are necessary to facilitate transit clearance at Mersin port.
Transit to Zakho border crossing usually takes 2 (two) days. Once
trucks arrive to Iraq, Zakho border crossing and undergo customs
clearance, Move One will be present to survey the trucks at the border
and facilitate the customs clearance formalities. Customs formalities can
take between 3 to 5 days to complete depending on commodity, size,
value and congestion at the border.
All transit permissions for overweight/oversized pieces as well as Police
escorts will be organized by Move One Erbil office.
Movement through Kurdistan is done with Turkish trucks and arrival to
most Kurdistan sites usually takes 1 (one) day once border crossing is
complete.
Cranes of various capacity are available in Erbil. All handling and lifting
equipment can and will be provided by Move One if offloading site is in a
remote location. Move One staff will be present at offload to take pictures
and supervise.

where it will stay with customs officials to record and assess the
cargo. Once this has been done, officials will notify us the cargo has
arrived and customs clearance will begin .
Usual documents of Commercial Invoice, packing list, bill of lading, and
certificate of origin are necessary to facilitate customs clearance at Umm
Qasr port. Customs clearance delays are not uncommon at this port,
however Move One can usually complete customs formalities in 7-10
days after being notified of arrival. Depending on commodity, size, value,
and port congestion, cargo is then ready to be loaded.
Cranes and equipment of various capacity are available in Umm Qasr.
Additional handling and lifting equipment can and will be provided by
Move One if special handling is required and is not available at the port.
Move One can load between 10 to 15 trucks per day depending on the

Cargo is offloaded from the ship and taken to its assigned warehouse or
staging area. Usual documents of commercial invoice, packing list, bill of
lading, and certificate of origin are necessary to facilitate customs
clearance at Shuwaikh port. Customs clearance is usually completed
within 2-3 days after arrival and depending on commodity, size, value,
and port congestion.
Cranes and equipment of various capacity are available in Shuwaikh as
well as various other types of handling and special equipment. Port
authorities take care of loading cargo on trucks as they enter to collect.
Move One can load as many as 50 trucks per day depending on the
goods being loaded. Move One will be using Kuwaiti trucks and drivers
with Iraq visas for the movement from port.
Commercial cargo can be loaded and trucks sent directly to the Safwan
border. Estimated transit time is less than 1 (one) day.
Tax exempt cargo is brought to a bonded facility in Kuwait to perform
transit clearance which Move One will facilitate. We can generally move
40-50 trucks per day through the bonded facility. Transit time from the
bonded facility to the Safwan border is less than 1 (one) day.
Cranes of various capacity are available in Safwan for the trans-loading.
Additional handling and lifting equipment can and will be provided by

addition, signed documents from the Kuwait Chamber of Commerce and
the Iraq Embassy are needed.
At loading location, Kuwaiti trucks with Iraq visa s will be used to
transport cargo to Safwan. Cranes and equipment of various capacity are
available in Kuwait City as well as various other regions. They will be
brought to site of loading if necessary. Move One can load on average
20 to 25 trucks per day depending on goods loaded.
Commercial cargo can be loaded and trucks sent directly to the Safwan
border. Estimated transit time is usually less than 1 (one) day.

certificate of origin are necessary to facilitate customs clearance. The
commercial registration of the consignee to import and export oil rigs will
also be required.
Note: License to trade in oil absolutely required to import or export via
KSA. Without License to trade oil, rig cannot be moved.
We will use Kuwaiti trucks with Iraq visa s to transport cargo. Cranes and
equipment of various capacity are available throughout the KSA. Move
One can load on average 10 to 15 trucks per day and will take pictures of
all loaded cargo. Once loaded, estimated transit time to Kuwait border is
2-3 days depending on size of cargo and location in KSA.
Customs clearance at the KSA and Kuwait border will be overseen and
facilitated by Move One and pictures will be taken again. We can
generally move 20-30 trucks per day at the border. Transit clearance is
estimated to be 4-5 days / lot of trucks depending on border congestion.

