GENERAL TECHNICAL SPECIFICATION FOR CONSTRUCTION

                         R-APDRP is a Govt. of India initiative to renovate and modernize the electricity power
1.    Introduction       distribution system of urban India in order to reduce the AT&C losses and improve the
                         quality of power supply to the consumer.

                         Details of the works involved
                         Supply, transit storage, erection, testing, commissioning of all major and minor
                         equipments:

                         1. 33 kV sub-station
                            • New 33/11 kV Sub Stations.
                            • Augmentation of capacity by replacing the old or by providing additional power
                                transformer at existing 33/11 kV Sub Stations.
                            • R & M of existing 33/11KV substations.
                            • Installation of Capacitor Banks at 33/11 KV Sub Stations.

                         2. 33kV Line
                            • New overhead lines and underground cables.
                            • Bifurcation and Reconductoring of existing lines.

                         3. 11/0.433 kV sub-station
                            • New 11 kV Sub Stations.
                            • Augmentation of existing transformers.
                            • R & M of existing 11 KV sub stations.

2.    Scope of work      4. 11kV Line
                            • New overhead lines and underground and overhead cables.
                            • Bifurcation and Reconductoring of existing lines.

                         5.   LT Line
                              • New lines from distribution transformers.
                              • Extension of existing lines.
                              • Reconductoring and strengthening of existing lines.

                         6. Aerial Bunched Cable
                            • Installation of Aerial Bunched Cables in populated areas.

                         7. Capacitor Banks
                            • Installation of capacitor banks.

                         8. Trolley Mounted transformers.
                            • Assembly and supply.

                         The scope shall cover complete installation of all equipment and accessories
                         covered under this contract.


                         All the works indicated above are to be carried out complete in all respect on Turnkey
3.    Execution
                         basis within the specified time.

                         1.   The quantity of material required for these works has been described separately in
                              the Bill of Quantity (BOQ) annexed with this tender document.
      Bill of Quantity
4.                       2.   Quantities indicated in the BOQ are tentative. The actual quantities shall depend on
      (BOQ)
                              the actual site conditions. Therefore the contractor shall procure the material only
                              after ascertaining the revised bill of quantity, approved by the CEO. The payment
                              shall be made accordingly.

                          3. The additional quantity of items which are mentioned in BOQ shall be arranged by
                             the contractor at unit rates given in price schedule.

                          4. However some items which are not mentioned in BOQ, may be required essentially
                             to complete the works. These items shall also be arranged by the contractor and no
                             extra amount shall be made on this account.

                          1.   It will be mandatory of the bidders to conduct pre tender survey of the sites and for
                               that they should visit every proposed 33/11 KV Substation and other works site &
                               also see the tentative line routes to assess the quantum of work.

      & Site Visit        2.   To access the quantum of work before quoting the price bid, tenderer shall contact
                               respective Superintending Engineer/Executive Engineer of town who is designated
                               as Chief Executive Officer for R-APDRP.

                          1.   The contractor has to make his own arrangements for procurement, supply and use
                               of materials as per requirement.

                          2. In procurement of these items the contractor shall follows all regulations of the
                             UPPCL/UP govt. / Government of India in respect of import license etc., if he
                             chooses to procure these from imports.

6.    Material and
                               Further, the contractor shall be responsible for the payment of applicable duties

                               and taxes, port clearance, inland transportation etc.

                          3. Manufacturers test certificate for these materials shall be submitted and got
                             approved by Engineer of the contract, before utilization. The materials so supplied
                             by the contractor shall be guaranteed as per addenda/corrigenda of Form „ A‟.

                          1.   This being a Turnkey contract, successful installation, commissioning & integration
                               with existing system, of those equipment/accessories/material not specifically
                               mentioned in the specifications, shall be the responsibility of contractor. No extra
                               payment shall be made for these inherent works.

                          2.   He shall also supply all other associated equipment/ material/accessories not
                               specifically mentioned in this tender specification but are required for successful
                               and trouble free operation of the executed work as a whole. For that no extra
                               payment shall be made to the contractor.
7.    Accessories
                          3.   This also includes insulators, cross arms, hardware, jumpers, cable racks, GI
                               strips, junction boxes, lugs, clamps, connectors, earthing rods, hardware fittings,
                               angles and channels and all other unforeseen items whose prices are not indicated
                               in the price schedule.

                          4.   Contractor shall be supplying suitable size jumpers/ droppers/any other item,
                               needed for connecting equipments with existing equipments.

                          1.   The electrical equipments and materials required during erection should be of high
                               standard. Technical features of these equipments and materials must conform to
                               the technical specification given in this bidding document. Wherever the same is
                               not specified, it must conform to the relevant I.S for that material.
      Technical
8.                        2.   Materials conforming to other international standards, which ensure equal or higher

                               quality than the standards mentioned above, shall also be acceptable. In case the
                               bidders who wish to offer materials conforming to other standards, salient points of
                               difference between standards adopted and specific standards shall be clearly
                               brought out in the respective schedule. Four copies of such standards with
                               authentic English version shall be furnished along with the offer.

                           3.   Whenever a material or an article is specified or described by the name of a
                                particular brand, manufacturer or trade mark, the specific item shall be understood
                                as establishing type, function and quality desired. Products of other manufacturers
                                may also be considered, provided sufficient information is furnished, so as to
                                enable the owner to determine that the products are equivalent to those
                                mentioned.

                           4.   Materials supplied/used shall conform in all respects to the relevant Indian
                                Standard Specification with latest amendments there to.

                           5.   Installation work pertaining to equipment, cabling etc should be in accordance with
                                the applicable standards, safety codes etc.

                           The major equipments/material supplied by the contractor or its sub vendor has to be
                           got inspected and tested by the Engineers of the Corporation for its quality and quantity
                           before dispatch to the work site.

                           The contractor shall have to follow the procedures laid down with this tender
                           specification or any other procedure intimated later on.

                           Rest of the equipments/ materials shall be checked at site for dimensions, weights,
                           finish and quality. For this purpose the contractor shall have to provide general
                           measuring equipments like steel tape, vernier calipers, screw gauge, tong tester, earth
                           resistance tester, 2.5 KV meggar etc.

                           The following items shall be inspected/tested at the manufacturers premises before
                           dispatch:

                          The approaches to site of work, if necessary, shall have to be made by the contractor at
10.   Approaches          his own cost so as to get easy access for both personnel and equipments.

                          The Contractor has to make use of the water supply if available at any of the substation
                          site for construction purpose. However transport of water from the source to the working
                          area will be contractor‟s responsibility.
                          It is essential that the contractor shall prevent misuse of wastage of water at all time,
      Water And Power     failing which necessary charges will be collected from the contractor. In case, water is

      Supply              not available at site, the contractor has to make his own arrangement and any extra
                          claim on account of this will not be entertained.
                          Power required for construction will be made available on demand at one point for
                          which payment shall be made by the contractor.

                          1.    The contractor shall himself arrange all men & material, all constructional T & P
                                and any other material required for successful and speedy execution of the job
                                within the prescribed time
                          2.    All tools, welding equipment, crane, scaffolding, rigging materials, ladders,
                                consumables, hardware etc. required for installation shall be arranged by the

                          3.    The contractor shall provide experienced, technically qualified, and supervising
                                Engineers for supervision. The contractor shall engage only competent skilled
                                workers.
                          4.    The contractor shall observe strict adherence to the existing labour laws.

                          1.    It shall be the responsibility of the contractor to store, move/transport from
                                stores/storage yard etc., relevant items and accessories to the place of installation
                                wherever necessary he will assemble all parts of equipment. In accordance with
      Site Storage/
13.                             the specific installation instructions as directed by Site Engineer.
      Transportation
                          2.    The stores should be dismantled and site cleared after the work is completed

                          1.    The contractor shall be responsible for overall co-ordination with internal/external
                                agencies, project management, training of owner‟s manpower etc. as required.

14.   Co-ordination       2.    The supplier/ contractor shall open his office in that town and shall co- ordinate with
                                concerned authorities of respective DISCOM for all the matters pertaining to the
                                works.

                          1.    All the works covered under the scope of the tender shall be done in accordance
                                with the norms defined in urban construction manual of UPPCL, unless the same is
                                not specifically defined in the specification or with the provisions of Indian Electricity
                                Rules/Acts/Other Government Rules/Regulations as prevalent at the time of
                                execution of the job/work.

                          2.    Installation shall be carried out strictly in accordance with the approved drawings
      Erection, Testing         Modifications, if any, required to suit site conditions, shall be carried out only with
15.   and                       the prior approval of the Site Engineer. All such changes shall be incorporated in
      Commissioning             “As built” drawings to be furnished by the contractor.

                          3.    Responsibility for successful installation of other equipment accessories,
                                purchased but not mentioned specifically above, and their commissioning shall be
                                on contractor. For all such items the contractor shall be supplying all material and
                                equipment required to accomplish the job complete in all respect.

                   4.   Installation work pertaining to equipment, cabling etc should be in accordance with
                        the applicable standards, safety codes etc.

                   5.   The contractors shall themselves be responsible for timely arrangement/
                        procurement of all the raw materials required for the manufacture of all tendered
                        items by them/ their and / or by their vendors.

                   6.   While Repairing & Replacing the equipment, if any other equipment gets damaged
                        due to negligent handling of the contractor the same shall be replaced by the
                        contractor at his cost to the owner satisfaction.

                        He shall be responsible for dismantling of defective equipments, there proper
                        handling and shifting.

                        Also he shall hand over the old & dismantled equipments/ material to the
                        purchaser‟s local stores or other sites as per instructions of the CEO for which no
                        extra payment shall be made.

                   7.   All charges on account of damages/losses/claims/thefts etc. involved under the
                        conditions laid down above shall be borne by the contractor. It‟s cost shall be
                        recovered from his bills /security deposits /other assets.

                   8.   In order to avoid hazards to personnel moving around, the equipment such as
                        Transformer, Capacitor Banks, Switchgears etc. if required to be kept charged after
                        installation till their commissioning, shall be cordoned off by suitable barriers to
                        prevent accidental injury to personnel moving around.

                   9.   Where the equipments/ assemblies are supplied in more than one part, the
                        contractor shall make all necessary mechanical and electrical connections between
                        the sections. The contractor shall also do necessary adjustment in the alignments
                        required for its proper operation.

                   10. Care shall be taken in handling instruments relays and other delicate devices
                       where instruments and relays are supplied separately they shall be mounted only
                       after the associated switch gear/control panels are erected and aligned.

                   11. Precaution: The contractor shall exercise all possible care to avoid damage to
                       public utilities e.g. water/ sewage pipes telephone and power lines/cable already
                       existing. In case of any accidental damage during the work, the contractor shall be
                       responsible to repair/replace the same at his own cost, and shall ensure that the
                       purchaser is not put to any loss.

                   12. The contractor shall have to provide proper lighting, barricading, signboards etc. at
                       the work site as a necessary precautionary arrangement to avoid accident/
                       damage/ losses to the public /utilities/properties.

