Introduction
In this information age, technology is a major driver, but if certain matters are ignored, we will
be paying heavy price for this development. E-Waste is one of those costs. Waste computers,
laptops, home appliances etc. contribute to e-waste. All of these land up in scrap and after that
they are dismantled; components which cannot be re-sold are burnt. The smoke that comes out
is injurious to the people burning it and also to the environment.
Discarded electronic devices contain substances that are both toxic and valuable. The quantities
of devices to be disposed off are growing rapidly throughout the world. Although the quantity
of electronic waste in respect to the total waste of developing and transition countries is lower
than in industrialized countries, the lack of regulation in the disposal sector is a cause for
concern. There is no scientific disposal yard for e-wastes.

According to Manufacturers’ Association for Information Technology (MAIT), three hundred
and thirty thousand metric tonnes (330,000 MT) of e-waste is generated annually in India, while
an additional fifty thousand metric tonnes (50,000 MT) is illegally imported into the country.
The agencies already working with e-waste management are able to cover only a certain part &
proportion of the whole cycle. Thus, there is a need to initiate a large scale business model
which can take care of all the aspects of e-waste. We, at Heptad are trying to do this.

Stakeholders
Corporate Companies: This includes all the companies which produce E-waste on a
larger scale on yearly basis. Our initial activities will be targeted towards IT companies.
Manufacturers: They are manufacturers of computers and its peripherals, all the
electric appliances and other products which when scrapped produces e-waste. Our
initial initiatives will be focused on companies which are conscious about their brands in
the market and would get involved realizing their social responsibility.
E-Waste Management Agencies: The agencies who process and re-cycle e-waste.
Government: This includes various relevant government agencies such as Software
Technology Parks of India (STPI).

Problems identified
Alarming increase in e-waste quantity in Bangalore:
o Preliminary estimate: 8000 tons per annum.
o manufacturers and assemblers produce electronic scrap:1200 tons/annum
o Foreign countries export a huge quantity of e-waste.
No Act or Rules for e-waste coverage.
Environmental and Health & Safety:
o Emission of bromine dioxins, heavy metal and hydrocarbons (PAH), water
pollution with toxic phosphorus.
o Silicosis, toxicity, respiratory irritation, cancer etc.

Objectives of the project
Develop a cleaner E-Waste Management System (WMS): Develop a one of its kind
platform for communication and grievance handling hub for corporate, and government
for e-waste management issues. The focus will be on eradicating the dumping of e-
waste and to stop informal re-cycling.
Awareness: Make people aware of the hazards of e-waste and improper disposal.
Make the general people realize that e-waste can be avoided to great extent if
suggested steps are taken.
Providing a framework for the government to implement new policies: We
want to be the agency which will provide a framework for the government to make
policies regarding e-waste disposal, management and illegal importing of e-waste from
developed countries.

Solution/System Suggested
To achieve the above mentioned objectives, the following steps we suggest to take:
Create an awareness program for manufactures to make them aware of their Extended
Producer Responsibility (EPR). To accept the products back to the producers for re-use.
Also that it is of vital importance for environment to design products with less
hazardous or recyclable materials.
Arrange a helpdesk for the corporate (especially IT companies) with co-operation of
government, to help them scrap e-waste through legitimate e-waste management
system. This will also include providing services to corporate such as inspecting the
assets they want to scrap and take that list to government for approval of those assets
to scrap and transporting those assets to e-waste management agencies.
Provide government the required data about e-waste; help them to develop laws and
policies related to e-waste management.

Detailed Work Breakdown Structure
(WBS)
Approaching Companies:
The approach towards the companies would be done by fixing a prior appointment with the
concern department in the company, once the convincing is done and the business agreement
is being signed, the team seeks the references from the approached company and starts
building the network for the company which intern turns as a data base. The basic idea being
helping the environment and being more eco-friendly, the companies encourage such ideas as
the entire corporate world believe in CSR (Corporate Social responsibility).
Making data base of E-waste:
The data base in this reference means the business which we are attaining from all those
companies in different sectors.

Getting Approval from STPI:
The STPI approval plays a major role in this industry. The industry basically deals with
demolition of the assets, though these may be waste at present but still at one point of time
these were the assets for the company. The E-waste which is collected from the companies is to
be dismantled and destroyed, in order to perform such action a government authority support
will help the organization to be legal and on the bird view of the government.
This approval will also help in gaining the favor of the Software industries as majority of these
companies will be registered under STPI.
Approaching E-waste agencies:
The basic reason behind approaching the agencies is to supply the waste collected from the
sectors so that they can reuse them for some useful purpose. As the organization has an
approval from STPI the agencies will never back in getting linked with our organization. As the
effort involved by the agencies is very negligible, the agencies can utilize the time very
effectively for the other purposes. The tie-up with our organization will prove advantageous for
the agencies.
Collecting E-waste:
The frequency (weekly, monthly...) of collecting the E-waste from the tied-up organizations will
be based on their choice. The mode of collecting will be done by either road that depends on
the distance and the quantity. For this we need trucks and trolleys.
Handing of E-waste to E-waste Recyclers:
The collected E-waste will be handed over to the agencies as and when collected through the
same mode of transport.

Budgeting
According to the WBS, the proposed budget is Rs. 150,000 /- for the whole project. The funds
are raised by the commission received between transactions of the Corporate and the E –
Waste Agencies. The following table gives the expended amount among the WBS:

Approaching companies:
We will require 4 people who can interact with various representatives in 45 companies. They
will talk regarding Heptad and our services. If the companies are interested enough, then they
will ask for their problems while scraping e-waste. If the company is not following
proper/legitimate method for scraping, we will make them aware the benefits for recycling e-
waste and how we can help them out in this.

Database of e-waste:
By now we will have a list of companies who are interested in our initiative. So, our next step
will be to get details of assets they want to scrap and scrutinize them on the basis of the way
they can be processed (based on what information e-waste management agencies provide).
Getting approval from STPI:
We would have contacted STPI in advance about our program but we would require 2 skilled
personnel to get the approval on the basis of the database we have got.
Approaching E-waste agencies:
The agencies will be contacted to and with their support we will be able get the recycling done.
We also intend to enter into a contract with them so that they scrap the e-waste we supply
without much of formalities to make the process faster.
Collecting E-Waste:
With network properly established we will send our vehicle to collect e-waste and if needed
people to load and unload the e-waste.
Handing over e-waste to e-waste agencies:
The collected e-waste will be sending directly to the e-Waste Agencies from the companies
point.
Various awareness programs:
This will be parallel activity and the programs will be targeted to various aspects and
stakeholders of e-waste. Most likely, these programs will be carried through NGOs.
