With the
issuance of the
E.O. No. 79, the
MGB IV-B Re-
gional Office
has ac-
cordingl y
stopped the
processing of
mining appli-
cations in Pala-
wan. In the
sam e vein,
mining appli-
cation that
would cover agricultural lands and Tourism Development Areas (TDA’s) will be cancelled
based on the maps that will be issued by the concerned government agencies.
However, all existing mining operations in Palawan will continue and that all mining
contracts will be respected. The same shall be subjected to the review as to the per-
formance/ compliance of the terms and conditionalities of the permit as well as the envi-
ronmental laws. But beyond that, there will be no more mining tenements.
Meanwhile, mining applications in other provinces within the jurisdiction of MGB IV-B
are being processed under the “Use It or Loss It Policy” based on Department Memoran-
dum Order No. 2010-04 dated March 12, 2010. This undertaking aims to purge the MGB
IV-B Regional Office of non-compliant and idle mining applications.
Accordingly, the Implementing Rules and Regulations (IRR) of E.O. No. 79 is being
crafted by the DENR working closely with the Mining Industry Coordinating Council
(MICC) composed of the Climate Change Adaption and Mitigation and Economic De-
velopment Cabinet clusters together with other additional members.
