Title: Integrated infrastructure for CO2 transport and storage in the west
Mediterranean

Coordinator: LABORATÓRIO NACIONAL DE ENERGIA E GEOLOGIA

Context and objectives: COMET aims at identifying and assessing the most cost-
effective CO2 transport and storage infrastructure able to serve the western
Mediterranean area, namely Portugal, Spain and Morocco.

The consortium is coordinated by LNEG (Portugal), and comprises seven research
institutions, four universities, one SME and five energy companies from six
European countries and Morocco.

 COMET aims to optimise the connection between sources and sinks by
comparing the several possible transport modes (pipelines,trains, ships and trucks)
and existing and to be realised infrastructures, and expects to find the least-cost
transport mode and routes from clusters to sinks.

 Background and objectives
With 30 partners across the Mediterranean, Mediterranean Innovation and
Research Coordination Action (MIRA) provides a functional dialogue and
action platform to support Euro- Mediterranean science, technology and
innovation (STI) cooperation. A dialogue is supported by providing inputs
and analysis from the field of collaborations between research and
innovation communities from the European Union and Mediterranean
countries especially through 7th Framework Programme. An important task
is also to support the creation of the Euro-Mediterranean Innovation Space
(EMIS) by providing a think tank and implementing pilot actions

Focus sur MP2ERA

Main objectives and activities
O.1: To widen and reinforce direct links between leading research teams of NIMAP
and best relevant European research organizations by conducting a series of
networking and partnering events, and facilitating direct mobility of scientists aimed at
initiating new joint projects (including Joint Research Programme) and ideas
exchange.

O.2: To build the cooperation capacity in NIMAP by providing a comprehensive
training to members of the Moroccan research institute to develop/enhance their skills
and competences with regard to building international research partnerships
(including acquiring and participating in FP7 projects), as well as other important
complementary research competences.

O.3: To guarantee the sustainability and long-lasting positive effect of the project by
developing a comprehensive Development Strategy of NIMAP aiming at significant
strengthening of the role the Institute plays in meeting the national socio-economic
challenges & regional/international research

FP7

 So far, 588 Moroccan applicants have co-submitted 475
proposals but only 125 applicants and 92 proposals survived
the selection process and were mainlisted. The average
success rate is 21,26%. 62% of successful proposals are under
cooperation programme while 20% and 18% of the proposals
belong respectively to people and capacities programmes. The
total value of the projects is €333m while the total Moroccan
share of EC contribution was around €11m until March 2012.

The analysis of Moroccan participation across FP7 research
fields shows a strong dominance of Knowledge Based Bio
Economy (32%), Environment(27%) followed by Health and ICT
with 8% each

Building Indigenous Innovation Capabilities in MPC : relevant
issues
Policy discussions addressing technology transfer at
international focus on providing developing countries with access
to existing technology on the basis of consuming technological
hardware .
 This attitude fails to recognize the vital importance of building
innovation capabilities (absorptive capacity) to promote the
diffusion of innovation within developing countries
 Environmentally sound technologies must fit with the conditions
faced by developing countries. which is not the case with imported
technologies combined with lack of absorptive capacity.

“Innovation” can be characterised as including points 1, 2 and 3 in the
following typology:

1.Innovations ‘new to the world’: Where a firm is the first to introduce
innovation for all markets & industries, domestic and international.
2.Innovations ‘new to the market’: Where a firm is the first to introduce
innovation in its particular market.
3.Innovations ‘new to the firm’: Where a firm introduces a product,
process or method new to that firm, or significantly improved by it, even if
it has already been implemented by other firms.

Often, it is type I innovation (radical: New to the world) that
captures the focus of policy discussions .
 type I innovation is more likely to be associated with more
radical innovations that are the results of deliberate R&D and
it requires the existence of a strong knowledge base
 in developing countries context (such as MPCs), where
rapid adoption and diffusion is a central concern, incremental
and adaptive innovations that are often underpinned by type
II (new to the market) and type III (new to the firm) are often
of more relevance and importance.

 Incremental innovation has often played a critical role in
technology “leapfrogging” in developing countries, where
countries have moved towards, and then surpassed the
international technological frontier.
 the most successful latecomers to the wind energy
market (e.g. Spain and China) took the first steps in
developing their industry through joint partnerships
technology transfer via licensing agreements and associated
royalty fees with manufacturers in Germany and Denmark
(MacLaglin et al., 2009)
