Family in Muslim Polygamy

A Public Forum on “The Institutions of Marriage & Family in Muslim Polygamy” was held on 15 July,
2010 at Puri Pujangga, UKM Bangi. It was organized by IKMAS and was arranged as a platform
for the presentation of some key findings from a study of Muslim polygamous marriages and families in
peninsular Malaysia. The polygamy research project is headed by Norani Othman, a Professor & Principal
Research Fellow at IKMAS who is also a Board Member of Sisters in Islam (SIS). It is a collaborative
research initiated and funded by SIS Forum Malaysia (aka Sisters in Islam). The survey was conducted
in the twelve states of peninsular Malaysia in August 2008-April 2010 by a team of researchers made
up of several academic members of UKM, USM and UM as well as a team of researchers from Sisters
in Islam.
There were seven presentations made at the Forum. The first was an “Introduction to the Polygamy
Research Project” by the Head Researcher, Prof. Norani Othman, followed by a video presentation
entitled “Dua, Tiga atau Empat” [Two, Three or Four (Wives)]. The latter reports on informal interviews
conducted with first and second wives, a husband, and a child of a first wife who were respondents of
the study. The Panel Presentation that followed reviewed some of the key findings of the study. The first
speaker was Ms Adibah Mohd. Jodi on “Impak poligami terhadap nafkah zahir dan kewangan keluarga”
[The impact of polygamy on nafkah zahir and the financial situation of family members]; followed by
Ms. Masjaliza Hamzah on “Nafkah batin, giliran [rotation or turn-taking], seks dan seksualiti dalam
perkahwinan & keluarga polygyny” [Nafkah batin, turn-taking, sex and sexuality in polygynous marriage

Persidangan MSC 7 yang dianjurkan Persatuan Sains
Sosial Malaysia, juga menandakan satu lagi peristiwa
penting bagi IKMAS. Berikutan dengan tradisi
persidangan MSC sebelumnya, IKMAS sekali lagi telah
diberi penghormatan menjadi penganjur bersama
persidangan ini sejajar dengan tumpuan penyelidikan
Institut ini. Sebagai respons terhadap penghormatan
dan keistimewaan tersebut, kami bukan sahaja
meneruskan tradisi menyediakan sokongan kewangan
dan sekretariat tetapi juga sokongan intelektual
dalam bentuk panel IKMAS. Panel ini mempamerkan
penyelidikan yang sedang berjalan di IKMAS,
sebahagiannya merupakan kerja dalam proses.

4. Message from the Director
T he New Year started with a flurry of activities as IKMAS prepared for three important events.
Firstly, the visit by the external assessors of IKMAS, the Roundtable of IKMAS to celebrate 15
years of establishment, and the 7th International Malaysian Studies Conference (MSC 7) that were all
scheduled for March 2010.
Professor Emeritus Dr. Terry McGee (University of British Columbia) and Professor Emeritus
Dr.Wang Gungwu (National University of Singapore) visited IKMAS on 22-23 March to conduct the
first external assessment exercise for IKMAS. They are renowned scholars who work on issues that
are related to IKMAS’s research thrusts. After months of preparation, the day finally arrived. The
assessment went smoothly and the report has been duly forwarded to the Vice Chancellor.
Later in the month, IKMAS celebrated her 15th anniversary with a Roundtable chaired by
Professor Dr. Rahmah Mohamed (Deputy Vice Chancellor of Research and Innovation). The other
presenters at the Roundtable included Emeritus Professor Dr. Terry McGee, Professor Dr. Osman
Rani, the founding director of IKMAS, Datuk Professor Mohd Yusof Kasim, Vice Chancellor of UCTI
and former fellow at IKMAS as well as the current director of IKMAS. The Roundtable served as forum
for looking back on the historical roots of IKMAS to its current state and future growth. It served as an
apt review of what was planned in the past, what has been achieved thus far and the future plans of
IKMAS.
The 7th International Malaysian Studies Conference (MSC 7) also marked another important
event of IKMAS. Following the tradition of previous MSC conferences organised by The Malaysian
Social Sciences Association, IKMAS was again privileged to be a co-convener of this conference
as it is in line with the research mandate of the Institute. We are greatly honored with this privilege
and in response, we continue the tradition of providing not just financial and secretarial support but
also intellectual support in the form of IKMAS panels. These panels showcase the on-going research
of IKMAS, some of which are very much work-in-progress. This year we were proud to present five
IKMAS panels. Four of these panels are based on the current research of IKMAS. They are namely the
panels on the Internationalizing Higher Education in Malaysia, Transnational Migrants in the City and
two panels on Muslim Polygamous Families in Malaysia. The fifth panel is a new type of panel, namely,
the IKMAS Young Scholars’ Panel where some of IKMAS’s graduate students presented their research
output. This panel represents a venue for these graduate students to discuss their research findings
to a broader audience and we believe that this exposure will enhance their total learning experience at
IKMAS.
As the year progressed, IKMAS continued with a regular stream of academic activities such as
seminars, forums and public lectures. The post graduate students also participated in a series of post
graduate students’ seminars where they have to present their research at their respective stages of
progress.
Before I end, I would like to highlight a new and special activity of IKMAS. In line with the
university and institute’s emphasis on community engagement, IKMAS was able to help the needy in a
practical way during the Fasting Month this year. Food items were distributed among the needy in the
Rohingya refugee community as a result of the donations made to IKMAS from an anonymous donor.
The food items were contributed as a result of the research project on this community by Professor
Azizah Kassim and the deputy director of IKMAS, Associate Professor Dr. Faridah Shahadan.

