- Thank you for the opportunity to participate today and share with you our perspectives on this important topic.Our perspectives that we are here to share with you today have been shaped by our purpose, mission and institutional experiences….and I would like to give you a sense of that today..Overall our 40 years of experience and lessons learned led to the realization that achieving economies of scale, meeting diverse needs, ensuring quality and minimal risk in technology procurement is to procure services using a combination of supplier and internal resources.
- This slide is to give you a sense of the Florida public safety scope and scale challenge as we plan for this program and eventual network with services whose sole purpose is to enhance the public safety personnel carrying out their mission
- Initially Florida attempted to build the Statewide law enforcement network itself and quickly realized the cost savings to procure “shared risk, shared reward” service which was estimated to saveThe state over $622M over time. The State paid the contractor $40M upon contract execution and pays an annual fee of approximately $20M based on a surcharge from vehicle registration and traffic violation fees. There have been many challenges and lessons learned from this experience that we would apply to a Public Safety Mobile Broadband procurement.The network and service has been operational throughout the State since 2004 and as a single system since June of 2006 across 24 state agencies and 27 federal and local jurisdictions The service has proven survivability and performance in worst case scenarios such as the 2004 and 2005 hurricane seasons when Florida was hit by 8 hurricanes. In our planning process cost, coverage and performance are critical issues to balance against the desire for new technology solutions. In our 2009 report to the Legislature we stated that commercially available broadband services and equipment would eventually provide converged voice, video and data applications from service providers that would provide the State with lower cost options in planning for the replacement procurement.
- Our IP network is procured as a service from the telecom industry , it has been one of the best success stories from an operational integrity of 5x9s, virtual customer networks with self management tools, support for QOS voice, video and data, significant bandwidth cost savings over previous technologies, and providing interoperability that can support SIP and IMS based services. The network services support many critical public safety applications today which includes an LMR interoperability service via IP gateways to disparate LRM systems.Through large data network procurements and operations we have learned many lessons one of which is that despite “standards” when in deployment and operation even using the same standard will not ensure interoperability; an example would be when we had a multivendor ATM network using one vendors ATM equipment and systems…there were interoperability problems with addressing for example. In the IP MPLS one challenge has been the management of IP address space owned by multiple stakeholder groups and now the migration from IPV4 to IPV6…at the end of the day there has to be standards that everyone will adhere to.
- Governance agreement and adoption is important to maximize existing resources; infrastructure, funding and expertise while minimizing cost and risk. In Florida we plan to leverage existing public safety governance structures and processes to address broadband opportunities for public safety. We believe that regarding funding and procurements; the fewer there are the lower the cost will be through economies of scale and the lower the operational risks will be.
- Federal actions will have great effect on the objectives posed for public safety broadband