                   13. Site Solution: It may be possible due to some reasons or others that it would not
                       be possible to work as per the procedure. In such case/cases, the solution to the
                       problem shall be achieved by the CEO with the consultation of contractor, and the
                       contractor shall work as per procedure proposed by the CEO. Such cases shall in
                       variably be informed to the engineer of the contract for which no extra payments
                       shall be made.

                   14. Space Constraints: While executing the job it is quite possible that some of the
                       specified work may not be carried out due to space/land/ other technical constraints
                       etc. In such case the concerned MD of DISCOM], if required, may divert this work
                       at some other site or cancel the left over portions of work.

                   15. The contractor shall ensure that the equipment under erection as well as the work

                               area and the site are kept clean to the satisfaction of the Engineer. In case, the
                               Engineer is not satisfied about the cleanliness he will have the right to carry out the
                               cleaning operations and expenditure incurred in this regard will be to contractor‟s
                               account. Packing cases and packing materials shall be promptly cleared from sites.


                               The contractor shall also be responsible for constructing all the plinths &
                               foundations and other switchyard structures & equipments. In case of any
16.    Civil Works             modification required for these at existing 33/11 kV substation, the contractor shall
                               carry out the necessary work. The payment for all these activities shall be governed
                               by the price schedule under the head „ELECTRICAL WORKS‟.

                          1.   The complete work mentioned in the specification shall be completed within
                               completion period mentioned in Special Condition of Contract from the date of
                               awarding the contract.

                               The survey of each and every site of the work shall be completed within fifteen
                               days time by the contractor.

                          2.   The contractor shall estimate the actual quantities of equipments / material required
                               to complete the work to the full satisfaction of respective DISCOM and as per
                               Urban Construction manual of UPPCL and get it approved from the CEO.

                          3.   The contractor shall submit the „PERT‟ chart for complete execution of work at the
                               time of signing the contract agreement as per completion schedule of contract.

       Schedule of work        This PERT chart shall include all the activities such as design, engineering,
17.    completion/ PERT        approval of drawings and vendors, procurement, manufacturing, erection, testing

                          4.   After placements of the orders with the manufacturer, the delivery of equipments
                               should be so regulated that it is received at the site nearly 15 days prior to its
                               erection.

                          5.   The delivery of material/equipments being received at site, should be strictly
                               regulated with the schedule of its erection.

                          6.   The payment of material shall be justified by the CEO with the physical progress of
                               the corresponding work.

                          7.   Precaution should be taken, not to increase the inventory of the owner without
                               actually utilizing it at the site for a long time.

                        The drawing of earth mat, earthing system, the transformer plinths, the foundations of
                        all equipments & their support structure are to be approved by CEO and the
                        construction work shall be taken up by the contractor accordingly.

                        The layout and placement plan of equipments in switchyard and in the control room is to
                        be prepared by the contractor as per actual space available at site and also get it
                        approved by CEO.

                        1. Chemical Pipe earthings are generally used for earthing of equipments at 33/11 kV
                           substations.

                        2. Similar earthing will be used in station transformer.

                        3. All accessories associated with transformer and mounted away from the main tank
18.3   Earthing
                           shall be connected to the station – earthing grid at minimum two points.

                        4. Electrode earthing shall be connected with the substation earth mat.

                        1. Designing the earth mat of the switchyard including diameter of the MS Rod,
                           spacing of the rods etc so that the specified value of the ground resistance (as per
                           ISS/EEE) in no case exceeds 1 ohm.

                        2. Laying of proper earth mat at the switchyard as per UPPCL standard, providing
                           pipe & electrode type earthing, connecting of these earthing to the equipment e.g.
                           transformer, LA, CTs, PTs etc. as per standard practice shall be the responsibility of
                           the contractor.

                        3. The earth mat & earthing work shall include laying mesh, fabrication and driving of
                           2500 mm. long 32 mm diameter earth electrodes, connecting the same to the earth
                           mat points of all the equipments installed in the outdoor as well as indoor and the
                           fencing. All the jointing shall be done by electric arc welding.

                        4. The earth mat mesh made of M.S. Bar shall be laid crisscross as per standard
                           practice of RESSPO applicable to the particular site and as per directives of
                           representative of respective DISCOM.

                        5. The earth mat mesh should at least be 0.75 Mtr. below the make up ground plinth
                           level of switchyard. The earth electrodes shall have to be fabricated and driven into

18.4                       the ground upto its full length in the manner that its top, is at least 750 mm below the
       Switchyard
                           make up ground / plinth level. These electrodes shall be properly jointed with earth
                           mat mesh by way of electric arc welding.

                        6. All the structures of the equipments bus bar gantry and body of the
                           transformer shall be connected through M.S. G.I. strip and connected to the earth
                           mat mesh by electric arc welding.

                        7. This M.S./ G.I. strip shall have to be suitably shaped, bent and jointed as per
                           directive of site Engineer of respective DISCOM to give uniform shape above the
                           ground level.

                        8. The minimum length of contact of the earthing strip and the equipment /
                           structure should be 100 mm. in length.

                        9. The power transformer neutral shall be earthed through independent pipe in pipe
                           type earthing and also jointed independently with the earth mat through M.S./ G.I.
                           strip duly welded. These electrodes shall then be connected to independent M.S. /
                           G.I. strip riser over M.S. Angle Iron support duly grounded and connected to neutral
                           of the transformer through independent flexible copper bound of sufficient current
                           capacity. The angle and M.S./G.I. strip required for transformer neutral earthing shall

                            also be bent / welded in proper shape as per directive of the site Engineer.

                        10. Transformer tank shall be earthed at two places to the station-earthing grid.

                            The transformer neutral terminal shall be connected to the horizontal extension of
                            the vertically grouted galvanized M.S. steel angle through flexible copper bound
                            strip of adequate cross section and size.

                            The vertically grouted angle frame in turn shall be solidly connected & welded to two
                            pipe earth electrodes in the earth pit providing adequate level of earthing i.e.
                            earthing resistance below prescribed level.

                            All accessories associated with transformer and mounted away from the main tank
                            shall be connected to the station earthing grid at minimum two points.

                        11. The fencing shall also be connected with the main earth mat mesh by means of
                            M.S. / G.I. strips at an interval of 10 Mtrs. (Approx.). After making joints / welding,
                            each joint shall be protected by coating the weld with molten bitumen.

                        1. All the switchyard structures shall have to be fabricated as per RESSPO manual of
                           drawing or firms drawing approved by respective DISCOM.

                            If required, modification in the structure to match with the related equipment and
                            ground level shall have to be carried out by the contractor.

                            Any special structure if required, shall also be fabricated as per directive of the site
                            Engineer of RESPECTIVE DISCOM.
       Switchyard
18.5                        The fabrication includes cutting, bending, drilling and welding as per requirement
       Structure
                            and includes all associated incidental activities.

                            No extra payment shall be made for all such fabrication work.

                        2. The 11 KV cable joint support structure is to be fabricated by the contractor for
                           connecting the cable to the transformer terminals in case of 10 MVA transformers
                           this structure shall be designed to hold two nos. 3 X 300 Sq. mm. Size XLPE cable
                           with joints

                        1. 33kV main bus bar shall be of Panther conductor while the dropout jumper shall be
                           of Dog conductor.

                        2. The stringing and sagging of 3 Phase bus bar in the switchyard shall be done by the

                        3. ACSR panther conductor, all fittings, Tee, P.G. clamps insulators; stays are to be
                           arranged by him without any extra payment.

                        1. The suitable size of aluminum connectors/ Bi-metallic connectors shall be used for
                           making connection to the equipment terminals.

                        2. The surface of the clamps shall be smooth with all edges rounded off. The Tee &
                           P.G. connectors shall be conventional type extra heavy-duty class tested.

18.7   Connectors and

                           connector/ clamp while compensating for thermal expansion or grip and increased

                             5. An Oxidation inhibitor shall be applied to the surface thereby elimination of oxidation
                                of metallic surface.

                             6. The jumper T-clamp is required for connection of drop down type single conductor
                                jumpers to bus bars and equipment.

                             7. The normal current carrying capacity of clamp shall not be less than that specified in
                                the specification.

                             8. These connectors shall be used instead of the conventional PG and Tee clamp and
                                shall be installed by powder actuated tool using cartridges with valid explosive
                                license issued by Govt. of India /State Govt.

                             9. Clamps shall be corona free and shall carry an overload of at least 20% over the
                                rated current of 250 A.


                              All the steel structures shall be painted with Aluminium paint as per standard practice.
18.8    Painting
                              The earthing strips shall be painted with green enamel paint.


                              The battery and battery charger along with D.C. and A.C. distribution board are to be
        Battery & Battery     erected in the sub-station control room and are to be tested and commissioned.

        Charger
                              All A.C. and D.C. wiring for the same is to be done by the contractor.


                              All the control and switchgear panels are to be properly grouted, erected at the
                              prescribed locations in the control room as per approved layout.
        Control Panels and
18.10                         All the A.C. and D.C. connections are to be made complete in all respect.
        Switchgears
                              All the functions / system provided in these panels should be tested and
                              commissioned by the contractor.


                              The contractor shall be responsible to connect all protection and indicating devices of
                              the transformer the control / relay panel in the control room including assessment of
                              requirement of various size cables, supply and laying of required size standard make
                              copper control cables properly dressed and ferruled.
18.11   Control Cable
                              While carrying our settings of various protection schemes, contractor shall be
                              responsible for protecting cables against short circuits and earth fault etc. by suitably
                              designing & placing necessary protections.


                              The control cable trench and power cable trenches shall be constructed separately
                              providing proper cable racks.

        Control Cable         The control cable trenches shall be 300 mm. deep. It should be 150 mm. wide.
18.12
        Trench                These control cable trenches shall have cable-supporting racks made of M.S. strips.
                              These trenches shall be covered with welded frame type trench covers of 500-mm.
                              length. The size of control cable to be laid by the contractor shall be 2 core, 4 core and
                              6 core of minimum 2.5 sq. mm. cross section


        Power Cable &         The 33 KV and 11 KV 3 core XLPE power cable shall be governed by the detail

                           The terminations of XLPE power cable shall be properly jointed using standard make
                           heat shrink type termination kits which are to be supplied by the contractor himself.

                           Station transformer shall be supplied, erected and commissioned on the double pole
                           structure of 9.0 mtr. or on the plinth of 33/11 kV substation in switchyards.

                           The work includes supply & erection of 11/0.4 KV 63 kVA transformer, double pole,
                           channels, angles, GI pin with insulators, ladder frame, clamps with packing pieces,
                           nuts, bolts off size including all the materials and the grouting, plinthing, painting etc.
                           of double pole.

                           The transformer shall be energized through 11 kV 3x35 sq.mm. XLPE cable
        Station
18.14                      emanating from 11 kV station transformer panel. One outgoing cables of 3.5x70
        Transformer
                           sq.mm. shall be used to connect to AC distribution board. Other Ckts. As required
                           shall be taken from there.

                           The cost of all the above mentioned work shall be covered under the relevant column
                           of the price schedule.

