Davis, Interim Head, Collection Management & Director of Research Data Services, NCSU Libraries, hmdavis4@ncsu.edu In November 2012, the National Institutes of Health (NIH) said it would begin enforcing its earlier April 2008 public access mandate to NIH-funded research by delaying processing of investigators’ grants. In response, the NCSU Libraries offered to assist the university’s sponsored research office in supporting NC State researchers who had publications stemming from NIH funding and had not achieved compliance. Since the 2008 NIH mandate, over 1000 articles based on NIH-funding have been published by NC State across research areas including veterinary medicine, life sciences, physical sciences, social sciences, engineering, textiles, design, math and statistics. Many were published in journals which did not automatically deposit papers to meet NIH requirements. Although familiar with biomedical literature, author agreements and open access, we did not fully grasp the complex web of investigator, author, publisher, institution and funder relations involved in this mandate until we were deeply engaged in the process and gained access to the compliance monitoring data. In this paper, we will discuss the costs and benefits of library support for authors needing to attain compliance with an eye toward how this support may be scaled up if other federal funding agencies follow suit. We will share practical strategies for supporting compliance efforts for individual researchers and at the campus-wide level, as well as training newly-funded researchers to facilitate future compliance. We discuss the advantages of leveraging existing relationships with publishers to help their researchers, strategies for getting involved in compliance support, and insights on how to skill-up and scale-up when engaging in this part of the research process.

Librarians, researchers, and the general public have largely embraced the concept of open access (OA). Yet, incorporating OA resources into existing discovery and tracking systems is often a complicated process. Open access material can be delivered through a variety of publishing or archival mechanisms, creating certain challenges, particularly for those managing e-resources. Although an increasing proportion of research output is becoming open access each year, organization and discovery of these resources remains imperfect. The debate between the relative merits of Green and Gold OA is regularly discussed in academic circles but less attention is devoted towards Hybrid OA and the challenges inherent in this model. Most major publishers offer open access through one or more of these models, but open access metadata standards seem to be lacking among these content providers. The presenters will discuss some of these challenges identified in the literature and through other mechanisms, including data gathered by NISO and an original survey. By identifying these issues, the scholarly communication community can work together to improve discovery for end users. As electronic serials have shifted from being the exception to the norm, libraries are becoming increasingly reliant on knowledge base driven systems to help manage their electronic resource holdings. In 2011, after over a decade of managing e-serials within a local database, the University of Toronto Libraries migrated its electronic serial holdings to a fully integrated commercial e-resource management system. Now, with two years of experience under our belts, we endeavored to take stock and analyze how our library is coping with e-serial management within this new environment. How accurate are our e-journal holding statements within the ERM? How effective are we at managing e-serial title changes? How well are we tracking journal purchases that fall outside of the big package deals? Throughout this study, we have encountered many of the benefits and pitfalls of managing electronic journals within a knowledge base-driven system. While using a commercial ERM and companion MARC record service has allowed the library to present better data to users and expose previously hidden collections, there are several new challenges that we must contend with in a knowledge base environment. A common issue hindering access to our e-journals is the supply of incorrect, outdated or incomplete metadata within the data supply chain. These metadata problems have a detrimental effect on libraries, and consequently on our users, as it affects the accuracy of our e-journal holdings within our e-resource inventories. Although the study began as an internal investigation of our e-serials management practices and workflows, the results highlight the need for greater standardization within the data supply chain, better communication with publishers and knowledge base providers, and increased collaboration to improve the e-resource management process. About the Webinar Link resolvers have become an important element of providing access to full-text electronic content and are now ubiquitous in both the library and publishing community. These systems work well enough a majority of the time. However, they are not entirely problem free, and as a result users may not always obtain access to information which their institutions have licensed for them. In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
