Prof. Dr. Ragayah Hj. Mat Zin joined UKM as a tutor in the
Department of Economics and Management on 20 March
1973. Six months later she pursued her Masters studies at the
University of Essex, under the UKM Staff Training Scheme.
After graduation, she was appointed as a lecturer in the
Department of Economics and Public Policy, Faculty of
Economics and Management, UKM in November 1975. In
1978, she left again for Vanderbilt University, USA, to pursue
her PhD, under the same training scheme. She was awarded
PhD in 1988. A year later she was promoted to Associate
Professor and appointed as Head of the Department of
Analysis and Public Policy from February 1992 to November
1996.
Professor Dr. Ragayah Hj. Mat Zin joined IKMAS as an
Associate Fellow in 1997. She was subsequently appointed
as the Deputy Director of IKMAS in March 2000. In the
same year, she was promoted as Professor in development
studies. She was then appointed Acting Director in July 2001,
following the untimely demise of the late Professor Dr. Ishak
Shari. She was later appointed Director of IKMAS from 15
September 2001 until 18 August 2006. On completion of
her term as director, Professor Ragayah continued to be a
Principal Research Fellow at the institute until her retirement
on 31 December 2012.
During her term as Deputy Director and Director, Professor
Ragayah steered IKMAS through its growing and learning
curve to become a more established and mature institute
with national and international networks. IKMAS regional
standing can be attributed in part to her hard work in

constantly promoting the institute whenever she was called to
present papers in international conferences, which was quite
frequent, given her standing in the academic community in and
outside Malaysia.
Professor Ragayah contributed greatly to the scholarship in
IKMAS in her field of poverty and income distribution. She is
passionately concerned with helping the poor not only in terms
of academic research but also in her community engagements.
Academically, she is well known in the research community in
and outside Malaysia as well as with the policy circles where
she is constantly called upon to provide policy advice. Besides
the government, Professor Ragayah also worked with many
international organizations such as UNESCAP, FAO Africa,
ILO, UNDP, IPRCC China, World Bank Institute and ANU
Enterprise. Her international network links helped raise the
profile of IKMAS. Her retirement is a sad day for the institute
as IKMAS has lost one of its prominent researchers. Her field,
likewise, will suffer an equally great loss as there are few other
academics in Malaysia who is as devoted as she was to poverty
eradication and the reduction of income disparity in the country.
We wish her all the best for her future undertakings.

Dalam tiga dekad yang lalu, khususnya sejak era Perdana
Menteri yang ke-4 Tun Dr. Mahathir Mohamad (1981-
2003), lebih banyak kajian mendalam mengenai ekonomi-politik
Malaysia telah dijalankan. Soal-soal penting yang dibangkitkan
termasuk yang berikut:- Apakah faktor yang bertanggungjawab
bagi kejayaan Malaysia sehingga kini ia menjadi negara multi-
etnik yang mantap di sisi politik, dan yang secara umumnya telah
merakamkan kadar pertumbuhan yang tinggi walaupun kawasan
lain di dunia mengalami kelembapan ekonomi? Pada hemat saya,
jawapannya terletak kepada pengurusan ciri kepelbagaian secara
strategik. Sejak diperkenalkan Dasar Ekonomi Baru pada 1970,
asas ekonomi yang kukuh berlandaskan prinsip ekuiti telahpun
ditetapkan dan dimajukan berasaskan kerangka perkongsian
kuasa. Melalui masa model perkongsian kuasa ini perlu
dihalusi dan disesuaikan dengan konteks pembangunan sosio -
ekonomi negara dan dengan tuntutan globalisasi. Malaysia ingin
menangani isu-isu dalam negara dan juga cabaran antarabangsa
melalui pelan transformasi ekonomi (PTE) yang diperkenalkan
sejak 2009.
Dalam konteks pembangunan dinamik dan perubahan, corak
interaksi antara penyelidikan dan penggubalan dasar boleh
menjadi kritikal kepada kemajuan semasa dan masa depan.
Sudah tentu, dasar-dasar negara untuk pembangunan politik,
ekonomi, saintifik, teknologi, dan budaya akan lebih berkesan
jika digubal berasaskan kajian yang baik serta hubungan yang
kukuh antara pemerintah dan masyarakat. Mengambil kira
dunia kita yang semakin dipengaruhi globalisasi dan saling
bergantungan, konsep keselamatan semakin dipandang dalam
konteks keselamatan insan dan keselamatan masyarakat. Zaman
apabila keselamatan ditafsir terutamanya dari segi ketenteraan
dengan tekanan atas keselamatan rejim, keselamatan negara
dan kuasa “keras” telah lama berlalu. Kini, fokas adalah
kepada keselamatan masyarakat dan kuasa “lembut”. Tuntutan
ke atas semua pucuk kepimpinan dan pemerintahan adalah
kepada keupayaan membekalkan keperluan dan berkhidmat
kepada rakyat, bukan untuk menyediakan diri bagi menghadapi
konflik dan perang. Di rantau kita, Persatuan Negara-Negara
Asia Tenggara (ASEAN) yang ditubuhkan pada 1967 sedang
menumpukan perhatian dan tenaga kepada pembangunan sosio-
ekonomi, keselamatan insan dan pengurusan alam sekitar.
Perutusan Daripada Pengarah

