The Greater Brazil Plan
“The Greater Brazil Plan is and industrial, technological and foreign trade
policy from President Dilma Rousseff’s government (2011-Present). It arises
in the context of the troubled world economy. In one side the developed
countries plunged into unprecedented crisis since the Great Depression of
1929 which may lead the world into a systemic crisis. In the other side the
economic strength of emerging countries, led by growth in China, has
secured global growth and avoided the collapse.
The challenge of the Greater Brazil Plan is therefore colossal: 1) sustain
inclusive economic growth in an adverse economic environment, 2) step out
of the international crisis in a better position, which would result in a
structural change in the country's insertion in the world economy. Therefore,
the Plan focuses on innovation and productive intensification of Brazilian
industry, aiming sustained gains in labor productivity.

“… The monetary stability, the return on investment and growth, the recovery
in employment, real wage gains and the drastic reduction of poverty created
favorable conditions for the country to make bolder steps in your journey
toward a higher stage of development.
The Plan will adopt important investment and exports exemption measures to
start coping with the appreciation, advancement of credit and improvement of
the regulatory framework for innovation, strengthening the defense and
expansion of business tax incentives and facilitating financing for adding
national value and competitiveness of supply chains.
The country will mobilize its productive forces to innovate, compete and
grow. The large and thriving market, the power of public procurement created
by inclusive policies, the extensive energy resources to be explored, the
young labor force and entrepreneurial creativity are institutional strengths, of
natural and social resources to develop a formidable Greater Brazil.”
