tourists 
Recommendation: Recommendation is a must for any sort of planning tool. It is an organizational strategy to identify necessary steps towards a goal. It considers details, may help limit setting for an organization, and is efficient in that it is saving resources over trial and error. A written recommendation also serves as a token for an organization's accountability. 
Recommendation for Boga Lake 
 We have to build infrastructure at first. Before developing Boga Lake to the full form we cannot go for marketing. That may result in a negative way. Tourists‘ negative word-of-mouth creates a big problem for a new destination. The whole development may go unsuccessful. 
 The funding should be adequate. Without proper funding the whole development process may go down. An unfinished work may seem very unprofessional to a tourist. So to build the destination as tourists want we need to develop it very carefully and to do so, enough and quick funding is necessary. 
 Necessary facilities should be developed quickly so that the destination can start attracting a small segment of market and run test how they are responding to the development. 
 Environmental protection should be our first priority. By destroying the environment we cannot achieve the long term goal of the plan.

 Training program should be flawless. An unprofessional tourist guide or service provider can lower the expectation of a tourist. So to train them to meet all the needs of tourists we need to make them feel like they are the main resource of the destination. 
 Before finishing all the activities we have to continue research works to know if there is any new trend in the tourist market. If there is, then we must try to meet the new needs or if not, we need to use new technologies and strategies to make the plan more efficient and successful. 
 To make the plan successful we need to go step by step. Every single work of the development plan should be guided carefully and maintain as expected. A fault work may make the plan faulty. Any obstacles when implementing the plan must be overcome. 
Conclusion: 
If we truly want to make the plan work and be successful we need to be optimistic and think to the long run development. Some activities might seem unachievable and unreliable but is there anything that man cannot accomplish? 
To make the plan actually successful we need to involve both the tourists and locals. Without the help of tourists we cannot know what exactly they are seeking and without locals we cannot know what they are thinking about the development. To build a healthy relation among all the stake holders we need to build a strong coordinating relationship. 
When working to achieve the goals and objectives of the plan there should be many obstacles to do otherwise but we have to keep strong and must overcome anything that comes to the path. Otherwise, the broader goal cannot be achieved. 
We need to remember that, when developing a destination, our first focus should be the local community. Without their help and support we cannot do any development activities there. So at first we need to gain their faith and support. Community partnership is very much crucial in tourism development. 
At last, we all need to be focused to the broader and long term goals of the development. If we want to receive cash when the destination is not developed yet, then it will be a fool‘s dream. With the help of all stakeholders it is very much possible to achieve all the goals and objectives listed in this paper.

  • 2. 1 Executive Summary: Bangladesh is a land of mystery and intrigue. The country is centuries old and while it has seen many visitors over the years, it is only now starting to experience a commercial tourism boom. In many respects, Bangladesh is a land of opportunity and adventure. All we need do is step out and discover its many mysteries for ourselves. There are so many things to be enjoyed here. Perhaps one of the most popular activities is that of sunning on the exquisite white sandy beaches of Cox's Bazaar and Teknaaf. Both beaches are situated on the eastern coast of the Bay of Bengal and are relatively unspoiled by tourists making them a great place to spend vacation time. Another attraction is the many archaeological sites in the country. They are interesting from a cultural and architectural point of view and can be fascinating to tour. Bangladesh's other attraction is a bit more lively – the Royal Bengal Tigers which have become somewhat of a trademark for the country. These stunning big cats are somewhat protected in the country and are stunning to behold! Bangladesh is also home to the longest sea beach, the largest tea gardens and some amazing exotic animal life. To top it off, the people of the country are colorful and friendly and have a fascinating culture. There is a lot to do here. You can choose things such as trekking and adventure tours. Most of the activities give you the opportunity to take in the beautiful green mountains, sparkling rivers and clear vistas. The natural wealth of the area is, in many respects, unbeatable. Bangladesh is a paradise just waiting to be discovered! And we have chosen such a place which is still beyond the eyes of enormous tourists of Bangladesh, and that is ‗Boga Lake‘, Bandarban. The main focus of the plan that we provided is to develop the community of ‗Boga Lake‘ economically and socially. Bandarban is a district in South-Eastern Bangladesh, and a part of the Chittagong Division and Chittagong Hill Tracts. Bandarban is regarded as one of the most attractive travel destinations in Bangladesh. From the get-go, we provide a complete set of information about its geographic location, population density, and culture, resident‘s lifestyle establishments, tourist attractions; particularly natural built sites and other aspects. We have used SWOT analysis of ‗Boga Lake‘ to understand strengths, weakness, opportunities and threats involved in our branding project. We show a general destination development process. Then, we have executed a market segmentation, target market and positioning for our destination.