Dalam agenda baru “Asia Baru” kurun ke-21, semua
sektor masyarakat perlu berkecimpung dan terlibat
menghasilkan serta memajukan nilai-nilai yang disanjung
tinggi iaitu keselamatan, pembangunan, keamanan dan
keharmonian. IKMAS selaku institut penyelidikan pasti
melakukan kewajipannya dengan menfokus kepada
dinamik globalisasi berbagai dimensi dan impaknya ke
atas transformasi sosial dan perubahan. Aktiviti-aktiviti
IKMAS dalam tempoh Julai-Disember 2012 merangkum
kajian yang dijalankan secara individu atau kumpulan,
seminar dan persidangan, lawatan malim, bengkel, dan
penerbitan. Antara aktitvit utama adalah seperti berikut:
Pada 14 Julai, Profesor Pelawat, Prof. Baladas Ghoshal
dari Centre for Policy Research, New Delhi, India
menyampaikan kertas seminar berjudul “India, United
States and ASEAN: Consonance or Dissonance?”.
Seminar ini dianjurkan bersama dengan Institut Kajian
Oksidental (IKON) dan Persatuan Malaysia untuk
Pengajian Amerika (MAAS). Satu lagi aktiviti anjuran
bersama oleh IKMAS, IKON, MAAS dan Lincoln
Resource Centre (LRC) di Kedutaaan Amerika Syarikat
bertajuk: “U.S. Presidential Election 2012: Analysis
of Presidential Debates and Evaluation of Possible
Outcomes” berlangsung di Universiti Malaya, Kuala
Lumpur pada 30 Oktober. Kebangkitan China dan
impaknya kepada rantau ini merupakan topik yang bukan
saja menarik minat berterusan tetapi juga merupakan
perkara yang penting dalam hubungan antarabangsa. Dr.
Heng Siam-Heng, Felo Bersekutu di East Asia Institute,
National University of Singapore menyampaikan kertas
kerja di IKMAS pada 2 November tentang topik “China’s
Economy: Past Rapid Growth, Coping with Global
Financial Crisis, and Challenges Ahead”.
IKMAS menganjurkan lima seminar penyelidikan di
antara bulan Julai dan Disember. Empat darinya berkait
dengan penyelidikan mengenai “Kempen Kesedaran
Membanteras Pemerdagangan Orang dan Penyeludupan
Migran”. Seminar ini diadakan dengan kerjasama
Universiti Malaya, Kuala Lumpur; UiTM Dungun; UiTM
Shah Alam dan Universiti Teknikal Melaka (UTeM). Satu
lagi seminar berkaitan dengan penyelidikan mengenai
Rohingya Fasa 2 diusahakan dengan kerjasama PERKIM
pada 30 Oktober 2012. Ketua kedua-dua projek ini,
Prof. Azizah Kassim menyelaraskan lima seminar
tersebut, manakala sumber pembiayaan adalah Majlis
Antipemerdagangan Orang dan Penyeludupan Migran
(MAPO) dan PERKIM.
Dari segi penerbitan, IKMAS telah menganjurkan
suatu Bengkel Penerbitan di Port Dickson pada 14-16
Disember. Tujuan bengkel ini adalah untuk mengimbas
kembali aktiviti penyelidikan dan penerbitan yang sedang
diusahakan oleh Felo IKMAS, serta untuk menjana idea
dan strategi baru agar menambah bilangan penerbitan
dalam jurnal terindeks ISI dan SCOPUS, sejajar dengan
misi UKM menjadi universiti penyelidikan yang
terkehadapan di peringkat serantau mahupun global.
Saya mengambil kesempatan ini untuk mengucapkan
ribuan terima kasih kepada Prof. Madya Dr. Faridah
Shahadan yang telah berkhidmat di institut ini sebagai
Timbalan Pengarah dari 8 Oktober 2007 sehingga 7
Oktober 2012. Tahniah kepada Prof. Dr. Tham Siew
Yean atas pelantikan sebagai Timbalan Pengarah IKMAS
mulai 8 Oktober 2012. Diucapkan juga setinggi-tinggi
terima kasih kepada Prof. Dr. Ragayah Hj. Mat Zin yang
bersara pada 31 Disember 2012 selepas berkhidmat di
IKMAS sebgai Felo Utama sejak 2000. Di samping itu,
tahniah juga saya ucapkan kepada empat graduan yang
dianugerah ijazah sarjana dan doktor falsafah dalam
Konvokesyen UKM Ke-40 yang berlangsung pada 20-23
Oktober 2012, seperti berikut: Afrizal Anwar @ Teuku
Afrizal (Doktor Falsafah), Ramanan Malini (Doktor
Falsafah), Muhammad Febriansyah (Doktor Falsafah),
dan Leow Wei Yi (Sarjana Falsafah).
Akhir kata, sedikit catitan tentang proses yang sedang
dilakukan untuk menstruktur dan mengukuhkan pusat
kajian yang cemerlang di UKM. IKMAS ambil maklum
bahawa usaha untuk menggabungkan beberapa institut
penyelidikan termasuk IKMAS sedang maju dan mungkin
membuahkan hasil dalam tempoh yang terdekat, dengan
tujuan mengoptimumkan tenaga dan mengukuhkan fokus
penyelidikan, kualiti serta hasil kajian. Sehubungan ini,
IKMAS mengalu-alukan sebarang perubahan kepada
struktur dan pelaksanaan yang mampu meningkatkan
imej dan sumbangan UKM selaku universiti penyelidikan
yang terkehadapan.
Message From The Director
In the past three decades, especially since the era of
Malaysia’s 4th Prime Minister Tun Dr. Mahathir
Mohamad (1981 - 2003), much more in-depth research
on Malaysia’s political economy has been undertaken.
The key questions that have been raised include the
following:- What accounts for Malaysia’s success story
to date as a multi-ethnic nation that is politically stable,
and which has generallly recorded impressive growth
rates despite the economic downswings that have affected
many other parts of the world? Indeed, in my view, the
answer lies in the strategic management of diversity. Since
the introduction of the New Economic Policy in 1970,
a solid economic foundation based on principles and
considerations of equity was established and developed
on the political framework of power-sharing. Over the
years, refinements and adjustments to this power-sharing
model have become necessary in the context of socio-

