Decision – Making Principles
• due regard to all relevant considerations and disregard of all
irrelevant factors;
• proportionality (i.e. the action must be proportionate to the desired
outcome);
• lawfulness and financial propriety and prudence;
• all due consultation;
• the taking of professional advice from officers;
• respect for human rights and application of the Human Rights Act
1998;
• a presumption in favour of openness;
• clarity of aims and desired outcomes;
• the ability to explain the options considered and the reasons for
decisions.

  • 1. CALL – IN – GUIDE FOR MEMBERS OF THE PUBLIC Overview and Scrutiny
  • 2. Implementation of decision delayed for 5 working days after the date of the meeting.
  • 3. Step 10 (if referred to Cabinet) – Cabinet consider Scrutiny recommendations Accept recommendation and amend original decision Decide further work is needed and defer decision until completed Refer issue for discussion at next appropriate Full Council meeting Not accept recommendation and confirm original decision