                           Installation of 11 kV TPMO & DO fuse set shall be made, as per the prices quoted for
                           these items in the price schedule.


                           The construction of main control room building is also included in the scope of work
                           under this tender. The control room building shall be constructed as per norm of
                           respective DISCOM. The land for switchyard shall be made available by respective
                           DISCOM. The contractor shall be responsible for carrying out civil work in respect of

                          The control room and the switchyard are to be illuminated adequately to have clear
                          visibility at every point.
                          1. The switchyard and control room lighting shall be governed by detailed technical
                              specification given in the tender document.

                          2. Contractor shall be responsible for calculating the number and type of light fittings
                             required for achieving sufficient visibility after taking control room and switchyard
                             size in consideration. The number and type of fittings shall be decided based on the
                             switchyard area to be illuminated in consultation with Purchaser.

18.16   Lighting          3. Contractor shall be responsible for supplying light fittings and fixtures, laying and
                             terminating of the suitable power cable from the distribution board to the respective
                             light fittings.

                          4. In case a junction box is to be installed in the switchyard, its supply, erection
                             including terminal blocks shall be to contractor's account.

                          5. In control room, the illumination fittings and fixtures shall be so located that sufficient
                             illumination is available in and around C&R panels.
                          6. The concerned CEO has discretion to divert some of the lighting fixtures to other
                             substation site if so required. The contractor shall execute the work accordingly.


18.17   Substation T& P    Supply of the following set of T&P (ISI marked if applicable) at each of the 33/11 KV
                           substations mentioned in BOQ: One sample of these T&P shall be submitted before

                              All the equipments in the yard and control room, including oil filled equipments, are to
                              be protected by portable fire extinguishers. These fire extinguishers are to be put at
                              appropriate locations in and around control room and switchyard at specified
                              locations. The quantities of portable CO2 and DCP type fire extinguisher to be

                                     The number of items and places where the equipment need to be installed are only
                                     tentative and are given in BOQ.

                               4. Matching of alignment and positioning of the new equipments with the substation
                                  layout so that they may not foul with other structure.

                               5. Re-orientation of Bus Bar.

                               6. All the connections to bare conductor bus bar, as per requirement, including
                                  necessary clamps and connectors and their fixing / erection.
                               7. Supply of suitable size jumpers/droppers needed for connecting the equipment with
                                  existing equipments in the bay.
                               8. Proper earthing of all the equipments and their support structure and connecting
                                  them to the main earth mat so as to meet overall safety criterion.

GENERAL SPECIFICATION FOR CONSTRUCTION OF

                               Right of way and necessary way leave clearance shall be arranged by the contractor

                               At all important road crossing the poles shall be fitted with Disc type insulator but the
                               ground clearance at the roads under maximum temperature and in still air shall be

                               conductor from the road surface will be as per IE rules1956 as amended from time to
                               time and proper cradle guarding to be provided across the road.


                               At the time of route survey, the railway crossings shall be finalized as per the
                               regulation laid down by the Railway Authorities. The following are the important
                               features of the prevailing regulations (revised in 1987):

                                     (i)   The crossing shall normally be at right angle to the railway track.

                                           station, traction sub- station or a track cabin location in an electrified area.

                               The approval for crossing railway track shall be obtained by the Contractor from the
                               Railway Authority on behalf of respective DISCOM. The letter to this regard shall be
                               obtained by the Contractor from officer concerned of respective DISCOM and
                               expenditure thereof will be paid by the contractor.

      Power Line Crossing      Where line is to cross over another line of the same voltage or lower voltage.

                              All the works related to the above proposal shall be deemed to be included in the
                              scope of the contract except in case, if modifications are required in the line below or
                              above, the line being crossed. In such cases, work shall be done on the conditions
                              agreed upon.

                              The angle of crossing shall be as near to 90 degree as possible. However, deviation
                              to the extent of 30 degree may be permitted under exceptionally difficult situations.

                              Also, in the crossing span, power line support will be as near the telecommunications
                              lines as possible, to obtain increased vertical clearance between the wires.

                              When the angle of crossing has to the below 60 degree the matter will referred to the
                              authority in charge of the telecommunication system. The contractor shall obtain the
                              letter from of respective DISCOM and permission of telecommunication authority shall
                              be obtained by the contractor on behalf of respective DISCOM.

                              Methods ensuring that normal services may not be interrupted nor damage caused to
                              property shall be used during stringing operations, where roads, channels,
                              telecommunication lines, power lines and railway lines have to be crossed.

                              However shut down shall be obtained when working at crossings of overhead power
                              lines.

                              1.    While constructing the 33 & 11 kV lines on roadside having inadequate electrical
                                    clearances between pole & buildings the feasibility of fixing projected bracket
                                    fabricated by suitable size of M.S. Angle & Channel with its supporting bracing on
                                    the existing poles may be explored. In case it becomes feasible, the line may be
                                    erected on fittings & insulators to be fitted on such brackets.
                                   The cost of these brackets shall be charged as per the prices quoted in the
                                   relevant column of price schedule.
      Clearance from

                                mixture of 1:4:8 (by volume). The size of the pole plinth is kept as 450x450 mm

                                portion of the concreting shall be 450 mm x 450 mm x depth of plantation of
                                support.

                             7. Every pole of new line is to be properly grouted by the contractor and plinth be
                                made around it as per as per UPPCL norms. All the fittings, cross arms,
                                insulators and stays are to be properly fitted/ erected by the contractor.


                             Pin Insulators shall be used on all poles and disc Insulator on angle and dead end
                             poles. Damaged insulators and fittings, if any, shall not be used. Prior to fixing, all
                             insulators shall be cleaned in a manner that will not spoil, injure or scratch the surface
10.   Insulator Fixing
                             of the insulator, but in no case shall any oil be used for that purpose. Torque wrench
                             shall be used for fixing various line materials and components, such as suspension
                             clamp for conductor, whenever required.

                             1. Each and every pole of the new 33/11 kV line and every third pole of LT line shall
                                be properly earthed by the contractor by constructing electrode type earthing
                                using 5 mm GI wire and 2500mmx20 mm dia MS earthing rod.
      Earthing

                             2. The cost of the same shall be included in the price quoted for poles/supports as
                                per standard practice of UPPCL. Detailed drawing no. DD&SO-27 are enclosed.

                             1.    Stringing and sagging of the conductor and earth wires shall be done properly by
                                   the contractor so that all poles remain erected vertically and no insulator is tilted.
                                   Proper binding of conductor on the insulators and proper tightening of the nut
                                   bolts of the cross arms, bracings, guarding angle and clamps must be ensured
                                   by the contractor.

                             2.    It Includes spreading of conductors without any damage and stringing with proper
                                   tension without any kinks/damage including binding of conductor at pin points,
                                   jumpering at cut points etc.
12.   Stringing
                             3.    The stringing of the conductor shall be done by the standard stringing method.

                             4.    The contractor will discuss with the concerned CEO/SE (D), EUDC-EDC for the
                                   stringing methods he proposes to follow and obtain their consent to startup the
                                   work.

                             5.    Conductors or earth wires shall not be allowed to hang in the stringing blocks for
                                   more than 96 hours before being pulled to the specified sag.

                             1.    Conductor and earth wire accessories shall be installed by the contractor /
                                   earthwire clamping. While installing the conductor as per the design requirement

                                     that no damage occurs to any part of the accessories or of the conductors.


                              1. The contractor shall be entirely responsible for any damage to the pole or
                                 conductors during stringing. The conductors shall be run out of the drums from the
                                 top in order to avoid damage.

                              2. A suitable braking device shall be provided to avoid damaging, loose running out
                                 and kinking of the conductors. Care shall be taken that the conductors do not
                                 touch and rub against the ground or objects, which could scratch or damage the

                              3. The sequence of running out shall be from the top to down. i.e. the top conductor
                                 shall be run out first, followed in succession by the side conductors. Unbalanced
                                 loads on poles shall be avoided as far as possible. Wherever applicable, inner
                                 phase of line conductors shall be strung before the stringing of the outer phases is
                                 taken up.

      Handling Of Conductor   4. When lines being erected run parallel to existing energized power lines, the

                                 coupling in the pulling wire, conductors and earth wire during stringing operation.

                                 from potentially dangerous voltage build up due to distant electrical storms.

                              6. The conductor shall be continuously observed for loose or broken strands or any
                                 other damage during the running out operations.

                              7. Repair to conductors, if necessary, shall be carried out with repair sleeves.

                              8. Repairing of the conductor surface shall be carried out only in case of minor
                                 damage, scuff marks, etc,
                              9. The final conductor surface shall be clean, smooth and free from projections,
                                 sharp points, cuts, abrasions etc.

                                 place when the stringing operations are stopped. These coils are to be removed
                                 carefully, and if another length is required to be run out, a proper joint shall be
                                 made.

                              2. Conductor joints shall not crack or otherwise be susceptible to damage in the
                                 stringing operation. The Contractor shall use only such equipment /method s
                                 during conductor stringing which ensure complete compliance in this regard.
16.   Jointing
                              3. All the joints on the conductor and earthwire shall be of the compression type, for
                                 which all necessary tools and equipment like compressors, dies, etc. shall be
                                 obtained by the Contractor. Each part of the joint shall be cleaned by wire brush
                                 till it is free of rust of dirt, etc, and be properly greased with anti corrosive
                                 compound. If required and as recommended by the manufacture, before the final
                                 compression is carried out with the compressors.

                              4. All the joints shall be made at least 30 meters away from the pole.
                                 No joints or splices shall be made in spans crossing over main roads, railways and
                                 small river spans. Not more than one joint per conductor per span shall be
                                 allowed. The compression type fittings shall be of the self-centering type, care
                                 shall be taken to mark the conductor to indicate when the fitting is centered
                                 properly.

                                   During compression or splicing operation: The conductor shall be handled in such
                                   a manner as to prevent lateral or vertical bearing against the dies. After
                                   compressing the joint the aluminum sleeve shall have all corners rounded, burns
                                   and sharp edges removed and smoothened.

                              5. During stringing of conductor to avoid any damage to the joints the contractor
                                 shall used suitable protector for mid span compression joints in case they are to
                                 the passed over pulley blocks aerial roller. The pulley groove size shall be such
                                 that the joint along with protection can be passed over it smoothly.

                              1. The tensioning and sagging shall be done in accordance with the approved work
                                 programme by CEO/SE (D), EUDC-EDC.

                                   The conductors shall be pulled up to the desired sag and left in running blocks for
                                   at least one hour after which the sag shall be rechecked and adjusted, if
                                   necessary, before transferring the conductors from the running block to the
                                   suspension clamps.

                              2. The sag will be checked in the first and the last section span for section upto eight
                                 spans, and in one additional intermediate span for section with more than eight

                              3. At sharp vertical angle, conductor and earthwire sags and tensions shall be
                                 checked for quality on both sides of the angle and running blocks. The suspension
                                 insulators assemblies will normally assumed verticality when the conductor is
                                 clamped.

                              4. Tensioning and sagging operation shall be carried out in calm weather when rapid
                                 changes in temperature or not likely to occur.