economic development of the country, and also as a result
ofthedemandsofglobalization.Malaysiahopestoaddress
both national concerns and international challenges
through the economic transformation programme (ETP)
introduced since 2009.
In this context of dynamic development and change,
the nature of interaction between research and policy
formulation can prove to be critical to current and future
progress. To be sure, national policies for political,
economic, scientific, technological, social and cultural
development are far more effective when they are
formulated on the basis of sound research and strong
links between government and society. In our present
world of increasing globalization and inter-dependence,
the concept of security is being viewed more and more
in the context of human security and societal security.
Gone are the days when security was defined primarily
in military terms with emphasis more on regime security,
state security and hard power – today, the focus is on
societal security and soft power. The demand on all
leaderships and governments is to deliver the ‘goods and
services” to the people, not to prepare for conflict and war.
In our region, the Association of Southeast Asian Nations
(ASEAN) formed in 1967, is now focusing its energies
on socio-economic development, human security and
environmental management.
In this new agenda of the “New Asia” of the 21st century,
all sectors of society need to be involved and engaged
to produce as well as promote the cherished values of
security, development, peace and harmony. IKMAS as
a research institute is clearly doing its part by focusing
on the dynamics of multi-faceted globalization and its
impact on social transformation and change. IKMAS
activities during the period July-December 2012 covers
research undertaken individually or as a group, seminars
and conferences, visiting scholars, workshops, and
publications. Among the principal activities are the
following:
On 14th July, Visiting Professor Baladas Ghoshal from
the Centre for Policy Research in New Delhi, India
delivered a paper entitled: “India, United States and
ASEAN: Consonance or Dissonance?”. This seminar was
jointly organized with the Institute of Occidental Studies
(IKON) and the Malaysian Association for American
Studies (MAAS). Another jointly organized event by
IKMAS together with IKON, MAAS and the Lincoln
Resource Centre (LRC) in the U.S. Embassy entitled:
“U.S. Presidential Election 2012: Analysis of Presidential
DebatesandEvaluationofPossibleOutcomes”washeldin
the University of Malaya, Kuala Lumpur on 30th October.
The rise of China and its impact on the region is a topic
of continuing attention and importance in international
relations. Dr. Heng Siam-Heng, a research associate at
the East Asian Institute, National University of Singapore
delivered a seminar in IKMAS on 2nd November on the
topic: “China’s Economy: Past Rapid Growth, Coping
with Global Financial Crisis, and Challenges Ahead”.
IKMAS organized five research seminars between July
and December. Four of them were in connection with
the research on “Awareness Campaign for Combating
Human Trafficking and Smuggling of Migrants”, which
was organised jointly with University of Malaya, Kuala
Lumpur; Universiti Teknologi MARA, (UiTM) Dungun,
Terengganu; UiTM Shah Alam, and Universiti Teknikal
Malaysia (UTeM) Melaka. The fifth seminar which
relates to a Research Project on the Rohingya Phase
2 was jointly organised by IKMAS and Pertubuhan
Kebajikan Islam Malaysia (PERKIM). The head of both
the research projects Prof. Azizah Kassim co-ordinated
the organisation of the five seminars while funding was
provided by the Malaysian Council for Anti-trafficking
in Persons and Anti-Smuggling of Migrants (MAPO) and
PERKIM.
In the area of publications, IKMAS organized a
Publications Workshop in Port Dickson on 14-16
December. The aim of this workshop was to take stock
of ongoing research and publication activities of IKMAS
Fellows, and to generate new ideas and strategies to
increase the number of publications in ISI and SCOPUS
indexed journals, in line with UKM’s goal to be a leading
research university at the regional and global levels.
I take this opportunity to sincerely thank Assoc. Prof.
Dr. Faridah Shahadan who served as Deputy Director
from 8 October 2007 until 7 October 2012. I express
my congratulations to Prof. Dr. Tham Siew Yean on
her appointment as Deputy Director of IKMAS from
8 October 2012. I also wish to express my heartfelt
thanks to Prof. Dr. Ragayah Hj. Mat Zin who retired on
31 December 2012 after serving as a Principal Fellow
in IKMAS since 2000. IKMAS congratulates the four
graduands who were conferred the Master’s and Doctor
of Philosophy degrees at UKM’s 40th Convocation on
20-23 October 2012, as follows: Afrizal Anwar @ Teuku
Afrizal (Ph.D), Ramanan Malini (Ph.D), Muhammad
Febriansyah (Ph.D), dan Leow Wei Yi (M.Phil.).
Finally, a note on the ongoing process and efforts
to restructure and strengthen the research centres of
excellence in UKM. IKMAS takes note that efforts are
under way to merge certain research institutes including
IKMAS in the near future with the aim of optimizing
resources and strengthening research focus, quality and
output. In this regard, IKMAS welcomes any change in
structure and implementation that could enhance UKM’s
image and contribution as a leading research university.

Associate Professor Dr. Faridah Shahadan from the
Faculty of Economics and Business (FEB), was
first appointed as Deputy Director in October 2007. She
completed her second term in October 2012 and has since
returned to FEB. During her term as Deputy Director,
she has also acted as the Quality Officer for IKMAS and
contributed greatly to the improvements in quality of the
institute. IKMAS sailed through all the university audits
thanks to her diligent oversight in this matter. She has also
contributed greatly to the graduate students’ enrolment as
numerous post-graduate students sought her out as their
supervisor due to her strong statistical and quantitative
techniques. These skills complemented the qualitative
techniques used by IKMAS fellows and students in the
other social science disciplines. The same skills were also
used for numerous research surveys that were conducted
at IKMAS. Specifically, she partnered with Professor Dr.
Ragayah Haji Mat Zin and Professor Dr. Azizah Kassim in
their respective research projects. Her jovial and friendly
personality enabled her to get along well with the academic
and support staff as well as the post-graduate students. We
are glad that she continues to serve IKMAS as a supervisor
for some of the post graduate students at the Institute. Prof.
Tham Siew Yean replaced her as the new Deputy Director
of IKMAS. Nonetheless, we will miss her at the IKMAS
meetings and socially as well. We wish her the very best in
her work at the faculty.

The Rohingya Research Project Phase 2 which began in
June 2011 is on-going. As part of the project activities
for 2012, a workshop was held to provide a platform for
various stakeholders to deliberate on the status of educational
facilities for the Rohingya children in the Peninsula. The one
day workshop was organized by IKMAS in collaboration with
Pertubuhan Kebajikan Islam Malaysia (PERKIM) who kindly
donated RM5,000 for the workshop. The one day event was
attended by 60 participants comprising researchers from UKM,
Universiti Malaya (UM), Universiti Pertahanan Nasional
Malaysia (UPNM) and Universiti Teknologi MARA (UiTM);
Rohingya leaders at the national and local levels, agencies
directly or indirectly involved with Rohingya and other refugees
non-government oganisations such as Malaysian Relief Agency
(MRA), Islamic Relief Organisations, Future Global Network,
PERKIM as well as the United Nations High Commissioner
for Refugees in Kuala Lumpur (UNHCR), the United Nations
Children Educational Fund (UNICEF), and the Ministry of
Education. In addition, the Jabatan Kemajuan Islam Malaysia
(JAKIM) and the National Security Council (NSC) in the Prime
Minister’s Department also sent some representatives. Seven
papers were presented as follows:

Topic: What Can UNICEF Do To Help Educate Refugee /
Stateless Children?
The children of refugees in Malaysia have no access to state
schools, however, there are initiatives by a few NGOs and faith
based organizations, in collaboration with international agencies
such as the UNHCR and UNICEF to establish learning centres
for the children. The papers by researchers and practitioners
provided valuable information on the state of education among
the Rohingya children; the type of education given them and
the challenges faced by managers of these centres. In addition
the paper by a representative from the Ministry of Education
highlighted the latest government initiative to provide education
for undocumented children such as the Rohingyas. The question
and answer sessions gave the participants, especially the
Rohingya leaders, an opportunity to engage with the speakers on
policy issues and to voice their dissatisfaction with the present
state of education given to their children and to forward their
request for assistance to improve their children access to formal
education. Participants at the workshop generally agreed that
Malaysia as a signatory to the Convention on the Rights of the
Child (CRC) has a responsibility to give refugee children access
to formal education and that their syllabus must go beyond the
3Rs (reading, writing and arithmetic) so as to improve their
employment potentials. Unless this is done there is the great
danger that some of the children may be involved in anti-social
and criminal activities. Many of the leaders expressed their
difficulties in establishing learning centres in their respective
housing areas and a few of the NGOs present indicated their
willingness to assist them.

