AXISS is a mission related IT (Information Technology)
contract vehicle.
It is an Indefinite Delivery Indefinite Quantity (IDIQ)
contract which provides support for the Agency’s Internal
Service Provider.
It was awarded in FY07 to four prime contractors:

– CACI
– Computer Sciences Corporation
– Northrop Grumman

NSETS II (the NSA Small Business Set-Aside) is a follow-on to the original
NSETS Program
It is an important agency initiative that will enable NSA to competitively
acquire Agency requirements for the following areas:
– Business
– Engineering
– Information Technology
– Operations Support
– Training Services
The program has two division of Prime contractors based on company
revenue.
Delivery Order (DO) competitions that are $7M or less are reserved for Tier
1 companies only.
Both Tier 1 and Tier 2 companies can bid on DOs greater than $7M and up
to $75M (the maximum DO)
There are approximately 28 Tier 1 primes and 7 Tier 2 primes.

LIVEWIRE is a multi-year contract to Washington Group
International-URS to provide assistance in defining and
managing power and cooling (P&C) infrastructure
construction and upgrade projects.
This will be a major four phase, in parallel, P&C
construction project to repair and replace existing utility
infrastructure.

Mentor is responsible for selecting protégé

Focus on innovative transfer of state-of-the-art

Demonstrate a comprehensive protégé needs assessment,
e.g., SEI/CMMI/ISO 9000/ITIL certifications

Located within the Industry Outreach and Facilitation office
To facilitate classified discussions on technologies and capabilities
of interest and benefit to the NSA
Sponsors small business entities that offer unique capabilities
required by the NSA and where there is a clear need for increased
socio-economic development.
Cultivates a healthy competitive environment
Leadership adding additional capability to this program to include:
– Adding TK to personnel clearance
– Removing foreign affiliation hurdle
– Adding additional CPRL slots for companies already in program

• Expand NSA’s cleared industrial base
• Increases the ability to talk with NSA on the classified
level
• Minimizes the timeframe for a company to start working
on contract
• Answers the question: How do you get a classified
contract without clearances if you cannot get clearances
without a classified contract?

NSETS II Idea is to provide streamlined acquisition vehicle that increases NSA’s small business goals and harness the technical expertise lying within the small business Winners of NSETS II Tier 2 contracts are the following: DCCA ESS Oberon Omen Praxis ProObject Thomas Herbert NSETS II Tier 1 is still scheduled to be decided by the end of July. “… plan is still to award no later than the end of this month. I am still working with the Contracting Officer and General Counsel to make this happen. At this point I have no reason to believe it won't.”