  • 6. 5 Background Information: Bandarban District Bandarban (Bengali: বান্দরবান) is a district in South-Eastern Bangladesh, and a part of the Chittagong Division and Chittagong Hill Tracts. Bandarban is regarded as one of the most attractive travel destinations in Bangladesh. Bandarban (meaning the dam of monkeys), or in Marma or Arakanese language as "Rwa-daw Mro" is also known as Arvumi or the Bohmong Circle (of the rest of the three hill districts Rangamati is the Chakma Circle, Raja Devasish Roy and Khagrachari is the Mong Circle, Raja Sachingprue Marma). Bandarban town is the home town of the Bohmong Chief (currently King, or Raja, U Cho Prue Marma) who is the head of the Marma population. It also is the administrative headquarters of Bandarban district, which has turned into one of the most exotic tourist attractions in Bangladesh since the insurgency in Chittagong Hill Tracts has ceased more than a decade back. Bandarban skyline from Nilgiri Geography One of the three hill districts of Bangladesh and a part of the Chittagong Hill Tracts, Bandarban (4,479 km²) is not only the remotest district of the country, but also is the least populated (population 292,900) one. The three highest peak of Bangladesh - Tahjindong (1280 meters, also known as bijoy)[* The height of Tahjindong is 829.66m +/-3m as per a recent measurement with Garmin GPSMAP60CSX GPS], Mowdok Mual (1052 m), and Keokradong (1230 m) [* The height of Keokradong is 986m +/-3m as per a recent measurement with Garmin GPSMAP60CX GPS], - are located in Bandarban district, as well as Raikhiang Lake, the highest lake in Bangladesh[citation needed]. Though most Bangladesh sources cite Keokradong as the highest peak in the country, but Tazing Dong (sometimes spelled as Tahjingdong, and also known as Bijoy) lying further east is recognized both by government and expert sources as a taller peak. Measurements taken by English adventurer Ginge Fullen shows that an officially unnamed peak near the Myanmar border (locally known as Mowdok Mual) is the highest point in Bangladesh.Recently a team from Nature Adventure Club took part in an expedition in the mowdok range and agreed with the ginge fullens statement. They got the height of this peak as 3488 feet with gps accuracy of 3 meter. The unnamed summit is known as 'Saka Haphong' to the local Tripura tribes. The following is a list of mountain ranges in the area and the tallest peaks of each range: Range Peak Muranja (also known as Meranja) range Basitaung, 664m Wayla range (most of this range is in Myanmar) Chimbook range Tindu, 898m Batimain range Batitaung, 526m Politai range Keokradang, 884m; Ramiu Taung 921m Saichal-Mowdok range Bilaisari, 669m; Mowdok Mual 1,003m Saichal range Waibung 808m; Rang Tlang, 958m; Mowdok Tlang, 905m Wailatong and Tambang ranges The River Sangu (also known as Sangpo or Shankha), the only river born inside Bangladesh territory, runs through Bandarban.   • 9. 8 The hanging bridge at Bandarban A nearly 52 km² hill-town housing about 32,000 people, of which the majority are Marma. There is a Tribal Cultural Institute here, which features a library and a museum. The town also features Bandarban Town Hospital (offering the best medical service in the district), the District Public Library, Bandarban Government College, the District Stadium, banashri, the solitary movie theatre, the royal cemetery, and, of course, the Royal Palace (two of them since the 11th and 13th royal lines both claim the throne). Apart from the numerous kyangs and mosques, there is a temple dedicated to Kali, the most revered goddess of Hindus is Bangladesh, as well as a centre maintained by ISKON. History In the early days of 15th century, the Arakanese kingdom, where Mrauk U was the capital, expended its territories to the Chittagong area of Bengal. After the victory of Arakan on Burma's Pegu kingdom in 1599 AD, the Arakanese king Mong Raja Gree appointed a Prince of Pegu as the governor of newly established Bohmong Htaung (Circle) by giving the title of "Bohmong" Raja. That area was mostly populated by the Arakanese descendants and ruled by the Burmese (Myanmar) noble descendants who started to call themselves in Arakanese language as Marma. Marma is an archaic Arakanese pronunciation for Myanmar. As the population of the Bohmong Htaung were of Arakanese descandants, these Myanmar- descendants Bohmong chiefs (Rajas) of the ruling class took the titles in Arakanese and speak a dialect of the Arakanese language. Bandarban Hill District was once called Bohmong Htaung since the Arakanese rule. Once Bohmong Htaung was ruled by Bohmong Rajas who were the subordinates to the