Seminars for Research Project on “Penyelidikan dan
Kempen Kesedaran Mengenai Pemerdagangan Orang dan
Penyeludupan Migran di Kalangan Pelajar dan Pensyarah
di Institusi Pengajian Tinggi Awam (IPTA)” . Project Code:

For the above research project four seminars were held in the
second half of 2012. During each seminar a survey was carried
out among participating students to assess their awareness
and understanding of issues and problems related to human
trafficking and the smuggling of migrants as well as the
Malaysian government’s response to these phenomena. The
seminars were jointly organized with other public universities
and held at their respective campuses as follows:
Seminar 1
The first seminar entitled “Kempen Kesedaran Membanteras
Pemerdagangan Orang Dan Penyeludupan Migran” was
conducted jointly with the Faculty of Arts & Social Sciences,
University of Malaya. Held at the Faculty’s Dewan Kuliah F on
20hb September 2012, the one day seminar was attended by 370
participants comprising academic staff together with final year
and post graduate students of the Faculty. Seven papers were
presented by representatives of the Majlis Antipemerdagangan

seminar on “Jenayah Pemerdagangan Orang dan Penyeludupan
Migran: Memahami Respons Kerajaan dan Cabaran-
Cabarannya” in collaboration with the Faculty ofAccountancy,
Universiti Teknologi MARA (UiTM) Dungun, Terengganu
The half a day seminar which was held at the UiTM Dungun’s
campus was attended by 170 students and academic staff of the

The third seminar “Meningkatkan Kesedaran dan Kefahaman
Warga Kampus Mengenai Jenayah Pemerdagangan Orang dan
Penyeludupan Migran” was organised by IKMAS in cooperation
with the Faculty of Administrative Science and Policy Studies,
Universiti Teknologi Mara, Shah Alam. Held at the faculty’s
campus in Shah Alam on 23 November 2012, it was attended by
90 participants comprising the staff of the faculty and its final
year students. In view of time constraint only two speakers were
made available; one from the ATIP Unit of the Royal Malaysian
Police and the other from UKM. Papers presented were as

In organizing the fourth seminar entitled “Usaha Membanteras
Jenayah Pemerdagangan Orang dan Penyeludupan Migran:
Perlunya Penglibatan Warga Kampus”, IKMAS collaborated
with the Faculty of Languages and Human Development,
Universiti Teknikal Malaysia (UTeM), Melaka. Held on 20
December 2012 at the Dewan Seminar Fakulti Teknologi
Maklumat dan Komunikasi, it was attended by about 200 students
and staff of the faculty. The four speakers were representatives
from the Royal Malaysian Police, Bukit Aman, Kuala Lumpur;
Department of Labour (Ministry of Human Resources),

Topic: India, United States, and ASEAN: Consonance and
Dissonance.

Abstract
India, United States and ASEAN have shared interest in
promoting balance, peace, and prosperity inAsia. The United
States consider ASEAN-India relations a linchpin in its
rebalancing toward Asia. Secretary Clinton has called Indias
Look East policy essential for the integration of the Asia-
Pacific region and expressed faith that Indian leadership,
democratic values, and economic prosperity will produce
positive spillover effects that extend into Southeast Asia.
To that end, the United States has become more proactive
and serious about regional architecture, deepening ties with
allies, expanding new strategic partnerships and seeing India
more engaged. This paper therefore argues that encouraging
India to focus on Asia has now become a shared interest of
the United States, ASEAN, and other Asian powers.
Topic: China's Economy: Past Rapid Growth, Coping with
Global Financial Crisis and Challenges Ahead.

Abstract
China's remarkable economic growth may be divided into
three phases: (a) the economic reform initiated by Deng
Xiaoping in late 1978 until his south China tour in 1992, (b)
from 1992 to accession to the WTO in 2001, (c) from 2001
until now. The key feature of the first period is to overcome
the ideological shackles of planned economy, to tentatively
experiment in a limited way with market economy and to
learn from other successful East Asian economies. The key
feature of the second period is to introduce free market
economy experiences in Shenzhen to the rest of the country.
The third phase is to integrate the Chinese economy more
closely with the global economy. The move to embrace
market economy is combined with a strong state involvement
in the forms of state-owned enterprises (SOEs) and industrial
policies, as well as control of capital flow. The resilience and
vitality of the Chinese economy are demonstrated by how
it has emerged from the 2008-9 global crisis in good shape.
While this is heartening and invites admiration, serious
problems are emerging: demographic change, environmental
problems, social unrest, income disparity, poor governance,
debts of local government. If the Chinese leadership can
display imagination and strong leadership, most of these
problems can be overcome, and the prospect for growth in
the near future is bright.

This dinner-cum seminar was attended by nearly 100
participants representing various sectors of Malaysian
society, including MAAS members, academics, policy analysts
from think tanks, government officials, media professionals, and
graduate students. The panelists were as follows: Chair: Prof.
K.S. Nathan (President, MAAS); Speakers: Dr. Ong Kian Ming
Lecturer, University College Sedaya International - UCSI, Kuala
Lumpur), Emeritus Prof. Shad Saleem Faruqi (Legal Adviser,
Universiti Teknologi Mara - UiTM, Shah Alam), Mr. Neil
Phillips (Vice-Consul, U.S. Embassy, Kuala Lumpur), and Dr.
Wahabuddin Ra’ees (Associate Professor of Political Science,
International Islamic University Malaysia – IIUM, Gombak,
Kuala Lumpur).
A very lively debate followed all the four presentations covering
issues such as the pros and cons of the electoral college system
in relations to the democratic vote, candidate profiles and their
take on domestic issues and foreign policy, and the likely
implications of an Obama or Romney victory for U.S. foreign
policy and its global and regional interests. Below is a summary
of the panel presentations.
Speaker 1: Dr. Ong Kian Ming
On Tuesday, the 6th of November, Barack Obama was voted into
his 2nd term of office as the 44th States of America. The final
tally of Obama’s 332 (62%) electoral college votes to Romney’s
206 (38%) exaggerates the much smaller gap in the popular
votes garnered by each candidate. Obama won 50.8% of the
popular vote while Romney won 47.6%. This unique aspect of
the U.S. presidential election – the winner takes all votes in a
state – often means that relatively small differences in support
can translate into large differences in the number of electoral
college votes won. The past record indicates that a candidate
who wins 55% or more of the popular vote will often win more
than 80% of the electoral college votes.
In the lead-up to the 2012 presidential elections, all signs were
pointing to yet another close race, especially when one looked
at the polls showing the share of popular vote. These polls
showed that both candidates were neck-in-neck. But if one were
to focus on the swing states, it was quite obvious from various
polls that Obama had the clear advantage. Most analysts who
use state based polls for their analysis – including Nate Silver
of Five ThirtyEight (a polling aggregation website) fame - were
predicting that Obama had at least a 70% chance of winning the
election, weeks before election day.
Their rationale was simple – Obama had more safe and relatively
safe electoral college votes compared to Romney. And among
the remaining swing states – Colorado, Florida, Iowa, New
Hampshire, North Carolina, Ohio, Virginia and Wisconsin – polls
showed that Romney was only likely to win two, namely North
Carolina and Virginia. Most of the statewide polls showed that
Obama was leading, albeit by small margins, in the other swing
states. In the end, these polls and pollsters were vindicated.All of
the 5 states which were leaning Obama – Colorado, Iowa, New
Hampshire, Ohio and Wisconsin – went according to prediction.
Virginia, which was too close to call, eventually fell into the
Obama column as did, surprisingly, Florida, albeit by a much
smaller margin. Romney only managed to win North Carolina,
which was projected to fall into his column in most polls.
The electoral college system will continue to be scrutinized
and critiqued by many using various reasons including its
hyper majoritarian tendencies. But given the high constitutional
hurdles that have to be overcome in order to change this system,
it seems likely to be used in the foreseeable future.
Speaker No. 2: Prof. Shad Saleem Faruqi
The United States Constitution has given to the world one of the
finest systems of constitutional check and balance ever devised.
However, the electoral process for the presidency is so unique
that, from a comparative constitutional perspective, it is hardly
worthy of emulation by other nations. The positive features of the
electoral system are firstly, that there is a fixed, pre-determined
time and date for the presidential election - a contrast with the
parliamentary system in which the incumbent Prime Minister
is able to advise the King for an early dissolution of Parliament
thereby giving to himself an unfair advantage of choosing the
timing of the electoral contest. Secondly, the U.S. President’s
victory at the Electoral College is not determined by a ‘simple
plurality’ or ‘first past the post’ count as in our parliamentary

