China has an uneven yet moderate performance on the
Connectivity Scorecard 2010, slipping two places to 17th
position. Good scores in the consumer category are offset by
lackluster performance in the business segment. The “per
capita” measures used in the Scorecard also contribute
negatively to the score of the world’s most populous country.
China has an impressive broadband and fixed-line penetration
compared to most other resource and efficiency-driven
economies. It also performs well in consumer usage and skills
category on account of its high literacy levels and good internet
usage. However, the country performs weakly in the business
category, with a low penetration of secure internet servers and
limited availability of international internet bandwidth. China also
reports moderate international voice traffic and IT services
spending by its enterprise sector.
The country, therefore, needs to emulate its strong performance
in the consumer category to strengthen its business
infrastructure. This will also help it bridge the gap with its BRIC
peers Russia, and Brazil, ranked fifth and sixth respectively on
the Connectivity Scorecard.

Spain moves up one place to 20th position in the Connectivity
Scorecard 2010 study. However, the country’s overall ICT
development is significantly below its peers across all segments
with the only exception being the government sector, where it
performs well. Spain displays an inconsistent performance in
the consumer and business categories overall. While the
consumer and business infrastructure sub-categories display a
few bright spots, the country performs weakly to very modestly
on usage and complementary skills.
The country is still well behind the UK, France, Germany and the
Northern European nations of Scandinavia, the Netherlands and
even Belgium on most ICT measures. It does perform better
than Italy, Greece and Portugal, but this in itself reflects the
weakness of those economies rather than the strength of Spain.
Spain thus needs to significantly gear-up to utilize ICT as a
significant source of economic growth to catch up with its peers.

BEIJING: China's largest search engine, Baidu.com, confirmed that its website
was paralyzed Tuesday morning after coming under a cyber-attack.
The search engine has now resumed operation.
"The reason why Chinese users could not log on to the website was that our
domain name server (DNS) in the United States was illegally attacked," it said in
a statement that gave no details of the attack.
The company said it was still investigating the problem, and declined to give
further information.
Problems were found at around 8 a.m. The website reopened at 11:30 a.m..
"It is rare for Baidu.com to be down for so long as the company boasts high
security protection," said Li Tiejun, an IT security engineer of Beijing Kingsoft.
The search engine, which claims 70 percent of China's Internet search market,
had only been down only once previously, for half an hour in December 2006.