  • 10. 9 Arakanese kings. Ancestors of the present Bohmong dynasty were the successor of the Pegu King of Burma under Arakan's rule in Chittagong. In 1614, King Mong Kha Maung, the king of Arakan appointed Maung Saw Pru as Governor of Chittagong who in 1620 repulsed the Portuguese invasion with great valour. As a consequence, Arakanese king, Mong Kha Maung adorned Maung Saw Pru with a title of Bohmong meaning Great General. After the death of Maung Saw Pru two successors retained Bohmong title. During the time of Bohmong Hari Gneo in 1710, Arakanese King Canda Wizaya recaptured Chittagong from the Mughals. Bohmong Hari Gneo helped King Canda Wizaya in recapturing Chittagong and as a mark of gratitude the later conferred on Bohmong Hari Gneo the grand title of Bohmong Gree which means great Commander in Chief. British and Pakistani rule During the British reign in 1690 The Raide of Frontier Tribes Act -22 was passed which among other things envisaged the creation of Chittagong Hill Tracts District comprising the entire hilly region along the south eastern border of present day Bangladesh, stretching right from Tripura in the north and Myanmar in the south. The act also provided for the appointment of a superintendent to discharge the administrative functions under the direct control and supervision of Divisional Commissioner of Chittagong. However seven years later in 1697 the post of superintendent was redesignated as that of Deputy Commissioner. In 1900 the Chittagong Hill Tracts Regulations 1900 was enacted to provide a consolidated and broader legal framework for the administrative system. This Act with minor modifications constituted the fundamentals for the administration of three hill districts. Recognizing the special historical and geographical features of the place as well as uniqueness of tribal population, the Regulation of 1900 divided the entire district into three circles. Each circle was to be headed by a circle chief whose primary responsibility was to collect revenue, assisted by a Headman (Head of a Mouza) and a Karbari (Head of a Village) respectively at Mouza and village level. The Bohmong king was appointed as the Circle Chief of the Bohmong Circle. During the British period, the area of Bohmong circle under Bandarban and Lama Thana was operated as lowest administrative unit, with a Circle Officer as its head. During World War II the area saw the presence of a formidable British military presence that came to stand against a Japanese invasion. The tribes of these hills held the reputation of unyielding rebellion throughout history. When India, Pakistan and Myanmar went
  • 11. 10 independent from the Raj, the tribes of Bandarban flew the Myanmar, then known as Burma, flag for a few days. During the Bangladesh Liberation War (1971) to gain independence from Pakistan, leaders of the tribal people sought allegiance with Pakistan government though most the general tribal people were against the decision. Since Bangladeshi independence In the late 1970s, a policy of forced settling of Bengalis into Chittagong Hill Tracts to change the demography of the region was pursued, which later gave rise to much violence against the hill people and the insurgency led by Shanti Bahini. There has been an attempt to create a division among tribal cultural lines between the Chakmas, who led Shanti Bahini, and the Mrus, by creating an anti-Shanti Bahini militia out of them. Now, after the peace treaty, Bandarban stands as a locally governed ethnic region together with the two other hill districts. Representation of numerous tribes of the district in the Hill Council now stands as a thorn of dispute here. Contemporary history of Bandarban has not been a happy one, despite much development initiatives taken by church organizations and UN agencies like UNICEF, UNDP and UNFPA as well as Bangladesh Army present in large numbers here. The district is still under a quasi-military rule. Insurgents from across the border as well as drugs and arms smugglers play a large role in the jungles here. Newspaper reports of discovering poppy fields or arms caches are not rare for Bandarban. There also is much tension between Bengali settlers and ethnic minorities, as well as between early Hindu settlers and recent Muslim settlers and between dominant tribes and lesser tribes.   • 12. 