constituencies. Instead the President-elect must obtain an
absolute majority or 270 of the 538 electoral votes. Thirdly,
the way the President and the Vice-President have to confront
their challengers in public debates shows a democratic openness
that is unknown in many countries. Fourthly, the pre-election
“primaries”, though very expensive, dilatory and exhausting,
open up the nomination process to a wider electorate.
The main defect of the electoral system is the absence of
a direct election and the existence of the electoral college.
People in every state elect a number of representatives to the
electoral college (EC) which eventually chooses the President.
Each state’s membership of the EC equals its congressional
strength. Such a system existed in Argentina and Taiwan but was
abolished. It forces campaign on a state by state basis and pushes
aside national issues. What is worse is that non-battle ground
states constituting the majority of the population are ignored by
the candidates during the campaign.
The EC system gives to some states disproportionate voting
power. The smaller states enjoy affirmative action in their favour.
It advantages the smaller states which have more EC seats
then they actually deserve. Other unsatisfactory or remarkable
aspects of the U.S. electoral system are the following:- There
is no uniform, national electoral law. Despite the above defects
what is remarkable about the U.S. population is that it has a
remarkable tolerance for its system despite the fact that it has
malfunctioned a few times. Perhaps American democracy is
so strong that it can thrive while keeping intact some perverse
institutions like the Electoral College. It is up to the U.S. citizens
whether to mend or end their electoral system.
Speaker No. 3: Neil Phillips
Although the 2012 U.S. Presidential election was not as close as
expected, the result still showed that the U.S. is a country with
significant ideological divisions. Although President Barack
Obama won the Electoral College by a significant margin of
332 to 206, the popular vote was closer with President Obama
winning 50.6% of the popular vote compared to Governor
Romney’s 47.8%.
Governor Mitt Romney’s flip-flopping on his positions and
unwillingness to provide details about what he planned to do did
not sit well with the Republican base and left many Independent,
centrist voters uncertain of what Mitt Romney’s real positions
are and exactly what he would have done if he were elected
President of the United States. For example, Mitt Romney
stated that he would raise taxes in the U.S. by closing certain
loopholes/deductions, but refused to specify which loopholes/
deductions he planned to close. Mitt Romney was not able to
gain much ground on national security issues which is typically
an area where Republicans are perceived to have an advantage.
President Obama’s strong performance against Al-Qaeda
weakened any Republican attacks. The third U.S. Presidential
debate also revealed that Mitt Romney’s positions on many
foreign policy issues were not that different from President
Obama’s.
President Barack Obama was able to win the election even
though he was campaigning into the headwinds of a weak
economy. The mantra “Osama Bin Laden is dead and General
Motors is alive” became a simplistic saying to define President
Obama’s first term accomplishments. If you support President
Obama, it could be argued that he achieved quite a lot in his first
term-stopping the financial meltdown, saving the car company,
General Motors, implementing universal healthcare, ending the
war in Iraq and weakening Al-Qaeda. However, weak economic
growth, a national unemployment rate of 7.8% and a soft housing
market has left many Americans in a sour mood.
The Democrats were able to use some controversial statements
made by Republican candidates on issues such as rape and
abortion to increase their appeal to women voters. Perhaps, the
biggest challenge facing the Obama campaign was explaining
what President Obama would do in the next four years that
were different from the past four years. Barack Obama’s
diffident performance in the first U.S. Presidential Debate left
many Americans wondering how much he wanted to be the
U.S. President. President Obama’s more energized, attacking
performance during the last two Presidential Debates which he
was perceived to have won helped reinvigorate his campaign.
Speaker No. 4: Dr. Wahabuddin Ra’ees
The Third Presidential Debate between President Obama and
his Republican challenger Governor Mitt Romney, held on 22nd
October 2012, focused on the directions U.S. foreign policy
could take after the U.S. Presidential Election. The foreign
policy design of President Obama and Governor Romney
focused on one important issue: American’s leadership role
in world affairs. However, the two candidates approached
America’s global role differently. President Obama argued that
his administration’s agenda has been, and will continue to keep
America safe. He stressed that America will address threats to
the U.S. and the world in partnership with friends and allies. He
said that his administration considers the security of the state of
Israel important and a nuclear Iran is unacceptable. He argued
that he will do everything to make sure the Arab Spring achieves
its objective of democratizing the Middle East and the Muslim
world. President Obama said that China is a competitor and his
policies would continue to exert pressure on Chinese elites to
acknowledgeAmerica’s strategic and economic concerns around
the globe.
Governor Romney said America’s leadership role is challenged
by threats posed to it by radical extremism, Russia, China and
Iran. Therefore, America needs a comprehensive strategy to
combat these threats. He argued that the U.S. needs a strong
military to exercise effective leadership. His strategy will focus
on economic development at home, reform of education, gender
equality and rule of law. Romney observed that the Arab spring,
instead of democratizing the Middle East region, brought to
power radicals and the so-called jihadists. He considers Russia a
geopolitical foe, and regards China as ‘Enemy No. 1, expressing
strong reservations against China’s trade and commercial
practices.
The foreign policy designs of President Obama and Governor
Romney were geared to protect America’s dominance and
indispensable role in world politics. The strategies they put
forward focused on the sources of threats and opportunities
and how to deal with the threats. President Obama’s approach
is based on achieving America’s goals through multilateralism,

partnershipandengagement.Incontrast,GovernorRomneytakes
the view that the U.S. should act alone and must act unilaterally
to defend and promote its interests. On balance, it appears that
President Obama presented a more focused and rational foreign
policy backed up by a four-year track record. On the other hand,
Governor Romney was somewhat short on specifics as to how
“American unilateralism” could more effectively promote U.S.
global and regional interests at the present time and in the near
future.