social capital of polygynous families]; and Prof. Dr Rashidah Shuib (KANITA, USM) on “Rumusan dan
implikasi kajian poligami ini terhadap dasar dan perundangan keluarga di Malaysia” [Some concluding
remarks and policy implications of this polygamy study].
The conversations featured in the video presentation had a powerful impact on the audience.
They showed that members of polygamous families were quite candid and forthright in describing their
life situation and focusing on the problems and challenges that they confront in their daily lives. The
polygamy research team is in the midst of writing up nine articles based on their survey study of 1,235
respondents. These will be jointly submitted to a reputable international academic journal by end of the
year. Later those research articles will be further developed and expanded in a twelve-chapter book
manuscript based on the survey study together with the ethnographic and qualitative or in-depth studies
of about 100 families.

Abstract
The world automotive industry was badly hit by the financial turmoil in 2008.
Given the fact that Malaysia forms an integral part of the international production networks, how much was its
automotive-related economic sector affected? Malaysian exports are closely connected through value chains
with the trade and production systems in many developed countries. Many of these industries are subcontracting
production to firms and establishments in both the formal and informal sectors in Malaysia and elsewhere.
Moreover, workers in these industries and their value chain enterprises are also served by many formal and
informal establishments. With the severe downturn of the economy, the objective of this study is to examine
how the auto parts enterprises, their workers and families as well as the supporting services are impacted by the
recent crisis.
MALAYSIAN AGRICULTURE IN TRANSITION, 1960 2010

Abstract
Agriculture in Malaysia changed greatly over the half-century from 1960 to
2010. It moved from dominating society and the economy to becoming a minor
but still substantial sector of the national economy, mainly in palm oil and rubber. It altered as well from
merely exporting raw outputs to manufacturing agriculture-based products. The agricultural transition involved
many economic, political and social factors, whose interactions with persons and institutions involved make a
fascinating story. This paper first describes what happened during the 50 years, pinpointing major events and
developments involving political players, smallholdings and land development schemes, estates and agency
houses, and different kinds of farmers including migrants. It then picks out crucial strands in the story, including
those related to prices and profitability, technology, philosophical beliefs, institutional arrangement, cultural
aspects, and the role of government. The paper finally looks ahead, scrutinizing the intentions for the future of
government and other players, and ways in which even better outcomes might be secured for agriculture and
those concerned.
HALAL: THE PROLIFERATION OF A GLOBAL RELIGIOUS

Abstract
Within the last few years halal has become a term that is no longer an expression
of esoteric and localised forms of production, trade and consumption, but part of a huge and expanding globalised
market.This presentation consists of two parts. The first part concerns ways in which state-regulated Islam in
Malaysia has standardised, certified and institutionalised halal in the country. The second part focuses on modern
forms of halal understanding and practice among Malay Muslims in London, that is the halal consumption by
middle-class Malays in the diaspora. Central issues concern the Malaysian states efforts to develop and dominate
a global market in halal commodities and how Malays in London respond to and are affected by this effort.