11 Economy Heavily dependent on Jumm farming, which is a slash and burn agricultural technique, Bandarban produces little that is of economic value outside self-consumption of the hill people, also known as Jumia. Fruits (Banana, Pineapple, Jackfruit, and Papaya), masala (ginger, turmeric) and tribal textile are the major exports of the district, with tourism growing fast as a source of revenue. Much of the trade in fruit, like most other commerce in the district, has been taken over by Bengali settlers. Clothes are mostly made of cotton, wool imported from Myanmar and silk cotton which is a rarity in most of Bangladesh. All cotton is spun and woven by hand. To promote local textile there now is a Bangladesh Small and Cottage Industry Corporation (BSCIC) center in Bandarban together with a wonderful sales center. BSCIC has also introduced mechanical spinning and weaving here. Bamboo and tobacco grows in significant quantity, but largely is not considered as economically profitable products. Bamboo is used, along with canes, not just to make the traditional stilt houses, but is the material for most tribal craft, including the bamboo smoking pipe, a major health hazard. Some bamboo-craft and local-made cigarillos are now exported out of the district. Two church-based development organization - Christian Commission for Development in Bangladesh (CCDB) and Caritas are the major forces of development in the district. UNICEF is driving the education effort, which is mostly directed at younger children. Tourism Buddha Dhatu Jadi

We don't want to lose our culture nor see it consigned to a museum.‖ —Raja Aung Shue Prue Chowdhury, (on tourism) Boga Lake Bandarban lies, by bus, eight hours away from Dhaka, and two hours from Chittagong and three hours from Cox's Bazaar. It is also possible to get there by a six-hour bus ride from Rangamati.The Buddha Dhatu Jadi, the largest Buddhist temple in Bangladesh, located in Balaghata, 4 km from the town.This place attracts many tourists every year. This Theravada Buddhist temple is made completely in the style of South-East Asia and houses the second largest statue of Buddha in Bangladesh. The waterfall named Shoilo Propat at Milanchari is another place tourists like to visit. The numerous Buddhist temples, known as kyang in local tongue, and bhihars in the town include the highly notable the Rajvihar (royal vihar) at Jadipara and the Ujanipara Bhihar. Bawm villages around Chimbuk, and Mru villages a little further off, are also lie within a day's journey from the town. Prantik Lake, Jibannagar and Kyachlong Lake are some more places of interest. Boat ride on the river Sangu is one of the main attraction here for tourists. About Boga Lake Boga Lake is the most beautiful natural Lake in Bangladesh. It is also known as Bagakain Lake or Baga Lake. Boga Lake is 18 kilometer away from Ruma Sadar Upozilla in Bandarban. The area of this Lake is about 15 acres. It is about 3000 feet above sea level. The color of water of this Lake is blue and very nice. There are many mythological stories behind the creation of this Lake. There are many tourists make their way to Boga Lake every year, especially in the winter season. Small tribe community like Bawm, Khumi have localities besides the Boga Lake. In the rainy season, it is quite difficult to stroll beside the

You will definitely be amazed looking at the big rocks lying in and out of the Boga Lake. You can have a camp fire beside the Lake, which will be unbelievable and mind-blowing memory in your life. Information for Tourist At first you have to make a trip from Bandarban to Ruma Upozilla by ―Chander Gari‖ (public jeep) or a private vehicle. From Ruma you can hire public jeep up to Boga Lake. On the way you have to register your name, contact address and other details in the respective security camp. It is apprised that you are not allowed to leave Ruma for Boga Lake after 4pm. Beauty of Boga Lake Boga Lake, an inscriptive endowment of beauty and pleasure at Bandarban, Bangladesh Nature lovers always feel a thirst inside for beauty, thrill and enchantment. And the holy nature has bestowed Bangladesh with an overwhelming and unparalleled creature which is publicly known as Boga Lake. Boga Lake is considered as a source of wonder, unlimited beauty and adventure for the nature`s lovers and travelers. So Boga Lake is waiting with its unique beauty for those adventurous travelers who just not only want to satisfy their eyes with artificial and tedious natural beauties but also want to fill their heart with eternal joy and thrill to innovate their restless mind.   • 15. 