The World Bank was a partner of the Moscow Urban Forum in 2011.
Cooperation with the World Bank highlights the social significance
and global scale of the event. Going forward we are interested in
continuing our joint work, performing research with the support of
the World Bank, and participating in its international programmes

D
uring the first day of the Forum, which will
focus on the global agenda in the sphere
of city development, with the support of
the World Bank a session will be held on strategic
planning. The World Bank will involve leading
specialists on urbanism, who will share with their
Russian colleagues the results of their research
and experience of interaction between local
authorities and non-government organisations –
experience of joint work on the development of
the outer areas of cities.
In addition, as part of the cooperation the
Forum’s organisers will invite the World Bank’s
specialists to participate in a session on publicprivate partnerships.

3. New speakers at the Forum
World renowned specialists in the sphere of urbanism have confirmed
their participation in the Forum and the list of participants continues to
grow. We would like to introduce some of the new speakers.

The well-known Brazilian politician, Silvio Torres, whose
political career began in 1983 with his election to the
post of Mayor in his home city of Sao Jose do Rio Pardo,
is currently Secretary of Housing of the State of Sao
Paulo and Vice President of the Brazilian National Forum
of Secretaries of Housing and Urban Development. At
the Moscow Urban Forum, based on the experience of
Brazil’s largest developing city, Sao Paulo, Silvio Torres
will talk on how through the application of principles of
effective urban planning, depressed outer areas of a
city can be made into districts which are comfortable
for life and leisure, and will share innovations developed
by Brazilian specialists in the sphere of residential
construction and design.
Sir Edward Lister is the Deputy Mayor of London for
Policy and Planning, and the Mayor’s Chief of Staff.
His responsibilities include leading on budgets and
administration, co-ordinating the implementation
of the Mayor’s priorities and much more. Prior to
his appointment as Deputy Mayor, for 19 years Sir
Edward Lister served as Council Leader for the
borough of Wandsworth in London, and thanks to
him it was pronounced the most successful value for
money local authority in England, partly due to his
successfull oversight of the London Plan and Community
Infrastructure Levy. Sir Edward will share his experience
with the delegates of the Moscow Urban Forum.

Roger Bayley:
Can art save a megacity?
What is sustainable
development of a megacity?
Gabriella Gomez Mont was born and lives in one of the
world’s largest and most populated cites, Mexico City,
and has experienced first hand all of the problems of
a megacity. The Laboratorio para la Ciudad research
centre she founded is an experimental space in which
specialists from different disciplines discuss and create
projects on the intersection of urbanism, culture and art.
The laboratory has now been incorporated into the city’s
official structure for a period of 6 years.
Gabriella Gomez Mont will share the successful
experience of this work with delegates of the Moscow
Urban Forum.

The theme of urban planning and design, taking into
account environmental requirements and efficient
energy supply, will be explored at the Forum by a
renowned specialist in this sphere, Roger Bayley. His
most famous project, the Olympic Village in Vancouver, is
the largest sustainable community in North America and
was awarded the LEED platinum certificate. During his
presentation at the Forum, Roger Bayley will talk on why
it is necessary to change existing approaches to urban
development, what changes need to be made in urban
planning, design and construction in order to improve
the urban environment and the quality of life of residents.

4. City Festival
This year for the first time,
the Moscow Urban Forum
will hold a City Festival on
urbanism. The Festival Day
will provide the opportunity
for all those interested to
participate in discussions
on improving the urban
environment in the city, and
facilitate a dialogue between
the Forum’s delegates, the
Moscow Government and
Moscow’s residents

The development of the outer areas of the city and
the decentralisation of culture is one of the Moscow
Department of Culture’s key tasks. At present more than
half of the city’s cultural institutions are located beyond
the Third Transport Ring, which makes them difficult to visit
for Moscow’s residents. We are confident that specialists in the
sphere of urbanism, together with Moscow’s citizens, will be able
to develop new approaches to the development of the residential
suburbs and will provide recommendations on how to create new
centres of attraction in them – modern cultural centres using
new approaches to the development of cities

T
he programme of the third
day will include exhibitions,
discussions, round tables,
lectures, workshops, film festivals,
as well as ”lunches with the
neighbours” and presentations by
creative workers in the so-called
Pecha-Kucha style.
The Festival’s events will
take place at more than 20 sites
throughout the city and, in line
with the Forum’s main theme, the
majority will be located beyond
Moscow’s Garden Ring.
The Festival’s key venues
will be the Zil Cultural Centre, http://

en/. Especially for students and
young specialists, there will be open
lectures on urbanism by the Forum’s
key foreign speakers.
A series of exhibitions will
form an important part of the Festival
Day and will take place in both the
large cultural venues mentioned
above, and a range of museums and
galleries. The main events include

exposition, based on a research
project launched by the Moscow
Urban Forum in order to determine
the main trends in relation to the
development of the outer areas of

The Festival’s programme
will also be of interest to film
enthusiasts – on 7 December the
Sputnik and Salyut cinemas will host
film festivals. The Beat Film Festival,
focusing on new documentary films,
has prepared a programme of five
international films on urbanism
covering the theme of development
of the outer areas of cities. The
EcoCup environmental film festival
will feature short documentary films
on city farming, guerrilla gardening
and waste segregation.

2013 – Focus on new points of growth

international experts, delegations from
the world’s largest megacities, members
of the Moscow Government and the
federal authorities, as well as representatives
of business, will participate in each discussion.
The Forum’s main objective is to unite theory
and practice, and to achieve a dialogue
between the state and business in order to
resolve socially significant issues

J
ust under one month remains till the start of the
Moscow Urban Forum, which will take place
from the 5-7 December in Moscow. The work
on the Forum’s programme is in full swing. Details of
the Forum’s programme of presentations, speakers
and participants are being confirmed every day and
we would like to share this news with you.
The first two days of the Forum will be held
in the Manezh Central Exhibition Hall. The agenda
of the first "global" day of the Forum features 11
sessions devoted to multi-million inhabitant global
cities, including Moscow, London, Paris, Madrid,
Berlin, Sao Paulo, Istanbul and Beijing. Attention
will be focused on issues of identity, the state of
the environment, governance of agglomerations,
investment attractiveness, and experience in
relation to overcoming crisis situations. On the
second day, December 6, the Forum’s participants
will address the problems and potential of Moscow.
During the discussions, Russian and foreign
experts will consider the prospects of Big Moscow,
the potential for development of industrial zones,
issues related to the development of inherited
Soviet infrastructure and other aspects of city
life. A significant part of the "Moscow" day will be
devoted to the theme of the economic development
of areas outside the city centre. Plans to reallocate
investments outside the Garden Ring will be
discussed during three sessions considering the
issue from different perspectives.
The first plenary session will open with an
address from Moscow Mayor Sergei Sobyanin,
and over the course of two days more than 20
different sessions will take place, as well as four
large plenary sessions, attended by around 2,000
delegates. Participants in the Forum will include
official representatives of the world’s largest cities,
leading experts in the sphere of urbanism and
representatives of the business community.
