So here you can see that staff costs are split into four categories. Although the staff costs figure of €164,000 is fixed, if this was your approved budget, you would be able to have an overspend in one or more categories and an underspend in one or more categories. Staff costs are fixed, so funds cannot be vired into or out of staff costs. Staff costs cannot include costs relating to persons undertaking subcontracting tasks. Travel and Subsistence costs are for members of the partnership, and cannot include costs for subcontractors. The rates can only be used if it is that particular partner organisation’s normal policy to claim subsistence rates. If adopted, the rates cannot be exceeded. Equipment costs are fixed at 10% of the total approved budget figure. Other costs must not include costs that should really be under another heading, so if you are aware of this happening, costs should be moved from “other” costs and into the correct cost heading during the contracting stage. Examples of “other costs” are: Purchase of information materials such as books or studies; Room hire for seminars and conferences, outside of the partner organisations’ premises, and Conference fees. Sub-contracting costs are for tasks which cannot normally be carried out within the partnership. Examples of Sub-contracting costs are: translation; expert consultancy; interpretation; design and printing, and conference organisation. Sub-contracting costs are for tasks which cannot normally be carried out within the partnership, but can be no more than 30% of the total direct costs. It is extremely important to collect the appropriate documentation. Sub-contracting Agreements must be obtained, and there are also tendering requirements, as follows: <€200 No tender >€200 to <€3500 One Tender >€3500 to <€25000 Three Tenders >€25000 to >€60000 Five tenders >€60000 National procurement rules apply Indirect costs can be up to a maximum of 7% of the total direct costs.