Kolokium Siswazah IKMAS yang pertama telah
diadakan pada 27 Ogos 2012, Dua orang pelajar membuat
pembentangan iaitu calon Sarjana Falsafah, Saeedeh
Chamani dan calon Doktor Falsafah, Md Rosli Hj Ismail.
Bagi Saeedeh Chamani ini adalah pembentangannya
tahap keduanya dengan tajuk “Political Participation of

Seterusnya pada 23 Oktober 2012 IKMAS menganjurkan
Kolokium Siswazah yang ke empat. Kali ini hanya dengan
seorang pembentang calon Doktor Falsafah, Suseela
Devi Chandran. Pembentangan tersebut merupakan
pembentangan tahap pertama beliau dengan tajuk
“Malaysia-India Relations in the Era of Globalization”.
Beliau diselia oleh Prof. Dr. K.S. Nathan.
Kolokium Siswazah IKMAS yang ke lima merupakan
kolokium yang terakhir pada tahun 2012 telah diadakan
6 Disember. Tiga orang calon Doktor Falsafah telah
membuat pembentangan pada kali ini. Mereka ialah
Destanul Aulia, Sitti Naadiah dan Khoong Tai Wai.
Destanul Aulia telah membuat pembentangan tahap
keduanya bertajuk “Pelancongan Perubatan dari
Sumatera Utara ke Semenanjung Malaysia: Tren, Faktor
Penyumbang dan Impak”. Beliau diselia oleh Prof. Madya
Dr. Faridah Shahadan dan Prof. Dr. Azizah Kassim.
Sitti Naadiah yang berada pada pembentangan tahap
pertama telah membentangkan tajuk “Implikasi Dasar
Pengembangan Sumber Daya Manusia (PDSM) kepada
Masyarakat Miskin melalui Pendidikan Non Formal dan
Memperkasakan Masyarakat”. Beliau diselia oleh Prof.
Dr. Ragayah Haji Mat Zin dan Prof. Madya Dr. Faridah
Shahadan. Khoong Tai Wai yang memberi pembentangan
tahap pertama bertajuk “Exploring The Dimensions of
Soft Skills of Islamic Professional Course: Creating and
Validating a Measure Using Mixed Method Research”
telah menutup tirai Siri Kolokium Siswazah IKMAS bagi
tahun 2012. Beliau diselia oleh Prof. Madya Dr. Faridah
Shahadan.

Tahniah Graduan IKMAS 2012

Pada 22 Oktober 2012 IKMAS sekali lagi mencatat sejarah di dalam melahirkan empat orang graduan Doktor dan
Sarjana Falsafah di Majlis Konvokesyen UKM ke-40. Anugerah Doktor Falsafah telah disampaikan kepada tiga
orang graduan IKMAS iaitu Sdr.AfrizalAnwar @ TeukuAfrizal, Pn. Ramanan Malini dan Sdr. Muhammad Febriansyah
dan Sarjana Falsafah kepada Sdr. Leow Wei Yi.
Sdr. Afrizal Anwar, calon Ph.D dari Indonesia diselia oleh Prof. Emeritus Dato’ Dr. Abdul Rahman Embong, Felo
Utama IKMAS bersama Prof. Dr. Joy Jacqueline Pereira, Felo Utama dari LESTARI. Beliau telah menulis tesis bertajuk
Peranan Komuniti dalam Pengurusan Persekitaran: Kajian Kes di Kota Bharu, Kelantan. Di samping itu, dua calon
lagi yang dianugerah Ph.D iaitu Sdr. Muhammad Febriansyah (dari Indonesia) dan Pn. Ramanan Malini (dari India)
diselia oleh Prof. Emeritus Dato’ Dr. Abdul Rahman Embong bersama Prof. Madya Dr. Sumit K. Mandal. Pn. Ramanan
Malini menulis tesis bertajuk A Study of Telugu Identity and Community In Teluk Intan and Bagan Datoh manakala
tesis Muhammad Febriansyah pula adalah mengenai Politik Budaya dan Seni Perlawanan Pada Masa Orde Baru: Satu
Kajian Kes Terhadap Aktiviti Kesenian dan Politik Penyair Wiji Thukul.
Sementara itu Sdr. Leow Wei Yi merupakan satu-satunya graduan IKMAS yang menerima anugerah Ijazah Sarjana
Falsafah pada tahun 2012. Leow Wei Yi, yang diselia oleh Prof. Emeritus Dato’ Dr. Abdul Rahman Embong bersama
Prof. Norani Othman, telah menulis tesis bertajuk Scientific Research in British Malaya, 1900-1941.
Seluruh warga IKMAS merakamkan ucapan tahniah kepada keempat-empat graduan tersebut. Tidak lupa juga, ucapan
penghargaan IKMAS kepada penyelia-penyelia kesemua graduan atas segala usaha yang telah diberikan bagi memastikan
kejayaan pelajar-pelajar mereka. IKMAS berharap lebih ramai pelajar-pelajarnya akan menyempurnakan tesis mereka
dengan jayanya pada tahun hadapan.

Personal Reflections on Ph.D
Graduation

On 14 December 2012, I have arrived at a historical
milestone in my life. I survived four grueling (but
rewarding) years of the Australian National University’s
PhD programme. “It seems like yesterday” may be cliché
sounding at its best but the feeling is as surreal as it (can)
get. I ‘served’ my years in the Research School of Pacific
and Asian Studies (RSPAS) which was later integrated
into Crawford School’s Ardnt-Corden Department of
Economics. Four years of begging for data, living in
uncertainty, worrying over statistical significance of
variables, pleasing your omnipotent supervisors and the
countless destruction of trees through photocopying of
drafts often made you wonder whether the scroll you are
about to receive is worth all the troubles. However, with
the minor struggles aside, I was also truly blessed with an
unforgettable lifetime experience filled with challenging
weekly seminars which opened my mind to beauty of
academic discourses. I had a chance to rub shoulders with
many Malaysian leaders, activists, and have engaged in
countless enlightening conversations on issues which were
usually stored in the nether regions of my interests. In the
middle of my Ph.D, I felt that it is no longer a programme
per se, but a lifestyle that passively shaped the thinking
or the way we view issues. And the four years living
abroad have also taught me how to turn a kitchen into an
experimental cooking lab.
As my name was being called to the stage, I strutted my
way to the centre, looking across ANU’s Llewellyn Hall
where my friends and family members stood in applause;
I cannot help but carved a smile at the Chancellor and
basked at the incessant flicking of camera flashlights
coming from the crowd. Although the spotlight lasted less
than five minutes, the aftertaste lingered until today. As
one reminiscence led to the other, I remembered myself
in 2002, a clueless looking fresh graduate who quit his job
in an investment company to work as a research assistant
(RA) at IKMAS. While learning the ropes from some of
Malaysia’s finest economists (i.e Prof. Rogayah Hj. Mat
Zin and Prof. Tham Siew Yean), I often peeked out from
the little window in my RA room and yearn that someday
I could be as well established as these icons. Ten years
later, that fresh graduate once again became another fresh
graduate in a smaller but much deeper pond. Although
nowhere near the status of my mentors, I believe my
graduation ceremony is just a beginning of an adventure.
I owe my gratitude to God, family members and the giants’
shoulders which I have stood on all these years – in no
particular order, my wonderful Ph.D supervisors Hal Hill
and Athukorala Prema-Chandra; and my mentors Rogayah
Hj. Mat Zin and Tham Siew Yean (I call them the ‘HART’
school of thought). I thank my sponsors, the government
ofAustralia for theAustralian EndeavourAward and UKM
for approving my study leave.
Finally, whenever I hear my students complain about the
struggles they are going through in their Ph.D programme,
I have always wanted to say “Welcome to h…. holistic
learning. Follow the light until the end of the tunnel”. It
may be the exit or a train moving towards you. Regardless,
it is an amazing learning process. After dodging countless
of trains, today I have found the exit.

