Corruption is widespread throughout Ukraine according to the document. Salaries for public officials and civil servants are much higher than average incomes, indicating potential for corruption. Ukraine ranked 144th out of 177 countries on the 2013 Corruption Perceptions Index, suggesting corruption is a major problem. Nearly every sector is affected, including judiciary, law enforcement, healthcare, education and public procurement. Several organizations have formed to combat corruption and increase transparency, but it remains a significant issue in Ukraine.

It is pretty much everywhere!
5. Judicial system
●
●
Although judicial independence exist in principle, in
practice there is little separation of juridical and
political powers. Judges are subjected to pressure by
political and business interests. Ukraine's court system
is widely regarded as corrupt.
In 2013, a Transparency International Global Corruption
Barometer report showed that 66% of the Ukrainian
public considered the judiciary to be the most corrupt
institution in the country.

cases/week.
In busy courts a judge processes 536 criminal cases
and 1400 civil cases per ½ year. With such load
judges can't pay attention to all cases details.

Road Control - is a non-governmental organization in
Ukraine advocating human rights. Road Control was
founded in Kyiv (Ukraine) in 2008 as a reflection to
increasing level of self-willing among many road police
officers in Ukraine. Thus, the main goal of Road Control is
to eliminate the corruption, criminal and other types of
Ukrainian road police misconduct activities against cardrivers and pedestrians in Ukraine.
Before settling the bribe amount a judge makes a «background» check of people involved into the case: how much money and assets they have (if they can sell their appartment for example).
