4. Algeria Executive Summary
Allocation of resources and budget:
Algerian respondents are quite satisfied with the way their country is allocating resources to address
national priorities. They display above average satisfaction as per energy related issues, job creation and
healthcare are two areas where respondents might want to see additional resources allocated
Innovation « new model »:
Algerian respondents recognize fully the need to embrace the changing nature of innovation, they rely
mainly on R&D and scientific research to drive innovation maybe more than creativity. They express a
need for localizing innovation to address specific needs but less so than the global average. They
recognize the value of partnership to drive innovation, but they don’t necessarily associate innovation
with improvement of life conditions for citizens
Environment for innovation:
Business executives report below average satisfaction about the context for innovation in Algeria. Most of
the 13 dimensions evaluated tend to be perceived more negatively than the global average.
The dimensions that are perceived particularly negatively are access to private investment, the efficacy
of IP protection and the possibilities to partner with universities or to trust them to prepare tomorrow’s
innovative leaders. One notable point is also that Algerian respondents are less convinced than others
that public-private partnerships have proved effective in their country to support innovation
On the longer term, Algerians have a much more positive appreciation about the way the innovation
context has evolved: 93% of them feel it has been improving over the last 5 years

5. Algeria Executive Summary
Optimism that innovation will drive improvement in citizens’ lives
Even if Algerian respondents would like to see improvement in the overall framework for innovation of
their country, they display very strong optimism and confidence that innovation will successfully drive
improvement in all dimensions of citizens life, from transport to education, health and energy. Algerians
have one of the strongest “innovation optimism” view of all countries tested. This epitomizes a very
strong enthusiasm about the benefit that innovation will induce in citizens day to day lives
In terms of sectors that could benefit from improved innovation policies to create profit and growth,
energy and healthcare are high on the list, (confirming a global trend) but Algerians also highlight the
potential of construction industry, FMCG and retail more than other markets
Economic crisis impact:
The crisis impact on Algerian business innovation strategies seems to have been very limited compared
to the global average. The strongest change the crisis induced in Algeria seems to be that companies
focus much more on incremental innovation as opposed to the development of brand new products or
services
Priority needs to innovate more on a day to day basis:
Like most countries, Algerian respondents mention talent as one of their first needs to innovate more,
however this is a less clear priority than in other markets. What is specific to Algeria is the demand for
less bureaucracy in applying to innovation related government funding. The possibility to partner with
universities for R&D needs and the need for more partnership opportunities overall is also strongly
expressed