                              1.    Clipping of the conductor into position shall be done in accordance with the
                                    manufacturer's recommendations.

                              2.    Jumper at section and angle poles shall be formed to parabola shape to ensure

                                     throughout the crossing.

                                    Guarding shall be erected with ground & line clearance as per the I.E. rules.

      11kV Guarding             2. Guarding across the road crossing/electric lines/telecommunication line (as

                                    Guarding shall be erected with ground & line clearance as per the I.E. rules.

                                After completion of the works, final checking of the line shall be carried out by the
                                contractor to ensure that all foundation works, pole erection and stringing have been
                                done strictly according to the specifications and as approved by the concerned
                                CEO/SE(D), EUDC-EDC.

                                All the works shall be thoroughly inspected in order to ensure that.
                                a. Sufficient backfield earth covers each foundation pit and is adequately compacted:
                                b. All poles are used strictly according to final approved drawing and are free of any
                                     defect or damage whatsoever.
      Final Checking, Testing   c. The stringing of the conductors and earth wire has been done as per the approved

                                g. The insulation of the line as a whole is tested by the contractor through provision
                                     of his own equipment, labour etc, to the satisfaction of the Owner;
                                h. All poles are properly grouted.
                                i. The line is tested satisfactorily for commissioning purpose.

                                All dismantled material e.g. conductor, insulator, poles etc. requires proper handing
                                and stacking. Dismantled conductor must be re-rolled on the wooden drums to avoid
                                any damages. All such dismantled materials may be safely transported to respective

DETAILS OF OVERHEAD LINE MATERIALS

                           1. The 33 kV line shall normally be constructed on pin insulators and 11 m long Steel
                              Tubular Poles (410-SP-55)/ 9m. long PCC poles using ACSR Dog conductor.

                           2. In some cases 33kV line shall be constructed on suspension insulators on 13 m.
                              STP (SP-72) using ACSR Panther conductor for which cross arms of M.S. channel
                              125x65 mm shall be used.

                           3. However every road crossing shall essentially be done on 13 mt. long STP (SP-72)
                              poles in case the line is constructed on 11 m ST poles & on 11m STP in case the
                              line is constructed on PCC pole

                           11kV:
                              11kV line shall normally be constructed on 11 mtr. long steel poles (410- SP-55) or
                              9/8.5 mtr. long PCC pole

                           1.    Adequate number of stays shall have to be provided on the angle support, section
                                 and terminal supports to balance the sideward pull.

                           2.    For that stay sets or strut stays as suitable shall have to be provided by the
                                 contractor as per standard norms of respective DISCOM.

                           3.    The stay sets shall comprise GI stay rod, GI anchor plate, stay wire, turn buckles,
                                 break insulators and stay clamps.
2.    Stay Sets
                           4.    Stay of size 20x1800 mm with 7/4.0 mm GSS stay wire shall be used in 33 KV
                                 lines supports wherever required.

                           5.    Stay of size 16x1800 mm with 7/3.15 mm GSS stay wire shall be used in 11 KV
                                 lines supports wherever required.

                           6.    G.S.S. wires shall comply for solid wire (as per I.S.)


                           1. The wire shall be drawn from mild steel rods. The general requirement relating to
                              G.I. wire shall be laid down in latest version.

                           2. The size of G.I. Wire shall be 5 mm and 3.15 mm with tolerance of ±2.5% and
                              tensile strength of 32-55 kgf/mm2. The wires shall be galvanized with heavy
                              coating as per IS: 4826.
3.    G.S.S Wires
                           3. The wire shall be circular and free from side irregularities, imperfection, flaws,
                              splits and other detects. The zinc coating shall conform to heavy coating as laid
                              down in latest version of IS: 4826 and shall be smooth, even and bright.

                           4. The stranded wire shall be of grade. „A‟ having minimum tensile strength of 70 Kgf/
                              mm2. The specific technical particulars of G.S.S. wire arc:


                                G.I. stay rod of size 1800 x 20 mm with stay wire 7/4 mm should be provided on 33
                                KV line supports whereas GI stay rod at size 1800 x 16 mm with stay wire 7/3.15

                                to IS: 226 with latest amendments.

                                    For installation of a stay, excavation of hole site should be so selected that the
                                    distance of hole from support should be such that when the stay is set, it should
                                    have the correct inclination. After digging the hole, stay rod should be placed in
                                    position and concreting in the bottom should be carried out. The size of the
                                    concreting is kept as 600 x 600 mm and height 300 mm. The cement concreting
                                    should be done in the ratio of 1:4:8.
                                    The ramming of this earth must be well done thereafter. In setting stay rod, the
                                    whole threaded portion of the plus 12 cm should produce through the ground.

                               1.     Turn buckle with eye bolts for 33 KV /11KV line conforming to the following.

                               2.     One no of turn buckle made out of 22 mm dia G.I. rod and 75 x 75 x6 mm M.S
                                      angle.

5.    Turn Buckle              3.     One eye bolt made of 22 mm dia G.I. rod with 40 mm inner dia. eye to eye
                                      threaded upto 300 mm length from the other side.

                               4.     Two nos. GI nuts suitable for the threaded portion of eye bolt material
                                      specification IS-226/77 (tested quality).


                               1. Prescribed size of conductor shall be used to construct 3 phase 3 wire 33 kV
                                  lines. in case of 33kV line, are generally ACSR Dog and Panther.

6.    Conductor                2.     Prescribed size of conductor shall be used to construct 3 phase 3 wire 11 kV
                                      lines. In case of 11kV, ACSR Dog/Raccoon conductor are used for main lines and
                                      ACSR Weasel/Rabbit conductor for the tapping lines meant for feeding the DT
                                      substations.

                               1. The steel V-type cross arm of MS channel 100x50x6 mm shall be used for 33 KV
                                  line on Dog conductor and 11 KV line on Raccoon & Dog Conductor.

General technical specification for construction

  • 1. GENERAL TECHNICAL SPECIFICATION FOR CONSTRUCTION Sl. Particular Detail No. R-APDRP is a Govt. of India initiative to renovate and modernize the electricity power 1. Introduction distribution system of urban India in order to reduce the AT&C losses and improve the quality of power supply to the consumer. Details of the works involved Supply, transit storage, erection, testing, commissioning of all major and minor equipments: 1. 33 kV sub-station • New 33/11 kV Sub Stations. • Augmentation of capacity by replacing the old or by providing additional power transformer at existing 33/11 kV Sub Stations. • R & M of existing 33/11KV substations. • Installation of Capacitor Banks at 33/11 KV Sub Stations. 2. 33kV Line • New overhead lines and underground cables. • Bifurcation and Reconductoring of existing lines. 3. 11/0.433 kV sub-station • New 11 kV Sub Stations. • Augmentation of existing transformers. • R & M of existing 11 KV sub stations. 2. Scope of work 4. 11kV Line • New overhead lines and underground and overhead cables. • Bifurcation and Reconductoring of existing lines. 5. LT Line • New lines from distribution transformers. • Extension of existing lines. • Reconductoring and strengthening of existing lines. 6. Aerial Bunched Cable • Installation of Aerial Bunched Cables in populated areas. 7. Capacitor Banks • Installation of capacitor banks. 8. Trolley Mounted transformers. • Assembly and supply. The scope shall cover complete installation of all equipment and accessories covered under this contract. All the works indicated above are to be carried out complete in all respect on Turnkey 3. Execution basis within the specified time. 1. The quantity of material required for these works has been described separately in the Bill of Quantity (BOQ) annexed with this tender document. Bill of Quantity 4. 2. Quantities indicated in the BOQ are tentative. The actual quantities shall depend on (BOQ) the actual site conditions. Therefore the contractor shall procure the material only after ascertaining the revised bill of quantity, approved by the CEO. The payment shall be made accordingly. Page | 1
  • 2. Sl. Particular Detail No. 3. The additional quantity of items which are mentioned in BOQ shall be arranged by the contractor at unit rates given in price schedule. 4. However some items which are not mentioned in BOQ, may be required essentially to complete the works. These items shall also be arranged by the contractor and no extra amount shall be made on this account. 1. It will be mandatory of the bidders to conduct pre tender survey of the sites and for that they should visit every proposed 33/11 KV Substation and other works site & also see the tentative line routes to assess the quantum of work. Pre Tender Survey 5. & Site Visit 2. To access the quantum of work before quoting the price bid, tenderer shall contact respective Superintending Engineer/Executive Engineer of town who is designated as Chief Executive Officer for R-APDRP. 1. The contractor has to make his own arrangements for procurement, supply and use of materials as per requirement. 2. In procurement of these items the contractor shall follows all regulations of the UPPCL/UP govt. / Government of India in respect of import license etc., if he chooses to procure these from imports. Procurement of 6. Material and Further, the contractor shall be responsible for the payment of applicable duties Equipment and taxes, port clearance, inland transportation etc. 3. Manufacturers test certificate for these materials shall be submitted and got approved by Engineer of the contract, before utilization. The materials so supplied by the contractor shall be guaranteed as per addenda/corrigenda of Form „ A‟. 1. This being a Turnkey contract, successful installation, commissioning & integration with existing system, of those equipment/accessories/material not specifically mentioned in the specifications, shall be the responsibility of contractor. No extra payment shall be made for these inherent works. 2. He shall also supply all other associated equipment/ material/accessories not specifically mentioned in this tender specification but are required for successful and trouble free operation of the executed work as a whole. For that no extra payment shall be made to the contractor. 7. Accessories 3. This also includes insulators, cross arms, hardware, jumpers, cable racks, GI strips, junction boxes, lugs, clamps, connectors, earthing rods, hardware fittings, angles and channels and all other unforeseen items whose prices are not indicated in the price schedule. 4. Contractor shall be supplying suitable size jumpers/ droppers/any other item, needed for connecting equipments with existing equipments. 1. The electrical equipments and materials required during erection should be of high standard. Technical features of these equipments and materials must conform to the technical specification given in this bidding document. Wherever the same is not specified, it must conform to the relevant I.S for that material. Technical 8. 2. Materials conforming to other international standards, which ensure equal or higher Standards quality than the standards mentioned above, shall also be acceptable. In case the bidders who wish to offer materials conforming to other standards, salient points of difference between standards adopted and specific standards shall be clearly brought out in the respective schedule. Four copies of such standards with authentic English version shall be furnished along with the offer. Page | 2

