Consequently, we have proposed the setting up of multiple councils
Apart from NInC and State Innovation Councils, the aim is to set up multiple sectoral councils aligned to Government Ministries which will provide focused recommendations for enhancing the innovation capacity in a particular sector.
There is a need for a focused roadmap to understand and analyse the innovation quotient in the particular sector and identify challenges and opportunities. Such a roadmap should incorporate collective inputs from stakeholders and domain experts
A look at the factors and relevant actors whose interactions will determine innovative performance in the state
The strategic lenses above would act as filters to understand the needs and demands of the innovation eco-system for a particular State. Each of the lenses will enable insights into the condition and quality of innovation and the aspects that need to be addressed to improve the innovation effort in the State.
