This document discusses the regulation of technology and its impact on democracy and society. It explores how laws have struggled to keep up with rapid technological changes and the rise of new communication platforms. While technologies were initially seen as liberating forces, issues around privacy, misinformation, hate speech, and data control have highlighted the need for governance and rules to guide digital spaces. However, regulating new technologies also risks limiting freedom of expression. The document examines these tensions and debates around how social rules and laws can best adapt to technological changes.

On behalf of the future, I ask you of the
past to leave us alone. You are not
welcome among us. You have no
sovereignty where we gather.

11. Law is a system of
rules and guidelines
which are enforced…
to govern behavior,
wherever possible. It
shapes … and serves
as a social mediator
of relations
between people.
50. “Starting today, we give ourselves the ability to reactively withhold
content from users in a specific country”
Twitter
51. (1) we will attempt to let the user
know,
(2) we will clearly mark when the
content has been withheld.
(3) As part of that transparency,
we’ve expanded our

Horse racing event from tpower1978 cc by ...the best way to learn the law applicable to specialized endeavors is to study general rules. Lots of cases deal with sales of horses; others deal with people kicked by horses; still more deal with the licensing and racing of horses, or with the care veterinarians give to horses, or with prizes at horse shows. Any effort to collect these strands into a course on 'The Law of the Horse' is doomed to be shallow and to miss unifying principles. Frank H. Easterbrook (Cyberspace and the Law of the Horse, 1996)

My tweet was silly, but the police reaction was absurd For one joke on Twitter I've had my civil liberties trampled on, and have now got a criminal record “ Unfortunately, yesterday I was found guilty and ordered to pay £1,000 in fines and legal costs, which I have to find along with my own legal costs of another £1,000. I am considering an appeal, though I have no means, having left my job due to the circumstances. ” http://www.guardian.co.uk/commentisfree/libertycentral/2010/may/11/tweet-joke-criminal-record-airport

Stella Mwangi Rita Ormbostad, deputy mayor of Aure County on Norway’s west coast, wrote that she would rather have “Sami, polar bears and muskox” as winners and that “that’s what we should sell, not that we are open to asylum seekers!” Ormbostad later added that she had “sharpened a spear and bought bongo drums” in anticipation of the Eurovision finals where Mwangi will represent Norway. “Maybe I’ll travel to Africa and watch from there, where I can eat wildebeest!” Ormbostad tried to brush off her comments as merely a joke, but also told local newspaper Tidens Krav that “I believe something originally Norwegian sells more and is more suitable for the Norwegian Grand Prix than a song that has African tendencies.”