Abstract
This seminar presents the preliminary results and policy insights from a recent
exploratory study on household waste composition in Bandar Baru Bangi, Selangor.
The research applies the concept of waste hierarchy or 3R which prioritises waste
reduction before recycling and disposal. In order to pursue policy measures higher
up the waste hierarchy, more detailed waste composition data is required. The analysis method used in this
study classifies waste into more than 100 categories, and has been applied in experimental analyses in Europe
and Japan.

Abstract
The intertwining relationship between ethnicity and nationalism remains an
unsettled theoretical debate in the existing literature of nation and nationalism.
Using Malaysia as a case study, the paper examines the manifestation of
nationalism and ethnicity across Malaysian mass media since the 1990s. Results
from the comparative analysis indicate that Malaysian national identity incorporates a process of constant
negotiation between different streams of nationalism in relation to the monoethnic versus multiethnic concept
of Malaysia. These findings demonstrate that the phenomena of nationalism and ethnicity are mutually
constitutive, suggesting that three theoretical assumptions in studies of nation and nationalism should be
rethought.

This talk is based on the PhD dissertation of the speaker. His dissertation is an
investigation into the emergence, maintenance and breakdown of dominant party
authoritarian regimes. In his talk, Kian Ming briefly outlined the methodological
challenges associated with defining different types of authoritarian regimes
which hold elections. He then proceeded to discuss the pathways taken by dominant party authoritarian
regimes (DPARs) which have lost power, namely Mexico, Taiwan, Senegal and Paraguay. He concluded
with a comparative discussion on how the DPAR in Malaysia may lose power.

This seminar was on the stateless Rohingyas in Malaysia. Originally residents of
the Rakhine State in Burma, this Muslim minority faced profound discrimination
in Myanmar, which culminated in the enactment of the 1982 Citizenship Law
that effectively rendered them stateless. Many were forced to flee but in exile
their plight remains a protracted issue. Through observation of a Rohingya population in Puchong,
Selangor, the speaker showed how the Rohingya, having been denied citizenship and excluded from
national imaginings, perceive themselves as a people, in particular the meanings they attach to their
predicament of statelessness and prolonged displacement in a globalised system of nation-states.

Three reasons contributed to a global reconceptualization of security since
1990: End of the Cold War, globalization and global environmental change with the transition from the
Holocene to the Anthropocene in earth history. As a result the security concepts have been widened (from
political-military to economic, societal and environmental dimensions) deepened (from state-centred
concepts of (inter)national security to human-centred concepts: human security) and sectorialized (to
food, water, health and soil security), since 1945 the classic linkage of international peace and security
(in the UN Charter) has been extended in the 1950s to include development and in the 1970s to include
environment. Thus, in the early 21st. century a conceptual quartet exists of security, peace, development
and environment and its manifold linkages. Globalization has posed multiple new threats by non-state
actors of personal violence (terrorism) and structural violence (financial crises in Mexico, Asia and global)
that contributed to a structural terrorism.

18. EXPORTS IN HEALTH SERVICES: EXPLOITING THE DYNAMICS OF
INTER-MODAL AND INTER-SECTORAL LINKAGES

The speaker discussed exports in health services manifest in all four General
Agreement on Trade in Services (GATS) modes of delivery. Given an ever-
increasing emphasis on expanding export of health services, a key question
confronting policy makers is: what drives exports in health services? The export potential of health
services depends upon 9 broad drivers, including that relate to inter-sectoral and inter-modal linkages.
The speaker focussed on the following key questions: How to maximise (minimise) positive (negative)
inter-modal linkages to enhance health services export? How to identify and nurture the key channels
that lead to export-friendly inter-modal dynamics? Why healthcare providers choose particular modes to
export a service and what role inter-sectoral linkages play in boosting exports in health services?

