Past Accomplishments
• Passage of the Commercial Broker Lien Act - allows for a commercial broker to place a lien
on a property for the non-payment of commissions
• Passage of Gross Receipts Legislation –legislation enacted to exclude agents’
• commission payments from taxation within the “gross receipts” calculation.
• Mortgage Loan Industry Licensing –legislation enacted that provides licensing and
• education requirements, along with mandatory background checks for mortgage loan
officers in Michigan.
• Agency Responsibility Act – Outlines the duties a licensee owes a client and the services
that the client can waive via a limited services agency agreement.
• MAR is recognized as one of the top Advocacy groups in Lansing
• Defeated Governor Granholm’s 2-Penny Plan after most successful state-wide Call to
• Action ever - Over 10,000 REALTORS® participated
• Held off an expansion of the transfer tax
• Expanded the Real Estate Enforcement Fund to allow the Attorney General to fight
unlicensed activity
• Successfully advocated against the inclusion of real estate licensees under the Michigan
Consumer Protection Act
• Passed increased appraiser education standards
• Defeated legislation to increase county record fees
96. Public Policy AchievementsPublic Policy Achievements
2011 Legislative Priorities
• Eliminate MBT Surcharge – This is needed to make our state’s business tax structure more
competitive with surrounding states, especially as it relates to commercial real estate.
• Property Taxation Reform – Work within the framework of Proposal A to decrease the
overall property tax burden on Michigan citizens. We are supportive of various concepts to
expand the Homestead Tax Credit, make the process for appealing an assessment easier,
the proration of an owners’ Principal Residence Exemption, ‘pop-up’ relief, a Michigan
homebuyer tax credit, and constitutional amendments to prevent property tax increases as
values decrease. Sound property tax reform measures are needed to ensure economic
growth in Michigan.
• Prevent Sales Tax on Real Estate Commissions – Oppose an expansion of the current
sales tax base or further industry fees. Michigan businesses and citizens continue to do
their best during these challenging economic times. Further costs impacting the housing
industry will only serve as more disincentive for market activity. State government needs to
reprioritize the way it operates and spends before looking to citizens for additional
revenue.
• Appraisal Management Companies (AMCs) – Registration of Appraisal Management
Companies in Michigan. After the implementation of the Home Valuation Code of Conduct,
the contact between appraisers and lenders became highly regulated. With that, came in
increase in prominence of Appraisal Management Companies. AMCs now handle a majority
of home appraisals and play a large role in the appraisal industry as they have become the
preferred third party intermediary in ordering appraisal work. However, unlike Appraisers,
AMCs are not regulated in Michigan.

110. The MAR Brand
The Michigan Association of REALTORS®
speaks to
and for its membership on the issues that most
significantly affect their professional performance and
their overall business success, providing considered
and carefully crafted information and points of view
that represent the most sound strategies for the
growth and development of the profession.
111. MAR Key Messages
Communication
Audiences can count on the association to be thoughtful, clear
and direct in all its communication, whether to its membership or
to government, professional or other market segments.
112. MAR Key Messages
Advocacy
The association will be a strong, articulate, well-grounded voice
for its membership on public policy issues that affect the real
estate profession; this role embraces communicating forcefully
the positions of the association to target legislative and policy
audiences as well as listening and explaining public poilcy
issues to its constituent membership.
113. MAR Key Messages
Best-Practice Business Standards
The association serves as both a knowledge source and a
model for the range of business practices that will support the
success of the real estate profession; this means that members
can look to the association for information, guidance and
examples of how to most successfully lead, manage and grow a
business enterprise.
114. MAR Key Messages
Resources
The association serves to gather and then distribute the latest
and best knowledge, sources and tools to support the growth
and development of the profession and its individual members;
this is far more than a “clearinghouse” function, in that the
association becomes an evaluator and an endorser of only the
most valuable of resources and opportunities.

126. Be Informed
When someone in the community learns
that you are on the board and asks what
the association does, or asks about a
service you provide, you should be able to
talk credibly on the subject.
127. Be Positive
Talk about the association's strengths in
public and save discussion of its
weakness for the board table. Any public
discussion of weakness undermines the
association's ability to raise funds, recruit
volunteers and perform services for our
statewide membership base.
128. Be Prepared to Speak in
Public
Since the Board is responsible for
overseeing the operation of the
organization, there are certain times
when our members and the public
expect to see the Board
representing its interests.
129. Be Ready to Participate in
Fundraising Efforts
Although the RPAC Trustees have ultimate authority
and accountability for RPAC fundraising and
expenditures, each MAR board member should be
prepared to participate in fundraising including
reaching out to the membership to solicit funds.
130. There are Limitations
No individual board or staff member has any power in
the association other than the power the board
delegates to him or her. This means an individual
must observe protocol and the structure of the
organization in respect to new ideas, projects, or
complaints.