certificate of origin are necessary for customs clearance. Customs
clearance is on average 1 (one) week depending on port congestion.
At port, UAE trucks will be used to transport cargo. Cranes and
equipment of various capacity are available at port . Move One can load
on average 10 to 15 trucks per day and will take pictures of all loaded
cargo. Once loaded, estimated transit time to KSA border is 1 day
depending on size of cargo.
Customs clearance at the UAE and KSA border as well as the KSA and
Kuwait border will be overseen and facilitated by Move One and pictures
will be taken again. We can generally move 20-30 trucks per day at the
borders. Transit clearance is estimated to be 2-3 days per lot of trucks
depending on border congestion.
Cargo will move through the UAE, cross at the Sila / Ghuwaifat border,
transit through the KSA and move to Kuwait via the Nuwaiseeb border, to
finally arrive in Kuwait. The trip takes on average 1 to 2 weeks depending
on borders. In Kuwait cargo will be trans-loaded onto Kuwaiti trucks with
Iraq visa s. Move One will take pictures and can trans-load between 15 to
20 trucks per day depending on the goods being trans-loaded. At the
Safwan border, cargo will need to be trans-loaded again, this time on Iraqi
trucks. Move One will be using Iraqi trucks and drivers for final movement
to final destination. Transit time is usually 1 to 2 days for most
destinations. Once trucks arrive at destination, in Basra Move One will be
providing offloading equipment and special handling equipment if needed.
In other remote areas, handling equipment will be moved from Basra
and/or Baghdad where the equipment will be stationed until all trucks
have been offloaded.

14. Border Crossings (Commercial)
Trucks arrive at the border with cargo and go to customs control point. At the border, trucks must possess
the packing list, commercial invoice for the cargo in possession & certificate of origin if applicable. Iraqi
customs have their own documents/books that value the percentage to be paid on different types of oil
equipment. The average duties and taxes that are applicable are between 5 - 10% on most oil equipment.
We have formerly requested to get a copy of this book from customs but it is unlikely that our request will be
granted.
Once the value is determined by the Iraqi customs officials, duties & taxes are paid and receipt is given for
the duties and importation into Iraq. It is vital that the original receipts for duties/taxes and importation be
filed in a safe location as they will be needed in order to export the cargo (rig) out of Iraq for repair or upon
completion of the project. Temporary import is possible and standard for oil equipment that is not going to
be staying permanently in Iraq. At this time customs is informing us that in order to do this, a representative
of the oil company that the equipment is consigned to, needs to be present at the border. We have asked if
the end consignee can appoint a representative from a company who will be responsible for the transport of
the given commodity and are currently awaiting feedback.
Tax Exempt & Documents required:
- Commercial invoice
- Certificate of Origin
- Bill of Lading
- Levy exemption from Ministry of Interior
- A signed letter to Move One on client s letter head authorizing us to be the import and delivery agent
- Move One will draft import request letter to the Ministry of Interior
- These documents can be requested to be translated by the customs authorities in either Arabic or Kurdish.
-Consignee is to provide duty exemption documents 7days prior to shipment arrival at port of entry and
consignee representative to be present at port of entry border customs to take release order from officials.
-We have recently learned that Oil and Gas companies will have the ability of importing tax exempt as per
Article 25 of the contracts signed with the Iraqi Government. However Move One has yet to obtain a
definitive answer as to if this would be respected by the Iraqi Customs officials and the Ministry of Finance.
Article 25 stipulates:
Contractor and Operator and respective Sub-Contractors engaged in Petroleum Operations shall be
permitted to import machinery, equipment, vehicles, materials, supplies, consumables and movable
property to be used solely for the purpose of carrying out Petroleum Operations and supporting
activities. Such imports shall be exempt from customs duties and levies provided that applicable
administrative formalities are complied with.
15. To Avoid
Iraq is a developing nation with a shaky government system, therefore it is often tempting for foreign
companies to use bribes to accelerate local procedures and by-pass what is often a complicated and
extensive process. Government officials can easily be bought and there lies the problem, they are
government officials. As these officials control access to Iraq and their decision determines if goods can
enter the country, they can easily request more bribes in the future. If imports into Iraq will be ongoing,
these bribes may end up being fairly substantial by the end. The amounts will keep increasing, and there
will be no option but to pay this extra money in order to import the goods. Move One recommends following
the rules in place to avoid problems down the road.
Visa’s
Move One can obtain 10 day single entry visit visa s for its customers. We can also assist and instruct our
customers how to begin the process and of the documents required to obtain registrations in Kurdistan and
Iraq if required.
Warehousing
Southern Iraq and Kurdistan do not have very large covered warehouses. The biggest Move One has
access to runs around 2500 square meters with many others available as well, nevertheless, there is plenty
of secured, uncovered lay-down area available in both regions. Lay-down area is readily available,
although most owners are starting to look for long term tenants due to increasing demand.
Airfreight
Move One has the ability to move air freight via Sharjah to either Baghdad, Erbil, or Basra and bring to final
destination by truck, although at the moment only dedicated charters can be operated into Basra. The ability
to send smaller freight consolidated with other freight into Basra will develop as the area becomes busier.
Insurance
Move One, through its affiliated partner, can offer insurance ranging from worker related, assets related,
and general liability.
Security
Iraqi security teams can be provided for convoy operations if required. Convoy size range from 1 to 8 trucks
with additional bobtails provided in case of breakdown.
