13. Final thoughts…
• “If you give me a fish
you have fed me for a
day. If you teach me to
fish, then you have fed
me... until the river is
contaminated or the
shoreline seized for
‘development’
• But if you teach me to
organize, then
whatever the challenge
I can join together with
my peers and we will
fashion our own
solution.” – Northland Poster

CBM CBR Coordinating Office qualifies under FUNDANGOs. And we have the CBR Training and Development Committee, which is mandated by the NCDA through a board resolution to be the lead group in CBR training and development. The CBR TDC and the NCDA came up with a CBR National Plan 5 or so years ago looking at the promotion (or propagation) of CBR in Pioneer LGUs.
A research that takes into considerations the different or perhaps nuances in the definitions (and thus nuances or differences in methods of work) used by the various mediums transmitting CBR. A research that will take into consideration efforts of different communities in addressing impairment-related needs as well as transforming the different barriers in their communities—efforts that they themselves have not labeled as CBR.
In 2011, the CBR Training and Development Committee conducted an initial survey of “CBR” work. The following results were gathered:
24 organizations (including UP CAMP)
15 out of 17 regions
31 provinces with “CBR” activities
224 cities and municipalities with “CBR” activities

We have to note that the areas covered are in pockets of areas, that is, Negros island, Panay, CARAGA, Batangas, Bicol, Bataan, areas of Metro Manila. The north eastern part of the country (Aurora, Quirino) do not have a lot of work or perhaps are not being reported back.
