Personnel Management is an administrative function that exists to provide the
personnel needed for the activities of an organization and to manage the general employee-
employer relationship. It refers to that part of organization management that focuses on the
planning, organizing, compensating, integrating, and maintaining of a workforce for the
purpose of contributing to organizational goals. It is primarily concerned with finding the
right people for the job and includes the hiring and development of employees, selection and
matching of employee skills to the job, orientation and training, determination of wages and
salaries and other compensation, providing benefits and incentives, performance appraisal,
dispute resolution, and communication.
On the other hand, Human Resource Management is a function in organizations
designed to maximize employee performance for the attainment of the strategic objectives of
the organization, and encompasses a broader range of activities including Personnel
Management. Its main purpose is to ensure that the organization has the human capital it
needs to accomplish its goals, that is ensuring that people with the right set of knowledge,
skills, and abilities that can be used by an organization are used in the most productive way.
In effect, Human Resource Management is the new iteration of Personnel
Management, with increased scope and breadth from merely choosing and selecting the right
person for the job to finding and developing persons to become the right person for the job
and ensuring that that person stays in the organization by providing the proper
compensation for his efforts and providing benefits and incentives for excellent
performance.
Personnel Management is a predominantly administrative record-keeping function
that aims to establish and maintain equitable terms and conditions of employment while
Human Resource Management integrates the functions of Personnel Management with
organizational goals and, in addition, performs additional human resource developmental
activities.
In addition, the two differ in their approaches to the use of humans as a resource of
an organization. Whereas Personnel Management tends to put emphasis on established
practices, Human Resource Management gives more importance to values and mission. The
former creates rules, policies, procedures, and contracts and monitors compliance therewith
while the latter places more emphasis on results, relaxing the rules in cases of exigency and
in favor of following the spirit rather than the letter of the rules.

be your policy on working hours and leave of absence for your employees?

Working hours shall be from 7:00 AM to 5:00 PM with a one hour
lunch break, in accordance with existing rules and regulations promulgated
by the Commission on Higher Education and by the Civil Service.
Leaves of absence shall also be in accordance with existing Civil
Service rules and regulations wherein vacation leaves should be filed at least
twenty four (24) hours before, sick leaves on the day itself, and statutory
leaves such as Maternity, Paternity, Birthday, and those granted under RA
9048 or the Violence against Women and their Children Act.
All employees, except teachers, shall be entitled to 15 days vacation
and 15 days sick leave annually with full pay exclusive of Saturdays, Sundays,
and public holidays.1
Teachers shall be entitled to proportional vacation pay
of 70 days of summer vacation and 14 days of Christmas vacation.