How do we account for different results of auto industrialization efforts by Malaysia
and Thailand? Why has Thailand succeeded in becoming an assembly and
export hub for global automakers, whereas Malaysia has struggled to achieve
scale economies, to export, and to foster locally owned production capacity. As
part of a broader comparative project on East Asian auto industrialization, we
propose a political economy explanation for these differences (while also accounting for weaknesses
in the Thai case). Specifically, we propose a framework that focuses on the policy tasks central to each
country’s auto project, the economic institutions available to implement these policies, and the political
factors - including both political institutions and broader pressures on political leaders - that influenced
leaders’ policy goals and institutional capacities to implement those goals.

Malaysia is in reality an electoral one-party state, thanks to electoral manipulation,
erosion of federalism and local democracy and draconian laws. Because the
system operates on the winners-take-all logic, there is no room for a second
contending party/coalition to survive healthily. After the 2008 political tsunami,
many Malaysians talk passionately about two-party system. For some, it simply
means a change of government. However, if Barisan Nasional recovers its lost ground under Najib, will
the so-called budding two-party system come to an end? This paper argues that without substantial
institutional reform of electoral system, two-party system is not an equilibrium point and Malaysia may
have to choose between resurrecting one-party predominance or sinking into chronic chaos and instability
ala Perak.

T he year 2010 marks the 10th anniversary of the launch of The Nippon Foundation Asian Public Intellectuals
Program. In the past ten years, the Program has grown significantly from its inaugural 2001-2002 group of 26
Fellows coming from the five participating countries of Indonesia, Japan, Malaysia, Philippines and Thailand. By
2010, the total number of Fellows who had completed their fellowship activities had reached 240 with another 25
currently doing their project research. Then again from 2010, the Program has been extended to include participants
from Cambodia, Laos and Vietnam. Moreover, the expansion of the Program has been matched by the growing
variation in the concerns, activities and project outcomes recorded by the Fellows.
About 190 persons participated in the Celebration at the Ateneo de Manila University in the Philippines.
Of this number, 136 were Fellows. The main activities were held from 28 to 30 May 2010 and they centred round
discussions reviewing the work of the Program in the past ten years and the future direction of the Program. These
discussions were held both in plenaries and in smaller workshops. Part of the Celebration included an exhibition
of the creative works of the Fellows. This exhibition was from 28 May to 13 June 2010, in various spaces in Manila
including the Ateneo de Manila University.
The Opening session saw the presence of Dr. Bienvenido F. Nebres, S.J., the President of Ateneo de
Manila University; Tan Sri Yohei Sasakawa, Chairman of The Nippon Foundation; and Dr. Surichai Wun’ Gaeo,
Program Director of the API Coordinating Institution.
There were three Plenary Sessions and each had a Keynote Speaker. Session 1 was on ‘Changing Identities
and their Social, Historical, and Cultural Contexts and the Speaker was Dr. Benedict R. OG. Anderson (Aaron L.
Binenkorb Professor of International Studies, Emeritus, Cornell University). The second session was on ‘Reflections
on the Human Condition and the Search for Social Justice’. The Keynote Speaker here was Dr. Krisana Kraisintu.

University, Thailand). The third session was on ‘Globalization in East Asia: Structures, Processes, and Alternatives’.
The Keynote Speaker was Dr. Jomo K.S. (the Assistant Secretary-General for Economic Development in the United
Nations Department of Economic and Social Affairs (DESA). Dr. Jomo is also an API Senior Fellow from Malaysia).
Dr. Khoo Boo Teik (Executive Senior Research Fellow, Area Studies Center, Institute of Developing Economies,
Japan External Trade Organisation) was the overall Workshop Director.
The Celebration was a success in that there was good participation from all present in all the activities and
the comments and suggestions made would greatly assist in the future work of the Program.
For the record, The API Programme was launched in Kuala Lumpur in July 2000 with IKMAS serving both
as partner institution as well as the coordinating Institution between 2000 - 2005.
For the 10th Anniversary, three fellows from IKMAS were guests at the celebration. They were IKMAS
director, Prof. Tham Siew Yean, former Director Prof. Ragayah Mat Zin, and 5th API Workshop Director, Prof. Abdul
Rahman Embong who also participated actively at one of the sessions on The future of The API Programme.

