I had the opportunity to author the first half of this presentation and provide feedback on the second half. This presentation was presented by Shelby Johnson, Arkansas Geographic Information Officer and Michael Turner, Applied Geographics to the Joint Arkansas Advanced Communications and Information Technology Legislative Committee.
Strategies for Landing an Oracle DBA Job as a Fresher
June 2010 Joint AR IT Committee
1. ADVANCED COMMUNICATIONS AND INFORMATION TECHNOLOGY June 9, 2010 Shelby Johnson Arkansas Geographic Information Officer 1 Putting Arkansas on the Map
2.
3. Coordinate with all levels of government, non-profit and the private sector
4. Support GIS data development and distribution via GeoStor in an effort to reduce duplication2 Create Once, Share it a Bunch
5. 3 Its tough to make decisions with information like this.
6. Connecting data to GIS allows us to answer questions. 4 Where are properties with assessed value greater than $100,000?
7. You Can Answer Complex QuestionsThis analysis required parcels, roads, and boundary information 5 Where are Properties with assessed value greater than $100,000 and within ½ mile of Hwy 8 south out of Norman?
8. 6 Could you answer that last question with this?
15. 13 Data is open to everyone. This promotes better data, business decisions and economic development. Counties Create State Consumes Share Shares 16 counties 74 counties 28 counties geostor.arkansas.gov “Current GIS information provides Arkansas with a strategic advantage in economic development.“ -Senator Shane Broadway
16. Arkansas GIS Data “Accessed Globally” Unique Visitors to GeoStor by Country We are globally searched and good at what we do. 14
26. 24 Why Publish? A picture is worth a 1,000 words 2010 Google- Imagery 2010 DigitalGlobe, Pulaski Area GIS, State of Arkansas, GeoEye, US Geological Survey
33. Strategic Goals is: “To provide recurring funding for continual investment in, and improvement of the Arkansas Spatial Data Infrastructure.” Recognize and empower AGIO as the authoritative geospatial data/mapping resource for Arkansas Core mission set out in enabling legislation Act 244 of 2009 (HB 1356 of 87th General Assembly) “The board shall coordinate completion and maintenance of shareable statewide framework data…” AR Code 15-21-503 Provide funding that matches responsibility Currently, zero funding for data
35. What is proposed?ORTHOIMAGERY Why invest? The base on which all other layers are compiled Provides users familiar, visual depiction of the land Benefits: Economic development and business recruitment Real property discovery by Assessors Sharp County Assessor estimated they have increased valuation by 10%
36. What needs to be done?ORTHOIMAGERYEstimated cost: $1,167,000 /year Develop and fund a recurring orthoimagery program to ensure state’s imagery is current Most recent statewide imagery dates from 2006 3 year cycle – i.e., ~33% of the state is flown each year Improve image resolution from 1 meter to 1 foot Counties and timber industry articulated a strong need for improved resolution
38. What is proposed?PARCELS Why invest? Baseline for property ownership and addresses Current rate of progress is inadequate “Have” and “have not” counties Benefits: Economic development and business recruitment Real property discovery for Assessors Automation of agricultural assessment based on soils State owned property management “Who owns land adjacent to a Wildlife Management Area?”
39. What needs to be done?PARCELS Finish the state Approximately 50% of parcels have been automated 14 of 75 (19%) counties are complete 16 of 75 (21%) counties have not started Recommended approach Provide funding support to counties To start work To complete work that has started To standardize existing parcels Work closely with ACD ACD mandate for mapping to facilitate “fair and efficient” revaluation? Provide funding through revaluation process? Estimated cost: Conservative estimate: one-time cost of $10.7M to complete automation Proposal for state providing 70% funding for counties, spread over a 5 year period Would lead to an annual cost of $1,503,000 for 5 years
40. What is proposed?POLITICAL/ADMINISTRATIVE BOUNDARIES Why invest? Current boundaries are not always accurate Annexation is occurring regularly Benefits: Accuracy required to determine tax jurisdiction Removal of duplicated effort to map annexations Cities, counties and utilities all map an annexations
41. What needs to be done?POLITICAL/ADMINISTRATIVE BOUNDARIES Need for a definitive data source for municipal boundaries Legislative clarifications of workflows for annexations Current boundaries are not always accurate Boundaries should be built from parcel data, whenever possible Formalize AGIO responsibility/partnerships for other boundaries Legislative & JP districts, School districts, Levee districts, etc. Full-time political and administrative boundary data custodian within the AGIO Annual funding of $50,000 - $75,000 School District Example from Craighead County
42. What is proposed?STREET CENTERLINE & ADDRESSES Why invest? Accurate roads data required for many purposes Road additions/changes occur regularly Commercial mapping companies are not focused on rural areas Benefits: Improved public safety and emergency response (E911) Improved GPS navigation and commercial web routing for the general public and state employees Improved flow of goods and services (e.g. parcel delivery)
43. What needs to be done?STREET CENTERLINE & ADDRESSES Build on the Arkansas Centerline File: ACF Statewide map is now 100% complete Emphasis needs to shift to keeping it current Some parts are now 3 years old Initiate action on improvements in both: Content: improved address information Accuracy: quality of overlay with the orthoimagery Proposed approach: Incentives and funding to counties Active involvement from partners (e.g. Utilities, AR One Call) Involving “the crowd” and the ability to receive comments from the public Costs: Full-time street centerline data custodian within the AGIO Annual funding of $50,000 - $75,000 Provide $75,000 - $125,000 of annual grant funding to counties
Often you are asked to make decisions based with information like this.
Connecting data to map using GIS allows us to answer questions.
IF you have the data. This data was produced by Montgomery County.
Can you answer those questions with this?
How do we reallocate a school district?
How do we reallocate a school district?
Visualizing a table gives it meaning.
We are really good at sharing data. Cities, counties, state, federal, private sector and non-profit agencies cooperatively share.
AGIO was among the 1% to receive a favorite place decal from Google.Over 100,000 businesses were identified as Favorite Places, representing less than 1% of the 28 million U.S. businesses
Publish to all major internet sources. These touch the 99% that might not otherwise see this data.
Two prong issue – us having the resources to help and them having the resource to do it on their own.
This slide is one finger pointing at the counties and three pointing back at us.
Address are inherent to government business. Everything is somewhere and nearly everything has an address.
