  THE  WHY OF OUR BEING   HERE TODAY ….
* THE ENABLED FILIPINO * THE LEGAL BASIS   1987 Constitution   - Article XIV, Section 1   - Article XIV, Section 2.1   R.A. 7160 (Local Gov’t Code ) *  THE K+12 BASIC EDUCATION REFORM * THE SYNTHESIS
The enabled/empowered value-driven, visionary Filipino is the greatest treasure of this nation, a vision shared by every segment of our society, a vision achieved through quality education.
Article XIV, Section 1.   –  The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. Article XIV, Section 2 (1). – The State shall establish, maintain and support a complete, adequate and integrated system of education relevant to the needs of the people and the society.
WHERE ARE WE AT NOW ? Insufficient mastery of basic competencies due to congested curriculum High school graduates (< 18 years) lack basic competencies and maturity
Locally,  only 6 of every 1,000 Grade 6 elementary students are prepared to enter high school.  Only 2 of every 100 4 th  year high school graduates are fit for college.
Internationally, Filipino youths rank 41 st  in Science and 42 nd  in Math among 45 countries.
Millions of Overseas Filipino Workers (OFW) specially the professionals and those who intend to study abroad are at a disadvantage. Our graduates are not automatically recognized as professionals abroad. The Washington Accord and the Bologna Accord prescribe 12 yrs of basic education for university admission.

“ We need to add two years to our basic education.  Those who can afford pay up to fourteen years of schooling before university.  Thus, their children are getting into the best universities and the best jobs after graduation.  I want at least 12 years for our public school children to give them an even chance at succeeding.” - President Benigno S. Aquino III
K+12  is not new.  The proposal to expand the basic education dates back to 1925.

Studies in the Philippines have shown that an additional year of schooling increases individual earnings by 7.5%.

Studies validate that improvements in the  quality of education  will increase GDP growth by 2% to 2.2%.
How Do We Add the Two Years? Proposed Model:  K-6-4-2 Model Senior High School Grades 11 to 12 (16-17 years old) Junior High School Grades 7 to 10 (12-15 years old) Elementary School Grades 1 to 6 (6-11 years old) Kindergarten (5 years old)

  1. (1) Creation of a Task Force . To jumpstart the program, a Task Force will be formed to refine and detail the K+12 implementation model. The Task Force will be chaired by DepEd. (2) Stakeholder Consultations. Regional Consultations leading to a National Summit on Enhanced Basic Education will be conducted to solicit inputs and feedback on the proposed model. Consultations will cover all stakeholders (PTAs, public and private elementary and high schools, legislators, government agencies, business sector, education experts, teacher associations, students and education associations) and all regions. The nationwide consultation will start in October 2010 and the Education Summit will be held in the first quarter of 2011. (3) Financial Study. In parallel, a study will be undertaken to determine the financial implications (government, implied costs to households and private education) and the options for financing of the K+12 Basic Education model that will be adopted. [1] The financial study will also look into the GASTPE provision to accommodate senior high school students in private HEIs during the transition years and to review government support to education beyond GASTPE. (4) Curriculum Review and Enhancement. This will start with the development, validation, and nationwide implementation (pilot) of the Enhanced Basic Education Curriculum for Grade I and HS I by SY 2011-2012. Senior High School curriculum shall be developed and validated, along with the development of appropriate learning resources. (5) Teacher Training. Training of Grade I and HS I teachers using the Enhanced Basic Education Curriculum by SY 2011-2012. Training of Grade 2 to 12 teachers will be implemented in subsequent years. (6) Legislation. DepEd will work for the passage of all necessary and related legislations on the K+12 Basic Education program. (7) K+12 Information, Education and Communication. All stakeholders shall be consulted. A massive public information campaign based on the 12-year design model and implementation scheme will be implemented.
  2. INSUFFICIENT MASTERY: 12 year curriculum being delivered in 10 years The inadequacy of instructional time (or time on task) is reflected in the student’s insufficient mastery of basic competencies. (3) The National Achievement Test (NAT) for grade 6 in SY 2009-2010 passing rate is only 69.21%. Although this is already a 24% improvement over the SY 2005-2006 passing rate, further reforms are needed to achieve substantial improvement. (4) The NAT for high school is 46.38% in SY 2009-2010, a slight decrease from 47.40% in SY 2008-2009. (4) International tests results like TIMSS (Trends in International Mathematics and Science Study) rank the Philippines 34th out of 38 countries in HS II Math and 43rd out of 46 countries in HS II Science; for grade 4, the Philippines ranked 23rd out of 25 participating countries in both Math and Science. In 2008, even with only the science high schools participating in the Advanced Mathematics category, the Philippines was ranked lowest LACK COMPETENCY: (1) Too young to enter the work force; cannot legally enter into contracts (2) Psychologists say children under 18 are not emotionally mature enough for entrepreneurship or employment. (3) Educators say children under 18 are not intellectually mature enough to handle higher education disciplines. VS OTHER COUNTRIES: (1) Washington Accord prescribes 12-years basic education as an entry to recognition of engineering professionals. (3) Bologna Accord requires 12 years of education for university admission and practice of profession in European countries.
  3. The Philippines is the only country in Asia and among the three remaining countries in the world that has a 10-year pre-university education program. (Mongolia recently added years to their basic education program in order to meet the 12-year requirement.) This short duration of the basic education program puts the millions of overseas Filipino workers, especially the professionals, and those who intend to study abroad at a disadvantage. Our graduates are not automatically recognized as professionals abroad.
  4. (1) Provide a quality 12-year basic education that each Filipino is entitled to (K+12). (2) Inspire a shift in attitude that completion of high school education is more than just preparation for college but can be sufficient for a gainful employment or career. (3) Minus 2 instead of plus 2 Right now, parents spend for at least 4 years of college to have an employable child. In our model, parents will not pay for 2 years of basic education that will give them an employable child. In effect, we are saving parents 2 years of expenses. The plan is not “Plus 2 years before graduation” but “Minus 2 years before work.
  5. Cognizant of this urgent and critical concern and in line with the priorities of the Aquino Administration, the Department of Education is taking bold steps to enhance the basic education curriculum.
  6. *K12 is not NEW…has been studied since 1925 – just no political will to do it. Need to be more competitive, not in an even field. Monroe Survey (1925) : Secondary education did not prepare for life and recommended training in agriculture, commerce, and industry. UNESCO Mission Survey (1949) : Recommended the restoration of Grade 7. Education Act of 1953 : Under Section 3, mandates that “[t]he primary course shall be composed of four grades (Grades I to IV) and the intermediate course of three grades (Grade V to VII).” Swanson Survey (1960) : Recommended the restoration of Grade 7 Presidential Commission to Survey Philippine Education (PCSPE) (1970) : High priority be given to the implementation of an 11-year cycle; Recommended cycle consists of 6 years of compulsory elementary education and 5 years of secondary education Congressional Commission on Education (EDCOM) Report (1991) : If one year is to be added in the education cycle, it recommends one of two alternatives: Seven years of elementary education or Five years of secondary education Presidential Commission on Educational Reforms (2000) : Reform proposals include the establishment of a one-year pre-baccalaureate system that would also bring the Philippines at par with other countries Philippine Education for All (EFA) 2015 National Action Plan : Under Critical Task No. 5, adopt a longer cycle (i.e., 12-year) for formal basic education. Presidential Task Force on Education (2008): In discussions on a 12-year pre-university program, it is important “to specify the content of the 11 th and 12 th years and benchmark these with programs abroad.”