Whenever a material or an article is specified or described by the name of a particular brand, manufacturer or trade mark, the specific item shall be understood as establishing type, function and quality desired. Products of other manufacturers may also be considered, provided sufficient information is furnished, so as to enable the owner to determine that the products are equivalent to those mentioned. 4. Materials supplied/used shall conform in all respects to the relevant Indian Standard Specification with latest amendments there to. Title IS No. 1. Cement IS 269 2. Steel IS 6003/1970 3. Fasteners IS 6639/1972 4. Concrete mix IS 1343 5. RCC IS 456 6. Cable laying and jointing IS 1255 5. Installation work pertaining to equipment, cabling etc should be in accordance with the applicable standards, safety codes etc. The major equipments/material supplied by the contractor or its sub vendor has to be got inspected and tested by the Engineers of the Corporation for its quality and quantity before dispatch to the work site. The contractor shall have to follow the procedures laid down with this tender specification or any other procedure intimated later on. Rest of the equipments/ materials shall be checked at site for dimensions, weights, finish and quality. For this purpose the contractor shall have to provide general measuring equipments like steel tape, vernier calipers, screw gauge, tong tester, earth resistance tester, 2.5 KV meggar etc. The following items shall be inspected/tested at the manufacturers premises before dispatch: 1) Transformers 2) 33 kV Lightening Arrestors 3) 33 kV VCB Quality Assurance, 4) 33 kV control panels 9. Inspection & 5) 11 kV VCB panels Testing (QA&I) 6) 33 kV CT 7) 33 kV PT 8) 33 kV Isolators 9) All types of power cables 10) TPMO 11) D.O. fuse set 12) Distribution Pillar Box 13) TVMs 14) Aerial Bunched conductors 15) ST Poles 16) Conductors 17) Transformer trolley & connecting system 18) Battery & Battery Charger 19) 11 kV Capacitor Banks & panels 20) Metering Cubicles 21) 11 kV outdoor type combined CT- PT metering unit with meter box. 22) GI & GSS wire 23) Distribution Boxes/Kiosks used for tapping the connection from Aerial Bunched Page | 3

Particular Detail No. conductor. 24) LT Distribution Pillar Boxes and fuses 25) All other items required for completion of work The approaches to site of work, if necessary, shall have to be made by the contractor at 10. Approaches his own cost so as to get easy access for both personnel and equipments. The Contractor has to make use of the water supply if available at any of the substation site for construction purpose. However transport of water from the source to the working area will be contractor‟s responsibility. It is essential that the contractor shall prevent misuse of wastage of water at all time, Water And Power failing which necessary charges will be collected from the contractor. In case, water is 11. Supply not available at site, the contractor has to make his own arrangement and any extra claim on account of this will not be entertained. Power required for construction will be made available on demand at one point for which payment shall be made by the contractor. 1. The contractor shall himself arrange all men & material, all constructional T & P and any other material required for successful and speedy execution of the job within the prescribed time 2. All tools, welding equipment, crane, scaffolding, rigging materials, ladders, consumables, hardware etc. required for installation shall be arranged by the Men, Material & 12. contractor. T&P 3. The contractor shall provide experienced, technically qualified, and supervising Engineers for supervision. The contractor shall engage only competent skilled workers. 4. The contractor shall observe strict adherence to the existing labour laws. 1. It shall be the responsibility of the contractor to store, move/transport from stores/storage yard etc., relevant items and accessories to the place of installation wherever necessary he will assemble all parts of equipment. In accordance with Site Storage/ 13. the specific installation instructions as directed by Site Engineer. Transportation 2. The stores should be dismantled and site cleared after the work is completed 1. The contractor shall be responsible for overall co-ordination with internal/external agencies, project management, training of owner‟s manpower etc. as required. 14. Co-ordination 2. The supplier/ contractor shall open his office in that town and shall co- ordinate with concerned authorities of respective DISCOM for all the matters pertaining to the works. 1. All the works covered under the scope of the tender shall be done in accordance with the norms defined in urban construction manual of UPPCL, unless the same is not specifically defined in the specification or with the provisions of Indian Electricity Rules/Acts/Other Government Rules/Regulations as prevalent at the time of execution of the job/work. 2. Installation shall be carried out strictly in accordance with the approved drawings Erection, Testing Modifications, if any, required to suit site conditions, shall be carried out only with 15. and the prior approval of the Site Engineer. All such changes shall be incorporated in Commissioning “As built” drawings to be furnished by the contractor. 3. Responsibility for successful installation of other equipment accessories, purchased but not mentioned specifically above, and their commissioning shall be on contractor. For all such items the contractor shall be supplying all material and equipment required to accomplish the job complete in all respect. Page | 4
  • 5. Sl. Particular Detail No. 4. Installation work pertaining to equipment, cabling etc should be in accordance with the applicable standards, safety codes etc. 5. The contractors shall themselves be responsible for timely arrangement/ procurement of all the raw materials required for the manufacture of all tendered items by them/ their and / or by their vendors. 6. While Repairing & Replacing the equipment, if any other equipment gets damaged due to negligent handling of the contractor the same shall be replaced by the contractor at his cost to the owner satisfaction. He shall be responsible for dismantling of defective equipments, there proper handling and shifting. Also he shall hand over the old & dismantled equipments/ material to the purchaser‟s local stores or other sites as per instructions of the CEO for which no extra payment shall be made. 7. All charges on account of damages/losses/claims/thefts etc. involved under the conditions laid down above shall be borne by the contractor. It‟s cost shall be recovered from his bills /security deposits /other assets. 8. In order to avoid hazards to personnel moving around, the equipment such as Transformer, Capacitor Banks, Switchgears etc. if required to be kept charged after installation till their commissioning, shall be cordoned off by suitable barriers to prevent accidental injury to personnel moving around. 9. Where the equipments/ assemblies are supplied in more than one part, the contractor shall make all necessary mechanical and electrical connections between the sections. The contractor shall also do necessary adjustment in the alignments required for its proper operation. 10. Care shall be taken in handling instruments relays and other delicate devices where instruments and relays are supplied separately they shall be mounted only after the associated switch gear/control panels are erected and aligned. 11. Precaution: The contractor shall exercise all possible care to avoid damage to public utilities e.g. water/ sewage pipes telephone and power lines/cable already existing. In case of any accidental damage during the work, the contractor shall be responsible to repair/replace the same at his own cost, and shall ensure that the purchaser is not put to any loss. 12. The contractor shall have to provide proper lighting, barricading, signboards etc. at the work site as a necessary precautionary arrangement to avoid accident/ damage/ losses to the public /utilities/properties. 13. Site Solution: It may be possible due to some reasons or others that it would not be possible to work as per the procedure. In such case/cases, the solution to the problem shall be achieved by the CEO with the consultation of contractor, and the contractor shall work as per procedure proposed by the CEO. Such cases shall in variably be informed to the engineer of the contract for which no extra payments shall be made. 14. Space Constraints: While executing the job it is quite possible that some of the specified work may not be carried out due to space/land/ other technical constraints etc. In such case the concerned MD of DISCOM], if required, may divert this work at some other site or cancel the left over portions of work. 15. The contractor shall ensure that the equipment under erection as well as the work Page | 5

In case, the Engineer is not satisfied about the cleanliness he will have the right to carry out the cleaning operations and expenditure incurred in this regard will be to contractor‟s account. Packing cases and packing materials shall be promptly cleared from sites. The contractor shall also be responsible for constructing all the plinths & foundations and other switchyard structures & equipments. In case of any 16. Civil Works modification required for these at existing 33/11 kV substation, the contractor shall carry out the necessary work. The payment for all these activities shall be governed by the price schedule under the head „ELECTRICAL WORKS‟. 1. The complete work mentioned in the specification shall be completed within completion period mentioned in Special Condition of Contract from the date of awarding the contract. The survey of each and every site of the work shall be completed within fifteen days time by the contractor. 2. The contractor shall estimate the actual quantities of equipments / material required to complete the work to the full satisfaction of respective DISCOM and as per Urban Construction manual of UPPCL and get it approved from the CEO. 3. The contractor shall submit the „PERT‟ chart for complete execution of work at the time of signing the contract agreement as per completion schedule of contract. Schedule of work This PERT chart shall include all the activities such as design, engineering, 17. completion/ PERT approval of drawings and vendors, procurement, manufacturing, erection, testing Chart/Bar Chart and commissioning. 4. After placements of the orders with the manufacturer, the delivery of equipments should be so regulated that it is received at the site nearly 15 days prior to its erection. 5. The delivery of material/equipments being received at site, should be strictly regulated with the schedule of its erection. 6. The payment of material shall be justified by the CEO with the physical progress of the corresponding work. 7. Precaution should be taken, not to increase the inventory of the owner without actually utilizing it at the site for a long time. Sl. Particular Detail No. 18. 33kV Sub-station New 33/11kV Sub-station Design, engineering, supply, transit storage, supply, erection, testing, commissioning of 18.1 Scope all equipments of a new 33kV sub-station of specified capacity on turnkey basis. All the equipment described, various technical specifications annexed hereafter shall Drawings and have to be erected as per layout plan & drawing to be submitted by the contractor and 18.2 Layout Plan duly approved by the CEO. Particular Detail No. The drawing of earth mat, earthing system, the transformer plinths, the foundations of all equipments & their support structure are to be approved by CEO and the construction work shall be taken up by the contractor accordingly. The layout and placement plan of equipments in switchyard and in the control room is to be prepared by the contractor as per actual space available at site and also get it approved by CEO. 1. Chemical Pipe earthings are generally used for earthing of equipments at 33/11 kV substations. 2. Similar earthing will be used in station transformer. 3. All accessories associated with transformer and mounted away from the main tank 18.3 Earthing shall be connected to the station – earthing grid at minimum two points. 4. Electrode earthing shall be connected with the substation earth mat. 1. Designing the earth mat of the switchyard including diameter of the MS Rod, spacing of the rods etc so that the specified value of the ground resistance (as per ISS/EEE) in no case exceeds 1 ohm. 2. Laying of proper earth mat at the switchyard as per UPPCL standard, providing pipe & electrode type earthing, connecting of these earthing to the equipment e.g. transformer, LA, CTs, PTs etc. as per standard practice shall be the responsibility of the contractor. 3. The earth mat & earthing work shall include laying mesh, fabrication and driving of 2500 mm. long 32 mm diameter earth electrodes, connecting the same to the earth mat points of all the equipments installed in the outdoor as well as indoor and the fencing. All the jointing shall be done by electric arc welding. 4. The earth mat mesh made of M.S. Bar shall be laid crisscross as per standard practice of RESSPO applicable to the particular site and as per directives of representative of respective DISCOM. 5. The earth mat mesh should at least be 0.75 Mtr. below the make up ground plinth level of switchyard. The earth electrodes shall have to be fabricated and driven into Earthing 18.4 the ground upto its full length in the manner that its top, is at least 750 mm below the Switchyard make up ground / plinth level. These electrodes shall be properly jointed with earth mat mesh by way of electric arc welding. 6. All the structures of the equipments bus bar gantry and body of the transformer shall be connected through M.S. G.I. strip and connected to the earth mat mesh by electric arc welding. 7. This M.S./ G.I. strip shall have to be suitably shaped, bent and jointed as per directive of site Engineer of respective DISCOM to give uniform shape above the ground level. 8. The minimum length of contact of the earthing strip and the equipment / structure should be 100 mm. in length. 9. The power transformer neutral shall be earthed through independent pipe in pipe type earthing and also jointed independently with the earth mat through M.S./ G.I. strip duly welded. These electrodes shall then be connected to independent M.S. / G.I. strip riser over M.S. Angle Iron support duly grounded and connected to neutral of the transformer through independent flexible copper bound of sufficient current capacity. The angle and M.S./G.I. strip required for transformer neutral earthing shall Page | 7
  • 8. Sl. Particular Detail No. also be bent / welded in proper shape as per directive of the site Engineer. 10. Transformer tank shall be earthed at two places to the station-earthing grid. The transformer neutral terminal shall be connected to the horizontal extension of the vertically grouted galvanized M.S. steel angle through flexible copper bound strip of adequate cross section and size. The vertically grouted angle frame in turn shall be solidly connected & welded to two pipe earth electrodes in the earth pit providing adequate level of earthing i.e. earthing resistance below prescribed level. All accessories associated with transformer and mounted away from the main tank shall be connected to the station earthing grid at minimum two points. 11. The fencing shall also be connected with the main earth mat mesh by means of M.S. / G.I. strips at an interval of 10 Mtrs. (Approx.). After making joints / welding, each joint shall be protected by coating the weld with molten bitumen. 1. All the switchyard structures shall have to be fabricated as per RESSPO manual of drawing or firms drawing approved by respective DISCOM. If required, modification in the structure to match with the related equipment and ground level shall have to be carried out by the contractor. Any special structure if required, shall also be fabricated as per directive of the site Engineer of RESPECTIVE DISCOM. Switchyard 18.5 The fabrication includes cutting, bending, drilling and welding as per requirement Structure and includes all associated incidental activities. No extra payment shall be made for all such fabrication work. 2. The 11 KV cable joint support structure is to be fabricated by the contractor for connecting the cable to the transformer terminals in case of 10 MVA transformers this structure shall be designed to hold two nos. 3 X 300 Sq. mm. Size XLPE cable with joints 1. 33kV main bus bar shall be of Panther conductor while the dropout jumper shall be of Dog conductor. 2. The stringing and sagging of 3 Phase bus bar in the switchyard shall be done by the 18.6 33kV BUS BAR contractor as per approved drawing. 3. ACSR panther conductor, all fittings, Tee, P.G. clamps insulators; stays are to be arranged by him without any extra payment. 1. The suitable size of aluminum connectors/ Bi-metallic connectors shall be used for making connection to the equipment terminals. 2. The surface of the clamps shall be smooth with all edges rounded off. The Tee & P.G. connectors shall be conventional type extra heavy-duty class tested. Bus-Bars 18.7 Connectors and 3. The connectors shall have maximum contact surface with the conductor, extremely Clamps low and stable contact resistance and minimum power loss. 4. These shall maintain constant force within the connection for the life of the connector/ clamp while compensating for thermal expansion or grip and increased life span. Page | 8

