International intergovernmental organisations can enhance
communication between countries
Due to the advancement (進步) of transportation, population mobility (人口流
動性) has increased. As a result, all sorts of infectious diseases (傳染病) such
as SARS (非典型肺炎) and bird flu (禽流感) can spread rapidly.
Under the threat of infectious diseases, all countries should cooperate rather
than act on their own.
Infectious diseases usually break out in poor nations and spread to other parts
of the world.
In promoting cooperation between countries to control the spread of infectious
diseases, international intergovernmental organisations such as the United
Nations, the World Health Organization and the World Bank play a vital (重要的)
role.
3. Moreover, due to political globalization, disputes (糾紛) and
conflicts (衝突) between countries are inevitable (不可避免的).
If these disputes and conflicts cannot be resolved (解決),
countries might resorts (訴諸) to the use of force (武力).
America’s military operations (軍事行動) in Iraq (伊拉克) are a
good example.
Therefore, with political globalization underway, it is important
that countries communicate (溝通) and negotiate (商討) via
international intergovernmental organisations.

1. As a result of closer relationships between
countries, a country’s political activities not only
affect the country itself, but also other regions.
In other words, local politics are also influenced by
the global political climate (全球政治氣候). Politics
have therefore become globalized.
5. 2. The number of international intergovernmental organisations
has greatly increased in the last century. They have also
become more influential (有影響力).
Such a change was due to the fact that countries around the
world hope that, through participation in these organisations,
they could take part in or even influence worldwide political
policy-making (制定政策).
6. 5. In promoting international cooperation, such as the prevention
of infectious diseases, international intergovernmental
organisations play a proactive role.
Likewise, any conflicts between countries can also be resolved
(解決) via (透過) communication channels (溝通的渠道)
provided by international intergovernmental organisations.
