2. Why a new evaluation system?
To continue to strengthen teaching and learning by
working collaboratively to set individual and team goals
and monitor progress towards reaching those goals.
3. State Law
•On June 28, 2011, as part of Massachusetts Race to the
Top plan, the Massachusetts Board of Elementary and
Secondary Education passed new regulations around the
evaluation of teachers and administrators
•Regulations require Shrewsbury begins implementation
next fall (2013)

and learning and asks us to continually revisit and revise our practice in service
of improving student learning

•The Impact Rating is based on trends and patterns in student learning, growth,
and achievement data.
•Trends refer to results over time of at least two years.
•Patterns refer to results on at least two different measures of student learning,
growth and achievement.
•State regulations require that the MCAS student growth percentile (SGP) scores
be used as one measure. (20% of educators)
•Districts will need to identify or develop additional credible measures of
growth for all grades and subjects. DDM Committee will be established in
Shrewsbury.

13. Educator Evaluation
Facilitators (EEFs)
•Educator Evaluation Pilot Teachers at each school
•Educator Evaluation Facilitators for the 2013-14 school
year assigned to each school.
•EEFs provide additional support and guidance to teachers
regarding their participation in the new evaluation system
(during the first year of implementation).
•Provide support for teachers with the use of new software
•Co-present trainings with building administrators
14. Implementation Timeline 2013-
2014
•50% of educators will begin new evaluation system
• All pilot and and non-professional staff
• Volunteers by school/department
• Professional status teachers scheduled for Phase 1 or Phase 3 for
2013-2014
• If not part of new evaluation will be on Phase 2 or 4 in old model
• Individuals will be identified by the end of this school year
• All teachers will receive training on the new system (September,
October 2013 )District Determined Measures Committee will be
established and work will begin on developing measures
Student and staff surveys administered at end of 2013-2014 school
year, and included as evidence (2013-2014)