14 The highest natural Lake of Bangladesh, Boga Lake Boga Lake is the highest natural Lake of Bangladesh situated at Bandarban, Chittagong. Boga Lake attracts the nature lovers in such a magnetic way that no other place of beauty can dare to be the alternative of Boga Lake. Nature has created this Boga Lake with its kind attention which results in a legendary reserve of water on the hilltop to attract the tourists, travelers and nature lovers not only from the local inhabitants of Bandarban but also people from all over Bangladesh and even of the whole world. Location of the Boga Lake The location of the Boga Lake is some kind of different than other common Lakes and water reserves of Bangladesh. One of the peaks of the mountain range Politai, in Naitong mauza, situated in the renowned upazila Ruma of Bandarban, Chittagong is considered the politically recognized location of Boga Lake in Bangladesh. It takes about 29 km way from the eastern bank of the famous river Shankha of Bandarban to reach to Boga Lake. Boga Lake is about 65 km away from the Bandarban town. Boga Lake is registered to be 1500fts above sea level & 15km away from Ruma Sadar Upazilla of Bandarban. Boga Lake has covered total 15 acre areas to attract the tourists and common people indeed. Alternative identification of the Boga Lake Boga Lake is being identified through different local names among the inhabitants there in the Bandarban city. So, the travelers and tourists must not be confused with the names like Bagakain Lake, Bagakyne Lake or Baga Lake along with Boga Lake. It is an interesting fact that the Boga Lake is also sometimes known as dragon Boga including some local superstitions about the Boga Lake.
  • 16. 15 Origin of the name Boga Lake The origin of the name Boga Lake is derived from some domestic mythological stories. The word Boga is derived from the local word Baga which means a dragon or fire. By bus or hiring private jeep one can go to Bandarban. By bus The easiest way to get to Bandarban is hiring a bus. Among few services from Dhaka to Bandarban the Dolphin at Kalabagan, Unique service, Shyamoli Paribahan at Gabtoli, Asad gate, Fakirerpul, Kamalapur, Saydabad and S Alam at Kamalapur are considered as the best services. Generally they cost (550-600) Tk per person and takes around 6/7 hours to reach. The long tiring journey can be taken during the night time to pass the time and journey easily. Usually it is better to buy advance tickets to avoid interruptions. There are only a few services from Chittagong to reach to Bandarban such as Purbani at Bahaddarhaat which takes approximately two hours and costs around 220 Tk per person. The bus service is available from 6:30 am to 5:00 pm all day long after every 30 minutes. One can reach to Chittagong from Dhaka by taking a flight (Bangladesh Biman or GMG airlines), bus service (Shohagh is considered best) or a train service (Turna Nishitha, Subarna or Mahanagar). It is a 3 hour Journey from Cox`s Bazar to Bandarban route (the most popular is Purbani at Laldighi). To reach Cox‘s Bazaar from Dhaka it can be made either a 10 hour bus journey (Shohagh is recommended) or a flight (Bangladesh Biman or GMG airlines). From Chittagong it is 4 hour bus journey (Dolphin and Purbani are most popular). But the honest advice is to take direct Bus service from Dhaka for the Dhaka dwellers and Chittagong Bus service is best for the inhabitants of Chittagong as well as Cox`s Bazar transport service for the Cox`s Bazar dwellers to reach easily and safely to Bandarban. One can also reach to Bandarban through Rangamati by the way of Chandraghona by bus (around 270 Tk per person) but due to perilous route system it is not recommended at all. By car It is possible from Dhaka or Chittagong to rent a car, micro bus or private jeep to directly to Bandarban. There are several services of micro bus. Among them NOAH is popularly known to all. Air conditioned and 14 seated these micro bus costs around (7000-10000) TK including all charges and air conditioned private car may cost around (6000-8000) Tk

But it is strictly discouraged by the experts because the roads are there are not friendly or as simple like Dhaka or Chittagong. The roads are free of jam but they are rough and unsmooth and sometimes dangerously zigzag through the map. The plain land drivers often get lousy or confused in the hilly areas and they also do not know the locality or strategy to drive there. So, it is needed an expert or habituated driver of those unfriendly roads to drive in such way to avoid unwanted interruption and secure journey to Boga Lake. Bandarban to Ruma transport system: One can hire a public jeep Chander Gari or private jeep up to Ruma Thana/Upazilla of Bandarban. From Bandarban it takes first Chander Gari and then river cruise to reach to Ruma. The first trip of Chander Gari is at 9am. The Chander Gari or bus will go in front of ‗Koikhong Jiri‘ in 1-1.30 hrs. Then it is needed to have the boat journey. The river Sangu needs to be crossed by boat. These boats usually carry ten people. It costs about 30 tk per person. During the dry season the river remains virtually dry and it takes much time to reach to Ruma. It takes around one hour (more or less depending upon the nature and season) to Ruma bazaar. It can take 9am to 1pm to reach from Bandarban