I nisiatif untuk mengadakan satu Projek Khidmat
Masyarakat di IKMAS diilhamkan pada awal 2010
setelah seorang felo IKMAS mula menjalankan tinjauan

awal mengenai orang pelarian Kaum Rohingya di sekitar
Kuala Lumpur dan Selangor. Kajian awal ini menyingkap
keadaan sosio-ekonomi yang terlalu daif dalam
kalangan sebilangan kaum Rohingya yang berasal dari
Myanmar ini. Ekoran dari penemuan ini beberapa orang
warga IKMAS telah bersetuju untuk memulakan usaha
membantu kaum pelarian ini setakat yang termampu.
Antara tindakan awal yang diambil ialah mengumpul
barang terpakai seperti baju, kasut, buku sekolah dan
permainan kanak-kanak dan mengedarkan barang-
barang ini melalui persatuan-persatuan setempat orang
pelarian ini di kawasan Ampang dan Gombak.
Pada awal bulan Mei tahun ini IKMAS diberi
kontrak untuk menjalankan penyelidikan Kaum Rohingya
Di Malaysiai oleh Majlis Keselamatan Negara, Putrajaya.
Dengan tertubuhnya pasukan penyelidikan untuk rojek
ini, usaha untuk membantu golongan Rohingya ini dapat
diusahakan dengan lebih terfokas. Niat warga IKMAS
untuk meneruskan khidmat masyarakat ini mendapat
sokongan di luar dugaan dari satu pihak dermawan
(yang enggan namanya dipaparkan) beberapa minggu
sebelum Hari Raya Idilfitri. Dua lori bahan makanan
terdiri dari beras, gula, minyak masak, beras pulut,
tepung pulut dan susu pekat telah diterima dari pihak
dermawan ini. Barang-barang ini diagihkan dengan
bantuan persatuan nasional Kaum Rohingya di negara
ini iaitu Rohingya Association in Malaysia (RSM) yang
beribu Pejabat di Ampang Jaya. Agihan barang-barang
kepada golongan daif kaum Rohingya di Selangor,
Wilayah Persekutuan dan di Johor Bahru telah dibuat
sebelum hari Raya Aidil Fithri tahun ini. Bagi beberapa
wilayah lain di Semenjung, agihan akan di buat selepas
Aidil Fithri. Kepada warga IKMAS yang membantu kerja-

D alam Konvokesyen UKM ke-38 yang berlangsung pada 4-9 Ogos 2010, IKMAS merasa bangga kerana
dua orang pelajarnya berjaya menjadi graduan -- seorang menerima ijazah Sarjana Falsafah (MPhil.) dan
seorang lagi menerima ijazah Doktor Falsafah daripada UKM. Graduan-graduan itu ialah Chai Ming Hock yang
memperoleh ijazah PhD berdasarkan tesisnya “Pemerkauman Isu Pilihan Raya dalam Akhbar Arus Perdana
Bahasa Inggeris di Malaysia”. Graduan yang berasal dari Kuching ini kini berkhidmat sebagai pensyarah di Pusat
Pengajian Komunikasi, Universiti Sains Malaysia, Pulau Pinang. IKMAS mengucapkan tahniah hangat kepada
Ming Hock serta kepada kedua-dua penyelia beliau, Prof. Dato’ Dr Rahman Embong dan Prof. Madya Dr. Sumit
Mandal.
Graduan kedua dari IKMAS ialah Lim Suk Yee, anak kelahiran Sabah yang memperoleh ijazah MPhil.

