have one leader, which could
cost the different leaders their
power and influence.

Each state’s leader controlled
its army – which made
opposition to them difficult.
Jealousy of other leaders’
power was also a strong force,
again opposing unification.

Many small states relied on
Austria and Prussia for
military protection, so found
it hard to oppose their wishes.
Also, the Zollverein gave
Prussia an influence over
member states.