Every graduate of the Enhanced K+12 Basic Education Program is an empowered individual who has learned, through a program that is rooted on sound educational principles and geared towards excellence, the foundations for learning throughout life, the competence to engage in work and be productive, the ability to coexist in fruitful harmony with local and global communities, the capability to engage in autonomous critical thinking, and the capacity to transform others and one’s self.
  8. Graduates will be able to earn higher wages and/or better prepared to start their own business. There is a strong correlation between educational attainment and wage structure and studies specific to the Philippine setting show that an additional year of schooling increases earnings by 7.5%. This should also allow greater access to higher education for self-supporting students.
  9. The economy will experience accelerated growth in the long run. The objective of the K+12 program is to improve quality of basic education. Several studies have shown that the improvements in the quality of education will increase GDP growth by as much as 2%. Studies in the UK, India and US show that additional years of schooling also have positive overall impact on society.

  12. After considering various proposals and studies, the model that is currently being proposed by DepEd is the K-6-4-2 Model. This model involves Kindergarten, six years of elementary education, four years of junior high school (Grades 7 to 10) and two years of senior high school (Grades 11 to 12). The two years of senior high school intend to provide time for students to consolidate acquired academic skills and competencies. Features of K 6-4-2 (1) Kindergarten and 12 years of quality basic education is a right of every Filipino, therefore they must be and will be provided by government and will be free. (2) Those who go through the 12 years cycle will get an elementary diploma (6 years), a junior high school diploma (4 years), and a senior high school diploma (2 years). (3) A full 12 years of basic education will eventually be required for entry into tertiary level education (entering freshmen by SY 2018-2019 or seven years from now).
  13. The 2 years of senior HS intend to provide time for students to consolidate acquired academic skills and competencies. The curriculum will allow specializations in Science and Technology, Music and Arts, Agriculture and Fisheries, Sports, Business and Entrepreneurship.
  14. Phases of Implementation (1) Universal kindergarten will be offered starting SY 2011-2012. (2) DepEd will begin unclogging the basic education curriculum in SY 2012-2013. (3) The enhanced 12-year curriculum will be implemented starting with incoming Grade I students and incoming junior high school of SY2012-2013. (4) Incoming freshmen of SY 2012-2013 will be the first beneficiary of a free Senior High School education. The target of DepEd is to put in place the necessary infrastructure and other necessary arrangements needed to provide Senior High School (SHS) education in public schools by SY 2016-2017. In implementing the K-6-4-2 proposal, DepEd will take into account the issues and concerns of all stakeholders, including the high school graduates before 2016. The mechanics and other details of the transition plan will be threshed out with HEIs in coordination with CHED, TESDA and other critical stakeholders
  15. *Stress points about K12 being a less costly alternative to the present system *We have 5 years to address shortages before cost implementation – K12 is undertaken hand in hand with vigorous efforts to ensure adequacy of inputs. 5 years will also give us enough time to prepare the corporate world.
