15. NER Memorandum 1 January 2011 FROM: NER/DA,DP&WSA SUBJECT: NER Promotion Actions Submissions (Rev 1) 1. In order to standardize promotion actions submissions to the NER, please use the following procedures: A. Duty Performance Promotions to Lt Col: Use the eServices online promotion application. B. All other categories of special promotions: Use CAPF2 with supporting documentation. 2. For Duty Performance Promotions to Lt Col there is no need to submit CAPF2s and member’s eServices records to the NER. Once the eServices online promotion application has been initiated and all appropriate commanders have approved the promotion, including the wing commander, then continue to forward to the NER via email the one (1) to two (2) page narrative write-up recommending and justifying the requested Duty Performance Promotion to Lt Col. Include with the promotion justification a CAP resume on the member. 3. For all other categories of special promotions to Lt Col, such as Armed Forces, Mission Related, Professional, etc, requiring NER approval continue submitting promotion requests using CAPF2 along with all necessary supporting documentation as per CAPR35-5. In addition, forward to the NER via email the one (1) to two (2) page narrative write-up recommending and justifying the requested Special Promotion to Lt Col. Include with the promotion justification a CAP resume on the member and a Professional resume if a new CAP member. 4. Promotions are NOT automatic and not DUE a member. They have to be earned, by contributing to the organization.
Three types of Officer grades – the bottom two tend to be forgotten
By “be recommended”, there should be some write-up justifying the promotion, even for 2nd or 1st Lt. Do not send F2 for Duty Performance – make sure input online. Who is the approving authority for each grade level.
Wing, like Region, does not know all its members – this is our way of understanding what they do for you. Justification required for all promotions and will be processed through NER Review Board.
Again, NOT automatic, just because they have the position or have held the grade before – what are they doing for you now?
Ex: just because they hold an A&P license – if they do not want to be in an Aircraft Maintenance duty position, why promote them based on their license?
Must be in the Duty Position AND Specialty track – be aware of restrictions for “Medical Officer” vs “Health Services Officer”
Earned the same as duty performance – all flight officers transition to indicated officer grades at age 21. (18 year old can come in as Cadet or Senior member)
Scan in all documentation – do NOT need printout of Member Service Report or copy of regulation.
