downturn in 2009. International arrivals to the country registered healthy growth during the review period.

Trade Development Council (HKTDC), Hong Kong hosts more than 300 international conventions and
exhibitions a year. Hong Kong’s tourism sector is more dependent on international arrivals and the
region’s domestic tourist flows are very low compared to inbound tourist volumes. The main reason
behind the low volume of domestic tourism is the small size of the population and geographical area. In 2012,
Hong Kong registered 841,332 domestic trips, while inbound trips totaled 23.8 million. The government and
the Hong Kong Tourism Board (HKTB) introduced a number of promotional campaigns to achieve growth in
inbound tourist flows. Campaigns by HKTB feature seasonal-specific themes such as Hong Kong Halloween
Treats, Hong Kong Mid-Autumn Festival and Hong Kong WinterFest. The government is making efforts to
promote business tourism in the region by promoting meetings, incentives, conferences, and exhibitions
(MICE) events. In November 2008, HKTB established Meetings and Exhibitions Hong Kong (MEHK).
MEHK is responsible for the marketing and promotion of MICE in Hong Kong. Hong Kong is a key business
hub in Asia and is connected with other major cities in the region. HKIA operates flights to more than 160
destinations worldwide through over 100 passenger airlines and 6,400 scheduled flights per week. From July
2013, low-cost airline Tiger Airways will run the first low-cost carrier flights direct from Hong Kong to
Jakarta, four times per week. In order to improve the competitiveness of the hotel market and encourage
visitors to extend their stay, the government abolished the Hotel Accommodation Tax (HAT) in July 2008. A
number of other government initiatives to promote hotel development have been undertaken such as numerous
locations being declared as “hotel only” sites. Proposals to convert old industrial and heritage
buildings into hotels are also under consideration. Hong Kong’s car rental market is one of the
fastest-growing markets in the Asia-Pacific region. The market growth during the review period can be
attributed to international tourist expenditure, the rapid growth of the country’s tourism sector, the high
standard of road infrastructure and the development of world-class airport infrastructure. Issues such as the
increasing cost of air travel, decreasing dependence of airlines on travel agents and a change in airline
commission structure to zero percent have made it essential for travel intermediaries to specialize in niche
areas and redesign their products and services according to the competitive business environment. This is
especially important for those intermediaries focused only on air-ticketing services.