The jumper T-clamp is required for connection of drop down type single conductor jumpers to bus bars and equipment. 7. The normal current carrying capacity of clamp shall not be less than that specified in the specification. 8. These connectors shall be used instead of the conventional PG and Tee clamp and shall be installed by powder actuated tool using cartridges with valid explosive license issued by Govt. of India /State Govt. 9. Clamps shall be corona free and shall carry an overload of at least 20% over the rated current of 250 A. All the steel structures shall be painted with Aluminium paint as per standard practice. 18.8 Painting The earthing strips shall be painted with green enamel paint. The battery and battery charger along with D.C. and A.C. distribution board are to be Battery & Battery erected in the sub-station control room and are to be tested and commissioned. 18.9 Charger All A.C. and D.C. wiring for the same is to be done by the contractor. All the control and switchgear panels are to be properly grouted, erected at the prescribed locations in the control room as per approved layout. Control Panels and 18.10 All the A.C. and D.C. connections are to be made complete in all respect. Switchgears All the functions / system provided in these panels should be tested and commissioned by the contractor. The contractor shall be responsible to connect all protection and indicating devices of the transformer the control / relay panel in the control room including assessment of requirement of various size cables, supply and laying of required size standard make copper control cables properly dressed and ferruled. 18.11 Control Cable While carrying our settings of various protection schemes, contractor shall be responsible for protecting cables against short circuits and earth fault etc. by suitably designing & placing necessary protections. The control cable trench and power cable trenches shall be constructed separately providing proper cable racks. Control Cable The control cable trenches shall be 300 mm. deep. It should be 150 mm. wide. 18.12 Trench These control cable trenches shall have cable-supporting racks made of M.S. strips. These trenches shall be covered with welded frame type trench covers of 500-mm. length. The size of control cable to be laid by the contractor shall be 2 core, 4 core and 6 core of minimum 2.5 sq. mm. cross section Power Cable & The 33 KV and 11 KV 3 core XLPE power cable shall be governed by the detail 18.13 Termination Kits technical specification given in tender document. Particular Detail No. The terminations of XLPE power cable shall be properly jointed using standard make heat shrink type termination kits which are to be supplied by the contractor himself. Station transformer shall be supplied, erected and commissioned on the double pole structure of 9.0 mtr. or on the plinth of 33/11 kV substation in switchyards. The work includes supply & erection of 11/0.4 KV 63 kVA transformer, double pole, channels, angles, GI pin with insulators, ladder frame, clamps with packing pieces, nuts, bolts off size including all the materials and the grouting, plinthing, painting etc. of double pole. The transformer shall be energized through 11 kV 3x35 sq.mm. XLPE cable Station 18.14 emanating from 11 kV station transformer panel. One outgoing cables of 3.5x70 Transformer sq.mm. shall be used to connect to AC distribution board. Other Ckts. As required shall be taken from there. The cost of all the above mentioned work shall be covered under the relevant column of the price schedule. Installation of 11 kV TPMO & DO fuse set shall be made, as per the prices quoted for these items in the price schedule. The construction of main control room building is also included in the scope of work under this tender. The control room building shall be constructed as per norm of respective DISCOM. The land for switchyard shall be made available by respective DISCOM. The contractor shall be responsible for carrying out civil work in respect of Control Room 18.15 plinths, foundation & support structure related to the equipments, and construction of Building cable trenches, the cost of which shall be included in the cost of equipment quoted by the contractor. Note: What about boundary and approach road etc? The control room and the switchyard are to be illuminated adequately to have clear visibility at every point. 1. The switchyard and control room lighting shall be governed by detailed technical specification given in the tender document. 2. Contractor shall be responsible for calculating the number and type of light fittings required for achieving sufficient visibility after taking control room and switchyard size in consideration. The number and type of fittings shall be decided based on the switchyard area to be illuminated in consultation with Purchaser. 18.16 Lighting 3. Contractor shall be responsible for supplying light fittings and fixtures, laying and terminating of the suitable power cable from the distribution board to the respective light fittings. 4. In case a junction box is to be installed in the switchyard, its supply, erection including terminal blocks shall be to contractor's account. 5. In control room, the illumination fittings and fixtures shall be so located that sufficient illumination is available in and around C&R panels. 6. The concerned CEO has discretion to divert some of the lighting fixtures to other substation site if so required. The contractor shall execute the work accordingly. 18.17 Substation T& P Supply of the following set of T&P (ISI marked if applicable) at each of the 33/11 KV substations mentioned in BOQ: One sample of these T&P shall be submitted before Page | 10

Also one no. each of the following instruments of standard make Motwane/ Meco/ Riken etc. a) Motorized cum manually operated 5 kv megger & digital multimeter b) Tong tester capable of measuring both DC and AC voltages upto 0.5% accuracy. It should measure A.C. upto 1400 Amps. and its loop size should be large enough to insert 100 mm. dia cable in it comfortably. v) Torch of three cells. – 2 numbers. vi) Set of drill bits for metal and concrete – 1 set vii) Slings of 2 meter and 6 meter sizes capable of carrying 5 ton load. – 1 set. All the equipments in the yard and control room, including oil filled equipments, are to be protected by portable fire extinguishers. These fire extinguishers are to be put at appropriate locations in and around control room and switchyard at specified locations. The quantities of portable CO2 and DCP type fire extinguisher to be Fire Fighting installed at one substation shall be governed by detailed technical specification given 18.18 System in the tender document. The payment for the same shall be made as per price schedule. The contractor must quote the refilling charges of the extinguisher in the schedule of spares annexed in the tender documents.  4 baskets filled with stand and all baskets filled with sand R&M OF EXISTING 33/11 KV SUB STATION Sl. Design of substation and R&M of associated electrical & mechanical auxiliary systems includes preparation / modification of single line diagrams and electrical layouts, erection key diagrams, electrical and physical clearance diagrams, design calculations for Earth mat and Direct Stroke Lighting Protection (DSLP), Bus Bar, control and protection schematics, wiring and termination schedules, civil designs and drawings of foundation, repairing and maintenance of cable trenches and galleries etc., fire fighting, indoor and outdoor lighting/illumination and other relevant 19.1 Scope drawings and documents required for engineering of all facilities. 2. Replacement of missing / damaged items like Circuit Breakers, Isolators, Instrument Transformers, Lightening Arresters, associated / required foundations and support structures, Control Panels, control cables, 11 KV VCB, 11 KV Cables, 24 volt Battery System, Fire Fighting Equipment, Earthing, Lighting, Yard Fencing, Bus Bar extension etc. Page | 11

