October 22, 2010 --- 2010 TGA Fall Conference
Jonathan Overly, Executive Director
East Tennessee Clean Fuels Coalition
2
Agenda
ETCleanFuels’ 2010 Founding Partners:
1. Who is the East Tennessee Clean Fuels Coalition?
2. Our Projects Examples
 Outreach & Education Work
 Public stations: a) TSE, b) E85 & B20 Stations
 Large-scale corridor work – we do it: I-75 [MI > FL]
3. Building a Tennessee Team for NGVs
4. Questions
3
 8-yr old nonprofit in East TN
 Designated member of U.S. DOE Clean Cities Program (~90)
 Direct fleet & fuel supplier interaction; meetings; workshops;
presentations; adult & K-12 education; multiple newsletters
 Focused on transp. sector change:
diversify away from oil & use less!
Who is ETCleanFuels?
ETCleanFuels won Coordinator of the Year in 2006.
4
K-12 School Presentations
• Presentations focus on relaying the basics &
importance of alt fuels and fuel economy
• ’06-’07 = 700 students reached
• ’07-’08 = 1,700 students reached
• ’08-’09 = 3,600 students reached
• ‘09-’10 = 4,990 students reached
• “1st Graders for Clean Fuels” - hits all 5 of the
senses through an interactive presentation
• “Clean Fuels Jeopardy!” a hit! “The Oil
Timeline” for younger kids

6
 Providing 50 electrified spaces for class 8
tractor-trailers – power & HVAC
 Reducing emissions by 70-99%
 Adding solar!
• Roof-top
• 30-40 kW system
• Will offset much of the initial
TSE usage to zero pollution
Crossville TSE Project – w/ Solar
7
TN E85 & B20 Stations – We Help
 E85 stations – 33 public stations
 B20 stations – 32 public stations (most public B20 in U.S.)
Most stations thanks to state funding, ETCleanFuels work, or stations alone.
8
 State (through TDOT) offers highway incentive program:
If station will place “E85” (or “B20”) on their sign, TDOT
will erect blue “biofuel” sign… on all 4 exit signs
Getting smart – Let ‘em Know
9
I-75 Green Corridor Project
 Add 10 E85 & 15 B20 public pumps
@ 200 mile intervals
 Enable driving all the way from
Sault Ste. Marie, MI to Miami, FL
on your biofuel
 1,786 miles – will be the longest
biofuels corridor in U.S.
 Displace 1.7+ MGY of petroleum
 Proposed I-40 collaboration as well
10
 There’s no reason why we can’t excel in Tennessee and be
one of the leaders in the SE in building out CNG
infrastructure, and getting NGVs in use state-wide!
 We have interested utilities and other partners across the
state that would like to see CNG in use; this includes such
entities as Clean Energy.
 A limited number of NGVs are in Tennessee now… limited.
Our collaboration could push this much further.
 Overly is the SE NGV Corridor Committee lead for TN, and has
been attending most of the bi-weekly calls to listen.
Building a Tennessee Team for NGVs
11
Here’s the pitch: The ETCFC and CC of MT would like to build
and manage this team in the first year (proposal provided to
TGA in September) – 3 key doables:
1. Manage a conference call list and monthly calls, to keep one
another abreast of what is going on, bring in topical speakers
to address particular concerns we would like to discuss, and
put together the needed resources to respond to RFPs
 Several RFPs will come out within the next few months that we
should be responding to. This includes the EPA Region DERA funding
announcement out Nov. 1, and the Clean Cities funding (expected
Mar. 2011).
Building a Tennessee Team for NGVs
12
2. Begin tracking of individual projects in an invitation-only,
online format. Utilize this tool to allow us at any time to see
the updates on all potential, Tennessee projects
 Public refueling location
 Fleets that are being lured or invited to use the infrastructure
 Who are the key fleets that will make this happen, and what vehicles
are they bringing to the table?
 Who are the local or non-local partners that are helping the project
go?
Done right, this could be a useful tool for putting together our in-state
partners for responding to grant opportunities, especially if the basics
(fleet, vehicles, type of NGV, related costs) can be maintained there
Building a Tennessee Team for NGVs
13
3. Plan a NG conference for 2011 in Tennessee, and use that as
a push to either hold annual conference in Tennessee or
suggest a southeastern NG conference that each state could
participate in
 Already talked to Stephe Yborra; he appears ready to support us with
a “Compelling Case for NGVs” Workshop
 The TN Team can decide exactly what we want to focus on for the
conference, but I think we’d be working to reach out to those
communities that see an opportunity to get NG started locally, PLUS
begin working on the larger cities – Nashville, Memphis, Knoxville
and Chattanooga (discussions are already down the road in
Chattanooga w/ the city fleet manager)
Building a Tennessee Team for NGVs
14
 In 2015, our teamwork produced a total 10 public stations, 4 in the major
markets of Tennessee’s large cities
 An additional 4 are in the works
 A total of 500 NGVs are now in use state-wide by private fleets, utilities,
municipalities, state fleets and parks, and individuals