to Ruma Bazar. Chander Gari to reach from Ruma Bazar to Boga Lake Chander Gari or Chader gari (meaning the vehicle of the Moon) is the most popular transport like a bumpy jeep, open topped truck or bus in Bandarban to reach to Boga Lake. This car is actually having 4 wheels driving vehicle as land cruiser. The drivers of the Chander Gari have to be carefully trained and their tactics are pretty much different than the local drivers of Dhaka or Chittagong city. Because the roads are not smooth but enough rough and the drivers should have to be extra strategic to safely drive the cars through the lofty and serpentine zigzag roads and the hilly tracks of Bandarban to Boga Lake. The passengers usually gets squeezed in them and the vehicles are able to carry about 35-40 people in a single trip. The Chander gari is available to take the tourists to Boga Lake 3 times a day from the Ruma Bus stand or Chander Gari stand. Tourists can ride on a Chander Gari by buying tickets from the stands on the way to Boga Lake. The transport can easily be compared with a ride like roller coaster for the serpentine or zigzag road system. A little hiking or rickshaw at the cost of around 15 Tk will make the tourists to reach from Ruma bazaar to Chander Gari stand.

After reaching Ruma Bazar the tourists have to seek permission from the Ruma Garrison or Ruma Bazar Army Camp before 2pm if anyone wants to start that day for Boga Lake. It is an organizational strategy to identify necessary steps towards a goal. It considers details, may help limit setting for an organization, and is efficient in that it is saving resources over trial and error. A written recommendation also serves as a token for an organization's accountability. Recommendation for Boga Lake  We have to build infrastructure at first. Before developing Boga Lake to the full form we cannot go for marketing. That may result in a negative way. Tourists‘ negative word-of-mouth creates a big problem for a new destination. The whole development may go unsuccessful.  The funding should be adequate. Without proper funding the whole development process may go down. An unfinished work may seem very unprofessional to a tourist. So to build the destination as tourists want we need to develop it very carefully and to do so, enough and quick funding is necessary.  Necessary facilities should be developed quickly so that the destination can start attracting a small segment of market and run test how they are responding to the development.  Environmental protection should be our first priority. By destroying the environment we cannot achieve the long term goal of the plan.

So to train them to meet all the needs of tourists we need to make them feel like they are the main resource of the destination.  Before finishing all the activities we have to continue research works to know if there is any new trend in the tourist market. If there is, then we must try to meet the new needs or if not, we need to use new technologies and strategies to make the plan more efficient and successful.  To make the plan successful we need to go step by step. Every single work of the development plan should be guided carefully and maintain as expected. A fault work may make the plan faulty. Any obstacles when implementing the plan must be overcome. Conclusion: If we truly want to make the plan work and be successful we need to be optimistic and think to the long run development. Some activities might seem unachievable and unreliable but is there anything that man cannot accomplish? To make the plan actually successful we need to involve both the tourists and locals. Without the help of tourists we cannot know what exactly they are seeking and without locals we cannot know what they are thinking about the development. To build a healthy relation among all the stake holders we need to build a strong coordinating relationship. When working to achieve the goals and objectives of the plan there should be many obstacles to do otherwise but we have to keep strong and must overcome anything that comes to the path. Otherwise, the broader goal cannot be achieved. We need to remember that, when developing a destination, our first focus should be the local community. Without their help and support we cannot do any development activities there. So at first we need to gain their faith and support. Community partnership is very much crucial in tourism development. At last, we all need to be focused to the broader and long term goals of the development. If we want to receive cash when the destination is not developed yet, then it will be a fool‘s dream. With the help of all stakeholders it is very much possible to achieve all the goals and objectives listed in this paper.
