Horowhenua is about to commence construction of Te Takere, a culture and community centre, incorporating the public library service. A number of other partners are also involved included local iwi and local heritage organisations. This thought piece suggests a framework for designing the service delivery model that will be delivered.

 a requirement to do things differently,
We need to move forward together.

4. RELATIONSHIP
The partners will need to understand each
other’s visions and aspirations for Te Takere;
we need to know what this relationship is

The result will be a relationship of mutual
respect - an absolute fundamental to go
forward on.
