West Midlands Police - Mediation training case studies


Case Study 3

Sergeant Cowell has been to talk to you confidentially. He line manages a
number of Community Support Officers (PCSOs) who are bickering, and
whose performance is being badly affected by their apparent mutual dislike.

Sgt Cowell needs to implement the annual internal development review
(PDR) process for his team, and wants to raise this behaviour with them all.

One of the female team members (Sharon) has now taken sickness absence
due to stress, and has submitted a grievance [aka at WMP a Resolution]
against Sgt Cowell. He’s heard that the others (Louis, Piers, Cheryl and
Amanda) are resentful that they are having to cover Sharon’s work. It is
common knowledge that Louis will be retiring in the next few months. They
are not sure if he will be replaced. Piers, the other dominant personality, has
aspirations to be an officer. Amanda works flexibly because she has young
children. Simon is anxious about the impact on the new recruit, Cheryl.

Simon is worried that the bad atmosphere might have been noticed by their
contacts at neighbourhood level, and this will reduce public trust and
confidence. He is worried that he’ll be late with all the PDRs, and he’ll be in
trouble over the grievance. You don’t know much about the individuals
concerned but you have been aware of Sharon for a while - her name has
cropped up in the past as a bit militant and you are wary of her. You think a
few of them might be in a union but you don’t know if there is a local rep
Simon can talk to. Simon’s Federation rep told him mediation can’t be done
for groups of people.


How do you think Sgt Cowell should approach this situation?
