________
AMERICA 1800
• By 1800, nearly 1,000,000 Americans lived
between the Appalachian Mountains and the
Mississippi River. Most were farmers.
• They relied on the Mississippi to ship their
wheat and corn to New Orleans.
• From there it would go to ports along Atlantic
coast
1795 America and Spain
• Spain, controlled New Orleans, sometimes
threatened to close the port to Americans. In
1795, President Washington sent Thomas
Pinckney to find a way to keep the port open.
• Pinckney Treaty – Spain lets Americans ship
their goods down the Mississippi and store
them in New Orleans
1800
• Spain signed a treat giving Louisiana back to
France.
France and Napoleon
• Napoleon Bonaparte – wanted to take over
Europe and probably would of tried for
America too.
• He suffered losses and needed money.
• Sells Louisiana for $15 million to America
The purchase
• Jefferson decided to try to buy New Orleans.
• He sent Robert Livingston and James Monroe
to buy New Orleans and West Florida from
Napoleon. They could offer $10 Million.
• France needed money.
• Tallyrand asked Livingston if he wanted to buy
all of Louisiana, not just New Orleans.
They offer $4 Million
• “Too Low”
• Talleyrand says go back and see me tomorrow.
• Livingston and Monroe had no authority to buy
all of Louisiana
• Jefferson wanted control of the Mississippi.
• They pay $15 Million
• From this day the US take their place among the
powers of the first rank
Constitutional?
• Jefferson hailed the news from France.
• Though he supported limited government he
made a huge purchase for America without
consulting Congress.
• Could the President buy land if it was not in
the constitution?
• In 1803 US took control of Louisiana