Selamat Datang Warga Baru IKMAS
Seluruh warga IKMAS mengucapkan Selamat Datang dan
mengalu-alukan kedatangan ahli baru IKMAS Puan Raznita
Abdul Razak dan Puan Rahmah Barun. Puan Raznita Abdul
Razak, yang sebelum ini bertugas sebagai Penolong Pendaftar
di Fakulti Pengajian Islam, telah melapor diri di IKMAS
pada 25 Jun 2012. Beliau merupakan Penolong Pendaftar
yang baru ditempatkan di IKMAS untuk menjalankan tugas-
tugas pengurusan dan pentadbiran di IKMAS. Puan Rahmah
Barun, yang telah ditukarkan ke IKMAS bagi menggantikan
Setiausaha Pengarah yang telah bersara telah melapor diri
di IKMAS pada 3 Disember 2012 bagi membantu di dalam
tugas-tugas kesetiausahaan di pejabat Pengarah. Sebelum ini
Pn. Rahmah telah bertugas sebagai Setiausaha kepada Dekan
di Fakulti Pendidikan. Warga IKMAS berharap kedua dua
mereka akan dapat menyesuaikan diri dengan suasana kerja di
IKMAS dan dapat memberikan perkhidmatan yang cemerlang
serta membantu meningkatkan lagi prestasi IKMAS.
Majlis Jamuan Hari Raya dan Majlis Perpisahan Prof.
Madya Dr. Faridah Shahadan, Timbalan Pengarah
IKMAS
Pada 13 September 2012 bersamaan hari Khamis, IKMAS telah
menganjurkan Majlis Jamuan Hari Raya. Majlis ini diadakan
di ruang kerja institut dan telah dihadiri oleh seluruh warga
IKMAS, para pelajar dan para tetamu jemputan khususnya
daripada IKON, LESTARI, Pusat Jaminan Kualiti dan Pusat
Kepimpinan Wanita.
Majlis yang bermula pada pukul 12.00 tengah hari ini telah
menyediakan pelbagai juadah yang cukup menyelerakan
seperti Sate, Nasi Impit, Soto, pelbagai biskut raya dan
pencuci mulut. Kemeriahan amat terasa apabila setiap warga
IKMAS turut bersama-sama membuat persiapan majlis dengan
menyediakan makanan, menyusun dan menghias ruang pejabat
dengan dekorasi raya.

Majlis jamuan Hari Raya ini dengan menyampaikan ucapan
alu-aluan. Beliau mengucapkan terima kasih dan Selamat Hari
Raya Aidilfitri kepada seluruh hadirin. Beliau berasa sungguh
gembira kerana pada tengah hari ini dapat bersama-sama
meraikan Majlis Sambutan Hari Raya Aidilfitri ini dengan
penuh rasa muhibbah di dalam suasana mesra dan terbuka.
Para hadirin telah mengambil peluang pada majlis untuk
merapatkan silaturrahim sambil menikmati juadah yang
disediakan. Secara tidak langsung, ia dapat mewujudkan
semangat kekeluargaan dan mengukuhkan perpaduan sesama
hadirin. Ia juga memberi kesempatan kepada semua hadirin
untuk saling bermaaf-maafan dan juga mengukuhkan lagi
persahabatan yang sedia terjalin.
Pada kesempatan yang sama juga, IKMAS turut meraikan
Prof. Madya Dr. Faridah Shahadan, Timbalan Pengarah
IKMAS yang akan kembali bertugas di fakulti asal beliau iaitu
di Fakulti Ekonomi dan Pembangunan mulai bulan Oktober
2012. Di jamuan ini warga IKMAS mengambil kesempatan
untuk merakamkan ucapan penghargaan dan terima kasih yang
tidak terhingga kepada beliau atas segala sumbangan beliau
kepada IKMAS sepanjang tempoh beliau dilantik sebagai
Timbalan Pengarah institut ini mulai Oktober 2007. Sementara
bertugas sebagai Timbalan Pengarah, Prof. Madya Dr. Faridah
Shahadan juga adalah Pegawai Ketua Kualiti di IKMAS, satu
tugas yang sangat penting dan mencabar. Namun beliau telah
memberikan komitmen yang tidak berbelah bagi.
Majlis Perpisahan YBhg. Prof. Dr. Ragayah Hj. Mat
Zin
Pada 15 Disember 2012 bertempat di Corus Paradise Resort,
Port Dickson telah diadakan Majlis Makan Malam bagi
meraikan Prof. Dr. Ragayah Hj. Mat Zin, Felo Utama IKMAS
yang bersara mulai 31 Disember 2012. Majlis ini bersempena
dengan Bengkel Penerbitan yang telah diadakan mulai 14
hingga 16 Disember 2012 di tempat yang sama. Majlis Makan
Malam ini sangat istimewa dan meriah kerana turut dihadiri
oleh ahli keluarga warga IKMAS.
Majlis dimulakan dengan ucapan alu-aluan oleh Pengarah
IKMAS, Prof. Dr. K.S. Nathan. Beliau bagi pihak seluruh
warga IKMAS telah mengambil kesempatan ini untuk
merakamkan ucapan penghargaan dan terima kasih yang tidak
terhingga atas segala sumbangan Prof. Dr. Ragayah Hj. Mat
Zin kepada IKMAS sepanjang tempohnya berada di IKMAS.
Untuk memperingati jasa beliau, satu tayangan video pendek
mengenai khidmat beliau di IKMAS telah ditayangkan. Video
ini telah disediakan oleh Kakitangan Sokongan buat Prof. Dr.
Ragayah Hj. Mat Zin, sebagai ucapan terima kasih yang tidak
terhingga atas segala jasa dan komitmen yang tidak berbelah
bagi yang telah beliau berikan kepada IKMAS.
Majlis pada malam itu berlangsung dalam suasana yang santai
dan mesra sambil menikmati juadah yang disediakan. Selamat