The erection of equipments / accessories in the existing sub-station / bays, either supplied by the contractor or by owner/employer, with suitable modification on existing foundation / structures, if required. For erection of equipment involving new foundation and structure also, the payment shall be governed as per the rates indicated in BID PROPOSAL SHEET. The number of items and places where the equipment need to be installed are only tentative and are given in BOQ. 4. Matching of alignment and positioning of the new equipments with the substation layout so that they may not foul with other structure. 5. Re-orientation of Bus Bar. 6. All the connections to bare conductor bus bar, as per requirement, including necessary clamps and connectors and their fixing / erection. 7. Supply of suitable size jumpers/droppers needed for connecting the equipment with existing equipments in the bay. 8. Proper earthing of all the equipments and their support structure and connecting them to the main earth mat so as to meet overall safety criterion. CAPACITY AUGMENTATION OF 33/11 KV SUB-STATIONS Sl. Particular Detail No. 20. 33kV Sub-station Capacity Augmentation of 33/11 kV Sub-stations 1. By replacing existing transformer with higher capacity transformer. i. The new transformers are to be preferably accommodated at the same foundation where previous transformer existed or new plinth to be constructed by the contractor at the place having appropriate load bearing capacity. ii. Checking of the physical dimension available, at each existing sub-station and design the 33/11 kV transformers accordingly so that it can fit into the available space (of older transformer). Contractor must also ensure that all statutory 20.1 Scope clearances are met in case the design of the transformer tank is changed. iii. Removing of existing lower capacity transformer from its foundation and commissioning the same at another location in the circle as required. iv. If transformer is transported without oil then assembly & erection of the transformer including its accessories, filling of oil into the transformer which was separately transported to site in drums after proper filtration & testing of the oil. 1. Before taking up of the Augmentation job of 33/11 kV substation, contractor shall discuss with the engineer to finalize the sequencing of the taking up of augmentation of capacity of 33/11 kV transformers. Sequencing of 20.2 work 2. The preferred sequence shall be to start with the augmentation exercise at the places where new 10 MVA, 33/11 kV transformers are to be installed. Supply and proper laying the power cables from control room to the transformer (if they are non-existent or damaged) either through existing cable trenches or the 20.3 Power Cable trenches to be constructed by the contractor. C&R panel should use 24 Volt as control and protection auxiliary voltage. Contractor 20.4 Panel shall be responsible for supplying, laying and commissioning of control cable from & Control Cable 24 Volt distribution panel to C&R panel. 4. To arrange 240 volt auxiliary supply of 240 volt 50 Hz, for illumination, lighting and heating of C&R panel from the AC distribution board including supply of cables & connectors etc. 5. Commissioning of the C&R panel including interlocking with isolator, remote indication, open and close operation. 1. Supply and laying of suitable sized power cable, its clamps and connectors in order to connect battery and battery charger to DC distribution board. 2. Battery bank and battery charger of 24 Volt 200 AH capacity. 24 Volt DC Battery 20.5 and Battery 3. Supply, laying and commissioning of 1-Phase 240 volt. Power cable from AC Charger distribution board to battery charger for Power input to the Battery charger. 4. Use of existing trench if available or else to make way of laying power cable to battery charger. 1. Design and drawing of modules including their foundation drawings, for fixing the modules (both I/C & O/G) in the module space, or in the space created by the contractor. 2. Alignment of the existing bus bars and the proposed I/C and O/G modules of the new Circuit Breakers must match the existing bus bar and switchgears. 3. Supply and laying adequate sizes of 3 phase 33kV XLPE cable, required for extending the 11 kV supply from 33/11 kV transformer output to 11 kV switch gears and from 11 kV switch gears to the first double pole of the feeder line. The cabling work includes supply of heat shrink type termination kits and their jointing at either 11kV I/C and O/G end as mentioned in BOQ/ Annexure. 20.6 Circuit Breaker Modules 4. Contractor may use existing trench, if available, else he may have to make separate trench for laying 11 kV power cables required for I/C and O/G modules. 5. Supply and laying of 240 Volt 50 Hz 1-Phase auxiliary supply cable which shall be used for closing circuit of 11 kV circuit breakers. Arrangement of this supply from AC distribution board. 6. Laying and connecting 24 Volt supply from DC distribution board to the respective I/C and O/G modules, which shall be used for operation of the respective Circuit breakers. Page | 13
  • 14. Sl. Particular Detail No. 11kV Las are to be erected on double poles of outgoing feeders. They shall be Lighting Arrestor 20.7 preferably mounted, where the 11kV cable is connected to overhead line. (11kV Rating) The above LAs shall be properly earthed by pipe type earthing. 1. All the equipments in the yard and control room, including oil filled equipments, are to be protected by portable fire extinguishers. These fire extinguishers are to be put at appropriate locations in and around control room and switchyard. 2. Calculation of the number and type of fire extinguishers required for covering fire hazard of control room, switch yard, oil filled equipments and cable trenches shall be approved by CEO. Fire Fighting 20.8 3. Supply of fire extinguisher for taking care of different category of fire hazards System 4. Supply of the fire extinguisher shall be paid as per the provisions of the BID PROPOSAL SHEET. For refilling the extinguishers the payment shall also be governed as per the rates indicated in BID PROPOSAL SHEET. The Portable CO2 and DCP type fire extinguisher shall be governed by detailed technical specification given in the tender document. 1. The control room and the switchyard are to be illuminated adequately to have clear visibility at every point. 2. To calculate the number and type of light fittings required for achieving sufficient visibility after taking control room and switchyard size into consideration. The number and type of fittings shall be decided based on the switchyard area to be illuminated in consultation with CEO concerned. 3. In case contractor wishes to use existing mountings (if found any), in that case if 20.9 Lighting any modification / alteration required shall be to contractor‟s account. 4. Supply of light fittings and fixtures, laying and terminating of the suitable power cable from the AC distribution board to the respective light fittings. 5. In case a junction box is to be installed in the switchyard, its supply, erection including terminal blocks shall be to contractor‟s account. 6. In control room, the illumination fittings and fixtures shall be so located that sufficient illumination is available in and around C&R panels. 1. Designing of the earth mat of the switchyard including diameter of the MS rod, proposed to be used, spacing of the rods etc so that the specified value of the ground resistance (as per IS/IEEE) can be achieved. The value of earth mat resistance in no case should exceed 1 ohm. In case the desired results are not achieved, a new earth mat after removing older earth mat has to be laid. Earthing of the sub-station Cost for the same shall be borne by contractor. 20.10 2. Designing of the electrode earthing of the LAs, PTs Lightening Mast & Pipe electrode for power transformer and shunt capacitor keeping in view the specified value of the electrode earth resistance and to connect the electrode earth pits with the switchyard earth mat. 3. On checking of the earth pit resistance of the transformer, LAs and PTs., in case the pipe type earthing resistance comes out to be more than 4 ohm, a new pipe type Page | 14
  • 15. Sl. Particular Detail No. earthing of the above mentioned equipments and its connection to station ground mat has to be done. 4. The supply and laying of new as well as strengthening of the existing earth mat shall be paid as per the provisions of the BID PROPOSAL SHEET. 5. To achieve the target value of the ground mat resistance. 6.. In view of the safety requirements, electrode type earthing for transformers, LAs, PTs and shunt capacitor bank shall be done first before taking up the earth mat work. 20.11 Sub Station T&P As given at 18.17 above 1. All civil works like foundation & support structure related to the equipments being supplied. In case of existing civil works at 33/11 kV substation, any change / modification felt necessary by the engineer, shall be got executed and the cost for the same shall be included in the equipment price quoted. 20.12 Civil Work 2. The older construction including debris, wherever required has to be removed. 3. Designing of the all such civil works including construction drawings which are to be approved by the owner. 4. RESSPO/Urban schedule for civil work will be applicable Bus-bars, 20.13 Connectors and As given at 18.7 above clamps Page | 15
  • 16. GENERAL SPECIFICATION FOR CONSTRUCTION OF 33Kv/11Kv/COMPOSITE/LT LINES) Sl. Particular Detail No. 1. Before taking up the line construction work the contractor shall verify the proposed line route by jointly surveying with the representative of the concerned CEO. 2. The exact spotting of the single and multiple structures have to be finalized by the contractor in consultation with the concerning CEO. Topographical maps of the survey of India shall not be provided for this purpose. Survey and Pole 1. Spotting 3. The final schedule indicating location of poles, angle of deviation, road crossing and other details shall be submitted for the approval to the concerned CEO/ S.E. (D), EUDC/EDC. 4. After approval the contractor shall submit four more sets of the approved reports along with one set of reproducible of final profile drawing to the Engineer of the Contract for record purpose. 1. The span of the line for 33kV and 11kV shall be 50 to 60 M. 2. Span 2. Span in case of composite line (11kV and LT), shall not exceed 60 mtr. 3. Span in case of LT line shall also be 50 mtr. Right of way and necessary way leave clearance shall be arranged by the contractor on behalf of respective DISCOM in accordance with the work schedule. The 3. Right of Way contractor will arrange to secure way leave and Right of way in the restricted area with the help of RESPECTIVE DISCOM. Any expenditure to be incurred shall be borne by the contractor. At all important road crossing the poles shall be fitted with Disc type insulator but the ground clearance at the roads under maximum temperature and in still air shall be 4. Road Crossing such that even with conductor broken in adjacent span, ground clearance of the conductor from the road surface will be as per IE rules1956 as amended from time to time and proper cradle guarding to be provided across the road. At the time of route survey, the railway crossings shall be finalized as per the regulation laid down by the Railway Authorities. The following are the important features of the prevailing regulations (revised in 1987): (i) The crossing shall normally be at right angle to the railway track. 5. Railway Crossing (ii) No crossing shall be located over a booster transformer, traction switching station, traction sub- station or a track cabin location in an electrified area. The approval for crossing railway track shall be obtained by the Contractor from the Railway Authority on behalf of respective DISCOM. The letter to this regard shall be obtained by the Contractor from officer concerned of respective DISCOM and expenditure thereof will be paid by the contractor. Power Line Crossing Where line is to cross over another line of the same voltage or lower voltage. 6. and Tele Provisions to prevent the possibility of its coming into contact with other overhead communication line lines shall be made in accordance with the Indian Electricity Rules, 1956 as amended Page | 16