Apa yang penting ditegaskan di sini ialah kedua-dua graduan ini telah menyiapkan pengajian masing-
masing dalam tempoh minimum yang disyaratkan, iaitu tiga tahun beberapa bulan bagi Ming Hock, dan dua tahun
bagi Suk Yee. Selain usaha gigih graduan itu sendiri yang memang berdisiplin, kejayaan ini adalah hasil sistem
pemantauan yang ketat yang dilaksanakan di IKMAS khususnya pembentangan di empat tahap pengajian, serta
penyeliaan yang teliti dan berterusan yang diberikan oleh para penyelia. IKMAS berharap pelajar - pelajar IKMAS
yang lain akan melipatgandakan usaha mereka supaya dapat lulus dengan baik dalam tempoh yang ditetapkan

D alam tempoh Februari hingga Julai 2010, sebanyak empat kali Seminar Siswazah IKMAS telah diadakan. Sesi
seminar ini adalah salah satu cara pembelajaran yang penting bagi para siswazah. Secara purata, seramai
20 orang pelajar IKMAS beserta pelajar-pelajar lain telah mengikuti setiap sesi pembentangan tersebut.
Pembentangan ini amat berguna untuk pelajar kerana mereka bukan sahaja memperoleh pengalaman
membuat pembentangan dan memperjelaskan kertas kerja mereka dalam seminar, tetapi juga mereka mendapat
banyak maklumbalas daripada felo dan juga rakan-rakan pelajar yang lain. Ini akan membantu mereka memperbaiki
tesis mereka supaya menjadi lebih baik.
Seminar pertama untuk siswazah diadakan pada 25 Februari 2010 di mana dua orang pelajar telah
membuat pembentangan. Zurina Mansor, pelajar Sarjana Falsafah yang akan segera menyerahkan tesisnya
untuk pemeriksaan telah membentangkan hasil penulisan keseluruhan tesis itu pada tahap pembentangan ke-3
atas tajuk “Budaya Organisasi di Syarikat Swasta dan Kesannya Ke atas Prestasi Pekerja: Satu Kajian Kes
di Westports Malaysia Sdn Bhd”. Zurina diselia oleh Prof. Dato’ Rahman Embong dan Prof. Norani Othman.
Pembentang kedua ialah Wan Fairuz Wan Chik, pelajar PhD, mengenai “Backward Linkages Formation between
Foreign Firms and SMEs in Penang Free Trade Zone, Malaysia (1990-2010)”. Ini adalah pembentangannya pada
tahap pertama. Pelajar ini diselia oleh tiga orang ahli akademik iaitu Prof. Rahman Embong and Prof Madya Dr.
Faridah Shahdan (kedua-duanya) dari IKMAS, dan Prof. Madya Dr. Sivabalan Selvadurai dari Fakulti Sains Sosial
dan Kemanusiaan, UKM.
Pada 29 Mac, calon PhD, Nirwan Noh, telah membuat pembentangan pada tahap pertama atas tajuk
“Assessing The Implication of Liberalisation in Trade Services on Economic Development in Malaysia”. Beliau
diselia oleh Prof. Tham Siew Yean.
Seminar siswazah ketiga telah diadakan pada 26 Mei 2010. Untuk sesi ini, dua orang pelajar peringkat PhD
telah membuat pembentangan masing-masing, kedua-duanya pada tahap pertama. Mohamad Shuhaidi Salleh
membuat pembentangan atas tajuk “Stratifikasi Sosial dan Identiti dalam Kalangan Kaum Kedayan Sarawak”.
Beliau diselia oleh Prof. Rahman Embong bersama Prof. Azizah Kassim dan Dr Helen Ting. Pembentang kedua

Seminar ke-4 telah diadakan pada 14 Julai 2010 di mana dua orang pelajar Sarjana Falsafah
telah membuat pembentangan, kedua-duanya pada tahap pertama. Pembentang pertama ialah Diana
Nathan yang menjalankan penyelidikan mengenai pengaruh Internet dan TV satelit ke atas diplomasi

25. Graduan IKMAS 2000 - 2010
S ejak penubuhannya pada 1 April 1995, IKMAS telah berjaya melahirkan seramai 22 orang graduan mulai
tahun 2000 sehingga tahun 2010. Seramai 15 orang graduan telah menerima ijazah Sarjana Falsafah
manakala tujuh orang lagi menerima ijazah Doktor Falsafah. Perincian graduan, judul tesis, penyelia mereka