Bengkel Penulisan Buku dan
Sanggar Kerja IKMAS
Tarikh: 14 - 16 Disember 2012
Tempat: Corus Paradise Resort, Port Dickson.
Bengkel terakhir Penulisan Buku Transforming Malaysia:
Dominating and Competing Paradigms telah diadakan
dengan jayanya pada 14 hingga 16 Disember 2012 di
Corus Paradise Resort, Port Dickson. Bengkel Penulisan ini
adalah hasil dari projek penyelidikan dan penulisan buku
yang melibatkan pemegang Kursi Pok Rafeah serta semua
felo IKMAS. Ianya merupakan salah satu syarat yang perlu
dipenuhi oleh pemegang Kursi Pok Rafeah iaitu Prof. Dr.
Anthony Milner. Walau bagaimanapun, pada bengkel ini,
Prof. Dr. Anthony Milner tidak dapat hadir kerana tuntutan
kerja di universiti asal beliau iaitu di Australian National
University.
Sebanyak lapan sesi termasuk sesi perasmian dan penutup
telah diadakan sepanjang bengkel berlangsung. Lapan sesi
tersebut adalah merupakan pembentangan bab oleh setiap
penulis bagi projek buku ini. Senarai bab dan penulisnya

Ucapan perasmian dan penutup telah disampaikan oleh
Pengarah IKMAS iaitu Prof. Dr. K.S. Nathan.
Pada dasarnya bengkel ini telah berjaya mencapai objektifnya
dan pihak pengurusan IKMAS telahpun menyerahkan draf
buku ini kepada Penerbit Institute of Southeast Asian Studies
(ISEAS) Singapore untuk tujuan penilaian sebelum diterima
untuk diterbitkan oleh ISEAS.
Pada kesempatan ini juga telah diadakan satu perbincangan
ringkas mengenai kemajuan penerbitan oleh setiap felo
IKMAS. Setiap felo IKMAS telah diminta untuk melaporkan
pencapaian penerbitan masing-masing terutamanya
penerbitan yang berimpak tinggi. Pengarah IKMAS telah
berpuas hati dengan percapaian yang dilaporkan oleh setiap
felo terutamanya oleh Prof. Dr. Tham Siew Yean, Timbalan
Pengarah IKMAS. Adalah menjadi harapan Pengarah
IKMAS agar semua felo dapat mengikuti contoh yang baik
ini dalam usaha untuk meningkatkan percapaian KPI institut
khususnya dan universiti umumnya.

Fellowships for Asian Public
Intellectuals (API Fellowships)

The main activities during the July/December 2012
period were the preparations for and participation
in the following activities:
Applications for fellowships for the period 2013/2014
were closed on 31 August 2012. The total number
of fellowships available were four and out of 21
applicants, two were awarded Senior Fellowships
and the rest were API fellowships. The Country
Committee (CM) met on 18 and 27 September
2012 to study the applications and identify those
to be recommended to the International Selection
Committee (ISC) for fellowships. The ISC met on
23 and 24 November 2012 in Tagaytay, Philippines
and awarded fellowships to all the four who were
recommended by the CM.
There were two meetings of the Executive Committee
(EXECO) of the API Program in the second half of
2012. One was held on 11 and 12 August 2012 in
Lombok, Indonesia and the other on 24 November
2012 in Tagaytay, Philippines. The main focus of
these meetings was on plans for the next phase of
the API Program and the issues and strategies being
considered by the Strategic Planning Team of the API
Program in this context.
Two meetings of Program Coordinators were held
during the July/December 2012 period, one on 15
August 2012 in Manila and another on 29 November
2012 in Tagaytay, Philippines. These meetings were
preparatory and follow-up meetings related to the
meetings of the EXECO were held. IKMAS Director
Prof. Dr. K.S. Nathan attended these meetings in his
capacity as Program Director of API Malaysia.
The 11th Annual Regional Workshop of the
API Program was held in Tagaytay, Philippines,
from 24 to 28 November 2012. A total of 26 API
Fellows participated in this Workshop. The theme
of the Workshop was ‘Engage! Public Intellectuals
Transforming Society’. The Workshop Director was
Dr. Mary Racelis, Professorial Lecturer, Graduate
Program, Department of Anthropology, University
of the Philippines. The Keynote Speaker was Dr.
Resil Mojares, Professor Emeritus, University of San
Carlos, Cebu City.

Arwah Prof. Dr. Osman Rani. IKMAS pasti bahan bacaan yang disumbangkan amat berguna bagi tujuan rujukan dan
penyelidikan kepada semua pengguna Bilik Sumber IKMAS.
Oleh itu, seluruh warga IKMAS dengan rasa terharunya ingin merakamkan sekali lagi ucapan jutaan terima kasih atas
kesudian keluarga Arwah Prof. Dr. Osman Rani menghadiahkan bahan bacaan tersebut kepada IKMAS.

The Institute of Malaysian and International Studies
(IKMAS), established on 1 April 1995, is a centre for
research in the social science within Universiti Kebangsaan
Malaysia (UKM). IKMAS adopts a multidisciplinary
perspective in conducting research, post-graduate teaching
and other academic activities. Staffed by a team of scholars
from various disciplines namely economics, sociology,
anthropology, political science and history.
IKMAS conducts basic, applied and strategic research
within the framework of “Globalization and Social
Transformation”. Within this ambit, IKMAS research
thrust is on the following:
• Income distribution, poverty and social safety nets;
• Governance, competitiveness and international trade;
• International relations and ASEAN security;
• Regionalization and regionalism;
• Rethinking the issue of state, nation, community and
development; and
• Transnational movement and the politics of identity,
religion and culture.
Research in IKMAS is conducted at the institute, cluster
and individual levels. All IKMAS Fellows are involved
with the institute level research. Cluster researchers in
the cluster may be from within UKM or outside UKM.
Fellows also purse their respective research within their
own discipline in individual projects.
Since the establishment of IKMAS, a total of six professors
have been appointed as Director of IKMAS. They are Prof.
Dr. Osman Rani (February 1995 - April 1997), Prof. Dr.
Ishak Shari (April 1997 - June 2001), Prof. Dr. Ragayah
Hj. Mat Zin (September 2001 - Oktober 2006), Prof. Dr.
Nik Anuar Nik Mahmud (October 2006 - April 2007), Prof.
Dr. Tham Siew Yean (April 2007 - December 2010) and
Prof. Dr. K.S. Nathan (January 2011 - present). Presently
IKMAS has five principal fellows, two senior fellows and
one junior fellow comprising of sociologist, anthropologist,
economist, and a specialist in international relations.
The postgraduate programme at IKMAS is consistent with
the Institute’s research thrust. Students however are at
liberty to decide on their research topics within the social
science as long as IKMAS has the expertise to supervise
their work. This programme, fully by thesis is offered at
both the Master (M.Phil) and the Doctoral (Ph.D) levels
either on a full-time or part-time basis. Since its inception,
27 students have graduated from IKMAS, 17 with M.Phil
and 10 Ph.D. Currently there are 32 students, including 11
from abroad and of these, 11 are working for their M.Phil
while the others are Ph.D candidates.