All the works related to the above proposal shall be deemed to be included in the scope of the contract except in case, if modifications are required in the line below or above, the line being crossed. In such cases, work shall be done on the conditions agreed upon. The angle of crossing shall be as near to 90 degree as possible. However, deviation to the extent of 30 degree may be permitted under exceptionally difficult situations. Also, in the crossing span, power line support will be as near the telecommunications lines as possible, to obtain increased vertical clearance between the wires. When the angle of crossing has to the below 60 degree the matter will referred to the authority in charge of the telecommunication system. The contractor shall obtain the letter from of respective DISCOM and permission of telecommunication authority shall be obtained by the contractor on behalf of respective DISCOM. Methods ensuring that normal services may not be interrupted nor damage caused to property shall be used during stringing operations, where roads, channels, telecommunication lines, power lines and railway lines have to be crossed. However shut down shall be obtained when working at crossings of overhead power lines. 1. While constructing the 33 & 11 kV lines on roadside having inadequate electrical clearances between pole & buildings the feasibility of fixing projected bracket fabricated by suitable size of M.S. Angle & Channel with its supporting bracing on the existing poles may be explored. In case it becomes feasible, the line may be erected on fittings & insulators to be fitted on such brackets. The cost of these brackets shall be charged as per the prices quoted in the relevant column of price schedule. Clearance from 7. Ground, Building, 2. Clearance from ground, building, trees and telephone lines shall be provided in Trees etc. conformity with the Indian Electricity Rules, 1956 as amended upto date. 3. Any way leave which may be required by the contractor shall be arranged by him on behalf of respective DISCOM. 4. Such codes and/ or standard, referred to shall mean the interest revisions, Statutory Regulations 8. amendments, changes adopted and published by the relevant agencies unless And Standards otherwise indicated. 3. Other internationally accepted standards which ensure equal or better performances than those specified shall also be accepted, subject to prior approval by the CEO, respective DISCOM. 1. The pits are excavated in the direction of line as this facilitates erection of pole in addition to giving natural stability. The depth of pit should be the 1/6 of the height 9. The pole is to be erected in alignment with utmost care and the excavated earth should be back filled properly by ramming and concreting in the ratio of 1:4:8 concreting is to be measured separately. 6. Concreting of the support is to done as per relevant drawing enclosed, by a mixture of 1:4:8 (by volume). The size of the pole plinth is kept as 450x450 mm and height 300 mm above ground level as per drawing. The top 100 mm is kept tapered so that no rainwater gets accumulated on the top. The underground portion of the concreting shall be 450 mm x 450 mm x depth of plantation of support. 7. Every pole of new line is to be properly grouted by the contractor and plinth be made around it as per as per UPPCL norms. All the fittings, cross arms, insulators and stays are to be properly fitted/ erected by the contractor. Pin Insulators shall be used on all poles and disc Insulator on angle and dead end poles. Damaged insulators and fittings, if any, shall not be used. Prior to fixing, all insulators shall be cleaned in a manner that will not spoil, injure or scratch the surface 10. Insulator Fixing of the insulator, but in no case shall any oil be used for that purpose. Torque wrench shall be used for fixing various line materials and components, such as suspension clamp for conductor, whenever required. 1. Each and every pole of the new 33/11 kV line and every third pole of LT line shall be properly earthed by the contractor by constructing electrode type earthing using 5 mm GI wire and 2500mmx20 mm dia MS earthing rod. Earthing 11. 2. The cost of the same shall be included in the price quoted for poles/supports as per standard practice of UPPCL. Detailed drawing no. DD&SO-27 are enclosed. 1. Stringing and sagging of the conductor and earth wires shall be done properly by the contractor so that all poles remain erected vertically and no insulator is tilted. Proper binding of conductor on the insulators and proper tightening of the nut bolts of the cross arms, bracings, guarding angle and clamps must be ensured by the contractor. 2. It Includes spreading of conductors without any damage and stringing with proper tension without any kinks/damage including binding of conductor at pin points, jumpering at cut points etc. 12. Stringing 3. The stringing of the conductor shall be done by the standard stringing method. 4. The contractor will discuss with the concerned CEO/SE (D), EUDC-EDC for the stringing methods he proposes to follow and obtain their consent to startup the work. 5. Conductors or earth wires shall not be allowed to hang in the stringing blocks for more than 96 hours before being pulled to the specified sag. 1. Conductor and earth wire accessories shall be installed by the contractor / earthwire clamping. While installing the conductor as per the design requirement Fixing of Conductors within 24 hours of the conductor and earthwire accessories. 13. and Earth Wire Accessories 2.   • 19. Sl. Particular Detail No. 3. Proper care shall be taken to ensure that the surfaces are clean and smooth and that no damage occurs to any part of the accessories or of the conductors. 1. The contractor shall be entirely responsible for any damage to the pole or conductors during stringing. The conductors shall be run out of the drums from the top in order to avoid damage. 2. A suitable braking device shall be provided to avoid damaging, loose running out and kinking of the conductors. Care shall be taken that the conductors do not touch and rub against the ground or objects, which could scratch or damage the strands. 3. The sequence of running out shall be from the top to down. i.e. the top conductor shall be run out first, followed in succession by the side conductors. Unbalanced loads on poles shall be avoided as far as possible. Wherever applicable, inner phase of line conductors shall be strung before the stringing of the outer phases is taken up. Handling Of Conductor 4. When lines being erected run parallel to existing energized power lines, the 14. And Earthwire contractor shall take adequate safety precautions to protect personnel from the potentially dangerous voltage build up due to electromagnetic and electrostatic coupling in the pulling wire, conductors and earth wire during stringing operation. 5. The conductor shall also take adequate safety precautions to protect personnel from potentially dangerous voltage build up due to distant electrical storms. 6. The conductor shall be continuously observed for loose or broken strands or any other damage during the running out operations. 7. Repair to conductors, if necessary, shall be carried out with repair sleeves. 8. Repairing of the conductor surface shall be carried out only in case of minor damage, scuff marks, etc, 9. The final conductor surface shall be clean, smooth and free from projections, sharp points, cuts, abrasions etc. If any replacement is to be effected after stringing and tensioning or during Replacement of maintenance e.g. replacement of cross arms, the conductor shall be suitability tied 15. conductor to pole at tension points or transferred to suitable roller pulleys at suspension points. 1. When approaching the end of a drum length, at least three coils shall be left in place when the stringing operations are stopped. These coils are to be removed carefully, and if another length is required to be run out, a proper joint shall be made. 2. Conductor joints shall not crack or otherwise be susceptible to damage in the stringing operation. The Contractor shall use only such equipment /method s during conductor stringing which ensure complete compliance in this regard. 16. Jointing 3. All the joints on the conductor and earthwire shall be of the compression type, for which all necessary tools and equipment like compressors, dies, etc. shall be obtained by the Contractor. Each part of the joint shall be cleaned by wire brush till it is free of rust of dirt, etc, and be properly greased with anti corrosive compound. If required and as recommended by the manufacture, before the final compression is carried out with the compressors. Page | 19
  • 20. Sl. Particular Detail No. 4. All the joints shall be made at least 30 meters away from the pole. No joints or splices shall be made in spans crossing over main roads, railways and small river spans. Not more than one joint per conductor per span shall be allowed. The compression type fittings shall be of the self-centering type, care shall be taken to mark the conductor to indicate when the fitting is centered properly. During compression or splicing operation: The conductor shall be handled in such a manner as to prevent lateral or vertical bearing against the dies. After compressing the joint the aluminum sleeve shall have all corners rounded, burns and sharp edges removed and smoothened. 5. During stringing of conductor to avoid any damage to the joints the contractor shall used suitable protector for mid span compression joints in case they are to the passed over pulley blocks aerial roller. The pulley groove size shall be such that the joint along with protection can be passed over it smoothly. 1. The tensioning and sagging shall be done in accordance with the approved work programme by CEO/SE (D), EUDC-EDC. The conductors shall be pulled up to the desired sag and left in running blocks for at least one hour after which the sag shall be rechecked and adjusted, if necessary, before transferring the conductors from the running block to the suspension clamps. 2. The sag will be checked in the first and the last section span for section upto eight spans, and in one additional intermediate span for section with more than eight Tensioning And 17. spans. The sag also be checked when the conductors have been drawn up and Sagging Operations transfered from running block to the insulator clamps. 3. At sharp vertical angle, conductor and earthwire sags and tensions shall be checked for quality on both sides of the angle and running blocks. The suspension insulators assemblies will normally assumed verticality when the conductor is clamped. 4. Tensioning and sagging operation shall be carried out in calm weather when rapid changes in temperature or not likely to occur. 1. The cross wires/ lacings shall be bent in U shape and their ends shall be clamped with the parallel guard wires by proper binding. 1. Guarding along the line  Two parallels GI wires 6SWG (guarding wires) shall run below the conductor and shall be supported on M.S angle of prescribed size.  Cross lacings of GI 8SWG wire shall be provided at every 1 m interval throughout the crossing.  Guarding shall be erected with ground & line clearance as per the I.E. rules. 11kV Guarding 2. Guarding across the road crossing/electric lines/telecommunication line (as Cradle guarding)  Five parallels G.I. wires 6SWG (guarding wires) shall run below the conductor and shall be supported on M.S angle of prescribed size.  Cross lacings of G.I. 8SWG wire shall be provided at every 1 m interval throughout the crossing.  Guarding shall be erected with ground & line clearance as per the I.E. rules. After completion of the works, final checking of the line shall be carried out by the contractor to ensure that all foundation works, pole erection and stringing have been done strictly according to the specifications and as approved by the concerned CEO/SE(D), EUDC-EDC. All the works shall be thoroughly inspected in order to ensure that. a. Sufficient backfield earth covers each foundation pit and is adequately compacted: b. All poles are used strictly according to final approved drawing and are free of any defect or damage whatsoever. Final Checking, Testing c. The stringing of the conductors and earth wire has been done as per the approved 21. and Commissioning sag and tension and desired clearance are clearly available. d. All conductor and earth wire accessories are properly installed. e. All other requirement for completion of works such as fixing of danger plate and anti-climbing device (Barbed wire) have been fulfilled. f. Wherever required, the proper revetment (erosion protection) is provided. g. The insulation of the line as a whole is tested by the contractor through provision of his own equipment, labour etc, to the satisfaction of the Owner; h. All poles are properly grouted. i. The line is tested satisfactorily for commissioning purpose. All dismantled material e.g. conductor, insulator, poles etc. requires proper handing and stacking. Dismantled conductor must be re-rolled on the wooden drums to avoid any damages. All such dismantled materials may be safely transported to respective Safe up keep and DISCOM store and handled over to the authorized representative of respective transportation of DISCOM. 22. dismantled material to stores Loses, damages or theft of material during erection, transformation and landing will be to the account of the contractor. The cost of such damages /losses/ theft will be recovered in full from the contractor‟s bill or in other bills. Page | 21
  • 22. DETAILS OF OVERHEAD LINE MATERIALS Sl. Particular Detail No. 33kV: 1. The 33 kV line shall normally be constructed on pin insulators and 11 m long Steel Tubular Poles (410-SP-55)/ 9m. long PCC poles using ACSR Dog conductor. 2. In some cases 33kV line shall be constructed on suspension insulators on 13 m. STP (SP-72) using ACSR Panther conductor for which cross arms of M.S. channel 125x65 mm shall be used. 1. Poles 3. However every road crossing shall essentially be done on 13 mt. long STP (SP-72) poles in case the line is constructed on 11 m ST poles & on 11m STP in case the line is constructed on PCC pole 11kV: 11kV line shall normally be constructed on 11 mtr. long steel poles (410- SP-55) or 9/8.5 mtr. long PCC pole 1. Adequate number of stays shall have to be provided on the angle support, section and terminal supports to balance the sideward pull. 2. For that stay sets or strut stays as suitable shall have to be provided by the contractor as per standard norms of respective DISCOM. 3. The stay sets shall comprise GI stay rod, GI anchor plate, stay wire, turn buckles, break insulators and stay clamps. 2. Stay Sets 4. Stay of size 20x1800 mm with 7/4.0 mm GSS stay wire shall be used in 33 KV lines supports wherever required. 5. Stay of size 16x1800 mm with 7/3.15 mm GSS stay wire shall be used in 11 KV lines supports wherever required. 6. G.S.S. wires shall comply for solid wire (as per I.S.) 1. The wire shall be drawn from mild steel rods. The general requirement relating to G.I. wire shall be laid down in latest version. 2. The size of G.I. Wire shall be 5 mm and 3.15 mm with tolerance of ±2.5% and tensile strength of 32-55 kgf/mm2. The wires shall be galvanized with heavy coating as per IS: 4826. 3. G.S.S Wires 3. The wire shall be circular and free from side irregularities, imperfection, flaws, splits and other detects. The zinc coating shall conform to heavy coating as laid down in latest version of IS: 4826 and shall be smooth, even and bright. 4. The stranded wire shall be of grade. „A‟ having minimum tensile strength of 70 Kgf/ mm2. The specific technical particulars of G.S.S. wire arc: G.I. stay rod of size 1800 x 20 mm with stay wire 7/4 mm should be provided on 33 KV line supports whereas GI stay rod at size 1800 x 16 mm with stay wire 7/3.15 4. Particular Detail No. For installation of a stay, excavation of hole site should be so selected that the distance of hole from support should be such that when the stay is set, it should have the correct inclination. After digging the hole, stay rod should be placed in position and concreting in the bottom should be carried out. The size of the concreting is kept as 600 x 600 mm and height 300 mm. The cement concreting should be done in the ratio of 1:4:8. The ramming of this earth must be well done thereafter. In case of 11kV, ACSR Dog/Raccoon conductor are used for main lines and ACSR Weasel/Rabbit conductor for the tapping lines meant for feeding the DT substations. 1.
