19. participation barriers Source: Give elearning a second chance18 Feb 2010, http://www.guardian.co.uk/public-sector-training/e-learning E-learning is now a combination of self-study, online resources, community/group projects, interaction with an instructor, assessment and finally, transfer. Learning and Development teams need to get the 'magic in the mix' by identifying which different components will make the optimal blend. Instead of providing learning at specific times, their role is to help individuals make the best of the learning that's available and to access it on-demand. They also need to create an environment in which people can work and learn almost seamlessly. Instead of managing the content, they should aim to manage the climate for learning. E-learning has become a vastly different proposition. Will the public sector give it a second chance?

* Comprises electronic delivery of training materials, social networking, knowledge management, problem solving, access to the right people * Methods most innovation stuck in primary school learning, while secondary, tertiary and corporate learning is enthusiastic, there's not enough time to create own materials and not enough promotion of existing materials * Consumer interactions: never mind about the iPad (might as well be an iLemon IMHO); most users have a smart phone and are not using that to full potential. Increasing use of cloud for content. Can't exile social networking.

Disorganised wiki Low participation in networks built for interaction No recognition of hours spent with digital tools as being 'serious' learning Focus too much on tools and not enough on needs/outcomes of tech-mediated interactions Lots of opportunities to innovate. Need to grasp these.
